해상환경에 적용된 최적항로예측 알고리듬을 자율운항선박의 기본 시스템으로 가정하고 육상의 육상원격제어시스템을 통해 선박이 제어되는 환경을 ECDIS 시스템을 사용하여 시뮬레이션하고 자율운항선박과 육상원격제어 간 안전운항를 위해 상호 시스템 공유를 이용한 협업을 바탕으로 최적항로예측 시뮬레이션을 개선하는 방안을 분석하였다.

The purpose of this paper is to show the clustering trend and to choose the clustering ports for 3 Korean ports(Busan, Incheon and Gwangyang Ports) by using the self organizing maps based on neural network(SOM) and Tier models for 38 Asian ports during 11 years(2001-2011) with 4 input variables(birth length, depth, total area, and number of crane) and 1 output variable(container TEU). The main empirical results of this paper are as follows. First, clustering results by using SOM show that 3 Korean ports[Busan(26.5%), Incheon(13.05%), and Gwangyang(22.95%) each]can increase the efficiency. Second, according to Tier model, Busan(Hongkong, Sanghai, Manila, and Singapore), Incheon(Aden, Ningbo, Dabao, and Bangkog), and Gwangyang(Aden, Ningbo, Bangkog, Hipa, Dubai, and Guangzhou) should be clustered with those ports in parentheses. Third, when both SOM and Tier models are mixed, (1) efficiency improvement of Busan Port is greater than those of Incheon and Gwangyang ports. (2) Incheon port has shown the slow improvement during 2001-2007, but after 2008, improvement speed was high. (3) improvement level of Gwangyang port was high during 2001-2003, but after 2004, improvement level was constantly decreased. The policy implication of this paper is that Korean port policy planner should introduce the SOM, and Tier models with the mixed two models when clustering among the Asian ports for enhancing the efficiency of inputs and outputs.

광양항은 4개의 항로가 설정되어 있다. 광양항 제1항로는 광양항 항계에서 "해사안전법" 제10조에 따른 교통안전특정해역(여수구역)과 연결되어 있고, 낙포각 사포부두(원유부두 북측) 전면 해상에서 광양항 제2항로와 광양항 제3항로 및 제4항로가 분기 합류된다. 이 글은 광양항 제1항로에서 제2항로로 진입하고 있던 선박과 광양항 제3항로에서 제1항로로 진입하고 있던 선박 사이에 발생한 충돌사건의 개요와 원인을 살펴보고, 개항내 항로가 분기 합류되는 수역에서 합의항법이 적용될 수 있는 점과 현행 광양항 항로의 재배치 필요성, 여수지방해양항만청 고시로 규정하고 있는 광양항내 안전한 속력을 광양항에 입출항하는 모든 선장 및 항해사가 알 수 있도록 해도 및 "Guide to Port Entry"에 반영할 것, 그리고 VTS관제사가 광양항에 입출항하는 선박이 안전한 속력을 준수하도록 권고 또는 지시 필요성 등의 교훈 및 개선사항을 제시하고 있다.

우리나라가 관할하는 공역의 넓이는 약 40만$\textrm{km}^2$로 주한미군이 1952년부터, 국방부가 1958년부터 관리해 오다가 1995년에 건설교통부가 공역관리 업무를 인수하였다. 우리나라의 공역(대구 FIR)에는 비행금지구역, 비행제한구역, 위험구역, 경제구역, 훈련구역, 군작전구역 등 무려 114개의 특수목적 공역이 설정되어 있어 민항공기의 운항이 자유롭지 못하다. 또한 내륙을 중심으로 14개의 접근관제규역이 설정되어 있고 각기 관할구역에 대하여 배타적인 권리를 행사함으로써 신공항건설에 따라 운항이 필요한 소요공역 확보에도 애로가 많은 실정이다. 항로는 국내항로 5개, 국제항로 11개 등 모두 16개의 항로를 운영하고 있으나 대부분 한 개의 항로를 양방향으로 운영하고 있어 교통량 처리가 어려운 실정이고 항공교통량 전체의 75%가 수도권으로 집중되는 현상이 나타나 안전도 확보에도 지장을 주고 있다. 우리나라는 군사적 특수성 때문에 군의 작전비행 활동이 상당히 많으나 관제 및 비행절차에 관한 규정을 군과 민이 각각 달리 운영하고 있는 문제점들이 있다. 금번 세미나에서는 군의 작전활동을 유지하면서 민 항공의 안전성, 경제성 등을 확보하기 위하여 1)국제민간항공기가 제정한 공역등급화(ATS Air Space Spacification)방안, 2)접근관제구역의 조정개선 방안 3)특수공역의 합리적 운영방안, 4)항로의 적선화, 복수의 일방통행 항로 확보 및 국제연결 항로의 다양한 방안, 5)군민간의 관제규정의 일원화 방안 등을 제안하고자 한다.

A range of problems have risen as the results of the obligated charter service. Constant lack of operation improvement compared to regular routes and lower quality service are results of business practice by the service providers. Therefore, this study executed an empirical research using AHP to present a method for improvement by investigating remote island charter service providers. Result shows that the desirable method is to implement operation evaluation system to induce service providers to consistently put efforts on the operating system development.

Based on the case of Busan Port November anchorage, which is a group anchorage, related regulations to promote group anchorage safety management, the turning radius of anchored ship, and more accurate weather information collection and safety through improvement of the supporting system for VTS operations to apply the anchorage location in accordance with reality that it is a suggestion for management improvement methods.

수집된 데이터의 품질을 진단하고 개선하는 것은 품질 관리 측면에 있어 중요하다. 본 연구에서는 항로표지 수집정보의 품질을 개선하기 위해 새로운 알고리즘을 개발하고 이를 시험하는 방안에 대해 분석하였다. 개발된 알고리즘은 기존의 알고리즘보다 더욱 정확하고 신뢰성이 높으며, 항로표지 수집정보의 오류율을 크게 감소시킨다. 이에 따라, 개발된 알고리즘을 적용함으로써 항로표지 수집정보의 품질을 향상시킬 수 있으며, 해상 안전성을 높이는 데 기여할 것으로 기대된다.

The exemplar-based inpainting model is widely used to remove objects from natural images and to restore a damaged region. This paper presents a method which improves the performance of the conventional exemplar-based inpainting model by modifying three major parts in the model: data term, confidence term and patch selection. While the conventional data term is calculated using the local gradient, the proposed method uses 16 compass masks to get the global gradient to make the method robust to noise. To overcome the problem that the confidence term gets negligible in the inside of the eliminated region, a method is proposed which makes the confidence term decrease slowly in the eliminated region. The patch selection procedure is modified so that the closer patch has higher weight. Experiments showed that the proposed method produced more natural images and lower reconstruction error than the conventional exemplar-based inpainting.

In this paper data of index is acquired by some experts. Then the ambipolar models of Fussy Synthesis Evaluation theory is adopted in this paper which helps to the synthesis analysis of the Aids to Navigation in DaLian port area. At the same time, in accordance with the suggestion of the experts and the real condition, the idiographic implement way is mentioned in the point of view of Quality. The two points of view make the scheme more scientific and feasible. After achieving the status, the project scheme of synthetical alteration to Aids to Navigation in DaLian port area is put forward. It arranges the improved ideas from the different point of view of content, efficiency expectation of Aids to Navigation which gives the reference of the alteration and development of the Aid to Navigation which gives the reference of the alteration and development of the Aids to Navigation in DaLian port area for the future.
