A Systems Perspective on Performance Engineering in HRD (성과 촉진자로서의 HRD 시스템적 관점)

  • HRD professionals should be able to contribute to performance improvement by focusing on strategic business partner activities such as planning, organizational development, and organizational design. Taking a systems view is important in the development of strategy because simply offering specific interventions neither changes nor improves the fundamental systems of an organization. In order to guide the management of organizations as systems, HRD professionals need to not only deal with resistance to change in solution implementation but also identify quantifiable measures to judge the effectiveness of implemented solutions with partnerships with relevant stakeholders. HRD professionals are particularly required to play a critical role in aligning process goals, process design, and process management to improve performance. Adjusting human performance policies and practices to local cultural differences is also among the urgent tasks for HRD professionals.

  • We explored the relationship between the level of change awareness and deployment of software process improvement (SPI) approaches using a competing values framework. To measure awareness level of organization's change, we used DICE framework provides means for predicting the outcome of change management initiatives. The four factors for organizaton's change: duration, integrity, commitment, and effort are evaluated and a score is calculated. The DICE(R) score is used to classify projects into win, worry, or woe zones. In this paper, we apply the DICE(R) score as an independent variable to predict the outcome of a software process improvement. Our results indicated that the Organization have a higher chance of success have the better outcome in software process improvement.

  • 카플란과 노턴에 의해 1992년에 처음 소개된 BSC (Balanced Scorecard)의 '재무', '고객', '내부프로세스' 그리고 '학습과 성장'의 4개 시각 중 '학습과 성장' 시각의 핵심성과지표를 도출하는 것이 본 연구의 목적이다. 기존 연구에서 제시된 평가 지표의 한계점을 제시하고 성과지표 도출의 근원을 조직 행동론에서 제시하고 있는 성과개념과 과정이론에서 밝혀냄으로서 '학습과 성장'시각의 목표인 다른 세 시각의 하부구조 및 동인을 달성하고자 조직 행동이론 관점의 핵심성과지표를 제시하고자 한다. 또한 정보기술이 기업의 장기적인 역랑을 배가시키고 경쟁우위를 확보하기 위한 전략적 수단으로 인식됨에 따라 정보기술의 역할 및 효과성에 대한 측정과 평가가 중요한 이슈로 떠오르고 있기 때문에 '학습과 성장' 시각에서 인적자원의 역랑과의 균형있는 정보기술 역량을 측정하고 평가할 수 있는 지표를 제시하고자 한다. 이는 기업 경영활동의 근간이 되는 구성원과 단위조직, 그리고 정보기술이 기업성과데 미치는 영향을 정확히 파악하고 그 결과를 구성원과 조직의 보상체계로 연결시킬 수 있는 객관적인 잣대로서 작용하게 된다.

  • The purpose of the present study is to analyze how and to what degree multinational companies organize and operate their supply chains in accordance with the strategic resource of knowledge in their multinational management, and what kind of influence knowledge oriented global supply chain management has on the management performance of multinational corporations. For this purpose, the current research proposed a measurement model to provide specific shape to the concept of knowledge oriented global supply chain management by adopting the knowledge creation process proposed by Nonaka (1994), and conducted an empirical analysis of what kind of impact the knowledge management system and the knowledge creation process of companies have on the performance of their global supply chain management. The result of the empirical analysis of 113 multinational companies verified the validity and reliability of the measurement model proposed in this study. In addition, the comparative study of the sampled companies by grouping them according to the level of knowledge orientation in global supply chain management indicated that the enterprises that effectively manage the knowledge created within the global supply chain presented overall superiority on the performance of global supply chain management.

  • 정보시스템의 통합전산환경 구축 ${\cdot}$ 운영은 별도의 추가적인 예산이 소요될 뿐 아니라 관련 기관의 정보화업무 수행 프로세스 및 조직상의 변화를 초래할 수 있기 때문에 이에 따른 기대효과를 다양한 측면에서 적정하게 분석하는 것은 사업추진의 타당성 진단차원뿐 아니라 구축이후의 운영과정상에서 성과관리의 기준을 확보한다는 점에서 매우 중요한 의미를 지닌다고 볼 수 있다. 본 연구는 문화관광부의 소속기관 및 산하단체의 정보시스템 운영환경을 통합한 문화정보 통합센터의 구축 ${\cdot}$ 운영을 가정하여 그 기대성과를 분석하였으며, 첫째, 문화정보 통합센터 구축 ${\cdot}$ 운영에 따른 성과를 사업적 기대가치와 전략적 기대가치로 구분하여 분석하였고 둘째, 사업적 기대가치의 경우에도 균형성과표(BSC) 관점에서 핵심성공요인(CSF) 기법을 이용하여 정보화업무효율화성과, 조직혁신 및 발전제고 성과, 대민서비스 향상성과, 문화적 가치제고 성과 등 4가지 관점으로 범주화하여 성과를 분석하였다. 또한 셋째, 각 범주별 세부 성과평가 지표의 도출을 위한 정보화업무 효율화성과의 측정의 경우에는 TCO(Total Cost of Ownership) 관점에서 경제적 성과로 환산하여 측정하도록 하였으며, 아울러 정성적 측정지표의 개발도 병행하여 성과를 측정하였다. 본 연구의 주요 의의로는 통합전산환경 구축 ${\cdot}$ 운영의 기대성과를 균형성과표 및 핵심 성공요인 (CSF) 기법을 이용하여 합리적으로 분석하는 기법을 제시함과 아울러 TCO 기법을 접목한 경제성분석방법론을 제시하였다는 점이다.

  • As a new paradigm called modeling and simulation(M&S) or simulation based acquisition(SBA) has arisen, necessity of applying it to Korea has been increased. Not only rational construction of SBA but development of model which can evaluate driving results and improve relating processes to SBA is needed. Therefore we suggests the framework of capability maturity model for M&S development and SBA. The ultimate purpose of our model is improving processes relating to M&S development and SBA. The last section include detailed model which has practices for improving some SBA processes.

  • Recently, Korean government demands that public sectors like railway construction should improve their management efficiency. It is necessary for railway construction supported by government budget to aim at the companywide management efficiency. The Balanced Scorecard (BSC) is known as integrated performance management framework that helps a company to translate strategic objective info relevant performance within an organization. This paper focuses on relationship between KPIs (Key Performance Indicators) used to measure the performance of railway construction industry and process KPT for BPM (Business Process Management). Also, the vision and strategies of the railway construction is introduced, and the CSFs (Critical Success Factors) and the KPI based on BSC is developed. Finally, this paper explores that there is a possibility to fulfill the strategic objectives of railway construction industry through the connectivity between KPI based on BSC and process KPI based on BPM. We explain the detailed procedures with an example of railway construction industry.

Effects of Real Time Enterprise on SCM Performance (실시간 기업의 특성이 공급사슬성과에 미치는 영향)

  • The purpose of this study is to investigate the effect of RTE characteristics on SCM performance. Extant approaches for evaluating the SCM performance adopt financial measures, non-financial measures, Balanced Score Card (BSC) methodology and Supply Chain Operations Reference (SCOR) methodology etc., but researches on SCM performance measurement are not sufficiently reviewed. In this study, SCM performance is measured with the Combinative Capabilities which are divided into four categories of product quality, delivery speed, process flexibility, price leadership. The experimental results with the three factors of visibility, agility and combinative capabilities variables show the followings: (i) Visibility had a significant impact on agility. (ii) Visibility had a significant impact on combinative capabilities. (iii) Agility also had a significant impact on combinative capabilities.

  • This paper examined the effect of organizational capability on performance in Korean and the United States manufacturing R&D organizations. We used self-reported data from 122 Korean and 79 U.S. firms to address three research questions. Structural equation modeling techniques validated the adapted instrument used in the study, and revealed that R&D organizational capability accounts for R&D performance. The degree of explanation power for the performance was significantly higher in Korean than the U.S. R&D organizations. Several implications of the findings were discussed.

  • 해외에서는 교육/훈련 영역에서도 최신 정보기술과 아웃소싱을 통해 기업들이 교육/훈련에 대한 투자로부터 더 많은 성과를 높일 수 있도록 하는 새로운 접근방법이 시도되고 있다. 그러나 이러한 새로운 접근 방법의 도입을 통한 효과성 향상을 위해서는 해당 기업의 상황에 맞게 적절히 활용할 수 있도록 하는 비즈니스 목적과의 연계, 성과측정, 니즈 세분화 등을 수행하여야 하며, 관계 나침반 같은 프레임워크를 활용하여 핵심 교육/훈련 프로세스에서 회사의 전략에 부합하는 혁신을 달성할 수 있도록 아웃소싱 업체와의 관계 형성을 하여야 한다.
