Outbreak of COVID-19 originated from China resulted significantly high casualties and social and economic damages. Currently the major countries see importance of accurate prediction of originating trend to prevent the spread of infectious disease and AI is actively utilized when establishing the system. Therefore this study has comprehended the status of utilizing the AI in overseas and made comparison and analysis with domestic status. It derived the necessity to establish national control tower based on One Health to respond to infectious disease to effectively utilize AI and suggested to establish higher organization, Medical Big Data Governance, to respond to the infectious disease. It is necessary to conduct further study to utilize the results and suggestions derived from this study into the policy and if the suggestions are reflected to improve institutional imperfection, it will be positively used for prevention of the spreading infectious disease and utilizing medical Big Data.

This Study analyzes effects of establishment and dis-establishment of Ministry of Information and Communication(MIC) to provide a recommendation to the next government. This study compares its background, accomplishments and failures between a MIC establishment by the Civilian Government and a MIC dis-establishment by the current Government. Results of the analysis indicate MIC dis-establishment had negative effects: plunge of IT national competition due to the absence of IT control tower and organizational inefficiency due to poor communication and duplicate investment among inter-governments. This study is significant in that it recommends "Ministry of IT and Media Smart Convergence" establishment to be totally governing IT control tower and cultural content as a new trend for the next government.

4차 산업혁명은 메가시티를 포함한 지역 경제권, 교육 및 삶의 방식, 환경인프라 전반에 엄청난 영향을 미칠 것으로 예상된다. 이러한 변화에 효과적으로 대응하기 위해서는 국가 단위 대응뿐만 아니라 지자체 단위의 방향설정 및 지역 특성을 고려한 맞춤형 전략 수립이 필요하다. 주요국의 경우 광역자치권 단위의 전문조직(총괄기획 및 종합조정 컨트롤타워)을 두고 지속가능한 도시 성장을 모색하며 4차 산업혁명에 대응하고 있는 반면, 국내 지자체의 대응은 미비한 편이다. 이에 본 연구에서는 전문조직 설립을 통한 지자체의 4차 산업혁명 대응 방안을 연구하였다. 이를 위하여 주요국 대응 현황을 조사하였고, 서울특별시 케이스를 중심으로 전문조직 설립을 통한 글로벌 경쟁력 확보 및 지속가능한 성장 방안을 제안하였다. 구체적으로는 서울특별시 과학기술분야 관련 전문가 150명을 대상으로 설문을 수행하여 '(가칭)서울과학기술전략연구원'의 필요성, 미션, 핵심역할 및 기능을 정립하였고, 설립 및 운영방안을 설계하였다. 아울러 비용편익분석을 수행하여 해당 기관 설립의 타당성과 기대효과를 추정하였다. 마지막으로 연구결과를 종합하여 이론적 실무적 시사점, 연구의 한계점 및 향후 연구방향을 제시하였다.

Necessity to install control towers has been studied to acquire overseas energy resources and to secure funds. At present, domestic energy companies do business independently. Institutions which support plant EPC companies as partners of package deal are separated. This causes the low records at package deal for overseas resources acquisition. Except UK and USA, nations which have major companies developed overseas energy resources early by promoting a large national company. Consequently, they currently have good records. This study suggests the necessities to install integrated control tower for overseas energy resources acquisition and securing funds and the following are the ways ; 1) promote a large national company by consolidation of separate energy companies, 2) install plant EPC promotion department which support private plant EPC companies, 3) make a integrated control tower in high level government office to connect between a large national company and plant EPC promotion department.

We are now observing that the information technology environments are rapidly changing toward smart and soft power computing. The main purpose of this paper is to investigate national-level information strategies and to provide suggestions for sustained growth of information technology industry which have played a significant role in upgrading national wealth and brand. In this context we look into the governance structures of the current government, delineate problematic sources, and derive remedial solutions, if any.

This study argued problems and improvement of export support system for SMEs in the uncertain world global trade environment with G2(US-China) risk. In SMEs export support system, The authorities needs stronger control tower to promote consistent export support policies. There is also another problem of repetitious work that export support system has been operated by individual project. In order to overcome these problems, first, the authorities set clearly organization to control various export support policies. Second, export support system needs the efficient operation based on long term road map. Third, the authorities defines clear roles and responsibilities of supporting units, and enhances cooperation between the different organizations. Finally, the system should arrange performance evaluation index and feedback system to build the desirable export support system.

정경택 교육과학기술부 국제과학비즈니스벨트기획단장은 '해결사'로 불린다. 지난해 교과부 과학기술정책실 정책조정기획관으로 부임해 국가 연구개발 컨트롤타워인 '국가과학기술위원회'를 성공적으로 출범시켰다. 다음 해결 주제는 '말도 많고 탈도 많던' 국제과학비즈니스벨트(과학벨트) 사업이었다. 그는 민간 전문가들로 구성된 '국제과학비즈니스벨트위원회'를 구성해 2년여를 끌어온 과학벨트 입지 선정을 지난 5월 마무리했다. 과학벨트 사업은 여전히 국내외 과학자들의 관심 대상 0순위다. 올 연말 기초과학연구원이 설립되고 내년엔 기초과학연구원 산하 연구단 25개가 선정된다. 과학자들에게 새로운 연구 기회가 생기는 셈이다.
