A study and perceptions of domestic construction companies about the government procurement agreement on the US & Korea FTA (한.미 FTA 정부조달 협정에 대한 국내 건설업체의 인식에 관한 연구)

  • The purpose of this study is to diagnose the level of perception of domestic construction companies about the US & Korea FTA completed in 2007. According to the survey results, the more innovative the construction company is and the stronger ownership the construction company has, the more actively preparing for FTA. Altogether, our construction companies have well recognised the inevitable impacts on the domestic construction industry. On the other hand, most of them are more or less negative about whether or not the FTA gives us a good chance to switch from domestic companies into global companies.

  • 한미 FTA 타결은 수출에 큰 도움이 될 것으로 전망되고 있다. 세계 1위의 경제 대국 미국과의 자유무역협정(FTA)이 타결됨으로써 우리나라는 개국에 버금가는 엄청난 변화를 맞게 될 것으로 예상된다. 지난 19세기말 강화도 조약으로 조선이 개화기를 맞았듯이 이번 FTA 타결로 우리는 개방경제의 닻을 본격 올리게 되었다. 특히 중국과 일본에 끼어 샌드위치 신세를 면치 못하던 우리가 모처럼 새 성장 동력을 얻어 동북아 지역에서 기선을 잡는 계기를 마련한 것으로 평가되고 있다. 해운 및 항만의 경우 양국간 교역량 증가로 해운 및 항만에 긍정적인 영향을 가져다 줄 것으로 분석되고 있다. 다음은 한미 FTA 체결에 따른 부문별 파급여파와 변화 등을 요약정리한 것이다.

  • Trans-Pacific Partnership started as a small scale 4 countries regional trade agreement. It became a grand free trade agreement when the United States announced its participation and Japn considers to join. Korea still hasn't decided the stance however, considering the economic and political relationship with the United States and the impact of TPP, it looks like that Korea is going to join TPP. US led the TPP agreement is expected to be made based on the previous FTA agreements of the US. In the promising E-Commerce part, it is likely that the e-commerce leading US would suggest favorable agreement. If Korea joins the TPP, it's necessary to suggest what Korea wants and needs based on the previous KORUS FTA to promote Korean e-commerce for the future.

  • 지난 9월 6일부터 9일까지 미국 시애틀에서 한 · 미 자유무역협정(FTA) 제3차 협상이 개최됐다. 농림부는 농업 및 SPS(위생 및 검역)분과 협상을 총괄하고, 이 외에도 원산지, 상품, 서비스 분과등 농업 관련 사안이 논의되는 분과의 협상에도 참석했다. 제4차 협상은 10월 말 우리나라에서 개최되며, 구체적인 일정과 장소는 추후 결정될 예정이다.

Linkage between FTA, Energy Consumption and GHG Emissions in Korea : A CGE Analysis (연산일반균형(CGE) 모형을 이용한 자유무역협정(FTA), 에너지소비, 온실가스 배출량 간의 연계성 분석)

  • This study analyzed the impacts of FTAs (Free Trade Agreements) actively being promoted by the Korean government on the Korean economy, energy consumption and greenhouse gas (GHG) emissions and found the policy implications in terms of the linkage amongst them. The simulation analysis by using a global CGE model, KEEI-GCGE, found that the effectuation of Korea-USA, the Korea-EU and the Korea-China-Japan FTAs at the same time would increase the real gross domestic product (GDP) of Korea by 2.04%. In addition, the energy consumption and GHG emissions of Korea are estimated to increase by 3.33% and 1.53% respectively. These results imply that the various medium and long-term plans and policies related to energy and GHG emissions in Korea should systematically reflect those potential impacts of the FTAs.

The Impact of Bilateral Free Trade Agreements on International Trade Volume of Bulk Shipment at the Port of Korea: Focusing on Korea's FTA with Singapore, India, and United States (한·단일국가 FTA체결에 따른 우리나라 벌크물동량 영향분석 : 싱가포르, 인도, 미국을 중심으로)

  • The primary purpose of this study is to analyze the impact and determinants of bilateral Free Trade Agreements on international total bulk shipment trade volume at the port of Korea using the Panel Gravity Model. The model estimates the aggregated panel data of exports and imports (excluding transshipment) as a dependent variable during the period from 1996 to 2015. GDP, GDP per capita, distances between bilateral countries, and FTA dummies are included as independent variables. And the economic integration of FTAs including ASEAN+3 and NAFTA3 countries were used as dummy variables. Study results show that GDP and GDP per capita have positive impacts on bulk shipment trade volume at the port of Korea. In addition, Korea's bilateral FTAs with Singapore, India and the United States have positive effects on total bulk trade volume in Korea. This is the so called trade creation effect. On the other hand, ASEAN+3 and NAFTA have negative effects on the total bulk trade. This is the so called trade diversion effect. Also, the distance between Korea and its trade partners has a negative impact. These findings provide insights for: further academic research, site operators who work in related trade and maritime sectors, and policy makers engaged in port and maritime operations. The results can be used to develop strategies for maximizing bulk port throughput.

A Comparison of Environment Clauses under Korea-China FTA and Korea-U.S. FTA (한·중 FTA 및 한·미 FTA의 환경조항 비교)

  • Korea-China FTA and Korea-U.S. FTA are the most significant FTA in volume and economic effect for Korea's perspective. Developed countries have dealt with environmental issues one of the main issues in FTA negotiation, while developing countries have been reluctant to it. Both Korea-China FTA and Korea-U.S. FTA have separate environment chapter respectively. A separate environment chapter was firstly introduced in Korea-U.S. for Korea's perspective. Both environment chapters provide high level of environment protection, recognition of multilateral environmental agreements, enforcement of environmental laws, and environmental cooperation. Both environment chapters require that each party make effort to improve environmental laws and measures. Korea-China FTA provides establishment a "Committee on Environment and Trade", and Korea-U.S. FTA provides establishment a "Environment Council" to oversee the implementation of environment clauses. Korea-China FTA and Korea-U.S. FTA have very similar provisions on environment and trade, and are expected to contribute to enhancing environment protection. However, a lot of provisions are somewhat declaratory rather than mandatory. Therefore, further environmental cooperation is encouraged to achieve the goals and objectives of the environment clauses and FTA.
