  • Defamation is one of the most frequently occurring daily legal violation because it can easily be done by words. In the internet generation with flooding internet forum websites and social network services, internet defamation is becoming one of the most serious problems in many leading IT countries including Korea and the United States. Being such a critical issue that can lead to a suicide, Korean policy makers has undertaken efforts to prevent the internet defamation by defining the liabilities of internet users and internet service providers. Many of the policies and laws including "the Telecommunication Information Usage Promotion and Security Protection Act of 2007" are modeled after that of the United States. Thus, the study aims to explore American defamation law and internet defamation law analyzing "the Communications Decency Act of 1996" and a recently decided precedent, "Brodie" case, in Maryland state court.

  • This study focuses on“Intellectual Freedom”based on the fundamental principles of library user services in Western countries. Particularly, this paper pursues to the philosophical foundations of“the freedom of expression”. It also studies how“the freedom of expression”was restrained by pursuing the definitions of“pornography”and “obscenity”in terms of the court's opinions of The Supreme Court of the United States. Also, PICS and the Communication Decency Acts were discussed.

  • 최근 텔레비젼 화면의 선명도에 대한 일반적인 요구가 높아져서 통신 방식에 있어서도 고품위 텔레비젼(HDD TV)방식의 개발이 진행되고 있다. 선명도의 요망이 높아짐에 따라 CRT(텔레비젼 수상관)의 해상도를 향상시킬 것이 요구되고 있다. 본 연구의 목적은 고온의 프레스 성형공정을 도입하여 정확한 형태로 인바 재료 섀도우마스크를 성형하여 고화질의 CRT를 얻을수 있도록 성형 공정을 확립하고 이를 위한 금형 시스템을 개발하는 데 있다. 본 연구에서는 인바 섀도우 마스크의 열간 재료시험을 통해 온도에 따른 물성 공정을 장대칭단면에 대해 강점소성 유한 요소법을 이용하여 해석하였다

A Study on the Standards for Regulating Obscenity on the Internet (인터넷상 음란물 규제의 법률적 기준에 관한 소고)

  • Korea also has tried to regulate the obscenity which is floating on the Internet in order to protect mainly minors. There are many statutes enacted to prohibit circulating pornographies to minors. However, there were minors who independently disseminate the pornographies to other minors. In the end, I can tell that existing statutes have not at least effectively regulate the obscenity on the Internet. Therefore, this article examines a possible limit of pornography on the Internet for the protection of minors, reviewing the CDA and the U.S. Courts' decisions. This article also examines the existing statutes' standard for regulating obscenity on the Internet in Korea. In addition, the article also tries to make a proposal to Korean legal systems that govern the obscenity on the internet.

A Study on the High Quality and Low Cost Fabrication Technology of ZnO Thin Films for Solar Cell Applications (태양전지 응용을 위한 고품위 및 저가격 ZnO 박막 제조에 관한 연구)

  • Aluminum doped zinc oxide (AZO) films have been prepared on Coming 7059 glass substrates by r.f. magnetron sputtering method. A powder target instead of a conventional sintered ceramic target was used in order to improve the utilization efficiency of the target and reduce the cost of the film deposition process. The influence of sputter pressure on the structural, electrical, and optical properties of AZO films were studied. The AZO films had hexagonal wurtzite structure with a preferred c-axis orientation, regardless of sputter pressure and target types. The crystallinity and degree of orientation was increased by increasing the sputter pressure. For higher sputtering pressures, a reduction of the resistivity was observed due to a increase on the mobility and the carrier concentration. The lowest resistivity of $6.5{\times}10^{-3}\;{\Omega}-cm$ and the average transmittance of 80% can be obtained for films deposited at 15 mTorr.
