This paper compares the sources of the changes in the production of manufacturing industry between Korea and Japan during year 2000 ~year 2011 by I-O SDA. The results show that the first source of the increase in the production of Manufacturing industry in Korea is export, while in Japan the technological change. However, the contribution of technological change is relatively small in Korea and moreover decreasing. Meanwhile, the domestic final demand is the second source of the increase in the production of Korean manufacturing industry, but it was the first source of the decrease in the production of Japanese counterpart. On the other hand, the decrease in import substitution for both the intermediate and domestic final goods is significantly contributed to the decrease in the production of both Korean and Japanese manufacturing industry. Conclusively, these results confirm that the growth of Korean manufacturing industry has heavily depended on export. Then, considering the current global economic environment that is rapidly becoming more uncertain as well as volatile, the results imply that the heavy export dependence may become a key hurdle for the solid sustained growth of Korean manufacturing industry, so that policy ensuring more evenly balanced growth contribution from all growth sources is necessary. In particular, policy to promote technological change and import substitution is required with greater weight.

The purpose of this paper is to compare technical efficiencies and productivities without and with environmental constraints, and shadow prices of $SO_x$ in Korean and Chinese industries. The technical efficiencies without and with environment in Chinese manufacturing industries are higher than those in Korean manufacturing industries for 2000-2004. Most of individual Chinese manufacturing dominate those of Korean manufacturing in levels of technical efficiency. In terms of productivity changes excluding environmental constraints, the rates of annual growth in Korean and Chinese industries show 1.13 percent and 2.73 percent respectively. But Korean industry in productivity changes considering $SO_x$ reduction shows 2.41 percent, higher rate of growth than 1.58 percent of Chinese industry. In the shadow prices of $SO_x$, the reduction of an additional unit of $SO_x$ in the Korean manufacturing needs a decrease of 1.473 unit of output, while the shadow price of $SO_x$ in Chinese manufacturing is 0.0049, close to zero. Korean manufacturing should be specialized in higher sectors of technical efficiency and productivity and be also kept efficient in pollution abatement cost.

정부의 환경규제로 인하여 한국 제조업의 기업들이 공해방지시설을 의무적으로 설치해야할 경우, 이는 생산비증가와 신규투자의 위축 및 생산요소간 조합비율에 영향을 미침으로써 직 간접적으로 생산성의 감소를 초래한다. 본 연구에서는 인과추정법(因果推定法)으로 측정한 그레이 (Gray, 1987)의 모형을 통하여 환경규제가 한국 제조업의 생산성에 미치는 효과를 측정하였다. 측정결과, 규제로 인하여 연평균 0.58퍼센트 포인트만큼의 생산성감소효과가 있었다. 여기에는 생산성증가율 계산상의 '측정효과(測定效果)'만 존재하고 생산과정의 제약, 신규투자의 위축, 다른 생산요소의 생산성감소로 인하여 총생산성이 감소되는 '실질효과(實質效果)'는 발생하지 않았다.

Since ICT convergence became a major issue, German government has carried forward a policy 'Industry 4.0' that triggered ICT convergence with manufacturing. Now this trend gets into our stride. From this facts, we can expect great leap up to quality perfection in low cost. Recently Korean government also enforces policy with 'Manufacturing 3.0' for upgrading Korean manufacturing industry with being accelerated by many related technologies. We, in the paper, developed a custom-made operational big data analysis platform for the implementation of operational intelligence to improve industry capability. Our platform is designed based on spring framework and web. In addition, HDFS and spark architectures helps our system analyze massive data on the field with streamed data processed by process mining algorithm. Extracted knowledge from data will support enhancement of manufacturing performance.

Korean economy has experienced rapid expansion of the service sector at the expense of the manufacturing sector since 1988, which was caused by the wage increase and the appreciation of Won. The government worried about the deindustrialization and the erosion of the international competitiveness, and various measures were taken to enduce labor force into the manufacturing sector. However, this article argues that the expansion of the service sector is inevitable phenomenon in the process of economic development, and the balanced industrial policies are desirable. In addition, the Uruguay Round Service Negotiations require liberalization of the service market and internationalization of the service industries.

중소기업협동조합중앙회(회장김용구:http://kfsb.or.kr)가 중소제조업 1,500개 업체를 대상으로 실시한 「월중 중소기업경기전망조사 결과」에 따르면 '05년 9월 중소제조업 업황전망 건강도지수(SBHI)는 기준치(100.0)를 밑돈 91.0을 기록, 여전히 부진할 것으로 전망되나 전월(80.5)보다 10.5p 상승, 경기부진세는 다소 완화될 것으로 전망됐다.
