Comparative Study on Carbon Footprint Calculation in Water Sector by Focusing on U.K. and U.S.A. (물관리 분야에서의 탄소발자국 산정 사례 비교분석 - 영국과 미국을 중심으로 -)

  • 탄소발자국(carbon footprint)은 인간의 생산 및 소비활동 전 과정에서 발생하는 온실가스의 양을 나타내는 지표 중 하나로, 최근 기후변화 대응 전략의 일환으로 국제사회의 주목을 받고 있는 개념이다. 현재 영국, 일본, 스위스, 프랑스, 미국 등 선진국을 중심으로 탄소발자국 산정을 통해 온실가스 배출을 저감하려는 시도가 활발히 진행되고 있으며, 탄소발자국 개념을 물관리 분야로까지 확대 적용하는 방안이 논의되고 있다. 본 연구의 목적은 영국과 미국의 서로 다른 형태의 물분야 탄소발자국 산정 방안을 비교 분석함으로써 우리나라의 효율적인 기후변화 대응 물관리 계획에 적용하는 방향을 제시하는 데 있다. 영국은 2008년 제정된 기후변화법에 따라 탄소 저감 목표를 수립하고 정부 차원에서 마련한 표준화된 탄소 산정 가이드라인을 바탕으로 지역 물회사들로 하여금 탄소발자국 산정 및 온실가스 저감계획을 이행하도록 하고 있다. 반면 미국의 경우, 정부 차원에서 탄소라벨링 시스템이 제도화되어 있지는 않으나, 하천네트워크(River Network)와 같은 비영리 민간단체를 통해 물 분야의 탄소 저감 인벤토리가 구축되어 왔다. 현재 우리나라 수자원 분야에서 한국수자원공사가 일부 지역 정수장의 수돗물 및 병물의 생산 및 공급 전 과정에서 발생하는 탄소를 정량화하고 있으나, 물관리 시스템 전반의 온실가스 인벤토리 구축을 통한 표준화된 저감계획이 수립되지 않은 상태이다. 본 연구에서는 우선 영국과 미국에서 진행되어 온 물 분야 탄소발자국 논의의 배경과 동향 및 시행 체계를 살펴보고, 영국 정부 차원에서 제시한 물 분야 탄소 산정 가이드라인과 미국 민간부문에서 제시한 안을 각 항목별로 분석하였다. 이를 통해 두 나라가 비슷한 시기에 탄소발자국 논의를 시작하였음에도 불구하고 실제 적용 과정에서 나타나는 차이점과 특수성을 분석하였다. 탄소발자국 산정은 오늘날 수자원 분야의 기후변화 대응력을 강화하기 위한 대안으로 그 중요성이 점차 증대되고 있다. 영국과 미국의 사례에서 살펴보았듯이 효율적인 온실가스 감축을 위해서는 총괄적인 온실가스 감축 인벤토리 구축이 선행되어야 한다. 따라서 본 연구의 결과는 국내 물관리 분야에서 저감 잠재력이 큰 곳을 중심으로 한 온실가스 저감계획 및 방향 설정에 유의한 시사점을 제공할 것이다.

  • The issue of 'carbon reduction' can be said to be one of the most important issues worldwide. For efficient carbon reduction, it is necessary to consider ways to increase absorption and reduce emissions. Accordingly, much attention has been paid to increasing carbon absorption using blue carbon biomass. Blue carbon biomass refers to an ecosystem related to blue carbon, which has a higher carbon absorption rate than inland ecosystems and a longer collection period. It is very efficient in reducing carbon. Therefore, in this study, a current status survey was conducted on domestic and foreign policies, studies, and plans related to the preservation of blue carbon biomass habitats. Basic research was conducted to prepare plans for future preservation of blue carbon biomass habitats suitable for the domestic environment.

Development of a Model and Methodology for the Analysis of the $CO_2$ Emissions Reduction Effect through the Introduction of the G2B Systems in e-government : ECRE Approach (전자정부 G2B 시스템 도입에 따른 탄소저감효과 분석을 위한 모델 및 방법론 개발)

  • As a part of efforts to reduce the global emissions of greenhouse gases, the Kyoto Protocol was signed by major developed countries ("Annex I" countries). According to the Kyoto protocol, the Emission Trading Scheme that derives a trading market of the $CO_2$ emission rights is appeared. It causes that business institutions give lots of efforts to reduce $CO_2$ by using new environmentally sound technologies or increasing efficiency in production. On the while there have been several studies trying to develop a methodology to measure the effect of $CO_2$ reduction and its monetary value. In this research we suggest ECRE (Evaluation of $CO_2$ Reduction in E-transformation) model which can measure the $CO_2$ reduction effect through the introduction of G2B system. ECRC model was developed based on the IPCC methodology. ECRC model measures the two major effects of the $CO_2$ reduction which are '$CO_2$ reduction effect from transportation' and '$CO_2$ reduction effect from the decrease of paper use'. In this paper, we calculate the economic effect of $CO_2$ reduction with the case of the G2B system in Korea. This research suggests a basic methodology to measure the $CO_2$ reduction performance for the e-transformed institution.

Effect of Attitudinal Factors on Stated Preference of Low-carbon Transportation Services (개인성향 요인이 탄소저감형 교통서비스 잠재선호에 미치는 영향에 관한 연구)

  • In response to the growing global concern for the environment, the international community has recently committed to achieving 'carbon neutrality.' As a result, numerous studies have been conducted on mode choice models that include carbon emissions as a variable. However, few studies have established a correlation between individual preferences and carbon emissions. In this study, a new mode of transportation named sustainable public transit (SPT), incorporating carbon-reducing transport options like electric scooters, is proposed. Analyzing the individual preferences of commuters on carbon emissions through factor analysis, a stated preference (SP) survey was conducted. A mode choice model for SPT was constructed using multinomial logit models. The results of the analysis showed that gender, income, and specific preferences, such as a passion for exploring new routes, a preference for intermodal transfers, knowledge of carbon reduction, and carbon reduction practices, significantly influence latent preferences for SPT. Therefore, this study is significant as it considers carbon emissions as an attribute variable during the construction of mode choice models and reflects the individual preference variables associated with carbon reduction.

  • 본 연구는 탄소발생 문제를 줄이는 방안을 개발하고자 LTE모형(친환경토지이용, 녹색교통, 녹색환경)을 3가지의 유형으로 나누어 각각의 유형에 해당되는 탄소저감방안을 개발하고 사례대상지에 적용하였다. 그리고 계획요소를 대상지에 맞게 도출 한 후 시뮬레이션을 하여 탄소저감의 효과를 분석 하였다. 도출된 기법을 연구 대상지에 적용한 결과 높은 저감효과를 보이는 요소를 도출할 수 있었고, 경미한 수준의 저감효과를 보이는 요소도 도출할 수 있었다. 탄소저감 비율은 25.51%이었고, 그중에서 특히 교통정온화 계획요소가 95.42% 압도적인 비율로 저감효과가 있음을 알 수 있었다.

  • The purpose of this study was to develop land use planning methods for carbon reduction of transportation and verify the effectiveness. Therefore, this study derived carbon reduction design elements, such as high-density suburb, mixed-use development, pedestrian network and community corridor, which can be applied in the land-use planning stage by examining previous research. The carbon reduction design elements utilized the actual site during the research process. The carbon reductions were estimated using VISUM. Consequently, when carbon reduction design is applied to the site, the carbon emissions declined in the year. As a result of estimating the carbon reduction, approximately 450.7tCO2/yr was reduced.

  • 본 논문은 차량의 공회전시 불완전연소로 인한 일산화탄소의 배출량이 최대인 점에 착안하여 일반 네비게이션에서 제공하는 최단거리 모드로 주행했을 시와 '막힘없는 길 안내를 제공' 한다는 최신 공간정보기술인 실시간교통정보서비스를 적용했을 시의 공회전시간 및 일산화탄소 배출량을 비교 평가하여, 실시간교통정보서비스의 일산화탄소 저감효과를 추정해보기 위해 진행되었다. 대구시내의 교통정체구역인 수성구청에서 성서초등학교에 이르는 약 12km의 구간을 선정하여 2주간 동일구간을 요일별 시간대별로 주행함으로써 최단거리 안내서비스 주행시와 실시간교통정보서비스를 적용한 경로주행시의 공회전시간을 기록하고 환경부에서 제공하는 연료별 배출계수와 평균속도에 따른 일산화탄소 배출계수를 이용하여 일산화탄소 배출량을 산정하였으며, 측정결과 공회전시간이 약 28%, 일산화탄소 배출량은 약 57%의 감축효과를 보임을 확인하였다.

  • In response to the global warming crisis, the Kyoto protocol was established by major developed countries in 1997. The Paris Agreement, which imposes a carbon reduction obligation for both developed countries and developing countries, was signed in 2015. Regulations and efforts to reduce greenhouse gas emissions accordingly have been implemented. In this study, we analyzed the reduction of carbon emissions computerizing of the traditional project management system for efficient railway construction at Korea Rail Network Authority. We suggest a model that measures two major effects of carbon reduction, stemming from transportation and from a decrease of paper use. In this paper, we calculate the amount of carbon reduction and the economic effect of carbon reduction with application of the construction project management system at Korea Rail Network Authority. The model and methodology in this study are expected to be helpful to measure the carbon reduction performance for similar e-transformation.

  • This study aims to figure out the effectiveness of low-carbon oriented residential regeneration by on-site improvement method. For this, we examined some technical planning elements for carbon reduction and selected standard criteria of computation on energy use-based amount of carbon emission through previous literature review and case studies. Next, based on this, we compared and analyzed three types of carbon emission in the designated renewal area in Cheongju City. The three types of carbon emission were the existing development, the redevelopment of apartment by overall removal, and the development of low-carbon oriented residential regeneration by on-site improvement method. Finally, we examined proper way to reduce carbon emission in low-carbon oriented residential regeneration.

Designing and Creating a Model Garden to Demonstrate Carbon Reduction - Case Study of Carbon Reduction Model Garden at the Sejong National Arboretum - (탄소저감 현장 실증을 위한 모델정원 설계와 조성 - 국립세종수목원 탄소저감 모델 정원을 사례로 -)

  • This study presents an experimental design for demonstrating the role of nature-based solutions to climate change in the landscape and garden sector. The study suggests spatial strategies for a carbon-neutral society and its role as a cultural industry. This paper describes the use of a low-maintenance garden as part of a strategy for carbon reduction with the goal of protecting the environment and forming a carbon-neutral society. To this end, this study involved the design and construction of a realistic model garden to provide scientific data on the functions, spatial elements, and carbon neutrality of carbon-reducing gardens. The target site is located in the Sejong National Arboretum. The test area in which the carbon-reducing function is measured is located in the centre of the site, and other spaces include dry gardens, community gardens, and flower gardens intended for exhibition and relaxation. The experimental area is divided into several smaller areas within which the carbon-reducing effect is analysed according to the amount of biochar installed, the planting density, and the plant species present. The application of facilities and construction methods to promote carbon reduction were based on the method known as '10 types of carbon gardening for the earth'. In the model garden, we employed rainwater utilization facilities and used low-carbon certified wood and local materials. The carbon reduction effect of each facility and construction method is compared and presented here. The results are expected to serve as an important basis for realizing a carbon-neutral society and can be used as a reference in various fields that require sustainable development, such as the garden industry.
