The mutual risk management in port is really important for operating the enterprise between container terminals who provide port service and shipping liners who use the port service. This study is performed to contribute to obtain the competitive power of domestic shipping and harbor industry by getting solution of mutual risk management which can make Win-Win strategy on each other as an alternative idea. We suggested two kinds of management models to promote common benefits between container terminals and shipping liners. It is necessary to push positive support and cooperation from government and belonging related organizations for activating the Gwangyang port. In this study, we presented the efficient method to manage mutual risks between container terminals and shipping liners.

Recently, conflict management has emerged as a major issue. Among them, public conflicts that occur in the process of promotion public policies can have negative social effects, so it is very important to manage conflicts effectively. Therefore, this study aimed to examine the characteristics of public conflicts related to ports in order to lay the foundation for the smooth promotion of public policies related to ports. The significance of this study is that it collected and categorized conflict cases in the port sector through various channels to examine the characteristics of port-related conflicts more closely. The results of this study are summarized as follows. First, this study categorized port-related public conflicts by considering the characteristics of actors, life cycles, and issues, which confirmed that conflicts over ports have various issues. Second, we found that many port-related public conflicts have been resolved in a highly coercive manner. Third, it is necessary to explore non-coercive approaches to induce conflict resolution. Fourth, it is necessary to establish a dual system of proactive and reactive measures to manage port-related public conflicts.

항만은 국가 주요보안시설로 철저한 경비와 보안이 요구되며, 철저한 안전관리가 필요함. 4차 산업혁명 시대의 도래로 드론의 범용성이 넓어짐에 따라, 드론을 활용한 항만 내 안전보안 체계 강화가 가능함. 본 발표를 통해 여수·광양항의 드론 활용 사례 및 향후 계획을 논의하고자 함.

해사안전시설에서 운영율은 시설의 유지관리의 정도와 품질의 수준을 나타내는 척도로 사용되고 있고 IALA(국제항로표지협회)는 운영율에 관한 권고치를 제시하고 있다. 우리나라 각 지방해양항만청에서 유지관리하고 있는 해사안전시설의 운영율은 국제적인 평균 기준을 넘어 관리되고 있다. 본 연구에서는 해사안전시설의 운영율의 결정에 관하여 보다 세부적이고 면밀한 연구를 통하여 운영율의 결정을 위한 기초적인 파라메터를 제시하고 이를 인천항 항로에 적용하여 다. 본 연구의 결과는 각 지방해양항만청의 운영율의 조정을 통한 해사안전시설의 효율적인 유지관리에 기초자료로 활용될 것으로 기대한다.

해양환경문제는 지역적으로 시작하여 광역적으로 확산되기 때문에 지방정부에서 사고 시에 신속하게 대응하고 상시에 사전예방적으로 관리하는 것이 중요하다. 현행 해양환경관리는 대부분 중앙정부가 담당하고 있기 때문에 지방정부의 역할을 보다 강화할 필요가 있다고 본다. 본고는 역대 부산광역시의회 안건처리일람을 분석함으로써 해양환경관리 부문에 있어서 지방의회의 역할을 분석하고자 하였다. 이는 지방정부 정책형성과정의 공식적 참여자로서, 또한 지역주민의 의견을 수렴하는 대표기관으로서 지방분권 시대에 그 중요성이 점차 높아지고 있는 지방의회의 역할을 되짚어 본다는 측면에서 의미가 있다고 하겠다.

부산항은 초미세먼지 기준으로 세계 10대 오염항만으로 보고되어, 우리나라 항만도시의 대기오염도가 심각한 수준임을 알 수 있다. 이처럼 선박, 하역장비, 대형화물차 등 항만오염배출원에서 발생하는 미세먼지는 항만지역 내외를 가리지 않고 배후도시 지역민의 삶의 질에 큰 영향을 미친다. 이외 하역장비, 대형화물차 등 항만운영으로 인해 발생하는 소음 또한 지역민 주거생활환경에 영향을 미치는 주요 요인이다. 이 연구는 부산항 신항의 배후도시인 창원시 항만배후지역(웅동생활권)의 주민이 겪고 있는 환경피해실태를 파악하고자 항만배후지역의 생활환경 중 체감오염도가 높은 미세먼지($PM_{10}$)와 소음에 대한 기초 영향조사 수행하였다. 연구결과 신항(창원) 배후지역의 미세먼지($PM_{10}$) 농도는 인근 지역인 창원시 경화동, 부산시 녹산동보다 높게 조사되었고, 경남지역 대기측정소(21개)의 평균보다 최대 $25{\mu}g/m^3$ 이상 높게 측정 되었다. 또한, 신항(창원) 배후지역의 소음도는 환경관리기준을 초과하는 것으로 조사되었다.

일반적으로 국내 기업의 매출액 대비 물류비 비율은 미국, 일본 등 선진국에 비해 높기 때문에 여전히 물류관리 수준 향상을 위한 많은 노력이 필요한 상황이다. 그러나 우리나라는 물류관리 수준 향상을 위해서 가장 중요한 요소인 해운항만물류인력이 부족한 상황이며 수급현황을 살펴볼 때 더욱 부족해질 전망이다. 그래서 정부는 2005년부터 '해운항만물류전문인력 양성사업'을 시행하고 있는 상황이며, 인력양성의 주축인 대학 역시 관련 학과를 개설하며 해운항만물류인력의 부족 현상은 점차 완화될 것으로 기대된다. 이러한 상황에서 해운항만물류인력 양성의 구조적 측면을 살펴봄으로써 지금까지의 양성 현황에 대해 살펴보고 앞으로의 양성 방향에 관해 연구해 볼 필요성에 따라 본 연구를 진행하였다.

본 논문은 항만의 친환경성을 평가하여 그린포트 등급을 부여함은 물론 유비쿼터스 기술을 접목하여 보다 첨단화된 항만관리 시스템을 구축하기 위한 u-그린포트에 대한 제언이다.
