World population has increased rapidly following the industrial revolution, reaching 7 billion in 2012. Several forecasts estimate that this number will rise to about 8 billion in 2025. Improvements of living standards in developing nations have also raised resource and energy demands worldwide. In consequences, human beings have faced many global and urgent problems, such as global warming, water and food shortages, resource and energy crises, and so on. Many ocean utilization technologies for avoiding or reducing such big problems have been developed, for examples $CO_2$ ocean sequestration, seawater desalination, artificial upwelling, deepwater mining, and ocean energies. It is important, however, to assess such technologies from the viewpoints of sustainability and public acceptancy, since the aims of those technologies are to develop sustainable social systems rather than conventional ones based on fossil resources. Inclusive Marine Pressure Assessment and Classification Technology Research Committee (generally called IMPACT Research Committee) of Japan Society of Naval Architects and Ocean Engineers, has proposed Inclusive Impact Index "Triple I" as an indicator, which can predict both environmental sustainability and economical feasibility, in order to assess the ocean utilization technologies from the viewpoints of sustainability and public acceptancy. This index was considered by combining Ecological Footprint and Environmental Risk Assessment. The Ecological Footprint and the Environmental Risk Assessment are introduced in the first part of this paper. Then the concept and the structure of the Triple I are explained in the second part of this paper. Finally, the economy-ecology conversion factor in Triple I accounting is considered.

Japan has generally been considered as the developmentalist welfare state. However, Japan has recently been transformed into a social investment state. Although it still has a developmentalist characteristics with its institutional path dependence, the new social and economic challenges derived from the new social risks such as low birth rates and aging population forced Japan to adopt a new welfare state strategy. The paradigm shift in terms of welfare state strategy was launched by the Third Way positioning of the Democratic party government and succeed to the Second Stage of Abenomics under the Third Abe Cabinet. This paper argues that the welfare state paradigm shift towards a social investment state in Japan is not limited to the Japan's Plan for Dynamic Engagement of All Citizens for a virtuous cycle of growth and distribution, but expands its scope to include the work-family balance policies such as labor market activation for women and public caring for children.

본지는 지난 2008년 5월호부터 서울특별시회를 시작으로 2009년 10월호에 제주특별자치도회까지 13개 시 도회 사무처를 게재함으로써 대한설비건설협회 시 도회의 사업추진 및 업무현황에 대한 회원사의 이해를 도왔다. 이번 호부터는 전국 13개 시 도회를 대표하여 설비건설업계의 발전 및 위상강화, 회원사의 권익 보호 등을 추진하고 있는 본회에 대하여 소개한다. 본회는 건설진흥사업 외에 기술 가스진흥사업, 회원봉사 및 조사사업, 정보화 사업, 기획 관리사업, 홍보사업 등 다양한 사업활동을 함으로써 설비건설업계 발전에 견인차 역할을 담당하고 있다. 이번호는 협회의 사업집행 및 행정업무 등 협회 운영의 포괄적인 업무를 담당하고 있는 기획관리실을 게재한다.

이 글은 최근 인지언어학에서 기본적인 핵심이론 중의 하나로 자리잡고 있는 '정신공간 이론'(mental space theory)에 대한 이론적인 소개와 함께 의미구성에 있어서 중요한 개념의 하나인 '사상'(mappings)의 문제를 다루고자 한다. 1994년 이후 Fauconnier와 Fauconnier & Turner 등을 중심으로 진행되어 오고 있는 정신공간 이론에서는, 언어의 의미를 궁극적으로 인지적 공간들 사이의 상호관계가 언어로 '투사'(projection)된 것으로 간주한다. 그리고 기존의 근원영역과 목표영역 사이의 직접적이고 체계적인 사상, 이른바 '두 영역 모델'의 대안으로 '다공간 모델'을 제시하고 있다. 다공간 모델 속에는 '포괄공간'(generic space)과 '혼합공간'(blending space)이 설정되는데, 그 중에서 포괄공간은 근원공간과 목표공간의 모든 개념이나 추상적인 도식 등이 반영되어 있는 반면, 혼합공간은 실제의 다양한 개념적 혼합의 결과로 나타나며, 입력된 공간에서 나타나는 상응되는 부분들 사이의 연결을 활용하고 발전시키기 때문에 그 자체가 또 다른 혼합공간의 입력공간에서 일어나는 개념적 사상의 양상은 매우 다양할 뿐만 아니라 의미구성에 있어서도 중요한 역할을 한다. 이 글에서는 합성어와 같은 어휘적 측면은 물론, 일상의 문장 표현을 통해 나타나는 개념적 사상의 다양한 양상을 고찰하고자 한다.

This paper studies changes in people's social security awareness during Lee Myung-Bak government, and based on the result, suggests future Park Geun-Hye government's social-security-related administration management plan. In specific, the changes in people's social security awareness in the period of 2008 ~ 2012 have been analyzed, and the result has been utilized to draw suggestions on the future social-security-related administration management plan The result is as the following: First, comprehensive social-security-related policy must be continuously pushed. In terms of the fact that social security is closely related to people's daily lives and life itself, every major component of social security cannot be overlooked. Therefore, comprehensive administration management and policies on each of those components are necessary. Second, social security policies must be reinforced enough for people to actually witness. In case of crime rate, 57.1% of people are pointing it as one of the main causes of social unrest; therefore, this national anxiety must be met with focusing awareness on the subject nation-widely and with thorough national defense preparedness. Third, mutual cooperation between social-security-related branches, and systematic management within the each branches are required. In order to systematically manage every aspect of social security, not only the big agencies - such as Ministry of Security and Public Administration, Ministry of National Defense, Prosecution Service, or National Police Agency -, but most of other parts of administration must cooperate as well. Fourth, consistency in social security policies is necessary. As Park Geun-Hye government's administrative slogans are, "secure and integrated society," "establishing a foundation for happy unification era," which are similar to that of previous administration, the administration should be consistent on its social-security-related politics, rather than differentiating themselves from the previous administration.

우리나라의 급식산업(foodservice industry)은 '88올림픽을 기점으로 지난 10여 년간 급속한 성장을 거듭하여 국가의 경제발전에 기여하는 하나의 거대한 산업으로 발전하였다. 단체급식산업과 외식산업을 포괄하는 급식산업은 점차 그 범위가 확대되어 호텔산업, 관광산업, 레저산업 등의 환대산업(hospitality industry)으로 그 영역이 점차 넓어져 가고 있다(Chon 1997). 국내의 급식산업은 정치, 경제, 사회, 문화 등의 환경변화에 따라 급성장하고 있는 추세이지만, 이와 같은 외형적인 성장에도 불구하고 질적인 측면에서는 아직도 전근대적이고 경험에 의존하는 직관적인 경영을 하고 있다. Recent diversification of project delivery systems coupled with increasing mega-projects requires highly advanced construction management techniques. Among those techniques, procurement and design management are recognized as being the first priority for overseas construction projects. Nevertheless, previous research in design management has been limited to the quality management of the design documents at design stage. Therefore, it is necessary to explore the design management from a comprehensive perspective throughout the project life cycle. In this context, the purpose of this paper is to propose a conceptual framework for integrated design management (IDM). Several different concepts in relation to design management were investigated first in order to identify the major variables of the IDM framework. A comprehensive comparison of construction management methodologies was also analyzed in order to identify key factors of IDM. Finally, an IDM framework was proposed by combining those factors and relevant issues. Based on the proposed framework, a survey was conducted in order to validate the framework as well as to identity important areas for improving competitive capability of Korean construction companies.

오늘날 우리들이 직면하고 있는 물에 대한 주요 이슈는 인간과 환경의 요구를 동시에 충족시킬 수 있는 효율적 관리방안의 모색으로 볼 수 있고, 물관리의 위기를 극복하는 가장 효율적인 방법은 물관리 기술을 발전시켜 좀더 효율적으로 물을 이용하는 것이다. 통합수자원관리는 이러한 요구조건을 충족시켜줄 수 있는 대안으로 자국 혹은 유역 현실에 적합한 통합수자원관리 계획수립을 바탕으로 통합수자원관리시스템을 구성함으로써 구현되어질 수 있다. 통합수자원관리는 정책수행과정의 포괄적 의미와 시스템 구성요소에 입각한 협의적 의미로 정의되어질 수 있다. 그러나 통합수자원관리는 다차원적 요소(인문, 사회, 환경, 경제, 제도 등)를 포함함으로 인해 그 절차가 복잡하며, 국가별 유역별 상황에 맞추어 다양한 형태로 계획$\cdot$이행되어질 필요가 있다. 이를 위하여 통합수자원관리 계획수립 시 상존하는 구성요소의 다양성과 상충적 이해요소를 반영할 수 있는 전략으로 한국형 통합수자원관리 계획 기법수립을 위한 연구회 설립방안을 마련하였다.

본 연구는 비영리기관인 교육기관에 있어서 마케팅 패러다임이 어떻게 변화되고 있는지에 대한 포괄적인 내용을 검토해 보는데 주안점을 두고 있다. 마케팅개념이 주로 영리기관을 중심으로 소비자의 욕구만족이라는 개념으로 받아들여져 기업은 내적으로 효율적인 생산과 제품에 초점을 두는 경영철학을 견지하면서 기존의 마케팅 패러다임인 마케팅믹스 사고로 접근해 왔다. 그러나 최근 기업이 성장 발전하기 위해서는 고객의 현재적 욕구뿐만 아니라 잠재적 욕구까지도 미리 찾아내어 충족시킴으로 고객을 창조하고 더 나아가 고객을 감동시키고 지속적 관계유지를 위한 마케팅 패러다임으로 이동하고 있다. 비영리기관인 교육기관에 있어서도 마케팅개념의 도입과 전개과정은 영리기관의 마케팅패러다임의 변화와 일치하고 있다. 본 연구에서는 교육기관에 있어서 기존의 마케팅믹스 사고로 접근한 비영리 마케팅과 서비스마케팅을 재음미 해보고 새로운 통찰력을 제시해 주고 있는 마케팅패러다임의 변화와 새롭게 등장한 관계마케팅을 비영리기관인 교육기관에의 적용에 대해서 향후 구체적 연구에 대하여 문제제기를 하고 있다는 점에서 큰 의의를 찾을 수 있다.
