User query formation highly acts on the effectiveness of information retrieval when we retrieve documents from the general domain as a web. This thesis proposes a intelligent information retrieval method based on a cross-lingual knowledge base to effectively perform a cross-lingual text retrieval from the web. The inferred knowledge from the cross-lingual knowledge base helps user's word association to make up user query easily and exactly for effective cross-lingual text information retrieval. This thesis develops user's query reformation algorithm and experiments it with Korean and English web. Experimental results show that the algorithm based on the proposed knowledge base is much more effective than without knowledge base in the cross-lingual text retrieval.

It is necessary to develop an efficient MVD coding scheme to improve the video coding performance. In this paper, combined codeword and joint codeword are suggested from analyses on statistical distributions of MVD according to the quantization steps and the conventional codeword structure. Based on these codewords, we propose new MVD coding scheme where one of the suggested codewords is employed to encode the MVD according to the coding environment. Simulation results show that the proposed scheme enhances the coding performance without the quality degradation.

Cross-lingual text retrieval(CLTR) is the information retrieval in which a user tries to search a set of documents written in one language for a query another language. This thesis proposes a CLTR system based on fuzzy multilingual thesaurus to handle a partial matching between terms of two different languages. The proposed CLTR system uses a fuzzy term matrix defined in our thesis to perform the information retrieval effectively. In the defined fuzzy term matrix, all relation degrees between terms are inferred from using the transitive closure algorithm to reflect all implicit links between terms into processing of the information retrieval. With this framework, the CLTR system proposed in our thesis enhances the retrieval effectiveness because it is able to emulate a human expert's decision making well in CLTR.

In this paper, we propose an efficient dynamic coding scheme by using multiple code words in H.264/A VC entropy coding. The exponential Golomb (Exp-Golomb) code words used in H 264/A VC do not reflect enough the symbol distributions of the combined syntax element in [7] due to their static probability distribution characteristics However, the multiple codewords in this paper have different statistical characteristics. we propose a dynamic coding scheme by using selectively among multiple codewords to encode the combined syntax clement according to given image sequences. Simulation results show that our proposed scheme outperforms the existing [7] me in compression efficiency without loss of quality.

In this paper, a mobile search engine architecture that predicts user's search words and recommends them to users in estimated preference order without having additional user inputs. Information obtained from sensors is first sent to the recommendation engine. The related contents are extracted from the context and history databases and recommending words are selected from the contents. Finally, the words are delivered to the mobile device for suggestion. To evaluate the implemented system response time is measured. A satisfaction survey is also performed for 50 users, and improvement in the proposed system is observed.

Today, documents existing on internet by the development of communication network increase in number. And it is required the information retrieval system that can efficiently acquire the necessary information. Most information retrieval systems retrieve documents using a simple keyword or a boolean query of keywords. But, the method is not fit for novice users to use and has many difficulties than user's dialogue query from the viewpoint of convenience and precise understanding for query. So, this paper has an aim to suggest the method that will cope with above problems and to design and implement a meta query processing system for information retrieval using Korean dialogue sentences. The system implemented in this paper can generates a new boolean query for a given Korean dialogue sentence and resolve lexical ambiguities through morphological analysis, syntactic analysis and extension of query using thesaurus.
