최근 웹서비스의 사용은 응용 칸 통신과 상호운용성의 필요가 증가됨에 따라 빠르게 확장되고 있다. 웹 서비스는 SOA의 참조아키텍처로서 필요한 복잡한 연산 수행 컴포넌트를 표준인터페이스를 사용하여 결합하도록 한다. 그러나 웹서비스에 대한 분산 기업응용에 적용이 요구되고 있으며 이를 위해 위험요소분석, 대응정책 및 해결책에 대한 방안이 부재한 상태이다. 본 논문에서는 다양한 웹서비스의 품질관리를 위한 지능형 웹 서비스 품질 관리 아키텍처를 설계하고 웹서비스의 관리를 위해 온톨로지를 적용하여 운영할 수 있는 아키텍처를 제안한다.

망관리성이란 다수의 이용자가 네트워크를 효율적으로 이용할 수 있도록 하기 위해 통신사업자가 네트워크를 합리적으로 관리할 수 있어야 한다는 것을 의미한다. 본고에서는 최근 증가하고 있는 대용량 비디오 트래픽에 대한 최적의 이용환경을 제공하고 망관리성을 제고하는 방안으로서 비디오 트래픽 대역폭 최적화 동향을 살펴보고 향후 방향을 제시하고자 한다. 비디오 트래픽 대역폭 최적화란 네트워크(3G/ LTE 등), 단말(휴대폰/태블릿 등), 콘텐츠(스포츠/드라마/영화 등) 유형별로 이용자의 동영상 품질 만족도와 네트워크 품질을 동시에 만족하는 최적 대역폭(비트레이트)의 비디오 트래픽을 전송하는 것이다. 비디오 트래픽 최적화에 있어서 최적대역폭 선정 기준의 정립은 다음과 같은 두 가지의 연구 결과를 기반으로 진행된다. 첫째, 일반적으로 동영상 대역폭이 증가할수록 영상 품질도 정비례로 증가할 것이라는 예상과는 달리, 무선 단말 이용자는 영상화질의 일정 임계치 이상에서 품질의 차이를 거의 느낄 수 없다. 둘째, 다량의 비디오 트래픽이 네트워크 총 대역폭의 일정 비율 이상을 차지하게 될 경우 네트워크 품질저하 요소가 발생하여 네트워크 품질이 급격히 악화된다. 비디오 트래픽 최적화는 이러한 요소를 고려하여 이용자의 영상 품질 만족도를 최대화하면서 네트워크 품질 유지비용을 최소화하고 트래픽 전송품질을 확보할 수 있는 최적대역폭을 설정하는 것이다. 비디오 트래픽 최적화의 목적은 트래픽을 통제하거나 차단하는 것이 아니며 최적대역폭에 대한 가이드라인을 제시하여 콘텐츠사업자(이하 CP)와 Over-The-Top 사업자(이하 OTT)가 자발적으로 준수하도록 유도하고자 하는 것이다. 비디오 트래픽 최적화는 ICT생태계 모든 이해관계자에게 편익을 제고할 것으로 기대된다. 첫째, 이용자에 대해서는 통신품질 안정화로 전체적인 이용자 만족도를 향상시킨다. 둘째, CP/OTT는 멀티미디어 서비스의 대중화와 서버 및 전송장비 비용을 절감할 수 있다. 마지막으로 통신사는 네트워크 품질저하 및 비용 급증을 방지할 수 있다.

We defined quality management practice factor and workforce management factor and confirm their conformance, and examine the former affect positively on production performance. Moreover, we examine whether workforce factor have an moderate effect on 'quality management practice facor - performance' relationship, using moderate regression. As the result of empirical study on nationwide manufacturing companies, workforce management factor have an moderate effect on the relationship which means need for investment on two factors.

도서관 서비스 품질을 향상하기 위해서는 이용자의 요구를 파악하는 것이 무엇보다 중요하며 이를 위해 서비스 품질에 대한 속성을 분석하여야 한다. 그러나 많은 선행연구에서 서비스 품질 속성과 만족도와의 관계를 선형관계로 접근함으로써 서비스 품질 속성을 구분하지 않고 있다. 이에 본 연구는 서비스 품질에 대한 이원적 인식방법을 제시한 KANO의 3요인 이론을 적용하여 서비스 품질 속성과 만족도와의 관계를 비선형관계로 접근하여 서비스 품질 속성을 분석함으로써 이용자 관점에서 도서관 서비스 품질을 이해하고 구체적인 개선안을 제시할 수 있는 방법론을 제언하고자 한다.

In order to enhance their own customer satisfaction index that is one of the top level managerial performance indices, Internet communication service providers endeavor onto establishing a total quality management system. Specifically, it is under discussion that some critical Internet communication network quality characteristics closely related to customer satisfaction index should be controlled aiming to this managerial goal. This paper presents an application scheme of I-MR control charts for monitoring Internet communication network quality characteristics. This statistical quality control scheme generates a signal to practitioners when it detects the network quality characteristics out-of control. It is designed based on; 1) individual measurements; and 2) moving ranges between two consecutive individual measurements collected with a constant time interval. Empirical analyses are illustrated to estimate the expected quality improvement ratios that can be realized with the application scheme proposed in this paper. Assuming that the assignable causes can be revealed and eradicated, regarding two Internet communication services A, B, seven network quality characteristics for each service, eleven distinct measuring spots for each network quality characteristic, the expected quality improvement ratios are calculated with which the effect of the application scheme is evaluated. Results show the ranges of the expected quality improvement ratios; 1) Service A, (1) mean (0.31%-11.44%), (2) standard deviation (9.82%-71.10%): 2) Service B, (1) mean (0.29%-17.64%), (2) standard deviation (8.05%-60.59%). Hence, It is anticipated that the I-MR control charts based application scheme can be effective not only to improving the mean and dispersion of the network quality characteristics concerned but also to maintaining the network quality characteristics in-control consequently.

It is not unusual to observe that there Is a great amount of redundant or inconsistent data even within an e-business system such as CRM(Customer Relationship Management) system. This problem becomes aggravate when we construct a system of which information are gathered from different sources. Data quality management is indeed needed to avoid any possible redundant or inconsistent data in such information system. A data quality process, in general, consists of three phases: data cleaning (scrubbing), matching, and integration phase. In this paper, we introduce and categorize data quality operators for each phase. Then, we describe our distance function used in the matching phase, and present a matching algorithm PRIMAL (a PRactical Matching Algorithm). And finally, we present a related work and future research.

우리나라에서 건설기간중에 현장에서 본격적인 품질관리체계를 도입하여 이를 운영함은 고리 1 호기 원자력 발전소를 착공하면서 처음 시작된 것으로 볼 수 있다. 특히 원자력 발전소에서 이와 같이 체계적이고 계획적인 품질관리 활동을 도입하게 된 것은 무엇보다도 먼저 원자력 발전소가 신빙성 있게 운전되므로서 절대적으로 공증의 안전을 기하고 저 함에 있으며 또한 효율적으로 운전되어 가중율을 높이는데 목적이 있는 것으로 본다. 즉 품질관리 활동은 공중의 건강과 안 전을 지키기 위한 안전한 발전소를 위해서도 물론 필요한 것이고 또한 신빙성 있고 경제적인 전 력을 얻을 수 있는 발전소를 위해서도 필요한 것이다.

편집자주 : 이 논문은 '78년 10월 17일 일본 동경에서 개최되었던 제3차 세계품질관리대회에서 발표되었던 논문이다. 이 대회는 일본과기연맹의 주최로 개최되었으며, 전세계50개국에서 500여명의 품질관리 전문가가 참석하여 세계적으로 문제가 되고 있는 공산품 품질개선을 위한 새로운 방향이 제시되었다. 한국은 본대회에 대학교수 등 4명이 참석하였다.
