Nowadays, the international economic environment has been improved by the World Trade Organization based on UR trade negotiation. In such state, the international commerce cooperation, which means trade liberalization through relaxation or abolition of customs and noncustoms harrier, is necessary a country's policy for overseas strategy. To the view point of international commerce order, there co-exist the globalism represntatived by GATT/WTO and the regionalism operated by European Community including 15 countries, or North American Zone with canada, Maxico. The former expands the trade liberalization through the most favoured nation treatment of WTO among whole world nations and the latter takes the differential trade policy to other countries. For extreme dependence on foreign natural resources and raw materials, Our country should strengthen it' comming prospect for the world economy. To put it more concrete, We must enforce in advance the legal basis of convention and norm which in adopted by WTO. Also we are desirable to cooperate with Asia and pacific economy area or APEC. Finally, under the direction of international commerce environment and world economy, we must take the commerce cooperation in global order considering the tendency of regionalism and bloc economy.

산업통상자원부는 '17년부터 '31년까지 향후 15년간의 전력수급 전망 및 전력설비 계획 등을 담은 '제8차 전력수급기본계획'(안)을 마련하여 12월 14일 국회 산업통상자원중소벤처기업위원회(이하 산업위)의 통상 에너지 소위에 보고했다. 이번 계획(안)은 지난해 12월 계획 수립에 착수한 이래 약 1년간 70여명 전문가들의 43차례 회의를 거쳐 작성되었으며, 그간 수요 전망, 설비 계획, 예비율 등 5차례에 걸쳐 중간 결과를 공개하여 시민 환경단체, 에너지업계 등 이해 관계자로부터 의견을 수렴해 왔으며, 지난 9월에는 국회 산업위 통상에너지소위에 중간 보고를 하였다. 기존 수급계획이 수급 안정과 경제성 위주로 수립되었던 것에 반해, 이번 8차 계획은 최근 전기사업법 개정(전기사업법 제3조 개정('17.3월) : "전력수급기본계획 수립시, 전기설비의 경제성, 환경 및 국민안전에 미치는 영향 등을 종합적으로 고려하여야") 취지를 감안하여 환경성 안전성을 대폭 보강하여 수립한 것이 특징이다. 또한 발전소 건설을 우선 추진하기보다는 수요 관리를 통한 합리적 목표 수요 설정에 주안점을 두었고, 신규 발전설비는 대규모 원전 석탄 일변도에서 벗어나 친환경 분산형 재생에너지와 LNG 발전을 우선시하였다. 이번 수급계획은 국회 산업위 통상에너지소위 보고 외에도 국회 산업위 전체회의 보고, 공청회 등을 통해 추가적으로 의견을 수렴한 뒤 전력정책심의회 심의를 거쳐 최종 확정될 예정이다. 국회에 보고된 제8차 전력수급기본계획(안) 전문을 게재한다.

Throughout intensive negotiations on the KORUS FTA and even after its ratification on March 15, 2012, ISD (Investor-State Dispute Settlement) has been at the center of many controversies within the FTA. Although the original function of the ISD is intended to be a protectional measure for foreign investors, there have been many foreign investors who tried to use the ISD as a tool to attack a government and nullify the public policy demanding tremendous amount of compensation. Many of the NAFTA ISD cases including Ehtyl v. Canada and UPS v. Canada demonstrate such a behavior by foreign investors. It is the right time for Korean government to conduct in depth studies on NAFTA ISD cases because the precedents provide invaluable insights including the legal reasoning by the decision making authorities including ICSID and UNCITRAL. The lessons we would learn from those cases would prepare Korean government for expected ISD claims by foreign investors and enable the government to maximize its efficiency in policy making process under a new international trade environment, the KORUS FTA.

We want to know the key factors which are important to make any cluster grow up. First, we make four cluster types which are national policy type, local recruit type, local network type, and existing industry transforming type. Second, We selected Austin case and Kyushu case as two local recruit type clusters. Third, this paper looks into the dynamics of two clusters. Forth, we arrive at the conclusion including the policy implication for Daegu technopolis.

본 논문은 인터넷 전자상거래를 기반으로 최근 활성화되고 있는 전자무역의 거래관행상의 영향 및 문제점을 실증분석하고 있다. 전자무역의 인터넷 전자상거래의 활용정도 및 장애요인 등을 분석하고 그에 따른 제반문제를 법제도적 측면을 비롯하여 정책적 측면 등을 중심으로 분석함으로서 전자무역의 새로운 거래관행의 확립과 법제도적 개선책의 모색을 통하여 전자무역거래의 활성화방안을 안전한 전자거래시스템의 확보 외에 관련 인력의 양성 및 교육훈련프로그램의 개발 등이 요구되고 있다.

산업통상자원부는 12월 20일 서울 상암동 에너지드림센터에서 백운규 장관 주재로 관계부처, 지자체, 시민단체, 업계, 학계 등 20여명이 참석한 가운데 '제2회 재생에너지 정책협의회'를 개최하고 '30년까지 재생에너지 발전량 비중 20% 달성을 위한 '재생에너지 3020 이행계획(안)'을 발표했다. 이번 계획(안)은 지난 6월 산 관 학 연 전문가들로 구성된 이행계획 수립 T/F를 구성하여 약 6개월간 각계 전문가들의 의견을 수렴하고, 관계부처 협의, 간담회 등을 통한 각계각층의 의견을 반영하여 수립하였다. 재생에너지 정책협의회는 재생에너지 정책 수립에 있어 지자체, 시민단체, 업계, 학계를 아우르는 분권형 거버넌스 구축을 위해 '17년 8월에 발족하였다.

The Importance of SEP (Standard Essential Patents) Procurement Operation is on the side of Governmental and Public both to accelerate the national trade negotiation competitiveness. To operate cooperative system of SEP creation and management, Government should monitor the effect and performance periodically to public sectors. and To achieve the support objectives, it should establish the virtuous circle infrastructure between R&D and economic performance on SEP. This can make the SEP enhancement to pursue the international competitiveness on Intellectual Property Rights. Especially the specific support approach to each phase of the SEP declaration matrix is essential to consolidate the possibility of SEP creation and acquisition. In this study, the concepts of SEP to accelerate the national trade negotiation competitiveness and the prior research were verified through the investigation of market trend and current state of affair analysis. Through the analysis of international and domestic situation of SEP procurement and management, We have found the results as follows. First of all, the leading conglomerates and the Government should focus on the secondary and tertiary industries to create and acquire SEPs to accomplish the effectiveness of selection and concentration. In second, the SMEs and Univ. Labs should focus on the quaternary sector of the economy to retain the competitiveness of speed and challenge on SEP related. From this study, the appropriateness of the tailored-support management model should be institutionalized, and the results implied an research in order to examine the suitability among the current SEP to enhance the competitiveness of national trade research issues.
