Suggestion for Change in Risk Management Based Government Quality Assurance Activities of Military Supplies (위험관리기반의 군수품 품질보증업무 변화를 위한 제언)

  • Recently, Recently, many quality problems in military supplies are raised such as K-series weapons(K-2 tank, K-9 Self-propelled artillery and K-11 Armoured Car and etc.) quality issues, leaking combat shoe issue and so on. Existing one and only national quality assurance agency for military supplies, Defense Agency for Technology and Quality(DTaQ) adapted risk management based framework to perform the government quality assurance activities. However, risk framework established by DTaQ seems lack of objectivity, consistency and efficiency. In this research, we first reviewed the DTaQ's regulations to identify the possible problems, and then suggested the alternatives which are based on advanced risk management framework and plan-do-check-action(PDCA) cycle. In conclusion, we suggested the new risk management framework, so called visual PDCA fishbone chart, and illustrated the use of the framework via real instance.

  • In the software development process, various development product are made in each phase of lifecycle. Formless software is visualized by products, and quality management is implemented by management for products. But, because standardization for products which is made in the development process is not established practically, developers use different development methodologies or documentation specifications. Therefore the reality is that quality evaluation is not implemented along standardized methodology or systematic process. In this paper, we constructed quality management system and designed and implemented analysis phase quality evaluation toolkit. We constructed quality external and internal character to evaluate software quality for quality management and constructed relational metrics and system of qualitative quantitative evaluation element items and, under these systems, we constructed quality evaluation toolkit and Implemented functions and evaluated products.

Feasibility of Two Dimensional Ion Chamber Array for a Linac Periodic Quality Assurance (선형가속기의 품질관리를 위한 2차원이온전리함배열의 유용성)

  • Aim of this study is to investigate the feasibility of 2D ion chamber array as a substitute of the water phantom system in a periodic Linac QA. For the feasibility study, a commercial ion chamber matrix was used as a substitute of the water phantom in the measurement for a routine QA beam properties. The device used in this study was the I'm RT MatriXX (Wellhofer Dosimetrie, Germany). The MatriXX consists of a 1,020 vented ion chamber array, arranged in $24{\times}24\;cm^2$ matrix. Each ion chamber has a volume of $0.08\;cm^3$, spacing of 0.762 cm. We investigated dosimetric parameters such as dose symmetry, energy ($TPR_{20,10}$), and absolute dose for comparing with the water phantom data with a Farmer-type ionization chamber (FC65G, Wellhofer Dosimetrie, Germany). For the MatriXX measurements, we used the white polystyrene phantom (${\rho}:\;1.18\;g/cm^3$) and also considered the intrinsic layer (${\rho}:\;1.06\;g/cm^3$, t: 0.36 cm) of MatriXX to be equivalent to water depth. In the preliminary study of geometrical QA using MatriXX, the rotation axis of collimator and half beam junction test were included and compared with film measurements. Regarding the dosimetrical QA, the MatriXX has shown good agreements within ${\pm}1%$ compared to the water phantom measurements. In the geometrical test, the data from MatriXX were comparable with those from the films. In conclusion, the MatriXX is a good substitute for water phantom system and film measurements. In addition, the results indicate that the MatriXX as a cost-effective novel QA tool to reduce time and personnel power.

Simplistic QA for an Enhanced Dynamic Wedge using the Reversed Wedge Pair Method (역방향 조사방식을 통한 동적쐐기의 품질관리)

  • A simplistic quality assurance (QA) method was designed for a Linac built-in enhanced dynamic wedge (EDW), which can be utilized to make wedged beam distributions. For the purpose of implementing the EDW symmetry QA, a film dosimetry system, low speedy dosimetry film, film densitometer and 3D RTP system were used, and the films irradiated by means of a 60$^{\circ}$ Reversed wedge pair (REWP) method. The profiles were then analyzed in terms of their symmetries, including partial treatment, which is the case of stopping it abruptly during EDW irradiation, and the measured and calculated values compared using the Cad Plan Golden Segmented Treatment Table (Golden STT). The result of this experiment was in good agreement, within 1 %, of the 'reversed wedge pair counterbalance effect'. For the QA of the effective wedge factor (EWF), the authors measured EWFs in relation to the 10$^{\circ}$, 15$^{\circ}$, 20$^{\circ}$, 25$^{\circ}$, 30$^{\circ}$, 45$^{\circ}$ and 60$^{\circ}$ EDW, which were compared with the calculated values using the correction factor derived from the Golden STT and the log files produced automatically during the process of EDW irradiation. By means of this method it was capable of check up the safety of effective wedge factor without any other dosimetry system. The EDW QA was able to be completed within 1 hour from irradiation to analysis as a consequence of the simplified QA procedure, with maximized effectiveness. Unlike the metal wedge system, the EDW system was heavily dependent on the dose rates and jaw movements; therefore, its features could potentially cause inaccuracy. The frequent simplistic QA for the EDW is essential, and could secure against the flaw of dynamic treatment that uses the EDW.

  • 국내에서 시공되는 콘크리트 구조물의 대부분은 레미콘(ready-mixed concrete)으로 시공되고 있기 때문에 레미콘의 품질관리(quality control) 및 품질확보(quality security)는 곧 콘크리트 구조물의 품질과 내구성의 확보를 위해 매우 중요한 사항이다. 최근 콘크리트 구조물의 잦은 사고로 인해 콘크리트의 품질문제가 사회문제로 나타나고 있으며 이에 대비한 콘크리트 품질보증 시스템의 확립이 시급한 실정이다. 그러나 레미콘의 품질환경은 원재료의 품질저하, 레미콘 운반시간의 증대 및 기술개발의 미흡 등 주변여건이 좋은 편은 아니며 레미콘 산업도 경쟁시대에 돌입하면서 레미콘 품질이나 기술우위의 시대로 변화되고 있다.(중략)

  • 본 논문에서는 시스템 사고를 이용한 이러닝 운영 관리를 제안하였다. 효과적이고 체계적인 이러닝 운영관리는 사용자 만족과 밀접한 관계를 가진다. 사용자 만족을 통한 학습 성과의 극대화, 유지보수 노력의 절감, 생산성 향상 및 품질수준의 향상을 위해서는 시스템 사고의 도입이 필요하다. 일반적인 학습 전 단계, 학습 중 단계, 학습 후 단계로 관리되는 운영 프로세스 관리를 확장하여 자산관리, 보안관리, 백업관리, 장애관리, 업무 연속성 관리, 변경관리, 교직원 및 학습자를 포함한 이해관계자 관리 등을 포함하여 동태적인 운영관리가 필요하다. 특히 이러닝 운영관리가 교육성과에 미치는 영향이 크므로 운영관리에 대한 다각적인 접근이 필요하며 운영상의 활발한 정보 공유로 지속적인 서비스 품질 향상이 이루어져야 한다.

A Study on Safety Management Inspection of Diagnostic X-ray System (진단용 엑스선 장치의 안전관리 검사에 관한 연구)

  • The purpose of this study is to compare the performance of X-ray generators installed in hospitals and universities and apply the quality control items of diagnostic X-ray generators to recognize the importance of periodic performance management. First, the reproducibility and linearity test results showed that the PAE of the reproducibility evaluation was high for the GX-650 devices that met the acceptance criteria in all the experimental conditions and lacked the periodic quality control. In the linearity evaluation, when the tube voltage was set to 100 kVp, It was measured to deviate from the error. In addition, it was found that the PAE in the low-accuracy evaluation results relative to an X-ray tube voltage and tube current of the device low occurrence frequency. The HVL experiment was included in all of the devices at the HVL by tube voltage. Therefore, it is necessary to recognize the importance of quality control of all devices rather than hospital and laboratory, and to manage the device performance by actively managing the device, and to establish a short - term quality control system like special medical devices.

  • The CM(Construction Management) market has been growing steadily since 2000, but there are a lot of obstructing factors. Recently, many questions have been raised over the level of construction managers' technique, the appropriateness and efficiency of CM, and the performance of using CM because of its short history. In this respect, evaluating CM service quality is a very important issue not only to acquire a better position in unlimited competence markets but also to survive. Therefore, the objective of this study is to present a service quality evaluating model which can be adopted to CM companies.

Job Characteristics of Care Workers in Elderly Care Voucher Service as a Quality Element (사회서비스 품질 요소로서 제공인력의 근무특성 : 노인돌보미 바우처 사업을 중심으로)

  • The purpose of this study is to examine the job characteristics of care workers in elderly care voucher service emphasizing a social service quality management approach. The study sample was composed of randomly-selected 233 centers which dispatched care staffs to clients' home. Descriptive analyses were performed for examining the unique aspects of relationship-based labor of care staffs, and logistic regression analyses were performed for investigating the association between service quality structure and human right violation against staffs. As the first empirical study focusing on staff-side service quality factors, this study found out that human right violation against staffs was mainly influenced by record-keeping and document management capacity of center, risk protection under insurance, compliance of standard contract procedure, and regular supervision. These results suggest particular policy attention should be given to basic protection for and set-up of core activity boundaries of care workers as well as clients-centered rights both for preventing human right violation and improving overall social service quality.

Comparison of the Perception of Each Participant on Quality Control Factor of Form Work (거푸집 공사 품질관리 요인에 대한 공사 참여 주체별 인식 비교)

  • In this study, we attempted to derive major management factors related to the quality control of formwork and identified differences in the perceptions of construction engineers, construction managers, and field workers about the importance and performance of the derived factors. As a result of the study, 18 management factors related to the formwork were derived. Among the derived factors, the field workers placed importance on the factors that influence the detailed process of the formwork, while construction engineers placed importance on the factors related to the judgment of the progress and completion of the construction. The construction managers placed importance on the factors that affect the quality of the building frame. Based on the results of this study, it is expected that a plan to improve the quality of formwork that accepts the various opinions of each participant will be established.
