Problems and Development of Police Officials' Physical Fitness Tests (경찰공무원 체력검정의 문제점 및 발전방안)

  • The study aims to present a solution to the problem of police physical fitness tests as police officers, who tried to subdue the drunk in a video clip titled "Darim-dong female police officer Assault" in May in Seoul, showed a rather lethargic figure, such as being pushed out of a physical fight with the suspect. The police physical fitness test is subject to criticism as it consists of items that are difficult to apply in real life despite having to be linked to job performance. The problem is that the physical fitness test events are not realistic, the physical fitness test standards are set too low, and their credibility is not reliable due to the imbalance of standards between men and women and the vision culture of physical fitness testing methods. First of all, we hope that the Republic of Korea will become a world-class security powerhouse by upgrading its physical fitness standards and establishing a scientific fitness test system for preventing injuries and effectively measuring physical strength.

Contents Analysis on the Media about the Working Conditions of Nurses

  • This study was attempted to identify the working environment of nurses by identifying the key keywords associated with the unfair working conditions of Korean nurses reported in various media outlets in the media. "Nurse NOT (nurse) or nurse" was searched on BIG KINDS, selected articles related to the unfair treatment of nurses, extracted the final 309 cases, and classified into six categories of hospital-level, regional, keyword, and integrated keywords in the article using Excel2007. Of the 309 articles, 79 (22.56 percent) were published from November 2015 to October 31, 2016, 92 (29.77 percent) from third medical institutions, and 121 (39.1 percent) from across the country. The integrated keywords were summarized into a total of 14, followed by sexual assault/sexual harassment (14.88%), shortage of nurses (11.65%), burning nurses (11.0%), unfair dismissal (10.67%) and physical assault (10.35%). The findings could be used as basic data for establishing a positive working environment for nurses and improving positive image awareness of nursing professionals.

  • In the future, as autonomous vehicles become popular at home and abroad, the frequency of accidents involving autonomous vehicles is also expected to increase. In particular, when a fully autonomous vehicle is operated, various criminal/civil problems such as sexual violence, assault, and fraud between passengers may occur as well as the vehicle accident itself. In this case, forensics for accidents involving autonomous vehicles and accidents involving passengers in the vehicles are also about to change. This paper reviewed the types of security threats of autonomous vehicles, methods for maintaining the integrity of evidence data using blockchain technology, and research on digital forensics. Through this, it was possible to describe threats that would occur in autonomous vehicles using blockchain technology and forensic techniques for each type of accident in a scenario-type manner. Through this study, a block that helps forensics of self-driving vehicles before and after accidents by investigating forensic security technology of domestic and foreign websites to respond to vulnerabilities and attacks of autonomous vehicles, and research on block chain security of research institutes and information security companies. A chain method was proposed.

  • As various crimes such as theft, assault, and sex crimes are increasing, each local government is installing CCTVs to prevent them, and operating and managing control centers for emergency response. When the control center detects a dangerous situation in the field, it responds immediately in connection with the police or 911. However, since it is managed by humans, the response speed is anomalous and the reality is that it is mainly used for post-processing. Therefore, through the artificial intelligence LED signage, it notifies the emergency situation at the site, and it serves as a warning function before getting help from passers-by or an accident occurs. In this paper, we design and research a warning system such as changing the lighting color of the LED signboard or making a sound by reflecting the artificial intelligence algorithm. We intend to contribute to public safety and social safety through this study.

Job Satisfaction and Work Stress of EMT-paramedic's According to type of Occupation (1급 응급구조사의 직종에 따른 직무만족도 및 업무스트레스)

  • This study provides basic data needed to improve the working environment of the first class emergency medical technicians, in order to decrease their job stress and increase their job satisfaction. Job stress and satisfaction were compared and analysed in emergency medical technicians who were working for 119 rescue and hospitals at the time when twenty-one years had passed after the initial training of emergency medical technicians in order to identify differences between 119 rescue and hospitals, and their advantages and disadvantages. The subjects of the study were 182 first-class emergency medical technicians who were working in twenty-eight 119 rescue centers and fourteen national and local emergency medical centers in Gwangju, Jeollanamdo and Jeollabukdo. The study subjects were interviewed by questionnaire. For statistical analysis, SPSS/WIN 20.0 was used, and the results were analysed with chi-square, t-test, ANOVA, and ANCOVA testing. There was no significant difference in job stress between the subjects working in 119 rescue centers (2.92) and those working in hospitals(3.01). The satisfaction score of fire-fighting workers was 2.98 and that of hospital workers was 2.54. Hospital workers' satisfaction was significantly lower (p<0.001). The score of hospital workers' pay satisfaction was the lowest($2.07{\pm}0.62$). The job stress decreased and job satisfaction increased with decreasing monthly average number of patients(p<0.001), increasing monthly income(p=0.047), and more frequent holidays they had(p<0.001), the less. For less job stress and higher job satisfaction, welfare conditions both at 119 rescue and hospitals should be improved. 119 rescue centers should develop violence prevention measures and offer resting places for emergency medical technicians. Hospitals should pay more attention to the yearly pay increase rate and stability in employment types.

SEXUAL BEHAVIORS IN SEXUALLY ABUSED CHILDREN (성학대 피해 아동의 성행동 특성)

  • Objectives : This study aims to identify sexual behaviors in sexually abused children to assess the Child Sexual Behavior Inventory(CSBI) score of sexual behaviors reported in children by their parents to analyze the relation of these sexual behaviors to demographic variables, familial variables, and characteristics of sexual abuse variables. Method : A large sample of 2-13 year old children(N=121) were rated by their caregiver via parent report consisting of CSBI, the Child Behavior Checklist(CBCL), and a questionnaire assessing characteristics of family history and sexual abuse variables. Results : There were significantly related to the CSBI score; younger children(2-5 year old group) had significantly higher scores than older children. Maternal education also related to the CSBI score, in that mothers with higher levels of education report more CSBI scores than less educated mothers. There were significant differences according to characteristics of victim victim with penile penetration of vegina and genital exposure of offender had higher score in the CSBI than others. Also, when perpeturator was an acquaintance, the CSBI scores increased. Conclusion : Sexual behavior related to childs age, maternal education, penile penetration of vegina, and genital exposure, parental emotional state and personality traits. Findings were primarily similar to previously published studies. The suggestions and the limitations of this study, and directions of future study were discussed.

ETIOLOGY AND PATTERNS OF MANDIBULAR FRACTURES (하악골 골절의 원인과 양상에 관한 연구)

  • This study investigated the mandibular fractures that were treated at the Seoul National University Boramae Hospital in order to analyze the characteristics of mandibular fractures and the relationship between the causes and injury patterns. A total of 141 patients with mandibular fractures who were treated between 1996 and 2004 were analyzed retrospectively. The male to female ratio in the patient group was 5.13:1, and the mean age was 33.7 years. The most common etiologic factor was assaults (45.4%), and which was followed by activities associated with daily-life (40.4%) includeding falls, stumbling, collisions, and traffic accidents (11.3%). Single fracture sites were present in 75 patients (53.2%), two or more fracture sites were observed in other patients, and a total of 211 fracture sites were observed. The mandibular angle fractures (46.7%) was the most common in case of single fractures, and symphysis and angle fractures (45.4%) was most common in multiple fractures. Through out overall fracture sites, the most common fracture site was the symphysis (41.2%), followed by the angle (32.2%) and condyle (18.5%). Among assault and falls-related injuries, the common involving sites were the symphysis, and followed by the body and condyle. In case of traffic accidents, the symphysis fracture was the most common, and which was followed by the condyle and angle fractures. This study documented the characteristics of the mandibular fractures. The results demonstrate that preventive measures according to these characteristics will need to be implemented in order to minimize the risk of maxillofacial injuries.

A Study on Present Situation of Violence in School and Improvement Program (학교폭력의 실태분석과 개선 방안에 관한 연구)

  • School is the place where teenagers spend most of their time, forming friendships and receiving guidance from the teachers. Their life in school is a procedure of learning lessons before advancing into the society. However, in this place of learning, misdeeds such as violence, extortion and bullying are actually happening, some of which developing into suicide, murder and prostitution. For this reason, violence in school, especially, raises concerns as a serious social problem these days. Therefore, this study suggests more practical improvement programs to solve the problem of the violence in school, by first investigating the concept and the actual situation of school violence, and by better understanding the problems resulted from the school violence. The researchers of the study suggest as follows: First is about strengthening the education that builds students' personality, where we investigate the methods of personality education that suit with the current situation and suggest what is necessary to improve them. The second is about expansion of the functioning of families and of the educational role of the household heads, where we argue the importance of education in the family in addition to the education in school, and we suggest the right way for the parents to discipline their children. The third is about expansion of counseling professionals and improving social environment, where we explain the importance of counseling professionals in preventing and solving the issues in school violence and suggest expansion of these professionals and also suggest installation and operation of dedicated counseling room in schools. The fourth is about use of school sheriffs, where we suggest dispatching school sheriffs nationwide and fully use them as a countermeasure against school violence.

Comparative study on differences in perception of human rights of People with disabilities and Staffs in the disabled residential facilities (장애인 거주시설 장애인과 종사자의 인권 인식 비교)

  • The purpose of this study is to compare the differences in human rights perception between people with disabilities and staffs in the disabled residential facilities. Using data from the '2014 Human Rights Survey on Disability in the Disabled Residential Facilities' for 602 facilities, the study compared their perception of human rights(16 items), including human rights guarantee(12 items) and human rights violation(4 items). Result showed that the rate of perception for human rights guarantee and violation(except staff violation) of staffs was higher than people with disabilities(p<.05). This study demonstrated that there were significant differences in human right perception between people with disabilities and staffs. The cause of this difference would be the conflict between roles of staff and needs of person with disabilities, absence of human rights indicators by mutual consent between the two. Our findings suggested a need for study on strategies to solve gap of perception between the two, such as integrated human rights education, developing consensual human rights indicators.

A Criminal Legal Study in the Protecting the Right of Surgical Patients - Self-Determination of Patients - (수술환자의 권리보호에 대한 형사법적 쟁점 - 환자의 자기결정권을 중심으로 -)

  • Recently, Practicing of ghost surgery and duty of informed consent of doctors have become a big issue in the medical dispute and lawsuits. The ground of admitting the informed consent and the agreement(self-determination of patients) can be based on the dignity of man and the right to pursue his happiness guaranteed under Article 10 of the constitution in theory. However there are no explicit legal regulations on the duty of the informed consent and there is no substantive legal enactment on the informed consent, but there is a collision between self-determination of patients and the discretionary power of doctors. If the discretionary power on the duty of the informed consent was extended it may result in the infringement of the right of surgical patients, so called arbitrary medical treatment. Relating to this issue, New Jersey Supreme Court held that a patient has the right to determine not only whether surgery is to be performed on him, but also who shall perform it. Moreover it held that a surgeon who operates without the patient's consent engages in the unauthorized touching of another and, thus, commits a battery'. But there are no ghost surgery cases adopting battery theory in Korea, and professional negligence has been considered rather than the battery, regarding an absence of hostile intent to injure patient. Supreme Court of Korea held that a doctor who operates a medical procedure without the patient's valid prior consent based on wrong diagnosis commits professional negligence resulting in injury, and the patient's invalid consent do not preclude wrongfulness'. However, if a health care provider conducts a completely non-consensual treatment or substitute surgeon without consent, the action should be plead in battery, not negligence, but if a health care provider violate his duty of care in obtaining the consent of the patient by failing to disclosure all relevant information (risks) that a reasonable person would deem significant in making a decision to have the procedure, the action should be plead in negligence, not battery. Therefore, the scope of patients' self-determination can be protected by stating clearly the scope of the duty of the informed consent and the exemption of the informed consent legislatively, it is considered that it is valid to legislate the limitation of the discretionary power.
