A Study on Reality and Quality Improvement of Aviation Security Equipments Performance Certification System in Korea (항공보안장비 성능 인증제의 현실과 품질개선에 관한 연구)

  • Purpose: This study focused on reality and quality improvement of aviation security equipment performance certification system. Methods: For this propose, we analyzed aviation security equipment performance certification system related legislations. Using analyzed data, we suggested advancement plan of aviation security equipment performance certification system. Results: In results, South Korea has been implementing aviation security performance certification system since October 2018. Parts for improvement of system are mutual certification with major countries that operate aviation security equipment performance certification systems, the spread of the defense industry's system, development of similar substances for handling explosives, and introduction of preliminary inspections. Conclusion: The research result could be used as a basic data for upgrading Korea's aviation security performance certification system.

  • Korea Aerospace Research Institute(KARI) has accomplished the planning study for setting up the mid-long term development plan of Goheung Aviation Test Center for the extensive use. In the future the aviation center will have a role of the complex center for the flight test, component test and R&D in Korea. KARI searches the legal requirements and informations for constructing the aviation test airfield in Goheung. Aviation law describes a lot of requirements to construct an airfield and the airfield also needs runway, equipments/facilities, obstacle limitation surfaces/distances, limitation altitudes and air space etc.. In this study the research results for the obstacle limitation Surface are mainly presented relating to the existing runway and the new large-scaled runway in Goheung.

  • To manage State Safety Program (SSP) in a more integrative and proactive manner, an aviation safety authority of the state shall detect and assess the risk of emerging or hidden safety hazards before they provoke accidents or incidents(ICAO, 2018). In case of South Korea, safety risk assessment is conducted by calculating the likelihood and severity of the hazard following ICAO's safety management manual. It is reasonable to extract the safety risk likelihood by calculating the number of occurrence caused by the hazard. However, it is ambiguous to assess the safety risk severity defined as the extent of harm that might be expected to occur as a consequence of the identified hazard. In this paper, a safety risk assessment method which quantitatively calculates the risk of hazard using aviation safety data(i.e. aviation safety mandatory report, etc.) is proposed. By utilizing the proposed method, the existing process that safety risk is being subjectively assessed by safety inspectors can be supplemented. So that essential aviation safety policy decision making can be accomplished by the accurate result of safety risk assessment.

  • The cabin environment has many physiological effects on commercial aircraft passengers and medical providers, and environmental stress factors exist. Therefore, it is important for medical providers to understand the effects of aviation physiology and cabin environment on the human body. It should also be remembered that these physiological changes and environmental stress factors can affect passengers as well as flight crew and also medical equipment. Providing medical assistance during a flight offers a number of unique challenges including lower cabin pressure, tight quarters, crowded conditions, and loud background noise. The purpose of this Korean guideline is to offer an overview on various in-flight emergencies that could be anticipated and to outline treatment priorities.

Implementation and Operational Test of ADS-B System in Goheung Aeronautical Center (고흥항공센터 ADS-B 구축 및 운용시험)

  • Goheung aeronautical center is located in the area of Goheung of which land is reclaimed from sea and has a runway of length 700m, width 25m with test facility which has been used for flight test of UAV and small aircraft. To support the enhancement of aircraft safety, 1090ES ADS-B ground system as the ground surveillance system has been implemented. ADS-B system based on GPS and digital data link provides the function of enhancing the aircraft safety through flight information among aircrafts. This paper gives the result that the implementation of ADS-B ground system and the flight test with onboard ADS-B transmitter has been conducted.

  • A Flight test is an important process that must be performed to maintain airworthiness in the aircraft lifecycle, including aircraft development and certification. Flight test can be conducted for the purpose of demonstrating or verifying compliance with the applicable standard. Results of the flight test air accident analysis confirm that it is caused by a combination of various factors as well as aircraft. The International Civil Aviation Organization recommends the establishment and implementation of a safety management system to prevent aircraft accidents, but it does not reflect the specificity of the flight test. As such, advanced countries are providing separate criteria to assist stakeholder in conducting flight test safety management. This study investigates and analyzes relevant regulations of advanced countries, in accordance with the construction of a national flight performance test site in Korea, and proposes government-level guidelines to help stakeholders develop their flight test operation manuals. The guidelines discuss topics such as organizational composition, safety and risk management, flight operation, personnel management, and administrative issues.

  • 한국항공우주연구원은 공공기술연구회 산하 한국지질자원연구원, 한국해양연구원, 한국건설기술연구원과 협력하여 2002년 4월 17일에 본격적인 원격탐사 연구 및 공공지원 업무의 주축을 담당하게 될 공공원격탐사센터를 설립하였다. 별도의 독립조직이 아니라 원격탐사위성인 아리랑위성을 개발, 운영하고 있는 한국항공우주연구원을 중심으로, 한국해양연구원, 한국지질자원연구원, 한국건설기술연구원등 관련기관이 해양분야, 지상분야, 건설분야 등 각 전문분야 별로 협동연구 체계를 구축, 실질적인 국가원격탐사센터 역할을 수행할 것이다. 이와 같이 설립된 공공원격탐사센터에 대한 홍보, 위성자료의 공공활용 지원 및 원격탐사 Tutorial 등을 사용자들이 쉽게 접속하여 이용할 수 있도록 공공원격탐사센터 홈페이지를 구축하여 Open 하게 되었다. 공공원격탐사센터 본부인 한국항공우주연구원을 비롯하여 전문센터별로도 홈페이지를 구축하여 서로 연결되도록 하였다. 2003년도에는 이와 같이 open 된 홈페이지에 위성자료 통합 DB를 구축하여 서비스할 예정이다.
