The Korean Stock Market Surveillance System is desinged to control the volatility of stocks by drawing investor's attention and suppressing disguised demand, when stocks run up so rapidly in short period of time. Yet the Surveillance System has not been under empirical examination about its role and evolved in line with the Price Limit System. This study looks at the security returns under surveillance designation for 1995 -2001 period. The results indicate that the volatility of stocks has not been affected after surveillance designation. The constraints against the disguised demand, however, seems to limit the security returns rather than volatilities. These findings raises a question about the role of The Korean Stock Market Surveillance System for the control of volatility. The Surveillance System needs to be examined thoroughly about its role, function, and its conditions. Otherwise, the shareholders with less information could be placed at a disadvantage. This paper suggests that the system should be amended in an effort to make the volatility of stocks under control.
Korean government had used public 'credit guarantee schemes' (CGS) as a counter-cyclical measure. However, it is still controversial about the effectiveness of policy financing on the SMEs. Criticism on policy financing involves the argument that supporting enterprises hampers competition and innovation of SMEs by increasing their dependence on the government and delays the exit of marginal firms. In this paper, we investigate how to effectively build up the rationale of running public CGSs. At the same time, we propose the ways to coexist of public credit guarantee and market-based private finance system for SMEs. First, CGS, as a counter-cyclical function, must coexist with the private financial system by compensating the market failure caused by pro-cyclical behavior of the private financial market. Second, CGS has the comparative advantages, compared to both the interest rate policy of the central bank and fiscal policy of the government. The credit guarantee is the symptomatic treatment that could revitalize the economy shortly by providing liquidity. Also, knowing that CGS is provided based on the leverage ratio defined by outstanding guarantee divided by capital fund, public 'credit guarantee' (CG) has an advantage that is free from the risk of government deficit. Third, the reason for existence of the CGS should be founded in supporting services for SMEs, available only in a public sector that is difficult to expect from private banks. In this regard, it is desirable to strengthen the publicness of credit guarantee over the support for start-ups, growing companies, the improvement of productivity, increase of exports, a long-term investment in facilities, the employment-creating businesses, and innovative enterprises.

Two-lane roads that occupy more than a half of rural highways in Korea have operational problems such as traffic congestion problems due to relatively high traffic volume and safety problems due to overtaking risks in two-lane highways. To solve these problems, a 2+1 road pattern that enables to improve traffic safety and operational efficiency of two-lane highways has been applied in Europe. In this study, in-depth applicability of 2+1 roads to Korean rural highways was investigated based on review results of the successful experience of European 2+1 roads. Then, given the Korean two-lane highway conditions, the service traffic volumes for Korean 2+1 roads was estimated. The analysis results showed that 17,000 veh./day might be the maximum traffic volumes for Korean 2+1 roads.
Purpose: The paper aims to compare the effectiveness of the two types of transport demand management measures, namely pull measures and push measures. Method: Case studies of two metropolitan areas in the developing world assess the extent to which increases in fuel prices can contribute to reducing automobile use and increasing the public transport use and the potential of urban rail transit to cause mode shift from automobiles. Within the case studies, a stated response survey of current car users has been conducted for Cairo and an on-line survey of rail transit users in Algiers. Results: There was a major proportion of car drivers who intend to switch to public transport, depending on the range of fuel prices in Cairo and a considerable proportion of rail users who have switched from automobiles resulting in a measurable reduction in CO2 emissions in Algiers. Conclusion: Investments in urban rail can be highly effective where there are demands for better public transport, but this type of pull measures can be much more effective if combined with push measures which significantly raise driving costs.
IT investment is usually very costly and takes a long time to get the results out of investment. However, most of currently available evaluation methods for IT investment are based upon short-term effects, hence their results are not fully trustworthy. In addition, those methods commonly consider only financial aspects such as ROI. For more reliable evaluation, it is necessary to consider non-financial factors such as system utilization, customer satisfaction, public relations, and so on, as well as financial factors. In this research, we propose an evaluation method that can evaluate both financial and non-financial aspects on a long-term base. For this purpose, we employed the research results developed in System dynamics and Balanced scorecard. System dynamics is useful in analyzing long term behavior of a given system, and Balanced scorecard is useful for evaluating both financial and non-financial aspects. We demonstrated the usefulness of our method by applying it to the evaluation of RFID (Radio Frequency Identification) investment in a distribution and retail industry. From this application, we found that RFID investment may not be rewarding in the short term, but is sure to be returning the income relative to its investment in the long run.
This study analyzes the process of overcoming the impoverishment due to the failure of North Korea planned economy through marketization. Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). The major events, the economic circular structure and the economic behavior were analyzed. A series of privatization starting from small one to large-scale one have been progressing. Third, in order to overcome the impoverishment completely. Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. In order to supply stable natural gas in the future, it is necessary to forecast the demand in advance and secure the quantity of supply. In this paper, we propose a method of estimating the demand function of industrial natural gas, which is the core of the increase of domestic natural gas demand in the future. The cross-sectional data of 304 domestic industries were used to estimate the demand function of the industrial natural gas, and the effect of industry specific characteristics such as capital investment, manufacturing cost. Finally, the least absolute deviation estimation method which is robust to outliers and does not assume the homogeneity of the error term and the normality, And the results were derived. In addition, the economic value of industrial city gas was estimated using the price elasticity of industrial city gas. Therefore, it can be seen that the continuous expansion and supply of city gas to the industrial sector is beneficial at the national level, and the government needs to promote expansion through the industrial city gas support policy.
This paper explored the differences in university students' e-Sports patterns(e-Sports behaviors, its meaning and personalities) based on the types of game-lifestyle. The results of this study could be summarized as follows. First, game-lifestyle was categorized into 5 groups, that is, 'game with someone', 'game alone', 'addicted to game', 'novice for game' and 'flow in game'. Second, there were remarkable differences in e-Sports behaviors, its meaning and personalities(altruism, sociality and aggression) among these 5 groups. Specifically, The group of 'addicted to game' was similar to the group of 'flow in game' in the amount of time/money for game. Moreover they were highly likely to regard e-Sports game defeat as the reflection of their self-esteem and as the tool of gaining popularity/superiority to peers. Even though these similarities, the group of 'flow in game' was inclined not to permit deviant words/deeds and to keep the good manner in the cyber space as well as the real space, while the group of 'addicted to game' was permissible wrong and aggressive behaviors in the both cyber space and real space. Third, the group of 'novice for game' was less likely to participate in e-Sports activities(playing e-Sports game and watching TV) and to be less attracted to e-Sports than other groups. Moreover they had negative perspectives on e-Sports. In specific, they regarded it as a dangerous and addictive leisure activity hindering everyday life(study, relationship with peers/family etc) and health. These results would be used to develop game/e-Sports education program
Even though rarely recognized as a separate approach, the institutional approach in geography is defined as an attempt to seek an explanation of the phenomena of geographical interest through focusing on the effects of institutional structure and actions. It can provide interdisciplinary links with other works and can offer complementary explanations for geographical interests. The concerns for institutions in geography can be found in early studies, the study of the state, the managerial approach, and the regulation approach. The Korean financial systems can provide good examples to apply institutional concepts into creating spatial outcomes, as it has been regarded as a useful tool to promote Korean economic development. Behind the current spatial pattern of financial systems, four different stages of institutional changes are identified in Korea. Each stage has different institutional features reflecting unique spatial implication.

Recently, as the growth of the wireless Internet, PDA and HPC, the focus of research and development related with GIS(Geographic Information System) has been changed to the Real-Time Mobile GIS to service LBS. To offer LBS efficiently, there must be the Real-Time GIS platform that can deal with dynamic status of moving objects and a location index which can deal with the characteristics of location data. Location data can use the same data type(e.g., point) of GIS, but the management of location data is very different. Therefore, in this paper, we studied the Real-Time Mobile GIS using the HBR-tree to manage mass of location data efficiently. The Real-Time Mobile GIS which is developed in this paper consists of the HBR-tree and the Real-Time GIS Platform HBR-tree. we proposed in this paper, is a combined index type of the R-tree and the spatial hash Although location data are updated frequently, update operations are done within the same hash table in the HBR-tree, so it costs less than other tree-based indexes Since the HBR-tree uses the same search mechanism of the R-tree, it is possible to search location data quickly. The Real-Time GIS platform consists of a Real-Time GIS engine that is extended from a main memory database system. a middleware which can transfer spatial, aspatial data to clients and receive location data from clients, and a mobile client which operates on the mobile devices. Especially, this paper described the performance evaluation conducted with practical tests if the HBR-tree and the Real-Time GIS engine respectively.
