Heavy Snow Vulnerability in South Korea Using PSR and DPSIR Methods (PSR과 DPSIR을 이용한 대한민국 대설 취약성 분석)

  • Recently, the risk of snow disasters has been increasing South Korea. The damages of heavy snow were categorized into direct and indirect. Direct damage is usually the collapse of buildings as houses, greenhouse or barns. Indirect damage is various, for example, traffic congestion, traffic acident, drop damage, and so on. In South Korea, direct damage is severe in rural area, mosty collapse of greenhouse or barns. However, indirect damage such as traffic accident is mostly occurred in urban area. Therefore, the regional characteristics should be considered when vulnerability is evaluated. Therefore, in this study, the PSR and DPSIR method were applied by regional scale in South Korea. The PSR evaluation method is divided into pressure, state, and reaction index. however, the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. Data corresponding to each indicator were collected, and the weight was calculated using the entropy method to calculate the snowfall vulnerability index by regional scale in South Korea. Calculated heavy snow damage vulnerabilities from the two methods were compared. The calculated vulnerabilities were validated using the recent snow damage in South Korea from 2018 to 2022. Snow vulnerability index calculated using the DPSIR method showed more reliable results. The results of this study could be utilized as an information to prepare the mitigation of heavy snow damage and to establish an efficient snow removal response system.

  • SW-based service model is considered strategic industry in the advancement of national economic development. Also SW-based service model has Public Interest and Profitability, it should be conducted assessment considering both sides of private and public reflection. To obtain the goal of this research, firstly, based on broadly reviewing previous literature and logical reasoning in business model evaluation and feasibility of public business. Secondly, derived SW-based service model's feature through a group of experts to analyze. And AHP(Analytic Hierarchy Process) is adopted in developing the influential factors (indexes) for the profitability of each SW-based service model and the weight score of each factor. In the result, We suggested 5 evaluation areas, and 15 evaluation items reflecting private business model, public business evaluation and SW-based service model feature. The findings of this study are thought to be useful as a practical guideline in performing evaluating the SW-based service model for private and public sector.

  • Technology evaluation for technology innovation of venture firms should take the rapidly changing corporate environment, the ambiguity of language used in evaluation, and the inaccuracy of evaluation index into consideration. In this paper, targeting the absorptive capacity and technological entrepreneurship which are typical evaluation factors of venture firms, an ACTEM model to calculate the importance, priority, and dynamic capability of factors, applying Fuzzy-AHP was proposed. The fuzzy theory was introduced to compensate for the ambiguity of cognitive judgments when calculating weighted values for the factors that made up an assessment scale. An assessment criteria framework for absorptive capacity, technological entrepreneurship, and dynamic capability, which were not considered in previous studies on the evaluation and measurement of technological prowess, so that the users could have a realistic alternative to choose. The study compared the ACTEM model with the old AHP assessment method and found that "knowledge acquisition" and "producing ability" were the highest in absorptive capacity and technological entrepreneurship, respectively, thus demonstrating its validity.

A Study on the Vulnerability Assessment of Solar Power Generation Facilities Considering Disaster Information (재해정보를 고려한 태양광발전시설의 취약성 평가에 관한 연구)

  • This study aims to develop an evaluation method for solar power facilities considering disaster impacts and to analyse the vulnerabilities of existing facilities. Haenam-gun in Jeollanam-do, where the reassessment of existing facilities is urgent, was selected as the study area. To evaluate the vulnerability from a more objective perspective, principal component analysis and entropy methods were utilised. Seven vulnerability assessment indicators were selected: maximum hourly rainfall, maximum wind speed, number of typhoon occurrence days, number of rainfall days lasting more than five days, maximum daily rainfall, impermeable area ratio, and population density. Among these, maximum hourly rainfall, maximum wind speed, maximum daily rainfall, and number of rainfall days lasting more than five days were found to have the highest weights. The overlay of the derived weights showed that the southeastern regions of Haenam-eup and Bukil-myeon were classified as Grade 1 and 2, whereas the northern regions of Hwawon-myeon, Sani-myeon, and Munnae-myeon were classified as Grade 4 and 5, indicating differences in vulnerability. Of the 2,133 facilities evaluated, 91.1% were classified as Grade 3 or higher, indicating a generally favourable condition. However, there were more Grade 1 facilities than Grade 2, highlighting the need for countermeasures. This study is significant in that it evaluates solar power facilities considering urban disaster resilience and is expected to be used as a basic resource for the installation of new facilities or the management and operation of existing ones.

정보통신분야의 기술정책수립 모형개발

  • 정보통신기술은 현재 및 미래의 생활양식, 사회모습, 정치/경제/문화등에 이르기까지 모든 분양에 미치는 파급효과가 크기 때문에, 정보통신 기술개발에 관한 의사결정에 있어서는 기술 정책적인 고려가 반드시 필요하다. 그러나, 그 동안 정보통신 기술개발에 관한 의사결정에서 국가 차원의 정책적 고려가 매우 미흡하였다. 본 연구에서는 정보통신 분야에서의 기술정책에 대한 체계적 접근을 시도하였다. 본 연구의 결과는 세부분으로 구성되어 있다. 첫째, 정보통신 분야 기술정책의 체계를 제시하였다. 기존의 관련자료와 기술개발 전문가 및 정책 입안자들과의 면담을 거쳐 본 연구에서는 정보통신 기술정책에 포함되어야 할 주요내용을 1. 비전 및 우선순, 2. 산업조직및 하부구조, 3. 기술확보, 관리및 활용, 4. 정부 역할 및 정책 추진 기본 체계, 5. 국가 기술혁신시스템의 구축등 5개 부문으로 구분하고 각 부문별로 우리나라 정책현황과 문제점, 개선방안을 검토하였다. 둘째, 정보통신 기술개발에 관한 의사결정에서 고려해야 할 사항들을 정리하여 3단계 기술정책 수립모형을 개발하였다. 1단계에서는 검토대상사업이 정보통신 기술정책의 기본 지침과 일치하는지 확인하고, 2단계에서는 검토대상사업이 정보통신 기술정책의 내용상 우선순위에 부합하는지 검토한다. 3단계에서는 구체적인 기술정책지표에 의해 검토대상사업을 항목별로 검토하고 종합평가하여 최종의사결정을 한다. 여러 기술정책지표 항목들에 대해 가중치를 주어 평점모형(Scoring Model)을 통해 종합지표를 산출할 수도 있다. 셋째, 본 연구에서 제시한 3단계 기술정책 의사결정과정 모형을 CDMA 개발의 타당성을 검증하였다., (4) 교수-학생간의 인간적인 관계, (5) 숙제 및 과제물과 같은 5가지의 요인으로 구성되어진 것으로 분석되었다. 특히 한국학생을 대상으로 하여 AHP를 이용하여 각 요인들의 수업효과에 대한 상대적 가중치를 조사하였다. 특이한 결과는, 미국학생의 경우 수업준비 및 강의 방법이 상대적으로 중시된 반면, 한국학생들은 미국학생들이 비교적 덜 중시하는 교수-학생간의 인간적인 관계가 수업효과를 높이는데 가장 큰 기여를 하는 것으로 나타났다. 본 연구는 한국 문화의 특징이라 할 수 있는 교수-학생간의 인간적인 관계가 중시되는 교육환경하에서, 정보화 사회의 한 수업형태인 재택수업을 외국(특히 미국)의 방법을 그대로 따라 실시할 경우, 많은 부작용이 있을 수 있다는 것을 암시하며, 따라서 우리 교육문화에 맞는 재택수업 형태의 개발이 시급함을 제시한다고 하겠다.column density of HCaN is (1-3):n1014cm-2.   • 연안관리 정책을 결정하기 위해서는 다양한 정보의 수집과 이를 체계적으로 관리하고 분석할 수 있는 기법이 필요하다. 특히, 다양한 이해집단과 목적들이 상충하는 지역의 특성을 파악하기 위해서는 환경, 사회, 경제적인 기준 및 의사결정자의 가치체계가 반영될 수 있어야 하며, 선호도가 반영된 요소를 효율적으로 분석할 수 있어야 한다. 이에, 본 연구에서는 공간자료의 처리 및 분석이 용이한 GIS 환경에 다기준 분석법, 그 중에서도 AHP 모형을 결합하는 방법을 다루어 보았다. 분석과정을 살펴보면, 본 연구에서는 지역에 영향을 미치는 사회ㆍ경제적인 지표, 환경 지표를 정하였고, 이런 지표들의 데이터를 GIS라는 도구를 통하여 분석이 용이하도록 변환시켰다. 한편, 이 지역에 영향을 미치는 각 기준들의 중요성을 파악하여 의사결정자의 의견을 반영할 수 있도록 다기준 분석법의 하나인 AHP를 이용하여 가중치를 산정하였다. 다음으로, 다양한 출처의 자료를 표준화하여 GIS의 래스터 자료로 구축한 후, 가중치를 적용한 개별 레이어를 지도대수와 중첩분석을 이용하여 최종 결과 레이어를 생성하였다. 생성된 최종 결과 레이어 상의 공간의 대안인 각 셀 값을 비교ㆍ분석하였다. 이로 인한 결과는 연안의 유한한 자원과 공간의 다양한 이용상태를 관리하기 위한 해안과 육상의 정보를 제공할 수 있다. GIS와 다기준 분석을 통합함으로써 다양한 출처의 공간정보를 분석하고 연안의 현 상태를 밝힐 수 있다. 또한, 이것은 분석 결과가 단순하고 명확하게 설명되어 정책 결정자에게 유용한 정보를 제공할 뿐만 아니라, 이 정보를 이용하여 실질적인 연안관리계획을 수립하는데 도움이 된다.가능성 0.5이상의 면적은 59%를 차지하였다.퇴적이 우세한 것으로 관측되었다.보체계의 구축사업의 시각이 행정정보화, 생활정보화, 산업정보화 등 다양한 분야와 결합하여 보다 큰 시너지 효과와 사용자 중심의 서비스 개선을 창출할 수 있는 기반을 제공할 것을 기대해 본다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped.   • In most of the urbanized cities, socio-economic attributes tend to cluster as patterns of similarity in space, namely spatial autocorrelation, by agglomeration forces. The classical linear regression model, the most frequently adopted in the trip generation step, cannot sufficiently represent this effect. In order to take into account the effect properly, we need a model which adequately deals with the spatial dependence patterns. In this study, the Geographically Weighted Regression (GWR) model is adopted as an alternative method for the local analysis of relationships in multivariate data sets; that is GWR extends this traditional regression framework by estimating local rather than global parameters. This study shows the existence of spatial effects in the production and attraction of home base/non-home based trips through the GWR model using travel data collected in Daegu metropolitan area. Furthermore, LISA is employed to verify the fact that the local spatial autocorrelation exists.

  • The recent convergence in ICT industry has created new businesses as well as other opportunities. However, it entails new convergence threat accompanied by security risks. Even though there are security professionals who are dealing with the situation, there is not enough human resource in risk management. Moreover, the amount of research that studies quality of education and training security personnel is not sufficient. This paper explores the curriculum of information security education in the private sector and reasons out fifteen standard curriculums in four professional fields categorized by job classification. In addition, it provides a weighted score table based on the evaluation indicator for the effective security education certificates in the private sector.

  • Old river channels have been formed by engineering a straight channel in Korea. This can be classified as wetland-type or land-type. The wetland-type old river channel uses parts of agricultural water supply. However, the channels have been neglected since there are problems associated with poor water quality, reduced water level, ecosystem disturbance, etc. Thus, river maintenance through preservation and restoration of old river channel can be very effective in watershed management. To achieve this, functional assessment of wetland-type old river channel is a priority need. This study applied the wetland-type channel in Mangyoung river for functional assessment. It was formed these channels with regard to the following four major criteria (Natureless, Habitat, Water-friendliness and Water quality) and 21 indices. The indices managed by measuring depending in weights. Consequently, wetland-type channel in Mangyoung river was in good condition both natureless and habitat, while it was a fragile environment in water-friendliness and water quality. In particular, the areas where it has insufficiency water and water suffering from eutrophication needs urgent improvement. This results will be used to utilize wetland-type old river channel as watershed management.

Evaluation Scheme for EcoMobility Policy Based on Multi-criteria Decision Making, AHP and ANP (AHP와 ANP 중심의 다기준 의사결정 기반 생태교통정책 평가체계에 관한 연구)

  • In this study, policy evaluation scheme was established to encourage the efficient implementation of EcoMobility which has been expanding gradually all around the world. A total of eight evaluation goals and 22 evaluation items are reviewed and suggested based on the three major evaluation categories of "Basic elements for EcoMobility", "Land use and transport system for EcoMobility", and "Implications and impact of EcoMobility". The results of this study are as follows: the result of AHP analysis which reflects only the hierarchical structure shows a high priority in "Elements for EcoMobility promotion", "Eco-fiendly transport infrastructure", and "Safety in transport". While in result of ANP which considered the elements' dependencies, "Eco-fiendly transport Services", "Welfare in transport", and "Environment by transport" have high weights and importances. In conclusion, this study would be useful to make reasonable judgment based on the analysis results of the two techniques in order to ensure reliability in evaluation of EcoMobility policy. Furthermore we have confirmed appropriate evaluation technique between AHP and ANP which is better to reflect the features of EcoMobility.
