시스템 기반 항공안전감독 기술 개발 분야 중 현장에서 이루어지는 항공안전감독 업무 지원을 위해 추진되어온 스마트 안전감독 지원 시스템은 Prototype V1.0 운영을 통해 검점감독 현장에서 필요한 실질적인 시스템 기능 및 요구사항 등을 수렴하였으며 Prototype V2.0에서 요구사항을 최대한 적용하여 기존 웹 환경에 익숙하게 구성되어 있던 UI/UX를 스마트 디바이스에서 맞춰 사용자 편의성을 최대화하고 현장 감독업무 효율성에 중점을 두어 개발을 진행하였다. 본 논문에서 그동안 추진되어온 스마트 안전감독 지원 시스템 Prototype V2.0 시연 및 활용 방안 등을 소개하고자 한다.

The checklist currently used for aviation safety inspection performed by ASIs(Aviation Safety Inspectors) consists of inspection groups and multiple items, it does not have safety attribute and structured hierarchy system which required to efficiently process aviation safety analysis. On this study, categorized the domestic and foreign ASI checklist by safety attribute from ICAO recommended and presented composition of checklist for safety assurance by comparative analysis composition of domestic and foreign ASI checklist.

The need for risk based safety management has been highlighted in accordance with the growth of aviation industry and public interest in aviation safety. Maintenance, Repair and Overhaul (MRO) in aviation industry is defined to guarantee the safety and reliability. Therefore, state's Civil Airworthiness Authority (CAA) has established safety oversight system dedicated for the development of a healthy MRO industry. The study proposed a risk based oversight system considering Korean environment. Based on literature review including analysis of International Civil Aviation Organization guidance and advance system, we identified two organization risks. Organization complexity can be evaluated in accordance with how large the organization is and how complicated the service they provide are. Organization profile is the organization's characteristic related with safety. This study contributes to improving the process of identifying risk of organization and focusing surveillance capabilities on risk areas for efficient management of CAA's resources.

어느 나라에서든지 항공기를 운용하려면 그 나라 항공당국의 관리와 감독을 받아야 한다. 이러한 관리와 감독은 공공의 안전을 위하여 국가기관인 항공당국에서 법적으로 위임받아 수행하는 것이다. 우리나라의 경우 건설교통부산하 항공안전본부와 지방항공청에서 그 기능을 담당한다. 이러한 관리와 감독은 주로 항공기, 항공종사자, 운항조직, 정비조직 등을 대상으로 이루어지며 등록, 제증명, 면허 등과 같은 증명활동, 감독활동, 위반 사항에 대한 법적 제재 등과 같은 수단을 통해 이루어진다. 따라서 항공기를 도입하여 운항하려는 자는 사업계획 단계에서부터 우리나라의 항공안전 관리감독과 관련된 제반 법규와 절차를 사전에 충분히 이해하고 대비하여야 시행착오를 줄이고 시간과 금전적인 손실을 예비할 수 있을 것이다. 여기에선 항공기에 국한하여 항공기 도입과 관련된 항공기 인증제도와 그에 따른 법절차에 대해 설명하고자 한다.

우리나라는 항공안전을 위한 지속적인 노력으로 국제적인 수준의 안전성을 유지하여 왔으나, 최근의 여러 항공사고의 발생과 급변하는 국제적 환경에 따라 항공안전관리체계의 개선 필요성이 요구되고 있다. 본 연구는 이러한 상황에 대응하기 위해 2014년부터 수행되고 있는 시스템 기반 항공(운항, 감항) 안전감독 지원시스템의 개발 이후 원활한 운영을 위하여, 운영에 필요한 기반에 해당하는 법령 고시 훈령 예규 등 법제도와 정책의 수립을 위한 연구이다. 본 연구에서는 항공안전감독 업무에 관련되는 국내외 법제도를 조사 및 분석하여 문제점을 파악하고, 국외 사례와 비교하여 개선방안을 제시한다. 주요 개선방안으로는 법령에 위험관리를 위한 체계의 정의와 그 역할에 대한 세부적인 명시 등이 필요하다는 시사점을 제시한다.

현행 국내 항공안전감독 업무 및 시스템의 인허가 AOC(Air Operator Certificate) 관련 정보 확인 기능 부재, 연 월간 감독계획 간의 연계성 취약, 점검 데이터 활용 통계 및 분석 기반 취약, 점검 및 인허가 대상별 인허가 점검 관련 데이터 관리 기반 미흡, 제한적 시스템 기능 구현에 따른 상당 업무기능의 수작업 문서처리 등의 한계점을 파악하고 이를 개선하기 위한 대안으로 위험관리(Risk Management) 기법을 활용한 항공안전감독 업무절차 및 현행 운영 시스템의 개선모형을 도출하고 이를 적용한 운영체계의 구현 방향성을 제시하고자 한다.

This paper analyzes quality management of aviation safety services in Korea and proposes practical implications for improvement. We look into how quality management is conducted in the Korean aviation industry and confirm aviation authority's efforts for a quality management system. We also compare and analyze international standard ISO 9001 and aviation safety oversight system quality management cases of International Civil Aviation Organization (ICAO) and U.S. Federal Aviation Administration (FAA) with a Korean case. Results find the difference in defining the scope of ISO 9001 management between ICAO/FAA and the Korean authority which causes unnecessary misunderstanding in oversight perception. The Korean aviation authority strives to provide a high level of safety oversight services by educating aviation safety inspectors as well as establishing a quality management system. We believe that our proposals can help Korean aviation safety oversight system secure objective credibility and seek a safe growth and development of the aviation industry.

While the numbers of overseas travelers has been increased rapidly each year, the numbers of passengers in the aircraft also has continued to be increased gradually. In the mist of these increasing numbers, such accidents as threatening an aircraft safety like riot, aircraft hijacking and terrorism have happened constantly. In these circumstances, South Korean government has prescribed "Aviation on Security Act" in accordance with the Convention on International Civil Aviation and other international agreements. This act aims to prevent illegal activities and illegal items on the aircraft to ensure the safety and security of civil aviation. However, this act is not sufficiently regulating all the illegal crimes and illegal items on the flight. For the worse, there is a lack of effective supervisory capacity. Likewise, the inherent problems of the current laws relating to the prevention of the illegal items on the aircraft are appearing on the surface continually. Above all, illegal items on the aircraft are directly connected to the issue of aviation safety and security as well as a safe utilization of the flight service. Thus, when there occurs a serious accident on board, it surely would be led to a huge economic loss not mentioning the loss of lives following the accident. Therefore safety of the flight passengers cannot be guaranteed without ensuring the safety of aircraft facilities and good supervisory mechanism of illegal items on the aircraft. Accordingly, establishing a safe operation order tends to influence economy and tourism of a country in no small measure. Therefore, it is an urgent issue to settle down a reasonable and adequate supervisory regulations regarding the prevention of the illegal items on the aircraft. Consequently, in this article, I studied on a reasonal and effective mechanism to control the prevention of the illegal items and illegal acts on the aircraft in order to ensure a safety and security of civil aircraft.

최근 국내에서 개발한 KC-100 항공기의 형식증명 및 제작증명이 완료됨에 따라 우리나라도 항공기 제작/설계국 반열에 오르게 되었고, KC-100 개발을 계기로 국내 개발 항공기의 해외 수출을 대비한 제작/설계국으로서의 감항성 유지 체계 및 시스템 구축이 필요로 하게 되었다. 본 연구에서는 ICAO에서 제시하는 국가 유형 별 감항성 유지 업무의 책임 및 해외 항공선진국의 감항성 유지체계와 우리나라의 지속감항업무 수행현황을 비교분석하여 국내 감항성 유지 체계 및 항공기 고장보고 항목에 대한 개선 방안을 제시하였고 항공안전정보 네트워크를 구축하여 지속감항체계에서 획득한 항공 안전기술정보를 안전감독에 활용하기위한 방안을 연구하였다.
