As it was developed to korea standard of the CAD Drawing in Construction CALS/EC for the productivity Improvement in Construction Industry and efficiency rising of construction management. it is high time to design the standard system in water resources. The purpose of this study is to establish the strategies for standard system of drawing information in water Resources parts for construction CALS/EC. This study is to analyse the existing construction drawing standards including CMS, CMMS, drawing guideline of a water Resources public institution, ISO, US National CAD Standard, Japanese Standard. As a result of the analysis, this study proposes the prime structure of the water Resources drawing information standard to support construction CALS/EC. For the establishment of standard system in real practice, this study establishes the numbering system to joint the current standard system for a water Resources order institution and to keep construction CALS/EC. In conclusion, the standard system of drawing information is proposed as a fundamental frame to water Resources parts of construction CALS/EC.

계량의 기준을 정하여 적정한 계량의 실시를 확보하기 위한 법정계량제도는, 화폐제도와 같이 경제활동의 근간을 이루는 제도이다. 1961년 제정한 이래로 계량법은 수십 차례 전부 또는 일부 개정되어 왔다. 최근 개정된 법률, 시행령과 시행규칙의 개정내용을 소개하고자 한다.

본 논문은 TTA 에서 제정된 "HTML5 기반 스마트 TV 플랫폼" 표준(TTAK.KO-07.0111/R1)에 따라 개발된 스마트 TV 수신기가 표준의 기술 요구사항을 준수하여 적합하게 구현되었는지를 검증하기 위한 표준 적합성 시험환경을 소개한다. 적합성 시험을 위한 시험 기준과 수행절차, 판정 기준 등을 정의하고 있는 "HTML5 기반 스마트 TV 플랫폼 수신기 적합성 시험" 표준(TTAK.KO-07.0119)에 따라 200 여개의 테스트 케이스가 개발되었으며 이들은 스마트 TV 수신기에서 직접 동작하면서 수신기의 기능을 검증하고 결과를 판단하게 된다. 테스트 케이스를 실제 방송환경과 유사한 조건에서 실행하기 위하여 지상파, 케이블, IPTV, 위성 등 다양한 방송 헤드앤드를 활용한 방송 송출 서버를 구현하였으며, 시험에 관련된 정보를 처리하고 실제 시험의 수행 및 그 결과를 관리하는 적합성 시험 관리 시스템을 개발하였다. 그리고 테스트 케이스 앱을 호스팅하는 웹서버, VOD 콘텐츠를 위한 스트리밍 서버 등의 장비를 운용하여 적합성 시험을 위한 전반적인 환경을 구축하였다. 또한 본 논문에서는 구축된 시험 환경에서 표준 기반으로 개발된 참조 수신기를 대상으로 적합성 시험을 수행한 사례를 통해 시험환경의 유효성을 확인하고 향후 적합성 시험환경의 추진 방향을 제시한다.

국제표준화 기구인 ISO에서는 소프트웨어 프로세스 능력 향상을 위한 ISO/IEC 15504 표준과 IT 서비스 관리를 위만 표준인 ISO/IEC 20000 표준을 개발해오고 있다. 소프트웨어를 개발하고 서비스를 제공하는 기업에서는 이 두 개의 표준을 통합하여 하나의 "표준 프로세스" 로 정의하여 사용하여야 한다. 이 두 표준을 통합하여 기업이 하나의 표준 프로세스를 만들기 위해서는 먼저 두 표준의 공통된 부분을 찾고, 공통되지 않은 부분을 더해 하나의 체계로 만드는 것이다. 이를 위해서는 두 표준의 비교가 우선되어야 할 것이다. 본 논문은 소프트웨어 프로세스 국제표준인 ISO/IEC 15504 part 5를 중심으로 IT 서비스 국제표준 ISO/IEC 20000 part 2를 비교해서 두 표준간의 공통적인 프로세스를 도출하고, 이 비교에서 ISO/IEC 20000을 기준으로, ISO/IEC 15504가 ISO/IEC 20000의 내용을 어느 정도 포함하고 있는지를 분석하였다.

The purpose of this study is to develop a standard for right performance assessment instrument for the practice CNC Lathe of work machine subject in technical high school. In this study, we developed the standard performance assessment instrument for the practice CNC Lathe through collecting and analyzing the standard performance assessment instrument of CNC Lathe from 13 technical high schools (11 public schools and 2 private schools). The developed standard of performance assessment instrument for the practice CNC Lathe is verified by getting proper estimation from 26 teachers in technical high schools (2 teachers from each school) who are taking charge of CNC Lathe practice, and mean value between 3.77 and 4.77 is very high in validity. The characteristics of assessment instrument developed in this study are as following. First, the standard of performance assessment instrument is redeveloped to evaluate the cognitive domain and affective domain as well as psychomotor domain of technical high school students. Second, the estimation field for practice subject is segmented for all practice processes and intends to do objective estimation which can be carried out by both teachers and students, not only teachers. Third, the developed standard of performance assessment instrument for the practice CNC Lathe has high validity and truthfulness because it is monitored by teachers who are teaching in technical high school.

검증 및 확인(V&V)의 속성상 Independent V&V는 반드시 필요 한 것으로 인식되고 실제로 규제 기준이나 여러 표준(Standard)들에서 그 요구사항들이 기술되고 있으나 그 기술 내용이 너무 단순, 추상적인 경우가 많아 구체적인 실현 방법에 있어서는 합의된 해결책이 제시되지 못하고 있는 실정이다. 이러한 문제점들을 해결하기 위해 본 논문에서는 원자력분야는 물론 프로세스와 군사 분야의 표준들과 기타 기술기준 자료들을 조사 분석하고 이를 기반으로 하여 원자력 분야, 특히 계측제어 계통의 Safety-critical 소프트웨어 개발에 따른 안전성과 경제성 문제가 고려되고 기술적, 관리적 측면에서 균형을 갖춘 V&V의 독립성 구현 방안에 대한 가이드를 제시하였다.

본 논문에서는 국, 내외 피뢰설비 규정을 고찰하고 ESE 피뢰침의 평가기준이 무엇인지 반문하였으며 우리 나라에 적 합한 피뢰 규정으로 KS C IEC - 61024(한국산업 표준규격)와 NF C 17-102(프랑스 산업표준규격)의 혼합형인 이중보호방식을 제시하였다.

[ $\bullet$ ] 정부는 지난해에 이어 올해에도 건설부, 국세청, 지방자치단체 등 관계기관 합동으로 전국의 3,255만필지 중 2,518만필지의 개별토지가격을 조사함. 3월 11일부터 5월 10일까지 개별토지가격을 조사$\cdot$산정하고 5월 22일부터 6월 11일까지 국민의 열람에 공하여 주민의견을 수렴한 다음 6월 29일까지 시장$\cdot$군수$\cdot$구청장이 결정할 계획임. 개별토지가격은 2월 28일 공시한 30만 표준지 공시지가를 기준으로 표준지와 개별토지의 특성을 비교하여 가격차를 수치화할 수 있도록 만든 토지가격비준표를 활용하여 산정함. $\bullet$ 조사된 개별토지가격은 토지초과이득세, 양도소득세, 증여세, 상속세의 부과를 위한 기준시가, 종합토지세 부과를 위한 토지등급의 결정, 택지초과소유부담금 및 개발부담금 산정기준, 토지거래허가 또는 신고시의 가격심사기준 등으로 활용됨. $\bullet$ 정부에서 매년 전국의 개별토지가격을 조사함으로써 공평과세를 이루고 90년 도입한 토지관련제도의 실효성을 거양하여 불필요한 토지보유 억제 및 지가안정에 기여하게 될 것임.

국제표준인 Common Criteria가 2002년에 국내표준으로 제정됨으로써, 앞으로 국내에서도 정보보호시스템에 대한 공통평가기준의 활용이 기대된다. 특히 국내는 조직의 내부 인프라 보호를 위해 네트워크 제품의 수요가 증가하고 있어 침입차단시스템, 침입탐지시스템 등 네트워크 솔루션에 대한 개발이 많이 진행되고 있으나 이러한 제품을 소비하는 대부분의 기업 및 조직에서 제품 구매 시 활용될 수 있는 자신들의 요구 사항을 정의한 보호프로파일을 개발한 경험이 없다. 앞으로는 공통평가기준을 활용하여 자체 보안요구사항을 정의할 경우가 많이 발생할 것으로 기대되지만 공통평가기준은 운영체제와 같은 단일 호스트 및 시스템 중심으로 기술되었으므로 네트워크 제품에 대한 보호프로파일을 개발 시 새로운 접근방법 필요하다. 따라서 본 논문에서는 기업이나 조직에서 네트워크 제품에 대한 보호프로파일 및 보안목표명세서를 개발시, 공통평가기준과 보호프로파일 및 보안목표명세서 작성법을 이용하여 요구사항을 정의하는 방법에 대해서 기술하고자 한다.
