At present cadastral surveying is being driven fort combination of digitalized cadastral map accord with real cadastral boundary between cadastral resurvey area and World Geodetic System transformation about all country. So this study is conducted to newly establish items being needed in making digitalization of parcel boundary points based on the World Geodetic System in registration conversion surveying. For this study firstly management of mountainous districts Act, related laws and registration conversion-related laws and regulations are reviewd. Secondly, economical, administrative validation by using data from 12-branch companies of LX is analyzed. Thirdly, surveying method and procedure were established through experimental surveying on the two cases such as digital and analog area. Finally, through investigating standard of estimate about cadastral surveying, it was calculated amendment of registration conversion surveying fee based on World Geodetic coordinate System.
The methodology on digital cadastre(World Geodetic System Conversion) needs to be specified because the primary target site is discussed for large national estate such as road, river etc. on nationwide. Comprehensively reviews on similar cases and literature reviews to make a methodology for digital cadastre on large national estate, cadastral map revision is required before converting to World Geodetic System. The revisions are on subdivision survey or the other surveys to the necessary area through inspection of geometry and attributes. And the researcher pointed out the need of registration conversion and union of parcel to remove small parcel or to remove the inconsistency of land use type. Basically a systematic maintenance of cadastral map is necessary because the World Geodetic System Conversion unresolved the poor cadastral map quality to digital cadastre on large national estate.

The WGS conversion project of cadastral drawing (promoted by the Ministry of Land) is not able to reflect the cadastral registration due to subtle differences such as area and location. When converting the digital cadastral region to the world geodetic system, the boundary point coordinates must be changed to the legal coordinate units. However, there is a phenomenon that occurs in which the minute area changes do not coincide with the area registered in the cadastral registration when the coordinate unit is changed. In this study, we have developed a method to adjust many parcels collectively by applying a passive fine-tuning method used in cadastral resurvey project to solve these problems. Total 1, total 2+1, interval 1, interval 2+1, etc. were classified based on the number of parcels that need to be considered for the range of adjustment and the area condition. The analysis of the experimental area (after developing SW for comparison of each method) showed that the total 2+1 method is suitable for the location accuracy and the interval 2+1 method is suitable for the temporal efficiency.
The Modem Geodesy monitors physical and geometrical shape and motion of the Earth and, more importantly, its temporal variations with unprecedented precision. It provides accurate and stable reference frames for Earth observations in the Space era. Furthermore, with an aid of interdisciplinary approaches, it also traces the causes of the variations in shape and motion of the Earth and eventually contributes to a better understanding of the Earth system. The International Association of Geodesy (IAG) has established the Global Geodetic Observing System (GGOS) to integrate the multitude of geodetic tools and tried to contribute to the management of global environmental changes as a partner of the Global Earth Observation System of Systems (GEOSS). Here we introduce the contribution of geodesy to the various fields of Earth Science by focusing on GGOS and encourage interdisciplinary researches.

We research on the coordinate transformation between Korean geodetic system and WGS 1984. We made the wide area an object of our research. This area covers the range of longitude $1^\circ$ 32'and latitude $1^\circ$ 7'and is four times wider than a first stage research published in 1992. For this research, we performed GPS observations at 10 control point (seven astrogeodetic points, three triangulation points) and eight banch marks nearby control points, and then transformed the coordinates of WGS 84 to Korean geodetic system using the 7 parameter method, Molodensky method and MRE method. From this test, we compared the precision of the coordinate transformation by each method and checked which method is more applicable to Korea. We could find that the precision by 7 parameter method is three times better than the other methods and that the coordinate transformation by 7 parameter method is possible with the precision of 0".017, 0".016, 0.329 m in latitude, longitude and height. We could check and correct the height blunder of the control points by the bench marks nearby control point. We also could find the precision of coordinate transformation is more improved by the correction of height blunder.t blunder.

The national geodetic reference frame of Korea switched to the International Terrestrial Reference Frame (ITRF) in 2003. In order to study the land area changes, we calculated the entire land area of Korea using the administrative boundaries of census data provided by Statistics Korea. The standard transformation procedure by the National Geographic Information Institute (NGII) was followed. The Transverse Mercator (TM) projected coordinates were transformed into the GRS80-based world geodetic reference frame, and the ellipsoidal and the projected areas were calculated. The provinces that range over two projection origins were divided into two polygons and projected using appropriate origins. After the transformation, all boundaries were shifted in the northwestern direction, resulting in a decreased area of $1.36km^2$ (about 0.0013%) on the projected plane. Moving the boundaries into a high latitude area cancels out the effect of the enlarged ellipsoid. In addition, the rate of change shows that a higher-latitude province is more sensitive to the shift of the boundaries. The data by Statistics Korea is significantly different from those of the Ministry of Land, Transport and Maritime Affairs (MLTM), thus it is urgently recommended that the data are integrated and unified.

The introduction of a world geodetic system for cadastral survey will be started the enactment of the law on survey, hydro-graphical examination and cadastre. However, the cadastral control points are not homogeneous and correspond with national control points because of various reasons. To cope with this problem, the 1,600 high accurate control points, which can be interlocked with national GPS control points, has selected from existing 20,000 cadastral control points. These selected control points were calculated as an accurate world geodetic system and it makes a homogeneous cadastral survey network. Through these measures, for the future carrying out national project, this study will be effectively contributed to establish the cadastral infrastructures for the Korea cadastral reform project.

Cadastral control points in Korea are refered to various origins, for example an early separated small triangulation, a separated small triangulation, a separated control surveying origin and an unified origin. Cadastral map with early separated small triangulation origin have difficulties to connect with national GIS data by refered an unified origin. We determined transformation parameters from old origin to unified origin using 2D conformal transformation method. To evaluate of transformation accuracy, we compared with GPS field surveying results. And we experiment on coordinate transformations with unified results between the local geodetic datum and the new Korea geodetic datum.

This study aims to derive a practical coordinate transformation method for the existing geographic information database. After analyzing the status and problems of existing 1/1,000 digital base map and GIS application database, the transformation parameters are estimated and the accuracy of the transformation is determined based on the transformed coordinates. We analyzed the accuracy of a transformation using the published national transformation coefficients as well as the estimated local transformation coefficients using national and urban control points in a study area. In addition, the 1/1,000 digital base map from aerial triangulation is compared with respect to the coordinates of urban control points. Based on the comparison, the biases on the national control points which were used at the time of digital map generation was analyzed. Then, the accuracy of transformed coordinates based on the world geodetic system using local transformation coefficients estimated from urban control points are determined. We also analyzed the transformation accuracy of underground infrastructure database using the same transformation method as the case of 1/1,000 digital base map. Through this study, it was found that the estimation of transformation coefficients by Molodensky-Badekas using urban control points was suitable for a local government. Furthermore, it was obvious that the accuracy of a 2-dimensional affine transformation was comparable to that of 7 parameter transformation for a local area. Applying the coordinate transformation and bias correction, we could transform GIS application database which was built by an offset surveying based on digital base map within the transformation accuracy of 10 cm. Therefore, it was judged that there will not be a big problem on the transformation of the GIS DB to the world geodetic system.

A rapidly developed satellite technology is used in comprehensive fields such as spatial data aquisition and applications. Especially a GPS positioning is expected to reinvigorate at the national reference system changes to ITRF (International Terrain Reference Frame). Currently the National Geographic Information Institute (NGII) issues a triangulation point coordinate by separating old and new coordinates and in the year of 2007 it will be scheduled to be changed ITRF. The triangulation point coordinate in Cheju area causes some problems due to the difference original observation and re-observation. Thus in this study a GPS observation is conducted after re-organizing geodetic network based on 1st and 2nd order triangulation in order to check the current triangulation points in Cheju area. After the GPS observation data analysis, stable points were extracted, proposed a geodetic network and its application.
