본 연구에서는 주요지천에 대한 홍수예보업무를 수행하기 위해서 실무적인 관점에서 2가지 사항에 대해 적용성을 검토해 보았다. 첫째는 기본계획에서 제시된 주요지천 홍수예보 지점 및 기준홍수위의 타당성을 검토하여 홍수예보 업무에 적용을 하는 것이다. 둘째는 홍수예보시스템의 정확도를 검토하여 아주 빠른 유출 특성을 보이는 도시 지역에의 홍수모의를 기존 저류함수법 기반의 홍수예보시스템으로 분석 하는 것의 한계를 파악하고 그 보완 방안으로 활용 가능한 자료들을 수집 검토였다. 이와 같은 검토를 통하여 실무적인 관점에서 홍수예보업무와 관련되는 중요 사항을 파악하고 예보의 정확도를 높일 수 있는 방안을 찾아보고자 하는데 연구의 목적이 있다.

The purposes of this research were to review the validity and to investigated educational needs of the establishment for invention gifted school. And this study was conducted on the establishment plan through diagnosis necessity and validity of the establishment for invention gifted school. The methodes of this study were review, investigation researches, workshop, expert review for validity and a seminar. The results was as follows: First, the invention gifted school presented distinctive curriculum and instruction methods. The curriculum focus on engineering, technology, invention, problem solving, and STEM. And it presented scenario on the establishment of invention gifted school from the viewpoint of necessity and distinction. Second, the invention gifted school investigated high-level transition from demand of education of students and their parents. Third, the necessity level was higher than the validity and feasibility with expert assessment. But, before the establishment of the invention gifted school institute will review pre-requirements and hinder factors.

근래 들어 도시화로 인한 물순환 파괴를 근본적으로 연구하고 이를 정상화하기 위한 체계적이고 통합적인 유역관리 기술이 요구되고 있다. 유역통합관리의 이론을 실제로 적용한 계획을 세우기 위해서는 Heathcote(1998)가 제안한 다음과 같은 단계별 절차를 수행하는 것이 바람직하다. 단계별 절차는 (1) 대상유역에 대한 정보수집, (2) 문제점 도출, (3) 분명한 목적 수립, (4) 대안의 구성, (5) 대안의 검토, (6) 대안의 효과분석, (7) 최종계획 수립으로 이루어져 있으며 본 연구에서는 3단계의 과정에 해당된다. Heathcote(1998)는 대안의 선정과 평가를 위한 방법으로 단순평가방법(simple assessment method)과 세부평가방법(detailed assessment method)으로 구분하였는데 본 연구에서 수행한 내용은 단순평가방법에 해당된다. 본 연구는 안양천 유역에서 물순환 건전화의 핵심을 건천화 방지로 판단하고 이를 위한 대안을 크게 지표수, 지하수, 대체수자원 분야로 구분하여 제시하였다. 지표수 분야의 경우 구조적인 대안으로 소규모 저수지의 개발, 타유역에서의 도수, 보를 이용한 수량 확보, 우오수분리벽을 이용한 상류유출수의 확보, 저협수로 형성, 하천바닥에 차집관로 매설 방지 및 차집관로 유지관리 등이 있으며 비구조적인 대안으로는 기존 저수지의 유지용수 공급을 위한 운영, 유수지의 다목적 활용, 하천수 직접취수 제한 등이 있다. 지하수 분야의 대안으로는 지하철 용출수의 재이용, 지하수의 과다이용 제한, 침투증진시설의 설치 등이 있으며 대체수자원 분야의 대안으로는 하수처리수를 고도처리하여 유지용수로 재이용하는 것, 중소규모 하수처리장의 상류 설치, 대규모 사업장의 폐수를 고도처리하여 활용하는 것, 상수도의 이용 등이 있다. 이러한 여러 가지 대안들은 Walesh(1989)가 제안한 절차에 따라 기술가능성(technical feasibility), 경제성(economical efficiency), 환경성(environmental feasibility) 등을 정성적으로(qualitatively) 파악하여 실현가능한 대안을 선정하였다. 이렇게 선정된 대안들은 중유역별로 검토하여 효과가 있을 것으로 판단되는 대안들을 제시하는 예비타당성(Prefeasibility) 계획을 수립하였다. 이렇게 제시된 계획은 향후 과학적인 분석(세부평가방법)을 통해 대안을 평가하고 구체적인 타당성(feasibility) 계획을 수립하는데 토대가 될 것이다.

공공사업의 목적은 사업을 통해서 발생하는 혜택을 인간 및 사회가치 적합하도록 최대한 확산하고자 하는 것이다. 그럼에도 불구하고 당해 사회적 가치를 고려하지 않는 경제 및 정책 범주에서만의 분석은 공공사업의 추진타당성에 신뢰저하를 가져오거나 사업추진지역사회의 막연한 불안감(저항)에 효과적으로 대응하지 못하는 문제를 일으키고 있다. 따라서 타당성 있는 사업추진 및 지역사회 저항을 극복할 수 있는 방법발견은 중요하다고 하겠다. 해결방향은 공공사업으로 영향 받는 당해지역에서의 경제(정책포함)외적인 제약조건까지 파악하여서 전반적인 사회경제적가치(시장가치)를 재발견해 가는데 있다. 그것은 공공사업의 예비타당성 평가시에 잠재적으로 부딪힐 저항이나, 개발이후에 발생할 수 있는 확산가치까지도 대상에 포함시켜야 한다는 의미이다. 주지하는 바와 같이 잠재적 가치는 경제적 요소에서만 발생하기 보다는 당해지역의 사회문화적 잠재성 극대화에서 나온다. 지금까지의 계획수립과정은 정부와 전문가집단이 중심이 되어 계획을 수립하고 작성된 계획안에 대해 시민단체, 환경단체 등 이해당사자들이 공청회나 공람을 통해 의견을 제시하는 소극적 프로세스였다. 한편, 대안적 프로세스는 계획수립의 초기단계부터 다양한 이해당사자를 참여시키고 이들을 보조자가 아닌 계획수립의 주체로서 인정하고 협의와 조정과정을 거쳐 합의를 도출함으로써 계획의 정당성을 확보하고 실행가능성을 높이는 방식이 유용할 것으로 사료된다. 본 연구는 미래지향적 가치를 포괄하고 있는 예비적인 사회적 타당성의 평가항목 및 방법을 제시하고자 한다. 이것은 일반적으로 사회영향평가(SIA: Social Impact Assesment)모델을 통해서 공공사업 및 민간사업이 당해 사회에 미치는 영향을 파악하고, 이의 대응방안 마련에 초점을 맞추고 있다. 주요 내용은 공공사업관리방식의 체계를 파악하고 공공사업의 사회적 타당성 및 국내외 적용사례 분석을 통한 시사점 도출과 사회성 검토항목 및 평가방법을 제시한 후, 우리나라에의 적용방안을 검토하였다.

The goal of this study is to review the importance and to prove the feasibility of establishment and operation of the academic collaborative repositories in Korea. To that end, its importance was analyzed from the sides of collection space of libraries, national management of academic information resources, cases of collaborative repository. And its feasibility was logically proved in terms of the global production and distribution of knowledge and information, library relevant laws, national policies of academic information resources, and actual collection space of academic libraries. As a result, the importances and feasibilities of establishment of the academic collaborative repository were revealed by enough. Accordingly, there is a need to develop immediately the establishment and operation model of the collaborative repository for academic libraries.

Bridges are an integral part of Transportation that is always open to traffic.To effectively manage bridges today, more needs to be done to assess the day-to-day condition and behavior of bridges, and the deterioration rates of their components, so that efficient and proactive measures can be taken. Conventional methods consumemore time and they lack flexibility to reach all locations in high convoluted structures which most bridges offer. Instead, this work uses a new concept of robot, termed as Bridge inspecting robot, which, as its name suggests, possesses superior ability to flex, reach, and approach all points on the bridge. This study also provides economical feasibility model for the same and a comparison with existing bridge inspection and automated inspection work. Finally, we have uncovered few issues and did not analyze some information because of limitation to data.

In this study, The goal is to analyze the feasibility of introducing a Piggyback system that can reduce the time and cost incurred by transshipment work and improve the transportation speed when transporting complex cargo by rail. To this end, the feasibility analysis methodology is reviewed through domestic and international literature review. In order to quantitatively derive the feasibility analysis values, a transportation database was applied to develop a freight transport simulation model and a freight demand prediction model for major freight transport O-D routes with a transportation distance of 200 km or more. As a result of analyzing economic feasibility by setting the analysis period to 15 years on the premise that the Piggyback System will be introduced on major cargo transport O-D routes in 2025, the NPV value was positive and the B/C value was 1.18, indicating that the Piggyback system was economical. The proposed research method can be meaningful data for establishing transportation policies that can improve the competitiveness of railroad transportation.

The purpose of this study is to identify economic benefits for analyzing the future port and propose an appropriate estimation model. This research has conducted the empirical analysis in order to examine the developed research model. First of all, several existing economic benefits are reviewed and the list of benefits, are able to quantify and characterizable, is selected for the next step. We test the application possibility of the proposed model applying for the three suggestions(AS/RS, OSS, Sky Rail) which are based on "Development of Smart Green Container Terminal Technology." The results of this paper are as follows: Firstly, all of the alternatives are proved economic validation because the values of B/C analysis are over 1.0. Secondly, sensitive analysis is attempted to test unforeseeable circumstances based on the cost increases. The result of the test is identified economic validation as well. Lastly, we convince that the proposed research model in this study is particularly applicable to future container terminal so-called "eco-friendly and fully automated container terminal with high productivity."

An Analysis on the Pre-Feasibility Evaluation Factors of Activation for Welfare Facilities for the Residents in Apartment Building. The adapted research method of selected case five apartment building in D new town and carried out questionnaire survey to residents and user for draw items of feasibility evaluation. Drew items of feasibility evaluation classify as Plan section, Design section, and Operation section and evaluate the weight of each section utilizing analytical hierarchy process (AHP). Depending on the purpose and methods. The results of this study are as follows: Such as Plan section, Composition of Program Facility, User Charge Survey, Arrangement of Program Room were analyzed highest. Such as Design section, Arrangement of Program Room, Circulation planning, Educational Equipment were analyzed highest. And such as Operation section, Operation costs, Operation Plan, Review of Program Facility were analyzed highest.

본 논문은 통행 기·종점 및 교통수단선택의 문제를 교통망 평형모형과 종합하여 이를 하나의 최적화 문제로 구성하는 방법 및 그의 실제응용 방법을 제시, 검토하였다. 두 가지의 행태적 특성, 즉 교통비용을 최소화하려는 사용자 평형과 통행 기·종점 및 교통수 단 등의 선택에 있어 어느 수준의 상호교류를 유지하려고 하는 엔트로피 극대화 현상이 병 애되어 최적화 문제를 형성하게 된다. 본 연구의 목적은 이의 체계적 구성과 아울러 이를 여러 도시에서 설치, 사용되고 있는 개재의 UTPS프로그램과 종합시킴으로써 개재의 대한 데이터베이스를 사용케하고 실제응용을 단순화 시키는데 있다. 개발된 모형과 방법은 시카 고 지역의 자료를 이용하여 그 타당성이 검토되었다.
