Terrain Classification for Road Design (도로 설계 지형 구분)

  • Road design needs to ensure the economic justification and the preservation of nature by adapting road alignment to the natural terrain. Though current road design guideline only defines a flat and a mountainous terrain, classification including rolling terrain should be needed while considering the fact that about 25.8% of our land can be classified as rolling and the road design guideline of developed countries such as United States and Australia has a terrain classification including rolling in order to take a deep consideration on the natural environment. The study attempts to draw a criterion to classify the assumed three individual terrains in a quantitative way by using a index like the undulation of the original ground profile. The study carried out a case study based on a conceptual frame developed in the study as an approach to differentiate each terrain. As a result, the study suggests a criterion in that a flat terrain has less than 40 meters in the difference between the highest and the lowest point of original ground from 40 to 60 meters for rolling terrain, and greater than 60 meters for mountainous respectively.

EMD based hybrid models to forecast the KOSPI (코스피 예측을 위한 EMD를 이용한 혼합 모형)

  • The paper considers a hybrid model to analyze and forecast time series data based on an empirical mode decomposition (EMD) that accommodates complex characteristics of time series such as nonstationarity and nonlinearity. We aggregate IMFs using the concept of cumulative energy to improve the interpretability of intrinsic mode functions (IMFs) from EMD. We forecast aggregated IMFs and residue with a hybrid model that combines the ARIMA model and an exponential smoothing method (ETS). The proposed method is applied to forecast KOSPI time series and is compared to traditional forecast models. Aggregated IMFs and residue provide a convenience to interpret the short, medium and long term dynamics of the KOSPI. It is also observed that the hybrid model with ARIMA and ETS is superior to traditional and other types of hybrid models.

The Obstructing Factors for Safe Driving on Road Signs (도로표지의 지명 판독 성패에 영향을 미치는 인자 분석)

  • When the drivers try to read an information on road signs, they can reach their destinations successfully. In this situation, human factors, road signs and geometric condition regarded as the most important factors for a safe driving should be a well-balanced relationship mutually. This research aims to prove the factors obstructing a safe driving, while drivers try to read an information on road signs for the next destination. For this sake, driving simulator was used and human factors, road signs etc. were considered in this experiment. The statistical analysis indicated what factors disturb a safe driving. The probability function using a Logistic Model was presented in this study. This result and experience will be used as a basic data in designing better road signs.

Transition Experiment and Socially-oriented R&D Program (시스템 전환론의 관점에서 본 사회문제 해결형 연구개발사업의 발전 방향)

  • Socially-oriented R&D programs aimed at solving societal problem rather than scientific and industrial fruits have started recently. Societal problem is recognized as dilemma since this problem related to various stakeholders. And this is not solved with single program and needed long-term process. So the perspective of socio-technical system transition including technological and institutional change is needed. This paper suggests policy implication of Socially-oriented R&D programs from socio-technical system transition perspective. 'Transitioning of Socially-oriented R&D program' is the key concept of restructuring the program for the system transition. The establishment of multi-layer transition governance and the transition vision-making and transition experiment planning are the key process of transitioning the R&D program. This paper suggests the ways and issues of implementing this process in Socially-oriented R&D program.

  • 방재마을만들기는 지역방재개념을 도입하여 마을단위에서 자치단체와 주민들의 참여를 통해 지역자율 방재의식을 고취시키고, 마을에 조성되어 있는 환경적 영향을 고려하여 재해로 인한 취약요인을 조사하고 취약요인이 유사/인접되어 있는 마을을 대상으로 취약요인을 종합적으로 검토한 재해예방사업의 추진이 필요하다. 방재시범마을만들기 구축사업의 계획범위는 동/리 행정구역 단위로 실질적인 생활권 단위로, 생활권 단위에서의 방재관련 사업의 패키지화를 통하여 지역의 자주적 방재역량이 향상되도록 하는 사업으로 현재 방재시범마을은 조성/운영중에 있다. 이에 본 논문에서는 지역방재 실무 담당자, 대학교수, 연구원 등 전문가를 대상으로 의식조사를 실시하여 현 실태조사를 토대로 한국형 방재마을 구축 방안에 대해 도출하고자 한다. 전문가 설문결과 현 지역의 방재대책은 전반적으로 미미하며, 구조적인 부분과 비구조적인 부분 모두 보강되어야함을 알 수 있었다. 그 중에서도 지역주민의 방재에 대한 관심부분은 상당히 부족하다는 것을 알 수 있었다. 방재마을이라는 사업의 이미지는 대부분의 응답자가 재해위험지구의 정비사업 혹은 지역단위의 종합적 방재대책이라는 의견이 다수였으며, 방재마을 전반에 대한 의견으로는 지자체의 추진의지, 방재마을관련 법 제도 정비, 사업예산의 지속적인 확보, 방재마을 홍보 및 주민참여 등의 중요성을 강조하는 의견이 있었다. 이러한 설문결과를 바탕으로 지자체의 추진의지가 어느 정도냐에 따라 사업의 형태를 갖추고 성공할 수 있으며, 지속적으로 사업이 추진될 수 있는 방안 및 사업의 안정적 확보방안이 중요하다는 결론을 도출할 수 있다. 한국형 방재마을 조성을 위해서는 주민참여가 바탕이 되어야 하며, 이를 위해 방재마을 사업을 시민들의 풀뿌리 방재활동과 연계하여 추진하는 것도 요구된다.

  • With the drastic development of technology for almost eternally saving digital information, cases for giving sufferings to a person who deserves to enjoy privacy have increased. So I study the right to be forgotten focusing on the collision between that right and freedom of expression. I also study the concept of the right to be forgotten and its legal basis for the protection of that right. That right can be protected mainly by the self-decision making right under the Article 10, and secondly the privacy right under the Article 17 of the Constitutional Law. The Press Arbitration Law can be applied to protect the right to be forgotten, but that Law needs the revision of time-limit clause for complain, protection clause for the right to ask to delete factual past article, and the clause of staleness doctrine for the consent of giving personal information.

Protective plan by the drone development in Major National Facilities (무인항공기 발전에 따른 국가중요시설 보호방안)

  • With the development of technology, small UAVs are used in various forms. From military UAV to the Amazon drone, the UAVs are applied to increasing fields for its merits which can replace human work more fast and precisely than what human used to do. Yet, the use and development of UAVs cannot be embraced indiscreetly. There exist negative aspects along with its convenience and positive use. In military use, for instance, the use of UAV can handle dangerous missions in place of human beings but at the same time, it can be very threatening weapons that put people in danger of being attacked at unknown time and places. Therefore, this study discusses the safety measures for major national facilities. Through theoretical understanding of UAVs and major national facilities, the study explores into key concepts and reviewed the cases that threatened our nation's safety. The study also makes suggestions on the policies of the use of UAV to secure national safety.

A Study on the Describing Attributes and Relationships of Person in Cataloging Rules (목록규칙에 있어 개인의 속성과 관계의 기술에 관한 연구)

  • The purpose of this study is to suggest the ways to apply describing attributes and relationships of person to Korean Cataloging Rules. In order to achieve the objective of this study, the conceptual models such as FRBR and FRAD, and the cataloging rules such as AACR2R, RDA, and KCR2 were compared and analyzed. For describing attributes of person, this study analyzed names, dates, titles, fuller form of names, genders, places, affiliations, languages, fields of activity, professions or occupations, biographical information, and identifiers of person. For describing relationships of persons, this study investigated describing relationships to persons associated with each resource, such as a work, an expression, a manifestation, and an item, and describing relationships between persons, relationships between persons and families, and relationships between persons and corporate bodies. Based on these analyses, this study suggested the application methods of describing attributes and relationships of persons in Korean Cataloging Rules.

Relationship between Customer Satisfaction with Service Quality and Repurchase Intention for Apartment Houses (공동주택의 서비스품질이 고객만족도 및 재구매에 미치는 영향에 관한 연구)

  • In increasingly competitive market conditions, domestic construction companies are struggling to secure a competitive edge by increasing consumer satisfaction. In these circumstances, a greater emphasis needs to be put on providing an upgraded level of quality in the area of addressing defects to the satisfaction of customers, which is considered to have a great impact on customer satisfaction. This empirical study of the relationships among service quality, customer satisfaction, and repurchase intention aims to provide basis data for increasing service quality, particularly in dealing with the defect issues facing construction companies. To this end, a literature review was carried out on the concept of service quality along with defect issues, and customer satisfaction and influential factors were identified. Building on these foundations and findings, a survey was administered to residents in housing dwellings such as apartments. The results of this study are expected to heighten awareness of the need for increased service quality, which may have a critical influence on customer satisfaction and repurchase intention, and will thereby contribute to enhancing competitiveness and other aspects of the current construction industry.

  • Better utilization of the knowledge of employees in any organization has long been accepted as a vital component of a corporation's competitiveness. This has been considered even more important in the construction industry due to the dynamic and intermittent nature of construction projects. With the rapid advance of network technologies during the last decade, construction companies quickly shifted their focus of knowledge management to interactive online repositories. However, the efforts of leveraging organizational knowledge has remained fragmented in the construction industry until recent years. In addition, companies have begun to realize that actual returns on this investment in network technologies would be far less than initial expectations if online efforts do not incorporate companies' general offline knowledge management efforts, which are done without the use of computer network. Thus, this paper focused on assessment of implementing current Lessons-Learned Systems at the large construction companies in Korea to provide the foundation for developing a renovated conceptual Lessons-Learned System model.
