Policy Directions and Challenges for Revitalizing of Small School in Local Community (지역사회 소규모학교 살리기 정책 방향과 해결 과제)

  • With the low birth rate and the inner city decline, the number of small schools is expected to increase. In this trend, the Ministry of Education has consistently used the number of students as a standard for the merger and abolition of schools since 1982, but it seems that has generated a vicious circle of education in rural areas and also it did not reflect realistic requirements and changes in the times although it is efficiency of local education finances. With the number of students constantly decreasing, it has a high probability to make villages without schools in urban areas if decisions are made by the number of students. In this sense, it is suggested that regional contexts and socioeconomic environment should be taken into account rather than to conduct the merger and abolition of small schools with economic logic. It is necessary to change the direction of improving the quality of education through the operation of small schools for coexistence of schools and villages and a cultivating the manpower needed in the 21st century knowledge information society and the 4th industrial revolution era. Therefore, we tried to find tasks for expanding small schools of the local community and developing small schools suitable for future social change.

  • 2012년 10월 11일 오후 3시, 전국에 소재하는 3개 고등학교 인쇄(관련)과를 대표하는 교사 5영(서울공고 : 김래성 3학년 담임교사, 정다현 그래픽아트과장, 서울북공고 : 태종필 학년환경부장, 김용식 디자인출판과장, 포항여자전자고등학교 : 조영권 교무기획부장)이 충남 천안시의 한 카페에서 자리를 함께했다. 월간 프린팅코리아가 인쇄분야 전문 인력 양성의 토대가 되는 고등학교의 전공 통폐합 관련 문제점을 살펴보고, 대안을 모색하기 위해 준비한 특별좌담회에 참석하기 위해서다. 좌담회가 시작되자 참석 교사들은 누구 할 것 없이 일선 교육현장의 어려움에 대해 토로하고, 대안 마련을 위한 불꽃 튀는 갑론을박을 전개했다.

통계관련학과의 통폐합 논의에 대하여

  • 학부제와 관련된 논의가 시작된 이후로 통계학과에 소속된 교수 및 학생들의 가장 큰 관심사는 통폐합 및 학부제 추진 이후의 통계학과의 위상이 어떻게 변할 것인지에 있다고 할 수 있다. 이와 관련하여 현행 학과 중심제도의 여러가지 문제점 및 학부제를 시행해야 하는 당위성 등이 이미 학부제의 도입을 추진하는 많은 사람들에 의해 강조되고 있으며 이번 심포지움에서도 이현청 소장께서는 학부제 도입의 과제에 대하여, 서정화 교수께서는 대학교육 평가와 관련하여 대학개혁의 일환으로서의 유사학과 통폐합 및 학부제의 도입에 대하여, 성내경 교수께서는 통폐합 논의의 현황 및 문제점들을 상세히 지적하여 주셔서 학부제 도입의 필요성 등에 대해 더이상 거론할 필요는 없다고 본다. 오히려 현재 학부제와 관련되어 통계학과의 통폐합이 거론되고 있는 대학들에게 가장 필요한 것이 있다면 학부제가 이미 일부분이라도 시행되고 있는 서울대학교, 경북대학교 등에서의 학부제의 방향 및 실시에 따른 문제점 등을 바탕으로 하여 향후 관련된 학교에서 통폐합 논의가 있을 경우 어떻게 현명하게 대처하는 것이 좋은지에 조금이라도 도움이 될 수 있는 내용이라고 생각한다. 이를 위하여 본 토론에서는 그동안 서울대학교 자연과학대학에서의 학부제를 도입하는 과정에서 있었던 여러가지 문제점 및 나름대로의 해결방안을 통해 타 대학에서의 학부제 논의 과정에 조금이라도 도움이 되었으면 하는 내용과 향후 통계학과가 나아가야할 방향에 대해 간략하게 언급하기로 한다.

The Impact of Mergers on the Experiences of Students (대학 통폐합에 대한 학생들의 적응과정 연구)

  • This article explores the impact of mergers on the experiences of students. A case design is used to gain an in-depth understanding of the students in a Korean university that was combined with a two-year college in 2007. Semi-structured interviews of 11 direct entrants, 5 transfer students, and 7 professors were conducted in 2010 for the data collection. The results suggest that mergers do not necessarily ensure the integration of the students involved. Since mergers pose enormous challenges to both transfer students and direct entrants, university leaders need to give careful attention to students' persistence and integration as the campus changes. The results also reveal that students' experience of mergers may be affected by cultural backgrounds as well as the hierarchical structure of higher education. In Korean society, where credentialism prevails, mergers can have different impacts on students who come from initial institutions of differing perceived quality, and thus mergers may incite tension among the students. In light of these concerns, this study's findings highlight the importance of student integration as a key element in mergers.

  • The opinion on merits and defects caused the unified-closed of a school facilities have collected by a people and government since the unified-closed system was enforced. There is a problem that the data occurring in the middle of the unified-closed is not analized. Therefore, in this study the target is elementary schools in kyung-gi province which did the unified-closed. First, this study is for analysing which condition influenced to make them. Second, it is for understanding the problems occurred in the process of the unified-closed and presenting the direction of improvement. Third, it is for setting up the planned guide by classification of school facility for the unified-closed which considers the previous problems sufficiently. The range of the study treats of general trend and analysis about the unified-closed of elementary school. The core subject is to analyse the standard and classification of the unified-closed of the object school by the policy of the unified-closed and to compare the carried process of the case school.

A study on the merger and abolition policy of small scale school in the rural area (농산촌 소규모학교 통폐합 정책에 관한 연구)

  • The study aims to deduct the factors needed for the judgement on merger and abolition policies and draw out suitable types of these policies through interviews with the people concerned during the process of the merger and abolition of schools in rural communities. Following are the results of the study. For the smaller scaled schools, it was possible to notice the fact that there are positive and negative aspects associated with the curriculums and the sociality of the students. However, collectively considering with the continuous decrease in the number of school aged children along with the development of curriculums, personal characters and sociality of the students, it is better when the schools are properly scaled. Also, it is needed to consider new sets of policies as the number of school aged children is continuously decreasing - the current policy states that there should be one school per village. For the implementation while not losing centripetal points of schools within the communities, the Branch policy(1-2 years based or 1-4 years based) is considered. This implementation is considered to be possible because the Branch schools can be turned into facilities such as nursery schools and preschools which enables communities to sustain the spaces for cultural and welfare needs for their own.

  • According to the decrease in birth rate and reduction of population, many schools in rural area have brought about the r decrease of number of student, and environment of education have became deteriorated. Accordingly, small schools be required improvement, and it should be altered placement of schools because it change number of student, distance and time of attending school, and formation of school zone are changed by alternating of human and physical environment. Merger and abolition of small schools are inevitable for change of placement standard to school and qualitative improvement of environment of education in rural area. This study researches the user's satisfaction at the boarding middle school following the merge and abolition of small schools in rural area. Finally, it reports the results of satisfaction research: the users are generally satisfied with education and student school life in the unified dormitory school.

Accordingly, primary schools be required improvement, and it should be altered placement of schools because it change number of student, distance and time of attending school, and formation of school zone are changed by alternating of human and physical environment. Merger and abolition of primary school is inevitable for change of placement standard to primary school and qualitative improvement of environment of education in rural area. This study suggests the effective space planning methods for unified school and appropriate utilization alternatives for closed school following after the merger and abolition of small rural schools. In doing so, it explores the present models of merger and abolition through analysis of all sort of actual condition and the possibilities for various utilizations of the abolished schools. It proposes a classroom-operation type fused the comprehensive class and departmental class system for merged primary schools in rural area. It also suggests the re-use methods of closed school facilities for students and community. Finally, it emphasizes that in order to success the policy of the merger and abolition of small schools, it be attributed to the social-cultural environment based on local residents and community and required provision of a variety of utilization plans reflecting local specifics and guarantee of local residents' participation and selection.

  • Nowadays, the number of school students in rural area has decreased significantly. For this reason, there are mixed classes among students of different grades in schools in rural area. Moreover, there are several teachers who teach two and more subjects except for the major of teacher so educational environment has been deteriorated. To tackle this problem, the ministry of education has suggested merging small schools in rural area. However, some people believe that merging small schools would make educational environment more worse and would not solve this problem. To solve this problem, this research suggests that the proper solution for educational environment of merging small schools through surveying environment of merging schools.
