Study on Estimation Methods of Life Cycle GHGs Emission for the Mine Reclamation Project (광해방지사업의 전과정 온실가스 배출량 산정방법에 대한 연구)

  • Globally, in accordance with the goals set forth in the 2015 Paris Climate Agreement, each country has established and declared a reduction target for carbon neutrality by 2050. The roadmaps for establishing long-term greenhouse gas emissions development strategies and setting reduction targets have been announced. As the international community accelerates the transition to the net-zero society, 128 countries have declared net-zero by the end of 2020, and the net-zero declaration continues to expand around G20 member states. In December 2020, Korea announced the "2050 Net-zero Strategy" to establish a foundation for simultaneously achieving carbon reduction, economic growth, and improved quality of life for the people through active response to the net-zero, and pursuing policy tasks in stages to do this. Comprehensive carbon management is insufficient due to the lack of comprehensive carbon management due to the departure from the areas of mandatory reduction, such as the GHG energy target management system and the GHG emissions trading offset system implemented to reduce greenhouse gases in Korea. Currently, there is no cases for estimation or calculation of carbon dioxide emissions for the Mine Reclamation projects. It is reviewed the standard methods proposed by domestic and foreign carbon emission calculation methods and proposed appropriate carbon emission estimation methods for the Mine Reclamation projects in this study.

  • Out of all the possible actions that can be taken to respond to greenhouse gas reduction, including development of greenhouse gas reduction technology, infrastructure, actions to improve energy saving and efficiency, and offset with carbon emission reductions (CERs), this study shall focus on the investment on CERs. This study will take a look at risks involved with investing in CERs such as UN registration refusal risk and CERs price fluctuation, and will design risk management model which shall be verified. The goal of this paper is to provide optimized CERs investment strategies for different types of investors, such as general trading companies seeking for investment opportunities and financial companies with plans for green products development and investment by preparation for carbon market. It is expected that the global competitiveness of domestic financial companies shall be improved by taking actions on carbon market instead of previous passive response to climate change and that Korea, the number two Carbon Emissions supplier and number one derivatives market in terms of volume, shall be able to lead the worldwide carbon market.

Comparison of Potential CO2 Reduction and Marginal Abatement Costs across Sectors and Provinces in the Chinese Manufacturing Industries (중국 제조업 부문별 CO2 잠재감축량 및 한계저감비용 지역 간 비교 분석)

  • To assess the feasibility of 'low carbon, sustainable growth' policy pursued of the Chinese government, this paper first measures technical efficiency, $CO_2$ shadow prices, and indirect Morishima elasticity of substitution between capital and energy for 24 of manufacturing sectors in Beijing and Chongqing, in which China launched pilot carbon emissions trading scheme, by estimating the input distance function. Based on these results, then the potential for $CO_2$ reduction, cost savings from emissions trading, and the effectiveness of capital investment in reducing $CO_2$ are compared across industries and provinces. In 2010, manufacturing industries in Beijing and Chongqing could potentially reduce the largest $CO_2$ emissions, amounting 5.2 and 17 million tons, respectively, by achieving 100% technical efficiency. While, on average, Chongqing has a comparative advantage in the cost savings from carbon trading over Beijing, Beijing is more likely to reduce $CO_2$ by expanding capital investment.

  • Gartner에 따르면 현재 IT산업에서 배출하는 Co2의양은 전 세계 배출량의 2%에 해당하고, 국내 IT기기의 탄소 배출량은 1,750만톤, 2012년에는 2,110만 톤으로 증가할 것으로 예상하고 있다. 이 중 전 세계 기업의 전산설지 전력 소비량은 1척억kWh가 소모되고 있으며, 서버의 전력소모량은 매년 20%씩 증가할 것으로 보고 있다. 또한 IT 시설물은 이산화탄소가 배출되는 7%의 가장 높은 비율을 차지하고 있다. 이에 따라 에너지 경비 절감 및 효율성을 높이고 탄소 배출량 감소를 위한 기술 및 솔루션 개발을 위한 그린 IT기술의 필요성이 높아지고 있다. 이러한 IT 시설물의 에너지 사용량을 실시간으로 확인, 온 습도 센서를 통한 자료 분석을 통하여 대상시설에 맞는 탄소배출량을 환산하여, 이를 활용한 에너지 시설의 제어를 통해 탄소배출과 경비를 절감시키는 시스템이 스마트탄소 통합관제시스템이다. 그리하여 본 논문에서는 통신 프로토콜 단에서부터 '관제'시스템의 성격에 맞고, 저장소의 공간을 효율적이고, 탄소 배출량을 감축시키는데 일조하는 스마트탄소 통합관제시스템의 프로토콜을 설계하고, 이를 테스트 하였다.

A Study on the Reduction of $CO_2$ Emissions and Operating Costs of the Ship in Port by Shore Electric Power (육상전력 사용에 따른 정박중인 선박의 $CO_2$ 배출 및 운항비용 절감에 관한 연구)

  • Recently, nations around the world are putting various efforts in many aspects to decrease greenhouse gases and international cooperation is urgently required. As part of these efforts, the shipping industry is working towords establishing "green parts" that reduce the carbon content of the greenhouse gases emitted in ports and can also decrease the operating costs. This study has tried to look for how to supply shore power instead of suppling ship's own generated power as a basic researches for reduction of carbon emissions and construction of "green parts" system. And in this paper, the training ship 'SAENURI' of Mokpo Maritime University under actual operation was selected to investigate for environmental and expense effects. The results of this study showed that $CO_2$ emissions Mere reduced 34% and operating costs Mere reduced approximately 31% in case of using the shore paper.

포장과 법률 - 탄소성적표지작성지침

  • 환경부에서 시행하고 있는 탄소성적표지제도는 일상 생활용품, 가정용 기기기 등 모든 제품의 탄소배출량 정보를 공개하고, 저탄소 상품의 인증을 통하여 지구 온난화 대응을 위한 저탄소 녹색생산과 녹색소비를 지원하는 제도이다. 탄소성적표지는 제품의 생산, 수송, 사용, 폐기 등의 모든 과정에서 발생되는 온실 가스 발생량을 CO$_2$ 배출량으로 환산하여 라벨 형태로 제품에 부탁하는 것을 말한다. 탄소성적표지제도는 기업의 자발적인 신청을 받아 한국환경산업기술원이 CO$_2$배출량을 조사해 인증을 내주는 방식으로 온실가스 라벨을 부착하려면 CO$_2$배출량과 구체적인 감축 계획을 제출하는 등 기후 변화에 대한 적극적인 대응 자세를 보여야 한다. 본 고에서는 탄소성적표지 작성 지침과 제품전과정 온실 가스 계산법에 대해 살펴보도록 한다.

A Comparative Study on Domestic and International Evaluation Criteria of Commissioning for Sustainable Building Certification (국내외 녹색건축인증에서의 커미셔닝 평가기준에 대한 비교 연구)

  • Ministry of Land, Infrastructure and Transport established Heating and cooling energy conservation plan of apartment for 2017, reducing 90% compared to energy consumption of 1990. Also, at 2015 United Nations Climate Change Conference, the Ministry announced to reduce 37% of estimated $CO^2$ emission(850 million ton) at 2030. To satisfy this, it is urgent to reduce $CO^2$ emission due to the building, which takes majority amount of total $CO^2$ emission, and public interest for the commissioning of intensified building performance is uprising. However, the building commissioning at construction is not enacted, and not activated due to the lackness of promotion and will of general contractor. Furthermore, commissioning is not mandatory for obtaining G-SEED certification. Therefore, this paper describes effectiveness of commissioning with comparison of commissioning evaluation criteria of G-SEED with LEED and BREEAM, to propose making commissioning as mandatory process and drive changes in perception among stakeholders for activation of domestic building commissioning.

An Empirical Study on Impacts of Overlapping Climate and Energy Policies on Mitigation of Greenhouse Gas Emissions (기후변화 대응에 관한 혼합정책이 온실가스 감축에 미치는 효과에 관한 실증연구)

  • Many countries have implemented a variety of climate and energy policies to reduce greenhouse gas emissions and expand renewable energy production. The ultimate goals of those policies are associated with transition to a low-carbon economy that aims to combat climate change and economic growth. This study aims to examine empirically if the countries which implement overlapping climate policies and renewable energy policies show additional reduction of the GHG emissions than the countries which implement single climate or renewable energy policy. The result shows that overlapping policies contribute to reduce additional GHG but not all cases. In particular, only overlapping policies mixing 'ETS and RPS(renewable portfolio standards)' and 'Carbon Tax and FIT(Feed-in Tariff)' can lead to additional reduction of GHG emissions.
