Educational Reforms under the Bologna Process in Former Socialist Countries: An analysis of educational policy transfer (체제 변환기 러시아 및 동구권 국가들의 교육 개혁이 정책 전이 논쟁에 주는 시사점: 볼로냐 프로세스를 중심으로)

  • The purpose of this study is to investigate the influences of educational policy transfer on transitional countries by analyzing the impacts of the Bologna Process on the educational systems of former socialist countries in Europe including Russia, Ukraine, and Hungary. For this purpose, documents published by European Union and its associated educational institutions, as well as academic institutions and scholars were analyzed to evaluate the changes made not only in the systemic level but also institutional and personal levels. The Bologna Process, instigated by the rise of knowledge economy and globalization, is purported to be the most influential educational reform conducted by the member countries since the formation of EU. However, unlike its original intentions to promote the voluntary participation of universities and students, the Bologna Process strengthened the structure of centralized bureaucracy in the educational systems, and restricted the freedom of professors, since most of the universities in these countries relied on governments for their funding. This indicates that in analyzing the influences of educational policy transfer in transitional countries, it is important to analyze the roles and motivations of actors participating in the decision-making processes. Moreover, Bologna Process reforms, made under the direction and control of government, were often turned into cases in which administrators hurriedly implement new policies against the will of faculty members and students, thus impeding the efficient localization of the reforms. This case, thus, implies that while educational reforms driven by policy transfer can change external systems and policies of universities, the fundamental reforms in the minds of faculty and inner workings of organization can only come about after a careful consideration of the societal and cultural values embedded within society.

Overview and Prospective of Satellite Chlorophyll-a Concentration Retrieval Algorithms Suitable for Coastal Turbid Sea Waters (연안 혼탁 해수에 적합한 위성 클로로필-a 농도 산출 알고리즘 개관과 전망)

  • Climate change has been accelerating in coastal waters recently; therefore, the importance of coastal environmental monitoring is also increasing. Chlorophyll-a concentration, an important marine variable, in the surface layer of the global ocean has been retrieved for decades through various ocean color satellites and utilized in various research fields. However, the commonly used chlorophyll-a concentration algorithm is only suitable for application in clear water and cannot be applied to turbid waters because significant errors are caused by differences in their distinct components and optical properties. In addition, designing a standard algorithm for coastal waters is difficult because of differences in various optical characteristics depending on the coastal area. To overcome this problem, various algorithms have been developed and used considering the components and the variations in the optical properties of coastal waters with high turbidity. Chlorophyll-a concentration retrieval algorithms can be categorized into empirical algorithms, semi-analytic algorithms, and machine learning algorithms. These algorithms mainly use the blue-green band ratio based on the reflective spectrum of sea water as the basic form. In constrast, algorithms developed for turbid water utilizes the green-red band ratio, the red-near-infrared band ratio, and the inherent optical properties to compensate for the effect of dissolved organisms and suspended sediments in coastal area. Reliable retrieval of satellite chlorophyll-a concentration from turbid waters is essential for monitoring the coastal environment and understanding changes in the marine ecosystem. Therefore, this study summarizes the pre-existing algorithms that have been utilized for monitoring turbid Case 2 water and presents the problems associated with the mornitoring and study of seas around the Korean Peninsula. We also summarize the prospective for future ocean color satellites, which can yield more accurate and diverse results regarding the ecological environment with the development of multi-spectral and hyperspectral sensors.

A Study on Stone Pagodas with Silla Style in the Honam Region of Korea in Goryeo Period (고려시대의 호남지역 신라계 석탑 연구)

  • Until now, most studies regarding stone pagodas of the Honam region have been about stone pagodas with Baekje style because it was the territory of Baekje. However, after reviewing the designated cultural properties, I found that among the 94 stone pagodas in the Honam region there are 15 stone pagodas with Baekje style built in the Goryeo Dynasty and 34 stone pagodas with Silla style. So far, most research efforts have been concentrating on stone pagodas with Baekje style. Through a review of stone pagodas with Silla style, I sought to reveal new aspects of the pagodas in the Honam region. After reviewing the placement of pagodas, I found stone pagodas with Silla style were built mostly in South Jeolla Province during the Unified Silla period. However, in the Goryeo Dynasty stone pagodas with Silla style were erected throughout the Honam region. This shows enhanced Buddhist control over the Honam region than in the previous period. It can be verified especially in Gimje, Jeongeup, Sunchang, Damyang, Yeongam, and Gangjin, where stone pagodas with Baekje style and stone pagodas with Silla style coexist. The types of stone pagodas with Silla style in the Honam region can be divided into two. There are 21 pagodas with two-story foundation, and 12 with single foundation. They seem to have inherited characteristics of the two-story foundation of Silla pagodas. Two pagodas with single foundation were made of a single rock or natural rock for lower foundation. Regarding the body of the pagoda, there are 21 three-story pagodas and 12 five-story pagodas. 25 pagodas have first floors made of a single rock. These are likely to be in the tradition of Silla pagodas. However, the lower part of the roof stones vary as there are three, four, or five-tiered ones. Overall, 12 out of 16 pagodas with middle column in foundation, and 15 out of 21 three-story pagodas are located in South Jeolla Province. This proves that stone pagodas in the South Jeolla Province well maintained the tradition of Silla and became popular.

A Study on the Improvement of Airspace Legislation in Korea (우리나라 공역 법제의 개선방안)

  • Recently airspace became a hot issue considering today's international relations. However, there was no data that could be fully explained about a legal system of korean airspace, so I looked at law and practice about korean airspace together. The nation's aviation law sector is comletely separate from those related to civil and military aircraft, at least in legal terms. The Minister of Land, Infrastructure and Transport shall carry out his/her duties with various authority granted by the "Aviation Safety Act". The nation's aviation-related content is being regulated too much by the Ministry of Land, Infrastructure and Transport's notice or regulation, and there are many things that are not well known about which clauses of the upper law are associated with. The notice should be clearly described only in detail on delegated matters. As for the airspace system, the airspace system is too complex for the public to understand, and there seems to be a gap between law and practice. Therefore, I think it would be good to reestablish a simple and practical airspace system. Airspace and aviation related tasks in the military need to be clearly understood by distinguishing between those entrusted by the Minister of Land, Infrastructure and Transport and those inherent in the military. Regarding matters entrusted by the Minister of Land, Infrastructure and Transpor, it is necessary to work closely with the Minister of Land, Infrastructure and Transport when preparing related work guidelines, and to clarify who should prepare the guidelines. Regarding airspace control as a military operation, policies or guidelines that are faithful to military doctrine on airspace control are needed.

A Review of Salvage Archaeology in Korea and a Joint Research and Excavation Plan for North Korean Cultural Heritage (남북 문화유산 조사 현황과 공동조사를 위한 제언)

  • Three Inter-Korea summits and a North Korea-USA summit that were previously unexpected provide a basis for an optimistic outlook for the future development of Korean archaeology. While Korean archaeology has witnessed a great advance since the mid-20th century, it also exhibits significant weaknesses in explaining cultural changes in prehistory and the early historical period in the Korean Peninsula due to the paucity of information on archaeological evidence of North Korea. Recent development of favorable conditions for research and excavations of North Korean cultural heritage could be a valuable opportunity for Korean archaeology to overcome the current adversity. Especially, given the expected large-scale SOC industrial project in North Korea, we need to prepare for the systematic research and excavation of archaeological materials. The present essay attempts to provide a suggestion for the joint archaeological expeditions to excavate and manage cultural resources in North Korea based on a critical review of previous salvage excavations in South Korea, such as those conducted before the construction of the Korean rapid transit railway system (KTX). We suggest that professional archaeologists should be included in the project and oversee the planning and design of road and railway constructions and other SOC projects in order to minimize the cost of trial and error processes that were well exemplified by the KTX salvage excavations. The Korean Archaeological Society and North Korean Archaeological Society may organize a common association that will supervise joint archaeological expeditions. Importantly, The Korean Archaeological Society and other related institutions should prepare to build an organization that conducts impending archaeological excavation in North Korea. While we likely face challenges and difficulties during the various stages of archaeological research and excavations in North Korea, only through thorough and systematic preparation can we avoid the destruction of valuable cultural heritage and find an opportunity for the further development of Korean archaeology.

The Study on Restoration & Repair of the Seated Stone Statue of Buddha in the Samreoung Valley of Mt. Namsan (경주 남산 삼릉계 석불좌상 보존 및 복원 연구)

  • There are a large number of Buddhist cultural relics in Mt. Namsan. The cultural relics carry the spirit of people of Shila who dream of Buddhist Elysium and the establishment of Buddhist nation. In the valley and the top of the mountain and on various rock cliff, stone statues of Buddha and stone pagodas stand in harmony with nature. For that reason, Mt. Namsan is called an open-air museum. And it played an important role in establishing 'The UNESCO World Heritage' status for Gyeongdju in December 2000. But sadly, there are many stone relics that have eroded away and damaged from collapsing in the passage of time. The seated stone statue of Buddha in Samreoung valley of Mt. Namsan is one of them. It was created between the 8th and 9th century, and restored without much care nor extensive historical research in 1923. As a result, The face of the Buddha remained with concrete mortar and its nimbus fallen backward and destroyed. Therefore, restoration and repair as well as creation of a statue environment for the statue were urgent. So we immediately started in restoration and repair. First, through the archaeological excavation around the stone Buddha, we carried the stone Buddha on the original position. In order to restore the statues to its original glory created by the Unified Shila Dynasty, we created a restoration plan in corporation with art historians and historians, then restored the jaw and the damage nimbus. Second, we made the weathering & damage map of the stone Buddha. In order to prevent second damage, we cleaned the surface of contaminants with distilled water. Third, we studied restoration method to prevent artificial damage. We recreated parts of his face and halo. Then each parts of the statue were restored to their original position. In the whole process of restoration, we tried to use traditional techniques.

Mohist's Idea of YiLi and Jianai (묵가의 의리관(義利觀)과 겸애(兼愛))

  • In this paper, the ideological features of Mohism were examined through the analysis into the viewpoint of Mohism on justice and benefit and "universal love" based on it. Even before the viewpoint on justice and benefit became a main agenda in Confucianism, Mohism and the Hundred Schools of Thought, there had been discussions on it, and the relation between "justice" and "benefit" was generally understood as that of means and ends(本末) or that of the thing and its functions(體用). What succeeded to this tendency and set it as an individual's moral standard was the viewpoint of Confucianism including Confucius. Of course, the Confucian view was focused on the politicians or leaders of those times. Compared to which, Mohism represented the stance of their group members and pursued the interest of groups and the society rather than that of individuals. Accordingly, while Confucianism considered "justice" more important than "benefit", Mohism could understand both of them unificatively. The crucial reason why Mohism could be most active during the Warring States Period is that it had its metaphysical basis on "the disposition of Providence." Accompanying this, the viewpoint of Mohism on justice and benefit was internally reflected in its key arguments including "universal love." That is so-called "Jianxiangai, Jiaoxiangli", that is to say, "that loving each other is namely benefiting each other." On the other hand, the fact that the viewpoint of Mohism on justice and benefit, and furthermore, the ideological foundation of its ten main arguments including universal love was "the disposition of Providence" became a double-edged sword. It was because it could be easily accepted by the laborers, farmers, and craftsmen consisting of Mohism of those times, but it instead became the reason for falling into ruins since the establishment of the feudal empire of Qin and Han(秦漢). In the feudal empire, the ideology and activities of Mohism as an individual group couldn't be embraced. For example, the way to set "Heaven"(the heavenly king) above "the sovereign ruler" might be a decisive limit to the legitimacy and rationality of the regime. Moreover, the arguments by Mohism, such as "Jieyong", "Jiezang", "Feiyue" and others couldn't be taken easily by the privileged class. Therefore, Mohism couldn't do any activities as an academic school until Seojedongjeom(西勢東漸) during the Qing dynasty later, and it was different from Confucianism. In brief, ideas of Mohism including universal love ended up as an utopian idea historically, but the conception of sharing mutual interest along with mutual love and consideration with Confucianism from the position of the relatively disadvantaged in the society has a value worthy of being appreciated even today.

The Concept of Beauty and Aesthetic Characteristics in Daesoon Thought (대순사상의 미(美) 개념과 미학적 특징)

  • In this study, values of truth and good are expressed in the form of beauty, and truth and good are analyzed from an aesthetic point of view. This enables an assessment of how truth is expressed and presented as an "aesthetic" in Daesoon Thought. Therefore, an approach to faith in Daesoon Jinrihoe (大巡眞理會) can be presented via traditional aesthetics or theological aesthetics that reflect on sense experience, feelings, and beauty. The concept of beauty in Daesoon Thought which focuses on The Canonical Scripture appears in keywords used in Daesoon Thought such as divine nature (神性), the pattern of Dao (道理), the singularly-focused mind (一心), and relationships (關係). Therein, one can find sublimation, symmetry, moderation, and harmony. The aesthetic features of Daesoon Thought, when considered as an aesthetic system can formulate thinking regarding the aesthetics of 'Reordering Works of Heaven and Earth' (天地公事), the aesthetics of Mutual Beneficence (相生), and the aesthetics of healing. The Reordering Works of Heaven and Earth contain a record of the Supreme God visiting the world as a human being. The realization that the human figure, Kang Jeungsan (1871-1909), is the Supreme God, Sangje (上帝), is the shocking aesthetic motif and theological starting point of the Reordering Works of Heaven and Earth. Mutual Beneficence can be seen aesthetically as indicating the sociality of mutual relations, and there is an aesthetic structure of Mutual Beneficence in the harmony and unification of those relations. Healing can be said to contain the sacred sublimation of Sangje, and moderation is a form of beauty that makes humans move toward Quieting the mind and Quieting the body (安心·安身), the Dharma of Presiding over Cures (醫統), and the ultimate value of healing, which is the end point of the Cultivation (修道) wherein one realizes that the ideals of humankind and the aesthetics of healing bestow the spiritual pleasures of a beautiful and valuable life. The aesthetic characteristics of Daesoon Thought demonstrate an aesthetic attitude that leads to healing through Sangje's Holy Works and the practice of Mutual Beneficence (相生) which were performed when He stayed with us to vastly save all beings throughout the Three Realms that teetered on the brink of extinction. It is not uncommon to see a beautiful woman and remark she is like a goddess (女神) or female immortal (仙女). Likewise, beautiful music is often praised as "the sound of heaven." That which fills us with joy is spoken of as "divine beings (神明)" of God. God is a symbol of beauty, and the world of God can be said to be the archetype of beauty. Experience of beauty guides our souls to God. The aesthetic experience of Daesoon Thought is a religious experience that culminates in emotional, intellectual, and spiritual joy, and it is an aesthetic experience that recognizes transcendent beauty.

Chinese Agrarian Resistance and A New Mediation of State-Society Relationship (중국 농민저항과 국가-사회 관계의 새로운 조정)

  • Public resistance is an essential factor of the democratization process. Due to this, public resistance has been recognized as an important element in discussing the democratization of China. Recently in China, and a new era of resistance especially the agrarian resistance has been being expanded. This paper identifies trends and characteristics of that. With searching changes in the relationship between the nation and the societies in China, we will check whether democratization can be built from the whole bottom of the nation's ideology or not. It is a paradox of china's economic growth that the peasant uprising increased is a factor to the growth. The farmers' smoldering discontent exploded with rage because rural communities have been forced to sacrifice during the growth. The authoritarian party-state system in China has been faced with the limits in calming the peasant revolt down with the traditional suppression and restriction. Even though the party-state system in China has accepted farmers' dissatisfaction somewhat, and it has tried to improve its image of a benevolent government and pursued buying stability strategy, the gap between urban and rural areas has been expanded in the sustainable economic development and modernization process, therefore the authorities could not soothe the farmers' sense of alienation. Accordingly, the peasant revolt has not flickered out easily, and has been getting uncontrolled across China. Resistance characteristics of Chinese farmers have also changed. In the past, they had been sporadic and indirect ways, whereas in recent years, they have changed into organized and active ways. Of course, it is generally evaluated that the party-state system has sustained a strong social control so far. Buying stability strategy has prevented farmers' complaints from spreading to a threat to its regime, because civil societies in rural areas have still weak foundations from being formed. The party-state system, because of tensions and conflicts, will control the growing powers of civil societies in rural areas with institutionalization of interaction between the nation and the societies, and they will induce street protests to legalized struggle for a while. However, the relationship between the state and the societies has already started new rearrangement, in terms of that the conflicts between the state and rural communities have continued, and the changes of resistance ways.

Chemical and Physical Influence Factors on Performance of Bentonite Grouts for Backfilling Ground Heat Exchanger (지중 열교환기용 멘토나이트 뒤채움재의 화학적, 물리적 영향 요소에 관한 연구)

  • Bentonite-based grout has been widely used to seal a borehole constructed for a closed-loop vertical ground heat exchanger in a geothermal heat pump system (GHP) because of its high swelling potential and low hydraulic conductivity. Three types of bentonites were compared one another in terms of viscosity and thermal conductivity in this paper. The viscosity and thermal conductivity of the grouts with bentonite contents of 5%, 10%, 15%, 20% and 25% by weight were examined to take into account a variable water content of bentonite grout depending on field conditions. To evaluate the effect of salinity (i.e., concentration of NaCl : 0.1M, 0.25M, and 0.5M) on swelling potential of the bentonite-based grouts, a series of volume reduction tests were performed. In addition, if the viscosity of bentonite-water mixture is relatively low, particle segregation can occur. To examine the segregation phenomenon, the degree of segregation has been evaluated for the bentonite grouts especially in case of relatively low viscosity. From the experimental results, it is found that (1) the viscosity of the bentonite mixture increased with time and/or with increasing the mixing ratio. However, the thermal conductivity of the bentonite mixture did not increase with time but increased with increasing the mixing ratio; (2) If bentonite grout has a relatively high swelling index, the volume reduction ratio in the saline condition will be low; (3) The additive, such as a silica sand, can settle down on the bottom of the borehole if the bentonite has a very low viscosity. Consequently, the thermal conductivity of the upper portion of the ground heat exchanger will be much smaller than that of the lower portion.
