환경기초시설(環境基礎施設)의 적정규모(適正規模)와 정책적(政策的) 시사점(示唆點)

  • 환경기초시설에 대한 투자가 우리나라 총 환경관련 예산의 80%이상을 차지하고 있다는 사실에서도 알 수 있듯이, 수질 폐기물의 관리를 위한 기초시설의 건립과 운영은 환경정책의 가장 중요한 부분인 동시에 대규모의 재원을 필요로 하는 사업이며, 따라서 비용극소화를 위한 많은 노력이 요구된다. 환경기초시설의 설치 운영에 소용되는 비용은 크게 두 부류로 나누어지는데, 설치비와 운영비에는 규모의 경제가 있어서 규모가 큰 시설일수록 평균비용이 감소하는 반면, 수거운반비와 보상비는 규모가 큰 시설일수록 평균비용이 증가한다. 따라서 총비용은 시설규모의 U자형 함수가 될 것이며, 이 논문의 목적은 각 비용요소를 계량화하여 환경기초시설의 적정규모, 즉 총비용을 극소화시키는 시설규모를 도출하기 위한 모형을 제시하는 것이다. 이 논문에서 제시한 모형은 수학적으로 단순하여 현실 문제에 쉽게 적용할 수 있으며, 간단한 컴퓨터 프로그램을 통하여 적정규모를 계산하고 비용분석을 할 수 있다. 이 모형을 우리나라의 소각시설에 적용한 결과 다음과 같은 정책적 시사점들을 얻을 수 있었다. 첫째, 생활폐기물의 수거운반비가 1,500원/톤/km이고 가구들이 폐기물 관리지역내에 고르게 분포되어 있다고 가정할 때에 총소각비용을 최소화하기 위해서는 약 23만 가구당 처리용량이 830톤/일인 소각장을 설치 운영하여야 하며, 이때에 폐기물 단위당 처리비용은 약 100원/kg이다. 둘째, 가구당 폐기물발생량과 인구밀도의 지역간 차이로 인하여 적정규모 역시 지역간 차이가 있으며, 우리나라에서는 도시지역일수록 규모가 큰 시설이 효율적이다. 셋째, 폐기물 처리사업은 오염의 원인과 수익의 주체가 분명하므로 처리에 소요되는 비용은 가계가 부담하여야 하며, 이를 위하여 현재의 쓰레기봉투가격을 인상하여야 한다. 넷째, 현재 폐기물 처리시설의 설치 운영이 공공부문에 의하여 이루어지고 있어 이를 민영화하는 것이 바람직한데, 그 이유는 환경기초시설의 적정규모를 도출함에 있어 핵심사항인 비용에 관한 정보를 관련 분야의 민간부문이 더 많이 가지고 있을 가능성이 높으며, 입찰을 통하여 사업자를 선정할 경우 가장 효율적인 기업에 의한 설치 운영이 가능하기 때문이다. 이를 위하여 쓰레기봉투가격의 인상과 함께, 폐기물의 처리가 행정구역에 연계되어 이루어지고 있는 현재의 제도 역시 폐지되어야 한다.

  • After September 11 attacks, as recently the range about security of physical distribution is rapidly spreading temporally & spatially, and it considers that the demand of understanding about logistics company is more than that of the past, now is the time that to establish policy for a comprehensive and systematic support policy that targets the entire supply chain considering the competitive of logistics beyond the responsibility for security of the field of import and export simply. In this respect, this study has identified recognition of domestic logistics company about global logistics security system that has recently been implemented in the country, and this level of recognition has really examined what is the impact of its logistics competitiveness and an intention to invest in related areas in the future. Based on this, this study has also proposed the supporting promotion and education for the expansion of logistics security of government & related agencies and effective way promoting to establish policies regarding this.

  • 물관리는 밀레니엄개발목표(Millennium Development Goals)의 달성과정에서 가장 강조되는 주제 중의 하나이다. 물관리의 최종목표는 물관리 그 자체가 아니라 자연적으로는 유한한 수자원의 지속가능성을 유지하고 사회적으로는 계층간의 형평성을 실현하는 것이다. 그러나 개발도상국들은 한정된 국가재정으로 기반시설의 투자가 부족하고 기후변화에 따른 자연재해의 빈발로 인하여 인간다운 삶의 질을 보장받기 어려운 상황에 직면하여 있다. 이러한 인식 아래, 미국, EU, 일본 등의 선진국은 물론 이웃 중국도 개발도상국을 대상으로 물 관련 사업의 공적개발원조(ODA) 프로그램을 활발하게 추진하고 있다. 최근 우리나라의 대 개도국 협력사업은 한국국제협력단(KOICA)이 수행하는 ODA 사업을 중심으로 큰 폭으로 늘어나고 있다. 우리나라의 물 분야 지원사업도 식수개발, 댐건설, 관개시설 개발, 수질오염처리, 재해방지 예 경보 시스템 및 홍수조절사업 등으로 다방면에 걸쳐 활발하게 진행되어 왔다. 그러나 우리나라의 물 분야 ODA 사업은 정책 및 제도에 대한 컨설팅이나 교육훈련 등 소프트웨어 기반의 원조개발협력은 상대적으로 미진하고 물리적 인프라 위주의 지원사업이 대부분을 차지하고 있다. 최근에는 전문가 파견 및 연수생 초청 등의 인적협력의 사례가 증가하고 있으나 아직까지는 사업내용의 대부분이 건물, 시설물 및 기자재 등의 구조적인 지원 형태로 이루어지고 있다. 이러한 형태는 일찍이 대개도국 물 분야 사업을 추진한 미국이나 일본 등의 선진국들이 원조협력사업의 일관성과 지속성을 평가하기 위하여 제도적이고 정책적인 지원을 확대하는 것과는 거리가 있다. 1992년 KOICA가 네팔 모디강 수력발전소 실시설계 지원으로 시작된 우리나라의 물 분야 사업도 이제 20년에 이르고 있다. 물 분야 지원사업도 새로운 방향전환이 필요한 시점이다. 본 연구에서는 우리나라의 물 분야 ODA 지원사업의 현황과 문제점을 파악하고 향후 나아가야 할 정책방향을 제시한다. 이를 위하여 먼저 아시아의 스리랑카와 아프리카의 에티오피아의 2개 국가를 사례지역으로 선정하고 물관리의 현황과 문제점을 파악한다. 그리고 사례지역에 대한 우리나라의 물 분야 ODA 지원사업의 현황과 당면과제를 분석한다. 마지막으로 선진국과 우리나라의 물분야 지원사업의 추진방향을 비교분석하여 우리나라 물 분야 ODA 지원사업이 지향할 방향성을 제시한다.

  • The utilization and value of drones are increasing throughout society. However, there was a lack of government support and investment such as lack of technology of domestic drone companies, regulation of loans and lack of technology evaluation items. Therefore, this paper conducts statistical analysis to derive what drone capacity should be strengthened for the drone industry activation in Daegu. As a result, the demand satisfaction(price, quality, service) of drones leads to revitalization of drone industry when the physical, social, and policy factors among drones are strengthened. In conclusion, drone capacity to be strengthened in order to revitalize the drone industry in Korea is based on physical factors(drone demand, development, number of registrations, number of businesses and workers), social factors(national level public relations, establishment of public education institutes, correct understanding of drone occupation, preception), policy factors(privacy measures, government funding, legislation and system easing). As for the three factors, the government, industry, and drone operators are expected to have a bright future when the trinity is improved and complemented.

The Role and Directions of Korean Urban Development Cooperation: A Review of Colombian Planning Systems and Case Studies of Urban Development Projects (콜롬비아 도시계획 제도와 도시개발사업 사례 분석을 중심으로 살펴본 한국 도시개발 협력 역할과 과제)

  • Korean urban development cooperation is gradually expanding into Latin America and the Caribbean (LAC) region, but strategies to encourage domestic market players to participate are insufficient. This paper investigated the Colombian urban planning system, urban development projects, and Korean projects in Colombia, which leads to implications for international cooperation in LAC. This research, first, compares the national and regional urban planning systems of Colombian major cities, Bogotá and Medellín. Second, case studies are carried out with a land readjustment project, a Macro project for large-scale public rental housing supply, and urban development cooperation between Korea and Colombia. By doing so, the role and the directions for Korean urban development cooperation with LAC such as Colombia are discussed and proposed. The findings suggest, first, aid projects through Official Development Assistance (ODA) should establish urban networks in recipient countries. Second, it is necessary to understand the financing structure for urban development cooperation projects that are different from infrastructure projects. Third, the successful case of urban development cooperation should be demonstrated by making the development period and size optimal and manageable.

A Study on Public Enterprise Workers with Wage Peak System -Population, Economic and Organizational Aspects- (인구·경제·조직 측면에서 공기업 임금피크 근로자 분석)

  • This study was designed to examine the demographic, economic and organizational characteristics of wage peak workers in public enterprises and their relationship between wage peak system and retirement, which is faster than other areas where the number of elderly workers is growing. The study targets 211 wage peak workers in 19 public enterprises engaged in the wage peak system, considering the level of aging and the size of wage peak workers. According to the demographic and economic characteristics, the results of the study showed that the education level, household income, post retirement cost, retirement saving and investment amount had an effect on wage peak satisfaction, wage peak acceptance, retirement preparation and retirement attitude. Next, aspects of organizational characteristics, there were differences according to position, job title, working period, remaining retirement age, participation in retirement preparation program and wage peak application. Based on these findings, effective wage peak system for the aged society was required to discuss the need for follow-up research by job group, position rank, economic level, and educational level of aged people such as welfare, education and former support.

  • The purpose of this paper is to suggest desirable improvement for KRX derivatives market plagued with many problems in spite of its world level of quantitative growth. In order to try to find desirable improvement for KRX derivatives market which has many problems like that, I suggest various ways of improvement for regulatory system in the future in terms of behavioral regulation for investor protection. First of all, in order to relieve speculative tendency of trading, KOSPI200 option market with ATM-oriented option trading needs to be induced from the market in which OTM-oriented option is now trading. So discount or exemption of brokerage fee for ATM trading and the introduction of market-maker for ATM type can be considered. For the protection of individual investors, we suggest feasible plans such as differential regulation between professional and individual investors, consolidation of basic deposit management, and enlargement of opportunities for risk management education & simulation trading.

  • While the Design for Safety (DFS) system has been introduced to Korea, the ordering parties and designers who are implementing this system still have a very low awareness of it. Most ordering parties and designers have a negative view of this system due to a variety of reasons, including the additional workload and their lack of professional manpower. The purpose of this study is to suggest measures to improve the DFS work performance by standardizing the DFS work process and analyzing the level of work performance in each business carried out by ordering parties and designers in order to ensure the efficient execution of DFS business. In conclusion, to improve the DFS work performance of ordering parties and designers, the development of a business support system is suggested, which supports key works such as the identification of risk factors, the provision of measures to reduce such factors, and risk assessment, and provides relevant information to allow ordering parties and designers to prepare the DFS report smoothly.

  • The Korean Demilitarized Zone (DMZ) has the great ecosystem as all the artificial activities in DMZ have been prohibited over half a century. The ecosystem should be conserved even after the reunification of Korea and hence the conservation plan should be established not after the reunification but before it. It requires a considerable budget to conserve DMZ, considering management of ecology resource, recovery, and research. The objective of this paper is to analyze a fund-raising measure for DMZ conservation, using economic incentives mechanism when multiple developers participate in the auction to get the right to develop North Korean regions, have private information about their sunk costs and pay a part of their profits for the fund. First, we analyze the real option model to decide the optimal investment time. Second, we construct the auction for bidders not to misrepresent their private information, based on Bayesian Nash equilibrium.

Policy Directions and Promotional Tasks for Vitalization of Social Economy Organizations (사회적경제조직의 활성화를 위한 정책 방향과 추진 과제)

  • Although social economy organizations have achieved quantitative growth in various types and fields, they have been mainly promoted by the government, and there is still room for qualitative improvement, such as institutional reorganization, support systems and support methods, compared to advanced countries. In this study, the problems of social economy organizations, the current status and actual analysis of social economy organizations, the policy delivery system, obstacles to the development of social economy organizations, and problems of activation, etc. were reviewed through previous studies. Through this, policy directions and tasks for revitalization of future social economy organizations were presented. As a result, the policy direction for revitalization of social economy organizations requires private and local government initiatives, expansion of fields, customized support for the creation of a growth ecosystem, and various linkage cooperation. Organizational capacity development and education, reinforcement of various linkage cooperation systems, creation of an investment ecosystem, and joint market development are necessary.
