A Study on the Strategies for Land Information System Development (토지관련 업무의 정보화 추진방안에 관한 연구)

  • By the rapid development of computer technology and the more efficient use of land-related information, Land-related Information System has been developed by the central and local government respectively. The problems of the storage, maintenance and exchange of land-related data will be anticipated. The purpose of this study is to meet the demands of governments and prevent the duplicate investment for the information system. The data sharing and standardization should be achieved for the more efficient land management. The theme of UN's sustainable land management and the future vision of cadastre according to Cadastre 2014 are thoroughly reviewed. The advanced foreign cases of LIS development are studied, too. Linkage among land-related data, the improvement of organizational institution and the training for GIS specialists are suggested as the strategies for the more efficient land-related information system development.

  • This study was aimed to suggest a management strategy of GHG emissions for the public organizations in land and housing costruction sector. As public organizations' businesses are characterized as 'public' and 'comprehensive', these characteristics should be considered in scoping emissions, setting-up reduction target, building GHG inventory, and establishing management system. Since public organizations' activities in construction sector involve a wide range of social infrastructure construction projects, it is not easy to account their actions to reduce GHG emissions quantitatively. Therefore, this study suggested that a twofold approach is suitable for public organizations in construction area, classifying the measurable reductions and the immeasurable actions according to the their business characteristics. To give a concrete example, a GHG emission management system for the Korea Land and Housing Corporation (LH) was proposed.

Changes of NPS Loading Rates by Landuse Changes in Resort Development (리조트 개발사업에서 토지이용 변화에 따른 비점오염물질 부하량 변동 산정)

  • The nonpoint pollutants are originated from various land uses. Of the landuses, the development means the changes of the soil cover and the increases of imperviousness rate, which will increase the nonpoint pollutant emissions during a storm. Therefore, the Ministry of Environment in Korea has programed TPLMS(Total Pollution Load Management System) for four major large rivers to improve the water quality in rivers by controling the total pollutant loadings from the watershed area. The study area was forest landuse before development plan, however it is now changing to the resort. Some of the forest areas will be changed to parking lots, roads and buildings. The paved areas are highly polluted landuses because of high pollutant accumulation rate by vehicle activities during dry periods. Therefore, this research is achieved to determine the changes of pollutant loading rate by development plan and to provide the best management practices for controlling nonpoint pollutants.

  • 본 연구에서는 토지에 관한 각종 정보 중 현재 2차원에 국한된 지적정보를 지적공부에 등록하고 있으나 토지의 입체적인 활용의 증대 및 이에 따른 입체적 권리의 다양화 등으로 2차원적인 토지정보의 등록방법으로는 효율적인 토지관리 및 소유권 보호에 한계에 이르고 있어 이에 대한 대안으로 3차원 지적정보를 지적공부에 등록할 수 있는 기본방안을 제시하고자 하였다. 이를 통해 국토개발에 대한 정책결정 정보를 효율적으로 제공 할 수 있으며, 국민소득의 증가에 따라 사회간접시설(SOC)분야 및 국민 개개인의 토지이용에 있어 각종 계획과 설계 등의 인프라 조성에 기여하게 될 것이다.

  • This study proposes a land action plan for stabilization of the North Korea in fundamental guarantees of life, social security and social system in order to minimize the social disruption and economic losses by identifying the administrative and operational status of the land in North Korea. Land action plan for North Korea is that the state holds the whole land ownership for a certain period through re-nationalization of the land by not admitting the former owner's ownership and distributes the land to the currently occupying personal and set the land use permission and later land ownership will be introduced and land use permit will be gradually privatized.

  • In the recent rapidly changing technology environment the computerization of administration business using GIS is driven or will be driven to give improved information services for the people by local government or central government with huge budget. Development of GIS for local governments is investigated with huge budge. Development of GIS for local governments is investigated to prevent local government from investing redundant money and to reuse the existing investment at this time. The purpose of this study is finding the development method of Land Management Information System (LMIS) to give service and share data in various computing environment of local governments. To do this, we have to develop LMIS as open system with interoperability and we explain it with a focus to framework of Open LMIS. According to recent trend of technology we developed Open LMIS for convenient maintenance with nationwide LMIS expansion at hand. This system was developed at the $\ulcorner$Land Management Information System Development$\lrcorner$project which was managed by Ministry of Construction and Transportation (MOCT). GIS application was based on OpenGIS CORBA specification for development of standard interface and RUP(Rational Unified Process) for development method and LML(Unified Modeling Language) for system design. Developed systems were land administration system for local government, spatial planning support system for regional government, and land policy support system for MOCT.

  • 용도지역은 농업적 측면에서 토지이용의 규제와 촉진 등을 위한 것으로써 해당토지소유자의 재산권과 직결되므로 정확하고 체계적으로 관리되어야 한다. 그러나 시군구에서 관할하는 용도지역은 소축척의 지형도 기반이나 개별적으로 종이도면에 관리하여 관련 용도지역간에 서로 유기적이지 못해 관련 용도지역의 공통경계선 불일치로 논리적인 불부합 자료가 발생하는 등 많은 문제가 발생하고 있다. 본 연구에서는 농지종합정보화사업애서 구축하는 농업진흥지역도의 각종 용도지역간에 불부합지역을 추출하고 그 원인을 분석함으로서 불부합지역 정비방안을 작성하고 재발하지 않도록 기준 및 지침수립을 위한 방안을 제시하고자 하였다. 본 연구의 결과를 기반으로 용도지역 자료간 불부합으로 인해 각 지자체에서 발생하고 있는 민원문제를 해소하고, 종합적이고 정확한 현황파악과 함께 보다 과학적이고 종체계 토지이용계획을 수립할 수 있는 기반을 조성할 수 있을 것으로 기대된다.

  • The problems of urban land use are becoming worse by the increase of population and facilities. Land use planning is the major part of comprehensive city plan¬ning. Understanding and forecasting the present and future conditions of land use are the main process of land use planning. In order to comprehend the various phenomena which occured on the land, collecting accurate land information is the most important thing for the effective management of land use. Therefore, it is necessary for us to establish the land information systems. In this study, theories of functions, objectives, components and applications of land information systems were investigated as the basis of this research. Case studies of Korea and Japan were examined, not only for the desirable selection of input data items, but also for the effective land use anslysis in land information systems. Through this kind of study, we can anslize and understand the changing patterns of land use over time, and we can also prepare a more desirable and adjustable land use plan-ning programs for the future.

  • This study is aimed to suggest effective ways to precisely manage the public land after searching current problems. Through the utilization of the cadastral organization and the resurvey projects, this study researches the methods to build the accurate land data based on the spatial information system as well as the on-going land survey results of the public land. This study focuses on researching whether the public land status and the management systems are operated efficiently with the cadastral organization using a variety of the spatial systems. This study finds the current problems of the land management systems by not only the Internet questionnaires but several dissertations, and suggests the methods to connect the land management systems with the cadastral resurvey projects each other.
