The Normative Structure of the National Disaster Management System (국가재해재난관리체계의 당위적 구조)

  • This paper discusses the theoretical arguments regarding the structure of the national disaster management system. This paper is motivated by the criticisms that the Korean literature on the national disaster management system treats the issue in the limited context of the structural reform of the government and that in such process it confines itself to the production of very practical solutions based on partial observation on the national disaster management system of advanced countries without proper treatment of the peculiar political, socio-economic, cultural backgrounds of such countries. Therefore, this paper provides thorough theoretical review on the structural characteristics of the national disaster management system, which is pursued on the basis of the constructs of the systematic understanding of the characteristics of disaster itself as a policy subject. As a result this paper shows that the national disaster management system requires.

A Study on Policy for Public Libraries of the Metropolitan Office of Education (교육청 소속 공공도서관의 정책적 발전 방안에 관한 연구 -조직적 측면을 중심-)

  • This study examines policy issues for the future development of libraries belonging to the metropolitan office of education focusing on facilities (legal basis for installation), management (dedicated department), human resources and budget. This study collected and analyzed related data using National Law Information Center and National Library Statistics System. As a result of this study, the names of the libraries performing library functions varied due to the difference of the administrative organizations of the libraries in the metropolitan education office. In addition, library policy work carried out by the library department may be excluded from policy priorities as a subsidiary task. It is analyzed that the expansion of quota of the librarian deputy director to provide the opportunity for promotion of librarians and the increase of the library input budget against the total budget are necessary.

The Design of DEI Controls using Neural Network (인공신경망을 이용한 EDI 통제방안 설계)

  • Many organizational contexts should be considered in designing EDI controls to make control systems effective and efficient. This paper gives a description of the neural network model for suggesting the extent of effective EDI controls for a company that has specific organizational environment. Feedforward backpropagation neural network models are designed to predict the state of 12 modes of EDI controls from the sate of environment. The predictive power of the system is compared with that of multivariate regression analysis to evaluate the effectiveness of using neural network model in predicting the level of EDI controls. The results show that the neural network model outperforms regression analysis in predictive accuracy. The controls that have high estimated value in the model are likely to be critical controls and EDI auditor or management can enhance investment of IS resources to enhance these controls.

Ambidextrous Innovation and Performance : An Empirical Test of the Ambidexterity Hypothesis in TV Drama Projects (양면적 혁신과 성과 : TV 드라마를 대상으로 한 양면성 가설의 실증)

  • Ambidextrous innovation is defined as the innovation capacity to pursue simultaneously both exploration and exploitation. Based on the organization learning and innovation management literature, the ambidexterity hypothesis predicts that ambidextrous innovation would enhance firm performance. This study attempts to verify the ambidexterity hypothesis in the context of TV drama production industry. TV drama producers' ambidextrous innovation is conceptualized as the simultaneous pursuit of exploratory and exploitative approaches in selecting genres of dramas. Data collected from 57 drama producers in 714 Korean TV drama projects between 1994 and 2009 support the ambidextrous hypothesis. The interaction between exploratory and exploitative approaches in genre selection is indeed positively related to the drama performance in terms of the viewing rate. Such results suggest that managers ought to manage high levels of both exploratory and exploitative innovation simultaneously in order to cope with increasing uncertainty, especially in highly uncertain cultural industry.

Location Decisions of Startups and Dynamics of Cluster Growth (기업가의 창업위치선택과 클러스터의 성장동력: 바이오벤처의 창업을 중심으로)

  • This paper examines the motives for location decisions of startups and dynamics of cluster growth. Because the location decision is intrinsically strategic choice by entrepreneurs, it is an interplay of three critical forces; cost-benefit of the choice, R&D ability of new entrants, and R&D capability of incumbents in clusters. The effect of knowledge spillovers influences the cluster growth like a double-edge sword; both a positive effect of technology learning and a negative effect of knowledge de-learning. Using data on 710 bio-tech venture firms in Korea, this paper tests the hypotheses about the factors influencing the growth of the cluster. The empirical analyses suggested that early entrepreneurial activity in the clustered regions were important, however other factors such as the organizational legacy, internal dynamics inside a cluster, and the existence of cooperation norm in the cluster, affected long term viability of the cluster.

  • Some adequate programs for mathematising are necessary to pre-service mathematics teachers, if they can guide their prospective students in secondary school to make a mathematising. They should be used to mathematising. In this paper, mathematising teaching units for the inquiry into number partition models with constant differences are designed for this purpose. They guide a series of process to make nooumenon for organizing phainomenon which is organized already through number partition model. Especially the new nooumenon and the process of obtaining it are discussed. But it is restricted when the numbers for partitioning are natural numbers, and elements and their differences are integers. Through these teaching units, pre-service mathematics teachers can experience and practice secondary mathematising, as they go through the procedures which are similar with those of mathematicians making theorems.

Vocational Competency Constituents Affecting the Professionalism of Dental Hygienists (치과위생사의 전문직업성에 영향을 미치는 직업기초능력요소)

  • The purpose of this study was to examine the constituents of vocational competency affecting the professionalism of dental hygienists. The subjects in this study were 230 dental hygienists who worked in university hospitals, dental hospitals, dental clinics and public dental clinics. A survey was conducted from December, 2013, to February, 2014. To assess their vocational competency and professionalism by general characteristics, one-way ANOVA and t-test were utilized, and the level of significance was set at p<0.05. To determine what elements of vocational competency affected their professionalism, multiple regression analysis was made, and standardized regression coefficients were calculated to represent the influence of the elements. As a result, it's found that the professionalism of the dental hygienists were under the influence of their self-development skills, organizational understanding and mathematical ability. To foster self-development skills, discussion method should be utilized, and team teaching should be used to improve organizational understanding. Besides, internship and on-the-job training should be managed in a more systematic way.

A Methodology of Architectural Integrated Design Education based on 'Material Organization' (현대건축의 '물질조직화' 개념을 활용한 통합설계교육방법론 연구)

  • This study examined a methodology of architectural integrated design education from the design methodology of architects in 1990s, particularly FOA, who thought of architecture as a material organization. Their design method starts from a prototype, which is a technical and material mediator, and processes a number of materials as specific information into an architectural organization. This method is used in the architectural design studio so that the students can integrate the knowledge leant from other classes into architectural proposals. Three case studies show they can successfully organize their proposals with structural and functional materials, which suggests that the FOA's design methodology is a potential solution for architectural integrated design education.

  • There have been a great many ups and downs in Korean Credit Card Industries after 2000. It is certain that each Credit Card Company copes with the situations by means of its organizational capabilities. According to the evolutionary view of Institutionalism, a company's capabilities are composed of every day routines, codes, rules, learning(by doing, using, interacting) and decision makings. The purpose of this article is to verify how two Korean Credit Card Companies showed their strategic differences and what factors exposed each company's own limits. To examine the company's ordinary conducts, this study used Q methodology with a random sample of 16 members from each company. Especially from the results of Q factor analysis, it becomes clear that each company still takes a serious view of the economy of scale rather than the innovation or improvement of organizational and relational dynamics.

  • Police organization tries to recruit competent and young persons, but its concern for retiring persons is extremely little and it expels those who are not prepared to live in outside society. The studies on the management and support the retiring police officers who dedicated their lives to our society are very rare. The object of this study is to study the needs for reemployment in police officers and to develop retirement systems and vocational abilities. Finally, I suggest the establishment of the unit that fully takes charge of retirement management, the method of setting up the learning organization for self-development, the effective ways to get various licenses, the offer of informations on fields of reemployment, the development and management of preparing and support programs for retirement persons.
