  • 우리나라에서 수리불안전답은 전체 답의 20% 이상을 차지하고 있고, 총 수자원이용량 대비 농업용수 이 용량은 50% 수준으로 아시아 또는 세계 평균에 비하여 매우 낮은 편이다. 또한, 과거 설치된 수리시설물이 노후화되었고, 국가의 균형적인 농촌사회 개발, 그리고 국내 농업경쟁력 제고 측면에서 추가적인 농업용수 공급이 필수적으로 요구되고 있다. 그러나 실제 농업용수 공급사업과 관련된 타당성분석 사례를 살펴보면 편익항목의 설정, 분석방법 및 절차에서 일관성이 없는 경우가 많고, 이처럼 일관성이 결여된 분석은 사업의 타당성을 충분히 제시하지 못하게 되며, 결과적으로 사업의 신뢰도를 잃게 되어 투자의 우선순위에서 밀려나는 결과를 초래하게 된다. 본 연구에서는 편익산정에 앞서 농업용수 공급이 가지는 정성적인 가치를 생산측면, 소득/소비측면, 고용측면, 식량안보측면, 환경측면으로 구분하였고, 이 가운데, 편익산정 시 반영할 항목으로 생산증대편익과 가뭄피해 저감편익을 제시하였다. 본 연구는 농업용수 편익산정 방향을 제시함으로써 타당성조사 시 편익을 보다 실제적이고, 적극적으로 반영하고자 하였고, 향후 관련 사업의 추진 시 사업이 갖는 타당성을 보다 현실적으로 반영하는 데 기여할 것이라 판단된다.

  • The GIS(Geographic Information System) projects require big initial investment and cost of maintenance. Decision makers would not launch GIS projects unless they are convinced of the benefits of the projects. Therefore the purpose of this paper is to develop an appropriate model for GIS project evaluation. We proposed a GIS project evaluation model and summarize the steps involved in Cost-Benefit Analysis(CBA). The costs of a GIS implementation include hardware and software cost, costs of database development, training expenses, annual maintenance expenses, and other annual expenses. The benefit by using GIS has been assessed into Type I(direct benefits), Type II(indirect benefits), Type III(benefits that result from the sale of information services), Type IV(intangible benefits).

Economic Impact Analysis on a R&D Project of Groundwater Remediation : A Case Study of Busan, Ulsan and Gwangju Metropolitan City (지하수자원기술의 경제적 파급효과분석 사례연구 - 대도시지역(부산, 울산, 광주) 지하수오염저감기술연구사업을 중심으로 -)

  • For economic impact analysis on a R&D project of groundwater remediation in the metropolitan areas conducted as a fundamental research programme of KIGAM from 1998 to 2002, benefit/cost ratio(BCR), net present value(NPV), and internal rate of return(IRR) were calculated using a contingent valuation method(CVM). Measurable direct benefit parameters among the major outputs of this project consist of setup of drinking water facilities and groundwater information data valuation. In this study, economic impact of the project in NPV of year 2002, with applying a discount rate of $10.0\%$, was identified and estimated as 5.09 billion won in cost, 67.69 billion won in benefit, 62.60 billion won in NPV, 13.3 points in BCR, and $152\%$ in IRR, respectively.

The Valuation of HSA Business Using Broadband over Power Line (전력선통신망을 이용한 HSA사업의 경제적 타당성 분석)

  • The concept of HSA (Home Service Aggregator) is derived from performing the energy IT business efficiently as well as successfully launcing a new service based on BPL (Broadband over Power Line). The HSA business using a BPL can extend the field of energy industry and an give a chance to create a new demand by consumer-oriented services. This study focuses on the exact evaluation of HSA business using BPL, and reasonable trusty evaluation should be the first step to launch the HSA business. In this study, the categories of cost are comprised of equipment (mainly RSM and MGW) cost, instalation cost, and maintenance cost. AMR (Automatic Meter Reading), internet integration billing service, integration charging service, internet service, sorority service, and electricity safety are listed for benefit. In this study, the ROI of HSA business is 0.9594, which is less than 1. However, that value does not consider the electricity safety benefit which is classified as a social benefit. Therefore, the value can be above 1 if it includes social and private benefits.

The Economic Analysis of A Solid Refuse Fuel (SRF) Project in the Urban Area (가연성 폐기물 고형연료(SRF) 사업의 경제성 분석)

  • Korea government promote renewable energy as the core of their energy matrix to break the dependence and reduce greenhouse effects. This study analyzes the economic assessment of Solid Refuse Fuel project in urban area, considering the marginal external costs of air pollution in this area. Assessment index defined as costs (i.e., construction cost, operation cost) and benefit (margin, external cost) data which is located in Sudokwon landfill site. The result indicates that cost-benefit analysis of SRF is calculated as 1.0. In addition, SRF project is very sensitive about electric power selling price, operating cost and labor cost according to inflation rates. This study shows that the sustainability of SRF project is required the government financial support like investment funds as well as policy support. Variability analysis of SRF economic assessment due to renewable energy can be used for making policies in various fields such as waste and public energy field.

Estimating the Benefits of the Korean Public Housing Program for Low-Income Families Under Non-Homothetic Preference (비동조적 선호체계를 이용한 우리나라 공공임대주택의 편익 추정)

  • It is widely accepted that public rental housing programs affect both the allocation of resources and the distribution of welfare. This paper explains institutional arrangements of public housing program in Korea and assesses the benefits of the program. In contrast to the previous studies which employed homothetic preferences, the benefits of the public housing were estimated based on non-homothetic preferences to allow for different income effects across households. Empirical results suggest that average benefit-cost ratio of public housing program is 0.91, and hence, the deadweight loss seems to be well-contained in Korean public housing program compared to other countries. However, the distribution of the benefits reveals that the transmission of the benefits should be improved to achieve the desired goals of residential welfare for low income families.

An Efficiency Analysis of Korea's CGEI and IPEP in the Manufacturing Industries (환경관련투자의 효율성 분석: 우리나라 제조업을 중심으로)

  • We analyzed the efficiency of environment investments by taking examples of central government's environmental investment (CGEI hereafter) and investment in prevention of environmental pollution (IPEP hereafter). We expanded the scope of existing studies by decomposing the internal rate of return (IRR hereafter) and present value of benefit (Bpv hereafter) into variable cost (VC hereafter) reduction, investment cost reduction (STC-VC hereafter), and rent. And we found that Bpv checks only the magnitude of benefit, while IRR indicates the existence of efficiency by investigating short-run total cost (STC hereafter) reduction and rent. Finally, by analyzing investment efficiency and changing benefit with respect to CGEI and IPEP through the investment efficiency methodology that compares IRR with market interest rate, we executed retrospective benefit-cost analysis. Accordingly, CGEI and IPEP are not efficient. However, IPEP is even more inefficient than CGEI.

  • In this paper, we examine what factors should be considered in cost-benefit analysis of a resource-developing project as cos and benefit item. According to this study, the reduction in forest product value and the reduction in function to clean air pollution should be included as a environmental cost. However, the reduction in recreation function and function in cleaning water need not to be included. We also calculated a cost-benefit of developing project for lime mineral of A company by applying these factor just mentioned. This paper concluded that the net benefit of this project is positive and the range of the value is from 689,900million won to 1,784,000million won.

  • 농업용수관리자동화사업의 시행은 수자원관리 중에서 용수절약 및 유지관리비 절감을 위해 도입된 용수관리 개선방안 중의 하나이다. 현재 대부분의 수리시설이 수원공 관리인과 수로감시원의 인력에 의해 관리되고 있으며 2004년 수리시설물의 관리비 집행내역을 살펴보면 시설유지비 54.2 %, 개보수비 34.2 %, 적립금 및 기타 비용이 11.6 %를 차지하고 있다. 이 중의 시설유지비는 인거비의 상승으로 1999년 41.4 %에서 2004년 54.2%로 증가되었으나 개보수비는 같은 기간에 41.5 %에서 34.2 %로 감소된 것으로 나타났다(농업생산기반정비사업 통계연보, 2005). 따라서 농업용수관리자동화는 시설관리비와 개보수비의 절감 그리고 적정한 용수관리에 의한 용수절감을 위해서 더욱 확대 보급할 필요가 있다. 본 연구에서는 농업용수관리자동화 사업이 추진되어 운영되고 있는 충주지구를 선정하여 총사업비, 인건비, 유지관리비(통신료, 전력사용료 등), 수선유지비, 기타비용 등의 비용과 인력절감효과, 용수절감효과, 재해경감효과, 공익적효과 등의 편익을 분석하였다. 농업용수관리자동화시설에 대한 비용-편익 분석을 한 결과, 경제적인 효과가 있는 것으로 나타났으며 지속적인 사업의 시행을 위해서는 시설에 대한 교육, 전문인력의 보충, 운영 및 유지관리비의 투자가 병행되어야 한다고 판단된다.

Method and Application of the Calculation of the Benefits of the Improvement of Railway Crossing (철도건널목 개선편익 산정방법 및 적용)

  • When railway crossing is required to be improved to improve road traffic efficiency, cost-benefits analysis is conducted. In the analysis, such benefits as the reduction of the delay in road vehicle traffic and related costs and reduction of traffic accidents have been appropriately estimated, however, which has not been the case for the reduction of railway operation costs and accidents. This omission may result in a significant difference in the total estimation of the benefits achievable in a long railway line where many of the crossings are improved or reconstructed. This would deteriorate the rationality of the benefit analysis. As the result, although there are various, significant benefits recognizable in the improvement of railway crossings, but they have not been included in the list of the benefits due to the difficulty in calculation. To this end, this paper proposes a methodology of the calculation of the benefits of railway crossing improvement by estimating the unit costs used in the estimation of the benefits obtainable by the reduction of the railway operation costs and the reduction of the accidents at a crossing on the basis of past studies and data.
