  • The occurrence mechanisms of heatwave have been conventionally studied at a synoptic scale. However, the implications of precedent droughts on the following up heatwave occurrences have not been elucidated and are important to address the complex causal mechanisms of heatwaves. Therefore, this study evaluated the causality and implication of the seasonally antecedent droughts to summer heatwaves that occurred for 46 years since 1974 using partial least squares-structural equation modeling (PLS-SEM). The resulting contribution of winter (spring and summer) droughts to summer heatwaves for Seoul-Gyeonggi, Gangwon, and Chungcheong provinces were 37 % (29 % and 22 %), 21 % (18 % and 29 %), and 17 % (8 % and 38 %), respectively. This is due to the regional variability of seasonal drought impacts. Furthermore, Gangwon and Chungcheong provinces, which have a higher level of impacts of summer droughts to summer heatwaves, are more likely to be exposed to the compound drought-heatwave damages compared to Seoul-Gyeonggi province, which has relatively a low-level impact of summer drought.

  • This study aimed to identify heat wave vulnerable areas and discuss spatial typology and policy directions through spatial coincidence analysis of heat wave damage. By utilizing the climate change vulnerability assessment of the Intergovernmental Panel on Climate Change (IPCC) and Spatial Statistics Comparison Analysis, this study examined cities, counties, and districts in South Korea for five years (2015-2019), including 2018, when the heat wave was most extreme. It was determined that the number of heat wave days (exposure) was the most impactful among various factors for heat wave vulnerability. Sensitivity and adaptive capacity to heat waves were found to vary according to regional characteristics. The relationship between heat wave vulnerability and damage was categorized into four types through spatial coherence. Hot to Hot and Cold to Cold types have a positive relationship between vulnerability and damage, while Hot to Cold and Cold to Hot types have a negative relationship. The findings suggest that since different types of regions have distinct characteristics and conditions, policies and research for improvement should be directed to address each region separately. This study may be used as basic data for establishing heat-related policies in the future, as it categorizes regions by considering both heat vulnerability and damage and examines the direction of response by type.

  • Heat waves are not new, but due to climate change, the probability of occurrence and severity of heat waves increases, which results in more adverse impacts and damages on local community. Accordingly, the need to tackle heat waves in a more comprehensive and precautionary manner increases. Our study therefore lays emphasis on 1) a long-term plan which not only includes short-term plans in response to the observed damages, but also incorporates relevant sectors to deal with potential impacts in longer term perspective; and 2) a mechanism to manage and adjust the plan in a sustainable manner. In doing so, it examines the impacts of heatwaves and existing plans to tackle them. Based on that, two key conceptual frameworks, namely policy integration and adaptive management, are applied to provide strategies for the development and management of a long-term adapting heatwave plan addressing climate change.

  • Purpose: This study noted that even similar environmental conditions caused by the heat wave were differentiated depending on the internal characteristics of the individual, so there was a difference in the extent of the damage. Thus, the relationship between individual psychological characteristics and experiences of the symptoms of thermal diseases was analyzed. Method: The influence of construction workers was analyzed through questioning of individual characteristics and psychological measures of self-esteem, self-esteem, and personality that may be related to heat wave damage, depending on whether they have experienced symptoms of thermal diseases. Results: Logistic regression shows that responsibility affects positive (+) experience of symptoms of heat disease and self-esteem in groups negatively (-) experience of symptoms of heat illness. Conclusion: This study presented basic data as the first study to analyze obsessive compulsive, self-respect and personality of construction workers who are vulnerable to heat waves to identify the psychological characteristics of victims of heat waves.

  • The IPCC (Intergovernmental Panel on Climate Change) recommended the importance of preventive measures against extreme weather, and heat waves are one of the main themes for establishing preventive measures. In this study, we tried to analyze the heat vulnerable areas by considering not only spatial characteristics but also social characteristics. Energy consumption, popu lation density, normalized difference vegetation index, waterfront distance, solar radiation, and road distribution were examined as variables. Then, by selecting a suitable model, SLM (Spatial Lag Model), available variables were extracted. Then, based on the Fuzzy theory, the degree of vulnerability to heat waves was analyzed for each variable, and six variables were superimposed to finally derive the heat vulnerable area. The study site was selected as the Daegu area where the effects of the heat wave were high. In the case of vulnerable areas, it was confirmed that the existing urban areas are mainly distributed in Seogu, Namgu, and Dalseogu of Daegu, which are less affected by waterside and vegetation. It was confirmed that both spatial and social characteristics should be considered in policy support for reducing heat waves in Daegu.

  • The purpose of this study is to analyze the effects of spatial characteristics, such as land cover and topography, on heat wave days from the city of Milyang, which has recently drawn attention for its heat wave problems. The number of heat wave days was calculated utilizing RCP-based South Korea climate data from 2000 to 2010. Land cover types were reclassified into urban area, agricultural area, forest area, water, and grassland using 2000, 2005, and 2010 land cover data constructed by the Ministry of Environment. Topographical features were analyzed by topographic position index (TPI) using a digital elevation model (DEM) with 30 m spatial resolution. The results show that the number of heat wave days was 31.4 days in 2000, which was the highest, followed by 26.9 days in 2008, 24.2 days in 2001, and 24.0 days in 2010. The heat wave distribution was relatively higher in agricultural areas, valleys, and rural areas. The topography of Milyang contains more mountainous slope (51.6%) than flat (19.7%), while large-scale valleys (12.2%) are distributed across some of the western region. Correlation analysis between heat wave and spatial characteristics showed that the correlation between forest area land cover and number of heat wave days was negative (-0.109), indicating that heat wave can be mitigated. Topographically, flat areas and heat wave showed a positive correlation (0.305). These results provide important insights for urban planning and environmental management for understanding the impact of land development and topographic change on heat wave.

  • This study aims to evaluate the economic value of the heat wave watch/warning (HW/W) forecast provided by the KMA (Korea Meteorological Administration) for the public sector. Local govermenments of Korea currently use the HW/W forecasts as a major input variable to determine the preparative requisite level for reducing potential damage by extreme heat events. To assess the value of the HW/W, which is not a marketable commodity, a decision-making model taking into account the cost and loss was established. The 'cost' variable was defined as the heat wave countermeasures budget for Seoul and Busan in 2016, and the 'loss' variable was set as the amount of health insurance claims for those 65 and older obtained from the Health Insurance Review and Assessment Service. Using this model, the value of the HW/W in 2016 was calculated as KRW 4,133M and KRW1,090M for Seoul and Busan, respectively. In addition, if the KMA reduces the False Alarm of the HW/W by a single instance, the value will be increased by KRW 76.6M and KRW 16.8M for the two cities. The results of this study are useful in quantitatively estimation of the value of the HW/W forthe public sector.
