Improvement of VAD Performance using the LSP Variation in the G.723.1 (LSP변화도를 이용한 G-723.1 보코더의 VAD 성능향상에 관한 연구)

  • ITU-T 국제 표준화 기구에서 인터넷 폰과 화상회의를 목적으로 개발된 G.723.1 음성 부호화기는 잡음 구간에서의 전송률을 낮추기 위한 방법으로 VAD(Voice Activity Detector)와 CNG(Comfortable Noise Generator)를 사용하고 있다. 이중 VAD는 최종적으로 현재 프레임의 에너지 레벨을 비교하여 음성의 활동 유무를 판정하고 있다. 하지만 G.723.1 VAD에서는 보다 안정적인 판정을 위해 음성 활동 구간 사이에 삽입되어 있는 묵음 구간에 대해서는 거의 대부분 음성이 활동하는 영역으로 판정을 하고 있다. 따라서 본 논문에서는 묵음 구간에 대해 보다 정확한 판정을 통하여 기존의 방법에 비해 전송률을 더욱 감소시킬 수 있는 방법을 제안한다. 제안한 방법은 음성신호와 잡음신호의 LSP 파라미터 간격 정보를 이용하여 음성구간을 검출한다. 묵음구간을 길게 조절한 문장을 사용하여 실험한 결과 VAD=1로 판정한 프레임수가 약 $48.98\%$ 감소하였으며 주관적인 음질평가의 경우 음질의 열하는 거의 발생하지 않았다.

Author Verification by the Analysis of Edge Structures in Art Works (작품의 경계 형태 분석에 의란 예술품의 진위 판정)

  • Author verification system of ancient literatures or art works are important in the aspects of cultural properties control and owner's properties estimation. For this, experts of cultural properties administration have been done in inspecting the author verification. But inspection fee of experts is expensive. Therefore, social demands are increasing the automatic author verification system. For this, this paper proposes the automatic author verification system by the edge structure analysis of art works. The method of edge structure analysis is adopted because of these feature factors are significant in the several feature factors. In the near future, 1 will develope the entire system to teat the various art works by comining several feature vectors. Finally, the effectiveness of this paper is demonstrated by the several experiments.

  • There are three categories of arbitration - domestic arbitration, foreign-related arbitration and foreign arbitration. Although the meaning of foreign arbitration and International Commercial Arbitration is different, they are used to mean the same in practice. In fact, there is significant controversy about the meaning of non-domestic arbitration because it is too difficult to distinguish between non-domestic arbitration and domestic arbitration. In the Chinese arbitration system, there are two main laws,Chinese Arbitration Law and Chinese Civil Procedure Law. Chinese Arbitration Law regulates the internal matters, while Chinese Civil Procedure Law regulates the external legal regulations. After the 2012 revised Chinese Civil Procedure Law, a number of laws and regulations have been revised, and almost every Arbitrations Rules have been revised, and will be in effect in 2015. Depending on the nationality of arbitration, the applicable laws will be different. The nationality of arbitration is so important that this paper will pay more attention to it. Although the case in China has no precedent effect, it is so important to the parties that this paper will address it. This paper will analyze the process and the cases of the recognition and enforcement of the award system in China.

Facial Impression Classification for Sasang Constitution Diagnosis (사상체질 진단을 위한 얼굴인상 분류)

  • In this paper, we propose an efficient method to classify human facial impression using frontal face image. The features that represent the shape of eye, jaw and face are used. The proposed method employs PCA, LDA and SVM in series. PCA is used to project the feature space to a low dimensional subspace. LDA produces well separated classes in a low dimensional subspace even under severe variation. This results in good discriminating power for classification. SVM is used to classify the data. Human face has been classified for 8 facial impressions. The experiments have been performed for many face images, and show encouraging result.

A Study on the Procedure of Technology Assessment Applicable to the Defense Industry Technology Decision (방위산업기술 판정을 위한 기술검토방안 연구)

  • With the emphasis on protecting Defense Industry Technology, the Defense Industry Technology Protection Act (DITPA) was enacted (in 2015) and implemented. According to article 7 of the DITPA, a target institution may apply to the Director of the Defense Acquisition Program Administration (DAPA) for a decision as to whether the technology it possesses belongs to the Defense Industry Technology. The Director of the DAPA shall make a decision through a technical review and notify the applicant in writing of the result. On the other hand, as detailed procedures and standards for the decision are not stipulated, the objectivity of the decision result may deteriorate, and it is necessary to prepare a procedure suitable for the characteristics of the decision. In this study, a technology assessment procedure that can be applied to the Defense Industry Technology Decision is proposed through domestic and international technology protection regulations and case analysis. The procedure consists of three-stage: fundamental review, technical attribute review, comprehensive review. As a result of this study, it is expected that the objectivity of a technology assessment for the Technology Industry Technology Decision will be secured, and the efficiency will be improved.

An indicator for managing the regional variations in approval rates of long-term care (LTC) service (지역별 장기요양 인정의 차이 관리지표 개발)

  • This study develops an indicator to manage regional variations of approval rates for long-term care (LTC) service. We used LTC insurance data for grade assessment that include 433,155 applicants from 227 LTC centers across Korea in 2015. The approval rate for each center was defined as the proportion of the numbers of approved applicants out of all applicants. We assumed that the approval rates depended on the characteristics of applicants. We estimated the 'standard' approval rates from a multiple linear regression analysis using the characteristics of applicants as independent variables. The difference between the observed and the standard rates was then defined as an indicator for deviation. A center having a large difference could be considered as a center with a potential error in grade assessment. We also examined if the characteristics of investigators affected the approval rates. We found that the socio-demographic characteristics of applicants and reapplication rate for LTC grade were independent factors affecting the approval rates. Centers having the management indicator values falling outside the middle 95% of the distribution were identified as centers with an error in grading. We expect that this study will contribute to enhancing reliability and equity in LTC grading.

Automatic Leather Quality Inspection and Grading System by Leather Texture Analysis (텍스쳐 분석에 의한 피혁 등급 판정 및 자동 선별시스템에의 응용)

  • A leather quality inspection by naked eyes has known as unreliable because of its biological characteristics like accumulated fatigue caused from an optical illusion and biological phenomenon. Therefore it is necessary to automate the leather quality inspection by computer vision technique. In this paper, we present automatic leather qua1ity classification system get information from leather surface. Leather is usually graded by its information such as texture density, types and distribution of defects. The presented algorithm explain how we analyze leather information like texture density and defects from the gray-level images obtained by digital camera. The density data is computed by its ratio of distribution area, width, and height of Fourier spectrum magnitude. And the defect information of leather surface can be obtained by histogram distribution of pixels which is Windowed from preprocessed images. The information for entire leather could be a standard for grading leather quality. The proposed leather inspection system using machine vision can also be applied to another field to substitute human eye inspection.

  • This study was undertaken to evaluate the automatic decision-making on the rusty root of fresh ginseng (Panax ginseng C.A. Meyer) by an image analyzer. Critical value of rusty root of ginseng by image analyzing was the percentage of grey value 0∼148 area (G 148) to the total area of grey value 0∼255. And the discriminant formula of rusty root of ginseng as follows; rusty root of ginseng : 6.68$\times$G(148) +3.74, normal ginseng : 2.86$\times$G(148) +9.96, and fitness rates of this formula were 89.8%. Also, we developed the automatic rusty root of decision-making program. As the result of this study, the automatic decision-making on the rusty root of fresh ginseng by an image analyzer seems to have high possibility.

Customer's Job Identification using the Usage Patterns of Mobile Telecommunication (이동통신 사용패턴을 이용한 고객의 직업판정)

  • Recently, as most companies recognize the importance of the customer relationship management, they strongly believe that they must know who their customers are. The job of a customer is very important information for us to understand the customer. However, since most customers are reluctant to reveal them-selves, they do not let us know their jobs, and even provide false information about their jobs. The target domain of our research is mobile telecommunication. In this research, we developed a system that identifies the customer's job by utilizing the Call Detail Record. Using artificial neural networks, we developed a two-step Job Identification System. In the first step, it identifies the four job classes, then in the second step, it subdivides these four job classes into seven jobs. The accuracy of identifying the seven jobs was $71.9\%$.

Development of Measure of Effectiveness (MOE) and Algorithm for Hazard Level at Curve Sections (곡선부 위험도 판정척도 및 알고리즘 개발)

  • At present, there is a no rational MOE for evaluating hazard level at curve sections. Therefore, this study focus on developing the MOE and algorithm for hazard level at curve sections. The scopes of this study limited to rural two-way roads. Actual data used is accident, geometric features, safety facilities of the selected sites at curve sections. In order to develop MOE for hazard level at curve sections, accident contributing factors were classified by road geometry, visual guidance facility, speed and driver factor. A relationship between the four factors mentioned and accidents was conducted. And, the MOE for hazard level at curve sections was derived from the previous relationship analysis, and the algorithm for hazard level was developed. Finally, worksheets were suggested based on the MOE and algorithm for road designers. These developed MOE and algorithm can be used to reduce serious accident contributing factors when designing roads and also, these will be used to determine an order of priority when reconstructing roads.
