A Study on the Damage Cost Estimation Model for Personal Information Leakage in Korea (개인정보유출 피해 비용 산출 모델에 관한 연구)

  • As Korea is rapidly becoming an IT powerhouse in the short term, various side effects such as cyber violence, personal information leakage and cyber terrorism are emerging as new social problems. Especially, the seriousness of leakage of personal information, which is the basis of safe cyber life, has been highlighted all over the world. In this regard, it is necessary to estimate the amount of the damage cost due to the leakage of personal information. In this study, we propose four evaluation methods to calculate the cost of damages due to personal information leakage according to average real transactions value, personally recognized value, compensation amount basis, and comparison to similar countries. We analyzed data from 2007 to 2016 to collect personal information leakage cases for 10 years and estimated the cost of damages. The number of cases used in the estimation is 65, and the total number of personal information leakage is about 430 million. The estimated cost of personal information leakage in 2016 was estimated to be at least KRW 7.4 billion, up to KRW 220 billion, and the 10 year average was estimated at from KRW 10.7 billion to KRW 307 billion per year. Also, we could find out the singularity that the estimated damage due to personal information leakage increases every three years. In the future, this study will be able to provide an index that can measure the damage cost caused by the leakage of personal information more accurately, and it can be used as an index of measures to reduce the damage cost due to personal information leakage.

  • The development of IT expanded the scale of e-commerce, and grew large Internet shopping malls. As having raised the consumers' interest in overseas direct purchase(ODP) recently, the number and purchasing amount of ODP are constantly increasing. However, consumers need to pay attention to the potential problems which might happen by consumer's damage and conflict, as increasing the consumption through ODP. Because consumer's damages on utilizing ODP happen to the reason such as the trust problem between business and consumer due to the way which traded non face to face, non-compliance of goods delivery, returns, and refunds, and information asymmetry of items, a large number of consumer's damages in a wide range are much more likely to occur nowadays. The purpose of this study is to analyze the current state of ODP, and propose consumer damage's reduction and policy of the government through pre or post scheme for consumer damage's relief and consumer protection. As the compensation for consumer damages is actually inadequate, this study proposed a feasible alternative to the adoption of e-commerce insurance for both aggressive compensation and protection for consumer's damages and risk transfer and sustainable development of e-commerce.

The Study on Satisfaction of the Damage Compensation Caused by the Released Asiatic Black Bear (반달가슴곰 피해에 대한 보상 만족도 연구)

  • This study was carried out to review the satisfaction with compensation for damage caused by the released Asiatic Black Bears into the whole area of Jirisan National Park and to offer basic data for reasonable conflict management with local community. A questionnaire survey was conducted from Jun. 2007 to Dec. 2007 on 93 subjects who got their compensations for the bear damage from 2004 until 2007. The results stayed at a middle level of satisfaction with the proper damage indemnity program with as mean $3.14{\pm}0.85$ points on the basis of 5 point scale. The satisfaction with compensation was found to have a significant correlation with the factors, such as income levels, whether to agree to restoration project, compensation money and compensation procedures. The compensation plan through the Animal Damage Compensation Consultation Committee was accepted positively(mean: $3.3{\pm}0.9$); however, to the compensation plan for the 80% compensation of actual amounts of bear damage, was acknowledged negatively(mean: $2.6{\pm}1.11$).

  • Total number of recorded earthquakes in Korea is more than 2,000 of which 48 were catastrophic. The impacts from infrastructure damage due to an earthquake to production facilities and lifelines may spread across boundaries of several regions via import-export relationships and can bring serious economic impact to other regions. The economic impacts from unscheduled events stem not only from the damage and direct losses, but also from the indirect losses during the recovery and reconstruction periods. To recover and reconstruct the facilities and lifelines damaged by unexpected events through investment or government financial aid, both the direct and the indirect economic impacts from an event need to be measured in regional and interregional contexts. Direct economic impact is the direct change of production and demand due to the disruption of production facilities and lifelines from an unexpected event, and indirect economic impact is the change in other sectors due to inter-industry relationships. The purpose of the paper is to analyze various economic impacts of an earthquake, especially impacts on transportation networks in Korea. We collected spatial and economic data from Korea, and analyzed and estimated final demand loss and commodity flows from the unscheduled event.

  • This study used a slightly modified version of contingent valuation questionnaire designed and developed by Krupnick et al.(2000) to estimate the value of mortality risk reduction for environmental policy. Because that environmental policy, especially air pollution policy with some latency main effect on mortality risk reduction of old people with some latency period, respondents were asked about their current WTP for 5/1,000 mortality risk reduction being to take place beginning at 70 over the course of ten years. The annual mean WTP is 233,370 won (standard error 32,570 won) in spike/continuous/interval data model. The implied VSL is 466 million won. The 95% confidence interval is 339 million won~594 million won.

Economic Valuation of the Right to be Forgotten (잊힐 권리의 경제적 가치 추정 연구)

  • The right to be forgotten means the right of people to request information and communication providers to delete their information online. As the number of people asking for deletion of their past embarrassing or negative online activities is increasing, discussions are being raised on the introduction of the right to be forgotten in South Korea. However, previous research on the right to be forgotten mainly deals with the legal concept, with insufficient consideration of economic value. The main purpose of this research is to examine social perception towards the right to be forgotten and to estimate its economic value quantitatively. According to the results, there are concerns about disclosure of personal information, but with lack of awareness on the right to be forgotten. The monthly average amount that a person is willing to pay to be forgotten is 1,218 Korean won (11 US dollars) and the total economic value is estimated to be about 540 billion won (490 million dollars) per year in 2017. Especially, those who have experienced leakage of personal information put higher value to the right to be forgotten. These results can be useful for making decisions about the right to be forgotten in the future.

Estimating Willingness to Pay for Local Festival and Place Attachment in the COVID-19 era: A Case Study of Daegu Chimac Festival (코로나 시대의 장소 애착에 따른 지역 축제 입장료 지불 의사 평가 - 대구 치맥페스티벌을 중심으로 -)

  • Due to the spread of COVID-19, the domestic market was inevitable to face the crisis of tourism industry. Accordingly, most of local festivals decided to cancel or postpone, and have been in difficult situation. In addition, people also have experienced the thrist of cultural activities and tours. However, this situation can also be opportunity to find the clues for activating local festivals in the post-COVID-19 era with estimating the preservation value and deriving the determinants for it. Therefore, this study economically assessed the value of the local festival, Chimac Festival in Daegu, under the hypothetical financial crisis situation for COVID-19. Consequently, monthly income, age and place dependence was found to be influential for Daegu and nearby area citizens to have willingness to pay for the Chimac Festival in Daegu. The result shows that respondents are willing to pay 16,909 on truncated average. Thus, total value of Chimac Festival was estimated as 9.376 billion won.

Suggestion of Safety Level in Fish Farming by Impulsive Sound (충격소음으로 인한 양식어류 피해기준 제안)

  • As for noise and vibration occurring due to construction near fish farms, engineering and the technical opinions of experts in different areas were excluded in calculating any damage. The victims tend to present only biological consulting-based opinions while construction companies tend to present information on general construction noise and vibration as they have little biological knowledge on fish. So, the National Environmental Dispute Medication Commission presented specific damage standard in 2009 through studies on standard in calculating compensation and damage assessment of farm-raised fish that were affected by noise and vibration. Currently, 140 dB re $1{\mu}Pa$ is accepted as damage standard of underwater noise in the country. This standard is the RMS value of continuous sounds for more than a second, not the impulsive sounds. To look up the data on existing studies, fish showed different reactions to underwater sounds according to the different kinds of fish such as ostariophysan or non-ostariophysan, and pinnipeds or non-pinnipeds. So, this study will present damage standards for impulsive sounds in consideration of the differences in the characteristics of the impulsive and continuous sounds.

  • This study is an experiential case study of cybercrime fraud that combines pharming and voice phishing in April 2017. Research on victims who have actually suffered in the study of crime or disaster is a very useful field in establishing crime prevention measures. This study is significant in that Korea is relatively poor in this kind of research. I got cyber fraud as a consequence of my loss of reasonable judgment due to mental confusion when a companion dog who was raised for 8 years was in a very dangerous situation with cystitis. Fortunately, I received all the damages in a quick report, but the period was eight months. It took too much time to get back all the damages, so I had to suffer another pain. Based on my experience, I suggest damage prevention measures. First, when a certain condition and a certain amount are transferred, the transaction is automatically stopped or a more strict confirmation procedure is added. Secondly, trafficking means to arrest the perpetrator without any harm to the victim is sought. Third, the victims of crime should be promptly reimbursed for damages or a system for lending their living funds to zero or lower interest rate.

Flood vulnerability analysis in Seoul, Korea (한국 도심지에서의 홍수취약성 분석)

  • Natural disasters such as floods has been increased in many parts of the world, also Korea is no exception. The biggest part of natural damage in South Korea was caused by the flooding during the rainy season in every summer. The existing flood vulnerability analysis cannot explain the reality because of the repeated changes in topography. Therefore, it is necessary to calculate a new flood vulnerability index in accordance with the changed terrain and socio-economic environment. The priority of the investment for the flood prevention and mitigation has to be determined using the new flood vulnerability index. Total 25 urban districts in Seoul were selected as the study area. Flood vulnerability factors were developed using Pressure-State-Response (PSR) structures. The Pressure Index (PI) includes nine factors such as population density and number of vehicles, and so on. Four factors such as damage of public facilities, etc. for the Status Index (SI) were selected. Finally, seven factors for Response Index (RI) were selected such as the number of evacuation facilities and financial independence, etc. The weights of factors were calculated using AHP method and Fuzzy AHP to implement the uncertainties in the decision making process. As a result, PI and RI were changed, but the ranks in PI and RI were not be changed significantly. However, SI were changed significanlty in terms of the weight method. Flood vulnerability index using Fuzzy AHP shows less vulnerability index in Southern part of Han river. This would be the reason that cost of flood mitigation, number of government workers and Financial self-reliance are high.
