The present study applied the IPA(Importance-Performance Analysis) to derive several practical alternatives for the improvement of Chuncheon Silver Orchestra program using IPA(importance-performance analysis). Most importantly, this work performed a comparative study using sample data collected from two groups of silver member(N=53) and program operator(N=32). A careful literature review leaded to the development of six types of evaluation sectors, including 'connection with the local community', 'budget operation', 'program operation', 'manpower operation', 'public relations strategy' as well as 'environment for program operation'. This work further devised twenty-two evaluation items. The results indicated that silver member group rated 'manpower operation' the highest in their both perceived importance and performance. Program operator group rated 'budget operation' and 'manpower operation' rated the highest in their perceived importance and performance, respectively. The results form IPA matrix analysis provides an important implication that much efforts and interests should be sustainably given from the perspective of the silver member group and the program operator group coupled with four types of IPA quadrant, accordingly.

정부는 최근 그린홈 100만호 사업을 중심으로 각종 신재생에너지 보급률 향상을 도모하는 많은 프로그램을 기획하여 현재 약 12개의 신재생 에너지 보급지원 프로그램과 R&D 프로그램을 운영하고 있다. 그러나 현재 국내 신재생에너지 정책 및 프로그램은 차후 개선 및 체계적인 운영을 위한 조직적인 프로그램 평가 체계를 갖추고 있지 않으며 평가 기관이나 평가 주기 등 평가에 필요한 기본적인 합의와 법제적 배경 역시 미비한 상황으로 신재생에너지 프로그램의 평가 제반 시스템에 대한 근본적 고민이 필요한 시점이라고 볼 수 있다. 이에 본 연구에서는 미국 DOE(Department of Energy)산하 EERE(Energy Efficiency & Renewable Energy)의 신재생에너지 보급사업평가체계를 분석하여 EERE 프로그램 평가 방법의 국내 적용 가능성을 검토해 보았다. EERE는 미국의 에너지 효율화 및 신재생에너지 전담 사무국으로 10개의 에너지효율화 및 신재생에너지 연방정부 프로그램을 운영하고 있으며 Strategic Management system을 통해 효율적인 프로그램 관리를 시도하고 있다. 특히 General program evaluation Guideline에서는 표준화된 세부 평가 방법론을 제시하여 정례적 혹은 일회적 평가를 시행하고 있는데 이 세부 평가 방법들은 프로그램의 특성에 따라 프로그램을 운영하고 프로그램의 존속 및 개선여부를 결정하는데 결정적인 도움을 주고 있어 차후 국내에서 시행되고 있는 신재생에너지 프로그램의 정성적/정량적인 평가를 시행하는 많은 시사점을 제공할 것으로 기대된다.

This study purposed to evaluate a youth reading promotion program that is designed and operated by the National Library for Children & Young Adults. The study specifically assessed the '1318 Bookworm Program' by conducting an in-depth survey and a focus group interview for school librarians who had participated in the program between 2007 and 2010. According to the study findings, the program participants were highly satisfied with the program outcomes. The librarians believed that the program brought positive effects on the cognitive, emotional, and social developments of the participated teens. Among the 1318 program operation process, namely designing, planning, and implementation, both planning and implementation processes were the determining factors for the outcome satisfaction. Finally, study participants expressed the needs for increasing the number of the certified professional school librarians active in the field, expanded organization structure, and further research on youth reading promotion programs in order to facilitate the program support and to enhance its efficiency. They also suggested diversified program contents development and the dissemination of manuals for youth reading promotion programs.

본 연구 과제에서 살펴보고자 하는 내용은 기업을 운영하는 구성원의 능력을 평가하는 방법을 통해 업무능력과 평가결과와의 연관성을 분석하여 살펴보고자 한다. 본 연구에서는 특정기업이 활용하는 직원평가 프로그램에 대해 분석하고 그 프로그램에 의해 수개월동안 축적된 자료를 분석하여 업무평가결과와 기업 구성원의 성향 및 매출 기여도를 분석 하였다. 본 연구에서 채택한 방법은 군집 분석 방법 중의 하나 인 다층전방향 신경망 분석을 이용하였다. 본 연구결과는 평가에서 우수한 점수를 받은 기업 구성원은 기업 전반을 운영하는 운영진에 위치해 있는 경향을 보이고 매출과의 연관성에서 다른 직원 대비 우수하게 나왔다. 본 연구는 특정집단을 대상으로 한 것으로서 한계성을 가지며 여러 집단을 같은 프로그램으로 운영시 나오는 결과를 살펴보는 것을 향후 과제로 남겨 놓았다.

This study evaluated the core project operations of the National Library for Children & Young Adults to provide suggestions for its key functions and project operations plan. For this purpose, we conducted a survey for children's librarians and a focus group interview with the directors of children's libraries. The result showed that the overall functions were considered important and the contributions of the core project operations were rated positively. Among the core projects, 'Reading Promotion Program for Children' appeared to contribute most, while the most needed areas were contents development and continuous support for the reading promotion program for young adults. In addition, the need for diverse contents development, instructors and education tools were suggested for continuing education program, along with strengthening policy development and research functions.

The purpose of this study is to measure the outcomes of a program provided by a public library using the evaluation framework based on Logic Model. A reading program for children which was operated by a public library in Seoul was selected. The outcome evaluation was started with the analysis of the reading program process including planning, operation, and evaluation. Based on the analysis, a logic model framework for outcome evaluation was developed. For evaluation, user, bibliography, and circulation data were collected from the library KOLAS system. Additionally, the participant information were extracted from the final report drafted after the program. The research results show that the number of circulation of program participants was increased after the program. In addition, the range of reading topic was expanded. These findings indicate that the reading program is an effective program for promoting children's reading habit and that outcome evaluation might be a valid tool to measure the effectiveness of public library programs.

스마트워터그리드는 기후변화 등 한정된 수자원을 효율적으로 활용하기 위해 정보통신기술을 이용하여 효율적인 물 관리 인프라 시스템 구축하는 연구로써 수자원관리에 필요한 여러 가지 프로그램들이 개발되어지고 있다. 수자원 관리와 정보통신기술의 패러다임 변화에 따라 양방향 통신의 다차원적인 접근 전략과 더불어 수자원의 효율적인 관리를 위해 스마트워터그리드의 여러 프로그램을 통합적으로 운영 관리하는 기술이 필요하다. 따라서 본 연구에서는 시나리오 기반으로 스마트워터그리드 프로그램의 입 출력 데이터를 연계 운영하고, 동일한 개발환경인 플랫폼기반으로 구축하여 프로그램의 통합 운영이 가능하도록 하였다. 통합적인 운영을 위한 시나리오는 다중수원의 실시간 계측과 수용가의 상수도 사용량을 실시간 계측하여 DB서버에 저장되고, 이 자료를 물부족 위험평가 프로그램의 입력자료로 활용하여 다중수원의 부존량이 산정된다. 부존량은 다시 가용수량 산정프로그램에 입력 데이터를 사용되고, 출력데이터는 수처리조합공정을 걸쳐 워터루프를 통하여 배분 및 공급하도록 시나리오를 수립하였으며. 이러한 시나리오를 기반으로 스마트워터그리드의 여러 프로그램을 통합 운영하였다. 본 연구를 통해서 수자원 생산, 배분, 공급 등 관리에 필요한 각각의 스마트워터그리드 프로그램이 통합 운영됨으로써, 국내 통합 수자원 관리에 효율적으로 활용될 수 있을 것으로 기대된다.

For the successful operation of IPP program which is a unique Korean Co-op education program designed and implemented by Korea Tech, it is very crucial to have both a reasonable performance evaluation system and a systematic feedback and upgrading system for the program. In this paper, we will provide the logic model for long-term performance evaluation of Korea Tech's IPP program. Since the critical success factors(CSF) and Key Performance Index(KPI) are very important for the IPP program implementation, they are also provided and discussed in detail. In addition, we will discuss and analyze about the student and the industry survey results for IPP program's sucess factors.

The purpose of this study is to increase the effectiveness and efficiency of invention education by presenting basic evaluation criteria that can be used when designing and preparing invention education programs in various educational institutions that operate invention education. The results of this study are as follows. First, the stage of the Invention Education Program was named '4P stage' as 4 stages of 'Planning, Preparation, Process, and Product'. Second, the areas of evaluation of the planning stage of the invention education program are 'goal setting, demand analysis' and curriculum design. The preparatory stage evaluation area is 'Developing an Invention Education Program, Securing Human Resources, Securing Physical Resources'. The evaluation area of the course level is 'program operation, program management, learner management'. The evaluation area of the calculation stage is 'education performance, achievement results, and education evaluation'. Invention education program evaluation criteria will play a role to enhance and manage the quality of invention education program. In addition, it is judged that this will be the basic data for developing evaluation criteria for the invention education program through the reconciliation process through reflux and the validation process of related experts at various invention education institutions.

This study aims to evaluate the efficiency of the forest experience center for children led by the local community as experiential management for forest kindergarten education. For this, an importance and performance analysis was conducted on the forest experience center for children in Geumcheon-gu, which, of the 12 forest experience center for kids in Seoul, is the only one led by the local community. The questionnaire sheet for the analysis consisted of a total of 36 questions, 20 about place facility areas and 16 about management program areas(including 6 questions about the management led by the local community). The questionnaire survey was done during the period between January 12th and January 19th, 2015. The participants in the survey consisted of 15 forest education specialists and 50 teachers from 19 kindergartens who participated in the forest experience program. The number of questionnaire sheets collected and used for analysis was 13 copies and 43 copies, respectively. The mean values of importance and performance on the place facility areas were 4.07 and 3.78 for forest education specialists, and 4.16 and 3.84 for kindergarten teachers, respectively. The mean values of importance and performance regarding the management program area were 4.38 and 4.16 for forest education specialists, and 4.40 and 4.00 for kindergarten teachers, respectively. Both groups evaluated the place facility areas lower than the management program areas. They also evaluated performance lower than importance. In place facility area, 'accessibility', 'safety' and 'connectivity to forest trail', 'loose parts' and 'safety facilities' were required to 'keep up the good work', because they showed higher importance and performance in place facility areas. Even though most items of management as led by the local community including 'forest experience activity support' were evaluated as 'important', some, including 'effort for local revitalization', were evaluated as low in performance. However, as they were evaluated as higher in importance, if they pursue 'concentrate here', it is expected that they will be evaluated as higher in performance. In addition, considering that program areas including 'forest education specialist's role' are labeled under the management led by the local community, it reflected a positive evaluation. As a result, management led by the local community is efficient as a management system for the forest experience center for children in an experiential forest kindergarten education. Going forward, if this management system is durable in 'keep up the good work' and 'concentrate here', the forest experience center for children led by the local community will be an alternative for an effective experiential forest kindergarten education.
