IHO has established S-100 Standard profiled from ISO 19100 GIS standards for standardization and improvement of hydrographic data and are developing S-10X Standards. IMO is implementing the e-Navigation strategy for maritime safety and marine environment protection and has established the CMDS as information standard framework which will be developed from the S-100 standard. The development domain of e-Navigation can be divided into onboard, communication network, onshore and VTS is a core actor in onshore system. In this study, we analyzed the effects of S-100 standard development on VTS through e-Navigation strategy of IMO and suggested the cooperation between hydrographic fields and VTS fields under e-Navigation strategy.

This study explored an approach to estimate a flow-density diagram(FD) on a link in highway traffic environment by utilizing probe vehicles' time headway records. To study empirical flow-density diagram(EFD), the probe vehicles with vision sensors were recruited for collecting driving records for nine months and the vision sensor data pre-processing and GIS-based map matching were implemented. Then, we examined the new EFDs to evaluate validity with reference diagrams which is derived from loop detection traffic data. The probability distributions of time headway and distance headway as well as standard deviation of flow and density were utilized in examination. As a result, it turned out that the main factors for estimation errors are the limited number of probe vehicles and bias of flow status. We finally suggest a method to improve the accuracy of EFD model.
Contrails are line-shaped clouds formed by the condensation of water vapor from the interaction of exhaust gas from aircraft engines and the high-altitude atmosphere. Contrails are known to aggravate global warming by creating a greenhouse effect by absorbing or reflecting radiation emitted from the Earth. In this study, development of a model that can quantitatively predict the contrail occurrence was conducted for the reduction of contrail, which is likely to form an aircraft certification category in the future. Based on prior research results, a model that can predict the occurrence of contrail between Tokyo and Qingdao was developed, in addition to proposing improved flight altitude that can minimize the occurrence of contrail.
Vessel traffic system uses multiple sea surveillance radars as a primary sensor to obtain maritime traffic information like as ship's position, speed, course. The systematic errors such as the range bias and the azimuth bias of the two-dimensional radar system can significantly degrade the accuracy of the radar image and target tracking information. Therefore, the systematic errors of the radar system should be corrected precisely in order to provide the accurate target information in the vessel traffic system. In this paper, it is proposed that the method compensates the range bias and the azimuth bias using AtoN information installed at VTS coverage. The radar measurement residual error model is derived from the standard error model of two-dimensional radar measurements and the position information of AtoN, and then the linear Kalman filter is designed for estimation of the systematic errors of the radar system. The proposed method is validated via Monte-Carlo runs. Also, the convergence characteristics of the designed filter and the accuracy of the systematic error estimates according to the number of AtoN information are analyzed.

The IVEF service is the draft standard designed for exchange of information on sea traffic between the vessel traffic systems and between the vessels. Standardization of this service is under way as a part of the next-generation navigation system, called e-Navigation. The International Association of Lighthouse Authorities (IALA) suggests, on its recommendation V-145, the IVEF service model and the protocol for provisioning of this service. But the detailed configuration of this service must be designed by the users. This study suggests, based on the basic service model and protocol provided in the recommendation V-145, the implementation of the J-VTS middleware which will facilitate exchange of information on sea traffic. The J-VTS middleware consists of various components for providing the IVEF service and for processing the IVEF message protocols. The vessel traffic systems and the vessels corresponding to upper-layer applications may use the IVEF service with the functions provided by the J-VTS middleware, and the services are designed to be accessed according to the security level of users.
The government continues to make efforts to improve effectiveness, integration and connectivity of public transportation systems. But there have been only a few studies about it. This paper addresses the quality evaluation of pedestrian facility service in transfer stations at urban railroad. LOS (Level Of Service) model of urban railroad by facility based on the body ellipse and density recalculated considering the recent Korean body standard and the suggested Pedestrian Moving Equivalent (PME) and Pedestrian Waiting Equivalent (PWE). For LOS model for the ticket booths and ticket vending machines, queuing theory has been applied to determine LOS of Pedestrians. And the importance weights among the pedestrian facilities is obtained by applying AHP analysis. Lastly, this paper shows and discusses the evaluation results of overall LOS of pedestrian facilities of five urban railroad transfer stations in Seoul.

Recently seismic fragility analysis method has been widely used for the seismic probabilistic risk assessment of infrastructures such as nuclear power plants, buildings and bridges because of its probabilistic characteristics. Furthermore, this technique has been applied to large-scale social systems consisted of each infrastructures by combing GIS. In this paper, the applicability of this technique to domestic infrastructural systems was studied. The transportation network was selected as one of these domestic infrastructural systems. Example studies were peformed about Changwon city. Nonlinear time history analysis, with a maximal likelihood approach were conducted to establish the fragility curves of each infrastrucures (bridges). GIS analysis was also applied to the analysis of whole infrastructural systems. The results show that it is very useful to predict seismic probabilistic risk assessment of this domestic transportation network. However, it also shows that further studies such as more suitable damage criterion to domestic structure and precise nonlinear analysis techniques should be developed to predict more precise results.

The rate of traffic accidents that occurred in Korea last year is 10 out of every 100,000 people, ranking it 6th among the 35 OECD member countries. The accident rate of children with disabilities and elderly people is also high. The purpose of this study is to introduce traffic safety facilities which have been developed for the reduction of traffic accidents in non-urban areas in Korea through an analysis of the related literature, the accident factors using traffic accident analysis system data and traffic accident characteristics. Traffic safety integrated facilities for ICT-based pedestrian crossings are subject to cross-sectional coverage of child protection zones. The smart safety fence prevents vehicles from parking illegally and informs pedestrians that there is an access vehicle on the pedestrian crossing. The smart bump is designed to warn drivers who are not aware of the pedestrians. In order to standardize the appropriate form and size of the traffic safety facilities for pedestrian crossings, we constructed a standard model for each type, considering the road function, press classification, power, lane number, geometric form, etc. As a result, the rate of traffic accidents involving vulnerable people was reduced. In addition, it is anticipated that the maintenance costs will be reduced by the use of a solar power supply and their compatibility with the existing installed safety fences.

The terrestrial-DMB (T-DMB) provides one-way broadcasting service in intial phase and two-way interactive data services through a return channel of mobile communications network are commercialized recently. The possible evolution of the T-DMB will be fully convergence between the T-DMB and other communication services such as telematics, RFID and so on. From this evolution point of view, a framework should be defined for supporting telematics and RFID applications on T-BMB platform. In this paper, we propose an integrated service model that could support RFID application services on the interactive T-DMB. To realize the model, we design a service scenario, a network reference model, functionalities of each entity, a data transmission mechanism messages, and coding rules. The service model could allow users to support the identical RFID application services over the T-DMB network even if T-DMB terminal doesn't have RFID reader capability. In addition, in the case for providing the interactive TTI(Traffic and Travel Information)service, users could utilize the current location based RFID application service using by the TPEG-Location application that forms the basis of user location referencing. Failure criteria for asphalt concrete pavements are developed combining the AASHTO design equation and the multi-layered elastic theory. Thickness range including typical layer thicknesses of four-layer Korea highway structures are employed for pavement structure models. Total of 2430 pavement models with different layer thicknesses and moduli are analyzed. Models with crushed stone and asphalt stabilized base courses are equally included in the analysis. Number of load repetition and the maximum tensile strain at the bottom of asphalt layer are computed from the AASHTO design equation with terminal PSI=2.5 and multi-layered elastic computer program, SINELA, respectively. Failure criteria are developed through the regression analysis. From the analysis, failure criteria for the asphalt concrete pavements with 50% and 95% reliability levels are developed. It is found that the failure criterion of 95% reliability level gives similar results with existing fatigue failure criteria whose terminal performance condition is crack development when compared in a graphical form an equation to estimate failure criterion for a specific reliability level is also proposed.
