Studies for the Audiences' Welfare Effects from the Real Time Retransmission of Terrestrial TV Channels through the PayTV Networks (유료방송 매체를 통한 지상파채널 재전송의 후생효과 연구)

  • The contents provided by the terrestrial broadcasters have governed the market based on their excellent quality in Korea. In spite of the launching of various pay TV services focusing on multi-channel, it is not yet easy to find out the substitutionary pay TV channels for the terrestrial. Therefore, the real time retransmission of the terrestrial channels brings about the crucial effects on the pay TV's competency, especially on the new media as the invisible barrier. So it is frequently proposed to change the aim of the retransmission policy from the universal access to the promotion of media industries. The retransmission can be divided into two types as the must carry and retransmission consent. In Korean situation, keeping or reducing the must carry channel would be appropriate rather than expanding them. However, periodic investigation into the public effects of the must carry is necessary, instead of it. Moreover, the rational and fair monetary compensation for the commercial channels(MBC, SBS, KBS2) is arising as the bottle neck in the retransmission agreements between the broadcasters. The conjoint analysis was carried out to estimate the welfare growth from the retransmission, based on the stated preference from the audiences' point of view. For must carry channels, it was certified as the 'win-win' strategy for both sides and audiences. For the commercial channels, it is revealed to be beneficial to the audiences. Thereafter, the standards for the rational price were suggested to promote the retransmission. This can contribute for inspiring the dynamic vitality to the media industry by reinforcing the contents competencies and for establishing the long term growth strategies.

  • With the development of digital satellite communication technology and the widespread use of smart devices, the demand for data communication in the maritime ship has increased. Recently, the communication between the maritime ship and the land is based on Inmarsat satellite service. The Inmarsat provides telephone, fax, data and telex service etc. However, since the satellite is payper-seconds billing service, the transmission of whole web contents to the maritime ship through the satellite causes high cost. In this paper, we propose web browsing system architecture that reduces the data traffic on the satellite link and retransmits the content selectively in order to solve these problems.

  • 본 논문에서는 멀티미디어 데이터에 대한 내용기반 인식 기법을 이용하여 인터넷에 불법으로 배포되어 있는 콘텐츠를 추적하는 기법을 소개한다. 내용기반 인식 기법은 콘텐츠의 원신호에서 내용기반 해쉬나 혹은 축약된 형태의 특징벡터를 추출하여 콘텐츠를 인식하는 기술로 저작권보호 분야에서 불법 저작물을 필터링하는데 많이 활용되고 있다. 불법 콘텐츠 추적시스템은 인터넷에서 광범위하게 유포되어 있는 저작물을 검색하여 그 내용을 기반으로 인식하여 불법 여부를 판단한 후 삭제메일이나 재전송 중지 등의 후속 조치를 자동으로 수행하는 저작권보호 시스템이다. 본 논문에서는 오디오, 비디오, 어문, 게임 콘텐츠에 대해 내용을 기반으로 인식을 수행하고 불법 여부를 판단하여 재전송 중지 조치를 취하는 능동적 저작물 추적 시스템을 제안한다. 제안된 시스템에서는 검색모듈에 의해 수집된 다양한 저작물에 대해 저작물별 독립적으로 인식 기능을 수행하는 기능을 제공한다.

Efficient Time Information Correction for Reusing Digital Broadcasting Contents (디지털방송 콘텐츠 재사용을 위한 효율적인 시간정보 보정 방법)

  • According to appearance of digital broadcasting media such as DTV, IPTV, DMB, and so on, the needs about digital contents have been increased. The cases reusing the producted contents happen frequently, in consideration of the production cost of digital contents and the early digital broadcasting market. In this case, the reused contents must adjust the transfer rate of the digital broadcasting system. The time information included in the contents is shifted in the adjusting process. This paper proposes the efficient method correcting the shifted time information.

  • DMB가 출범한지 2007년을 기준으로 3년을 맞이했다. DMB에 대해서는 일반적으로 많이 알려졌으며 새로운 방송 시스템으로 분명 뛰어난 기술이다. 하지만 방송 현업 종사자의 시각에서 볼 때 시청자들의 호응도는 답보상태에 머물고 있다고 판단된다. 방송위원회의 2007년 12월 조사 결과를 보면 DMB는 국민의 60% 이상이 향후에도 구입할 의향이 없다고 조사되었다. 그 이유는 기존방송을 재전송 하고 있는 상황에서 DMB에 맞는 영상 콘텐츠의 부족함으로 볼만한 콘텐츠가 없다는 것과, 작은 화면으로 인한 시각적 불편함 때문이라는 것이다. 또한 방송 초기 유료와 무료 여부에 대한 국가의 정책결정 등의 문제점이 복합적으로 작용하고 있다. 그 외의 불만 사항으로는 서비스 만족도에서 수신가능 지역에 대한 불만이 63.7%로 가장 많았고 배터리 수명의 한계에 대한 불만 54.4%와 단말기 가격에 대한 불만사항 등이 뒤를 이었다. 이런 상황을 종합해 볼 때 DMB는 당초 예상했던 것처럼 황금 알을 낳는 거위가 아니라는 것과, 신규미디어로서 새로운 콘텐츠의 수요창출에 그다지 성공적이지 못 함을 알 수 있다. DMB의 성패는 시청자의 활용도에 따라 판가름 난다고 본다. DMB 기존의 방송을 재전송하고 있다. 하지만 기존의 방송과는 다르게 DMB 자체의 특성에 적합한 콘텐츠로 제작되어야 할 것이다. 이러한 재전송의 문제점을 개선하고 보다 나은 제작방안을 제시하여 시청자들의 DMB 방송 접근 확대화와 활성화가 본 논문의 연구 목적이다.

  • Since T-DMB commercial services have been launched, various broadcasting services such as DMB2.0, which provides interactive data broadcasting services, have emerged. Due to activation of T-DMB services, the needs of the existing video contents as well as new data contents are increasing. Especially, video contents are frequently reused because of the production cost of digitalized contents. In order to solve the problem occurring in the contents reusing process, this paper proposes the method controlling transfer rate by defining a numerical formula and verifies it through simulation.

  • In this paper, we implemented a terrestrial/cable PSIP converting system, so-called a PSIP converter, which is converting a terrestrial PSIP into a cable PSIP for a data broadcasting service in the interoperable network of terrestrial and cable, and define an interface between the PSIP converter and the OOB SI generator by using PMCP messages compliant to ATSC T3/Sl. The exiting PSIP converter just converts a terrestrial PSIP into a cable PSIP compliant to ATSC and OCAP standard and transmits by a MPEG-2 TS format. That is to say, it is not for the digital data broadcasting but for the digital broadcasting. In addition, the PSIP converter can support various types of PSIP information to the OOB SI generator by using PMCP messages defined by a hierarchical structure as per each channel, audio/video event, data event and so on.

A Development of Web Proxy for the Satellite Communication (위성통신을 위한 웹 프록시 개발)

  • In the maritime ships or airplanes, users should utilize the satellite channel in orer to use web service. However, the satellite channel is costly and does not give users satisfied response time. In the ship, the users may receive plenty of extra data when they obtain internet news. The extra data may be unnecessary image and advertise. Therefore, they should pay unnecessary data usage charges as well. In this paper, we suggest a proxy model that solves the problem of cost and speed. The proposed proxy reduces the of data through the satellite link by image and advertising blocking, caching, image re-requesting functions. It's performance was tested by a real satellite communication.

  • This paper proposes an efficient transmission method for the panoramic multimedia contents. The panoramic video provides wide sight and various view-point to the user. The traditional methods of the panoramic multimedia content transmission has several limitations, as follow; A client suffers a long initial delay time to play a panoramic video when it is transmitted through a limited bandwidth network, because the panoramic video has larger data size than a general video. And if a client's display device has limited resolution, such as mobile phone, laptop PC monitor, etc. it can not display the entire panoramic video that has a wide view video sequence. So, in order to overcome the obstacles, this paper proposes an efficient transmission of panoramic multimedia contents. This method will increase the transmission efficiency throughout the technique of the scene description in MPEG-4 system. Also we demonstrated the efficiency of the proposed method by comparison with existing methods.

  • 방송 콘텐츠의 판매수익은 한류 열풍, DMB, IPTV등 다양한 전송 매체의 등장으로 계속 증가 하고 있다. 콘텐츠 재판매를 위해선 콘텐츠에 있는 광고, 예고편 등과 같이 본 내용에 해당하지 않는 불필요한 부분을 제외한 본 내용만 원하는 포맷으로 재 인코딩 한다. 각 방송사는 이 작업을 수동으로 처리 하고 있다. 본 논문에서는 원 콘텐츠 변형 없이 영상 분석과 콘텐츠의 부가 데이터를 통해서 본 내용만 자동으로 검출 재 인코딩하는 시스템을 제안 한다. 또한 본 시스템은 자막도 재가공시 자동으로 삽입 할 수 있다.
