The results showed following. First, home economics is a key subject matter in dealing with a low fertility problem among 2007 revised curriculum for secondary education level. Home economics curriculum contents was systematically organized through 8th grade to 10th grade in 4 units, where as curricula contents of social studies, science, and moral education deal with a low fertility problem in partial. Second, it is proposed to be active in community involvement incorporating with secondary education, college education, and lifelong education by service learning, outreach program, and extension program. Third, public policy and advocacy participation of home economics teachers are crucial for transformative leadership and practice in enhancing the condition of individual, family, and community wellbeing such as a low fertility problem. To perform this role of home economics education, home economics teachers should participate in developing curricula and teaching materials for the extra curricula activity, creative experiencing activity, and service learning activity. Home economics teacher educators also should actively involved in outreach program and extension program as well as in public policy advocacy activity for solving a low fertility problem.
As the fertility rate of Korea has recently decreased to the lowest level in the world, the recognition of the needs for social support for the child-care has been increased. This resulted in the announcement of National Policy of Child-Rearing Support in 2004. This study attempted to propose the activation of the family child-care for the preparation of the introduction of the National Policy of Child-Rearing Support. Using literature review and interview, the following research questions were addressed. Firstly, the actual situation of the family child-care was compared with that of the other types of child-care. Secondly, the policies of child-rearing support and the family child-care systems in other countries such as United Kingdom, Sweden and Japan were introduced. Finally, activations of the family child-care were discussed in terms of the introduction of the National Policy of Child-Rearing Support. The results of this study implies that the family child-care in Korea is different from that of other countries as well as other types of child-care in Korea. Also, it suggests that key factors of the activation of the family child-care in Korea are to identify as the small, informal and family-like child-care, to differentiate as the infant-care and non-standard time child-care from other types of child-care, and to increase the level of professionalization. In conclusion, family child-care should become an alternative for the low fertility problem.

Objective: The goal of this study was to investigate the effects of early childhood teachers' current working conditions such as welfare and wages, working hours, ECEC center's environmental characteristics, and parental involvement and community engagement on the professionalism of teachers. Method: A total of 988 respondents participated in the nationwide online survey. The data were analyzed by correlation analysis and structual equation modeling. Results: First, there were no statistically significant direct effects of ECEC teachers' working conditions on teacher professionalism. Second, there were significant direct effects of teacher efficacy and well-being on teacher professionalism. Third, there were significant indirect effects of teachers' working conditions on their professionalism, via efficacy and well-being, linking the impact of working conditions and the professionalism of teachers. Conclusion/Implication: The results of this structural model imply that policy input for teacher welfare, wage increases, and the enhancement of teachers' well-being and efficacy are valid and significant for the professional development of ECEC teachers. These results provide the data-driven evidence for the importance of welfare and socio-cognitive approaches for teachers.
Along with the mood of 'Beyond GDP', it is necessary to explore how these subjective concepts such as happiness and well-being are quantified to be compared among many countries. The concept of 'Work-life balance (WLB)' is likely to be located on the boundary between the subjective and objective areas. Thus, this article aims to examine the policies related to WLB and how to change or develop those policies considering the concept of WLB and the circumstantial particularity of Korea. There are several suggestions on certain developments in the existing policies interfering WLB at three levels. First the government needs to conduct campaigns to transform traditional gender roles through active advertisement. Second, the company needs to use the long-lasting 'hierarchical organisation culture' for employee's work-life balance for regulating working hours and exhausting paid holidays and maternity or paternity leave. Finally, families should understand and support their wives' current circumstances facing the struggle between a mother and economic worker.
This article attempts to restructurize the current arguments on how to change the method of financing child care programme, which is currently under discussion in Korea. There has been a series of changes in Korean child care policy, such as the amendment of Child Care Act, the transition of its responsible administrations, adoption the child care policy as a national agenda. In these changes, new needs for child care financing method comes out with a new direction of child care policy and a plan of expansion of finances. That's the transition from 'facility-centered subsidy' to 'child-centered subsidy'. This article redefine it as the arguments about 'supply-side subsidy' vs. 'demand-side subsidy'. To analyse the different traits of two branches of arguments, this article reviews the social welfare models, and has come to the conclusion that the Burchardt's model is appropriate to explain the financing debates. Thus, the analysis the traits of the two perspectives is based on three dimensions i. e. service provision, financing and decision making according to the Burchardt's model. This also examines how the two sides is connected to the discussion of publicity and quality improvement of child care service. Through this approaches and analysis, this helps us restructurize the debates on the method of financing from the present superficial arguments.

The respondents in this data consist of 1,467 women born their children at 2007 and 1,000 women not having their children at the recovery periods of fertility rates. Findings are as follows. First, the effect of individual's ideological factor, the individual perception of the economic situation, and the individual socioeconomic characteristics on fertility behavior differ by each parity. Second, the government policies increasing the fertility rate are needed to consider not only providing the economic support but also emphasizing the traditional ideology having the positive effects on the fertility behavior in order to increase the fertility rates. Third, the policy decreasing the age at the first marriage is needed.

Recently the government aims to new markets, new jobs, and economic management based on technology, imagination, and creativity through the 'Creative Economy'. It has also been demonstrated in the creation of economic benchmarking of the developed countries that the performance of the creative economy in the border area with convergence of industry, science, culture and technology can achieve. In particular, women in science and technology play an important role in the case of developed countries. However, it is known that active supports and development policies for women scientists and engineers are insufficient, and the number of woman in science and technology is very low in korea. The ratio of women in her early and mid 30s in economic activity is low because of career break and difficulties from going back to work due to childbirth and parenting. The government should concentrate on the creative education and training, support for women in science and technology to develop the creative economy progressively. we present the investigation of the ICT industry status, role of women in economic participation, and the plan of creating jobs for women in the ICT industry in this paper.
