하도식생은 흐름과 유사의 이송에 영향을 주고, 하도의 지형변화를 일으키는데 중요한 역할을 하다. 하도 식생의 밀도가 증가하면, 하안의 안정성이 증가하고 하안침식이 감소하며, 사주의 형상과 거동에 영향을 준다. 또한 하천의 사행발달 및 하천의 지형변화에 영향을 준다. 식생의 성장과 밀도는 홍수 및 하상변동에 의하여 영향을 받으며, 이는 흐름 및 하천의 지형에 영향을 준다. 따라서 본 연구에서는 하도식생에 의한 사행하천의 발달과정을 2차원 수치모형을 적용하여 분석하였다. 하도식생의 생의 성장과 소멸과정을 고려하여 식생밀도를 고려하여 사행하천의 변화 과정을 분석하였다. 초기에 하안침식이 발생하고, 하폭이 증가하였다. 특히, 흐름이 집중되는 만곡부에서 하안침식이 증가하며, 하도의 사행도가 증가하였다(Fig.1(b)). 시간이 증가하면서 만곡부 내측에서 고정사주 내측에서 scroll bar가 발달하며, 만곡부 외측에서는 하안침식이 발생하고, 사행도가 증가하였다. 또한 식생의 침수시간이 감소하고 식생의 성장률은 증가하였다(Fig.1(c)). 식생의 밀도가 증가함에 따라 사행도는 증가하였다. 식생의 밀도가 증가함에 따라,

안전행정부가 지방 중소기업의 입찰참가 기회를 확대와 하도급업체 보호 강화를 주요내용으로 하는 "지방자치단체 입찰시 낙찰자 결정기준"과 "지방자치단체 입찰 및 계약집행기준" 예규를 개정하고 7월 1일부터 시행에 들어갔다. 개정된 예규에 따르면 중소기업 지원과 입찰 참여 확대를 위해 5억원 미만 주계약자공동도급 공사에 접근성 평가를 도입해 지역 중소업체의 입찰 참가를 확대하도록 했으며, 하도급업체 보호를 위한 방안으로 원도급자가 하도급계약을 체결하면서 지나치게 하도급금액을 낮추거나 하도급 표준계약서를 사용하지 않거나 하도급 내용을 부당하게 변경하는 등의 사례를 방지하기 위해 공사 적격심사기준을 강화했다.

This paper is about Zhuzi(朱子) writings entitled Yixueqimeng("易學啓蒙"). There are only four research articles on Yixueqimeng("易學啓蒙"), although it had taken important role in the process of formation of Zhuzi(朱子) study of changes, comparing with 30 different kinds of research on his works after this Yixueqimeng("易學啓蒙"). In line with this, the author intends to make this paper as a full-scale research article on Zhuzi(朱子) work - Yixueqimeng("易學啓蒙"). Zhuzi(朱子) exposes the meaning of the Xiangshuyixue(象數易學), to wit, the emblem and numerology of Emblem and Numerology in interpreting Zhouyi("周易") again by accepting Hetu("河圖") and Luoshu("洛書"). When discussing the Zhouyi("周易"), Yiliyixue(義理易學) had drawn supports from Wangbi(王弼) Deyiwangxianglun(得意忘象論). Likewise, Zhuzi(朱子) tried to ruminate upon the meaning of the Hetu("河圖") and Luoshu("洛書") through the Yixueqimeng("易學啓蒙"). As he interprets all things through Hetu("河圖") and Luoshu("洛書"), these two systems of emblem have become essential. Even in Shifa(筮法), he elicited Dayanzhishu(大衍之數) from Hetu("河圖") and Luoshu("洛書") so that he related the divination rule to Hetu("河圖") and Luoshu("洛書"). By doing so, Zhuzi(朱子) concatenates Dayanzhishu(大衍之數) to Hetu("河圖") and Luoshu("洛書") too. Furthermore, by interpreting Yongjiu(用九) and Yongliu(用六), which belong to Qiangua(乾卦) and Kungua(坤卦) as prognostication that will be referred to when all six-line symbols are changed, he had made a great contribution to the history of Zhouyi("周易") study. Zhuzi(朱子) is responsible for a sizable part of the history of Zhouyi("周易") study as much as Wangbi(王弼) and Chengyi(程?). Of course, there are some parts where efforts were made in vain, however, the method to interpret the Zhouyi("周易") have developed day by day owing to the efforts of Zhuzi(朱子).

정부가 공공 건설공사의 하도급계약 체결 자료를 일반에 공개하는 내용의 제도 개선을 추진한다. 불법 하도급을 통해 비자금을 조성하지 못하도록 하기 위한 것으로 발주기관에 거짓 하도급계약 자료를 제출하면 입찰참가자격이 제한된다. 국민권익위원회는 지난해 11월 28일 이런 내용을 담은 '공공 건설공사 불공정 하도급계약 개선 방안'을 마련해 기획재정부 등 8개 정부부처와 지방자치단체에 권고했다.

공정거래위원회는 상생협력 문화 확산을 위해 지난 1월 1일 "대 중소기업 공정거래 및 동반성장 협약 절차 지원등에 관한 기준"을 개정했다. 개정된 이 기준은 공정거래질서 확립을 위해 해외건설현장에서 이뤄지는 국내 업체와의 하도급계약에도 표준하도급계약서 사용을 적용토록 했으며, 표준하도급계약서 항목 배점도 확대했다. 또한 현금성결제율 제고 및 대금지급기일 단축 등 하도급대금지급조건 관련 항목 배점도 상향 조정해 하도급대금지금 여건을 개선했다.

국토해양부(장관 권도엽)가 원도급업체의 '하도급대금 지급보증서' 발급현황을 조사한 결과 이 중 보증서 미발급 혐의가 있는 6,695건(1,414개 업체)에 대해 최근 해당 지방자치단체에 사실관계 조사 및 시정명령 등의 처분을 통보했다. 대한설비건설협회가 그동안 건설산업 공생발전위원회와 국토부 장관과의 간담회 등을 통해 하도급대금 지급보증서 발급여부 감독 철저 등 불공정 하도급 관련 제도개선을 건의한 결과 이같은 시정명령이 통보된 것이다. 국토부는 원 하도급자 간의 공정한 건설문화 정착을 통해 하도급자가 보호받을 수 있도록 앞으로도 지속적으로 노력할 계획이라고 밝혔다.

The purpose of this study is to examine the problems of the regulations regarding the modification of subcontact price. It also suggests several measures to improve the regulations related to the subcontact price adjustment which help to reduce unnecessary claims and commercial disputes. The literature research, structure and context analysis on the subcontract regulation and survey are adopted as basic research methods. The primary findings of this study are summarized as the following: (1) A provision outlining necessary procedures that an owner and a contractor should notify a subcontract or the adjustment of contact price needs to be made. (2) A provision allowing procedures that subcontactor could make the alteration of subcontract agreement and adjustment of subcontact price needs to be made. (3) The terminology like a unit cost and the rate of contact price needs to be clearly defined in order to improve the criterions of the subcontact price adjustment. (4) The criterions and additional expenses that the contractors ate responsible far need to be defined.

공정거래위원회가 지난해 말 20개 건설업체를 대상으로 하도급 현장조사를 실시한 결과 조사대상 업체 모두 법위반 행위를 하고 있음을 적발, 약 4억원의 과징금 부과와 총 51억원 상당의 위반금액을 936개 관련 하도급업체들에게 지급하도록 조치했다. 확인된 법위반 유형으로는 $\triangle$부당하게 하도급대금 결정 $\triangle$하도급대금 지연이자 미지급 $\triangle$어음할인료 수수료 미지급 $\triangle$선급금 지급 위반 $\triangle$지급보증 불이행 등이 대부분이다. 특히, 하도급공사 입찰시 입찰최저가가 이미 자기 실행예산보다 낮음에도 불구하고 이보다 더 낮추기 위해 금지되어 있는 재입찰 방식이나 추가 인하 수단을 동원한 바 있고, 자기 회사는 공공기관 등 발주자로부터 현금으로 공사대금을 받고도 하도급업체들에게는 현금이 아닌 장기어음 등으로 지급하는 등의 사례가 적발됨으로써 나쁜 관행이 여전히 만연되고 있는 것으로 나타났다.

서울시는 하도급 대금 부적정 지급(미지급 지연지급 어음지급) 및 근로자 임금체불 등 하도급 불공정 거래 행위를 근본적으로 예방하기 위해 '하도급 대금지급 확인시스템'을 구축한다. 따라서 이르면 올해 안에 온라인으로 하도급 대금이 적정하게 지급됐는지 실시간 확인할 수 있게 됐다.

The height of the steps was almost the same as the grain size of bed materials and increased with channel slope. The step widths and step wavelengths are almost the same size, and the step wavelength was decreased when the channel slope was increased. It was analyzed that there was a clear correlation between channel width and step width, and the step width increases with channel width. In addition, the step wavelength was scaled by channel width, and the step height is governed by the grain size of the rock forming the step, so that the profile structure of the step-pool was changed according to the channel slope. the scale of the pool was found to be highly correlated with the channel width, grain size, and slope gradient. Therefore, the characteristics of step-pool structure in mountain streams were influenced by various factors, but it can be explained as the grain size, channel width and channel slope.
