항공테러 예방을 위해서는 테러리스트 보다 앞서가는 첨단 보안검색 장비개발과 신종 테러기법 및 테러리스트 명단을 공유하는 등 국제적 협력이 필수적이다. 특히 테러관련 정보공유를 통해 테러범이 항공기를 탑승하지 못하게 한다거나 선별적으로 정밀 보안검색을 실시하여 항공 보안목표를 달성해야 한다. 최근의 항공테러는 9.11테러와 같이 항공기를 이용한 자살테러, 항공시스템 사이버 테러 등 무차별적인 양상을 보이고 있으며, 테러로 인한 인적 물적 심리적 피해가 심대함을 비추어 볼 때 항공테러는 사전에 차단해야만 한다. 따라서 본 연구에서는 최근 항공테러 주요사례와 테러 취약요인을 식별하여 기내 인터넷 보안대책 강화, 지상 원격 컨트롤 및 모니터링 시스템 구축 등의 테러 예방대책을 제시하였다.

본 연구에서는 생물테러 발생 시에 대비한 대국민행동요령 교육 및 홍보자료를 개발함으로써, 국민들의 자발적 이해와 비상시 행동요령을 정확히 인지하게 하여 생물테러 발생에 의한 피해를 최소화하기 위하여, 일반 국민을 대상으로 생물테러감염병에 대한 행동요령을 개발하고 구체적 인지도 증가를 위한 매뉴얼의 컨텐트를 구축하였다. 본 연구를 통해 생물테러에 대한 대국민행동요령을 국민들이 숙지하고 생물테러감염병에 대한 인지도가 높아질 것이 기대되며, 생물테러 위기상황 발생 시 일반 국민들의 적절한 대응을 할 수 있고, 이러한 활동을 통하여 범국민적 안전문화 확산에 기여할 것이다.

본 연구에서는 다중이용시설의 테러대비를 위한 테러리즘 의미를 고찰하여 비교해석 함으로써 국가안보와 공공안전 사이에서 발생하는 이중적 법적 해석으로 발생하는 이격을 줄이기 위해 진행 되었다. 최근 불특정 다수의 공포감을 극대화를 위한 민간 다중이용시설의 테러증가와 북한에 테러위협, 국내에 발생가능 자생테러를 대비하기 위해 테러행위에 대한 명확한 해석에 초점을 맞추어 연구하였다. 국외의 테러관련 법을 고찰하여 테러리즘에 대한 전쟁행위, 범죄행위, 사고행위를 구분하였으며 이를 통해 부처별 고유업무에 혼선을 줄이는 해석 방법을 제공하였고, 테러리즘 정의의 법적 미비점을 도출하여 개선방향을 제언함으로서 사후 국가위기상황 재난관리에 대한 대테러 전략 구축 및 개선 시 필요한 기초자료를 제공하고자 한다.

본 현대사회는 문명적, 기술적, 산업적으로 발전함에 따라 그에 상응하는 절도, 폭행, 살인 등 중대범죄의 범위를 벗어나 이념과 국가, 종교, 등 가치관과 사상에 따른 테러 사건 등 국제적인 범죄도 증가하고 있는 추세이며, 국제사회는 중대범죄 및 전쟁의 공포보다 예측 불가능, 막대한 대량 피해를 불러오는 테러에 의한 공포심을 더 비중 있게 대하는 현실에 직면했다. 테러범죄는 개인을 넘어 다중에게 피해를 입힐 수 있는 범죄인만큼 대중에게 경각심과 위험성을 알리기 위해선 구체적이고 손쉽게 이해할 수 있는 명확성이 필요하다. 테러는 수년간 다양한 방식과 개념들이 증식했으며 피해 또한 더 이상 소규모인원, 특정인을 향한 계획적인 범행에서 불특정 다수를 향한 뉴테러리즘식의 테러로 발전하고 있어 안보의 개념에도 영향을 미치고 있다. 따라서 대한민국 역시 언제까지나 테러의 위험성으로부터 안전을 확신할 수 없기 때문에 국내 정서에 맞는 테러 대응방안과 시스템 구축을 통해 뉴테러리즘의 발생 가능성을 염두 하고 대비할 필요가있다.

The purpose of this research is to suggest a construction device that can transform a public safety, security service, security system on counter- terrorism device system, from government leading type to private management type. There are purpose on this thesis to research for the bringing up counter-terrorism experts certification system and about all sorts of developed device among our country's counter-terrorism situation and through comparing developed country's private security's developing device. This summary of thesis is like below. First we need to establish total counter-terrorism center, like developed country on national corresponding strategy. Second, we need to make an organization as a country security department unified as an America's President directly belonging organization. Third, it is to legislate about an counter-terrorism. Fourth, we need to make a coorperate system according to counter-terrorism duty come under private management, so that can recover a trust among people. Fifth, a terror warning system is necessary. Private security's mutual relationship and developing devices is First, it is necessary to bring up counter-terrorism expert. Second, it is necessary to bring in counter-terrorism experts certification system. Third, counter-terrorism research center that come under private management is necessary. It is considered that various research need to be continued after by bringing up counter-terrorism experts, transforming a consciousness, counter- terrorism education, building an equipment and education center, not for a special group, that can minimize human infringement.

본 논문은 복잡다단한 환경변화에 효과적으로 대응하기 위하여 오늘날 여러 학문 분야에서 주로 이용되고 있는 복잡계 이론의 사고와 방법론을 기반으로 테러대응을 위한 분야별 제 접근에 대하여 논하는데 그 목적이 있다. 우리는 수많은 테러조직 및 테러환경 요인들과 연결된 복잡한 시스템 속에서 활동하고 있기 때문에 이 모든 것을 이해하고 통제하며 예측하면서 대응한다는 것은 사실상 애초부터 불가능한 일일지도 모른다. 테러대응 역시 테러대응 관계 기관간, 관계 기관 전담 부서 내의 구성원들의 상호작용뿐만 아니라 넓게는 정부, 민간단체, 산업체, 학계, 언론 등 나아가서는 국가간의 이해 관계자, 국제기구 등 테러대응 분야의 다양한 조직들의 참여하에 이들의 상호작용으로 공식적, 비공식적 의사 결정을 통한 방안들을 모색하는 것이 필요할 것이다. 이에 따라 초기조건의 민감성, 프랙탈과 자기유사성, 자기 조직화, 창발, 공진화, 혼돈의 가장자리의 복잡계 이론을 통하여 테러대응 분야의 적용가능성을 은유적으로 탐색할 수 있을 것이다.

2001년 9.11 사태 이후, 미국과 우방국들은 본격적으로 테러와의 전쟁을 시작하게 되었다. 국제화 시대의 흐름에 따라 국내의 외국인의 영향력이 커져가고 있고, 2011년 11월 11일 서울에서 개최되는 G20 세계정상회의를 앞둔 시점에서 테러에 대한 사전 대응이 중요해졌다. 이를 위해 민 관 군이 협력하여 다양한 정책과 활동을 벌이고 있는데, 데이터 마이닝의 기법 중 신경망 기법을 이용하여 효율적이고 기계적으로 잠재적 테러리스트를 식별하는 방법을 제안한다. 신경망 기법은 인간의 두뇌를 모델로 등장하였고, 입력 자료를 통해 학습한다는 것이 특징이다. 이 신경망을 여러 기관에서 발표한 테러리스트들의 정보를 입력 자료로 변환하여 학습시킨 뒤, 검증을 거쳐 실전에 적용하는 것이 본 논문에서 제안하는 신경망 기법 적용의 목표이다. 개인정보보호에 관한 법률 및 방법론이 보완된다면 실전에서 유용하게 사용될 수 있을 것이다.

This study analyzes the changes of international terrorisms which are caused by IS through literature investigation, statistics and case analysis, and gives an understanding about recent trend of the terrorisms and aggressive method. Moreover, this study is for presenting a basic standard about an effective counterplan of the terrorisms. The results of this study are summarized as follows. First of all, there is a change of terrorism that homegrown terrorism grows into wolf-pack terrorism. Second, the terrorists show psychological terror by expanding their targets and using brutal and indiscriminate terrorism attacks. Third, the terrorists use networks of internet and SNS as a resource and as a tool for publicity activities of their groups. Forth, the terrorists have form of global organization through ties of other terrorists like middle-east or Africa.

This study aims at countering terror. So, this study explores an implication to Korea through the countermeasure of Japanese organizational direction to countermeasure. As a result, first, some countermeasures on IED need to be sought. Second, a chance of domestic terrorism growing should be checked. Third, safety of major facilities needs to be saught. Finally, Public Service System on Education and Information for Counterterrorism must be built.

This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.
