기술사 상호승인(Mutual Accreditation)을 위한 각국의 기술사 제도실태(제1부)

  • 나라마다 기술사 자격을 인정하는 제도에 약간의 차이가 있다. 미국은 주로 각주 기술사회에서 기술사 자격시험을 관장하나 출제문제 및 채점은 국가기술 및 측량시험 평의회 NCEES (National Council of Examiners for Engineering and Surveying)의 소관이다. 물론 면허등록은 주정부가 관장하고 있다. 그런가 하면 Singapore, Malaysia, 태국은 정부가 자격인과 등록을 실시하고 있다. 이에 반하여 Australia는 호주 공학회 연합 IE Aust(The Institution of Engineers, Australia)가 독자기준에 따라 기술사의 자격인 및 면허등록도 해주고 있다. 공학회 연합이 인정한 기술자격은 정부도 인정하고 필요한 Engineering Service는 정부의 사업에 채택되는 실정이다. 따라서 자유무역 촉진을 위해서는 기술자격, 인 제도 등의 정합화가 적극적으로 시도되어야 하며 이는 인재개발과 육성의 관점에서도 Program화 되어야 하는 단계이다. 앞으로 기술사의 해외 업무확대를 원활히 전개하기 위해서는 각국의 기술사 제도의 실태조사를 통해서 우리 나라의 기술사 자격의 국제 정합화와 상호인 추진의 기초자료를 만드는데 있다. 제일부를 환태 평양국가, 제2부를 구주편으로 양분하여 기술하고자 한다.

A study on the 3D- cadastre surveying by GPS (GPS를 이용한 3차원의 지적의 도입방안과 문제점)

  • When cadastre system was first introduced in Korea, we only uses the surface of the land and thus its form was very simple. Nowadays on account of the development of architectural technology, the rapid expansion of population and urbanization, the cubic utilization of land including the land usage of underground and surface space is widely settled. This article studies the function of cadastre and public notice to encourage cubic utilization of the land, argues the necessity of 3D-cadastre system to protect property right, and suggests the GPS land measurement as a possible measure.

Consideration of Landscape Change Estimation in Donggung-Palace and Wolji-pond of Shilla, Using Materials from Japanese Ruling Period (신라 동궁과 월지의 경관변화 추정에 관한 고찰)

  • After the great King Munmu constructed Donggung-palace and Wolji-pond in 674, original landscape could not be estimated due to lack of related materials for some 1,250 years until it was surveyed in 1922. Accordingly, the study, to estimate changes of Wolji-pond landscape more accurately, analyzed the study of Hara(1932) and pictures in the Japanese ruling period etc. - these had not been studied so far. The study results are as follows. As a result of comparing survey maps of 1922 and one of 1975, it was found that during 53 years, whole area excluding island showed eroded part by 2~4m, severely, there was mounding area which was lowered by 10m. And it was identified through survey map of 1922 and pictures of the 1950's that inside southern shore protection of the No. 1 construction site were many landscape-stones(景石) which can make imagine a hill; here was water path. Trace of such path etc. remained just before excavation. 2) The construction site No. 3 and 5 in peak shape were higher than construction site No. 1, 2, and 4. Accordingly, there is high possibility that construction stood on high stylobate. So it is wrong that construction site No. 3 and 5 are restored in same height as other construction sites. Comprehensive restoration basic plan made in 2012 was also wrong. As a result of estimating changes of landscape through pictures before excavation of Wolji-pond, the author could identify changes of landscape in mound area and pumice stones which showed much changes in drawing. The study has limit due to lack of space. But if more pictures can be analyzed, it could further help for estimating original landscape of Wolji-pond.

  • Korean cadastral system is primarily based on the graphical maps, thus, map reproduction by excessive shrinkage or extension, map mishandling and imperfection of surveying techniques have created cadastral non-coincident areas, which caused public distrust as well as considerable difficulties in land administration and policy making. Therefore, in this study, the methodologies for the resolution of the non-coincident problem are presented by means of a comparative analysis between cases of the non-coincident areas. The non-coincidence caused by the mismatch of parcel boundaries can be settled by introducing a coordinate-based system, namely $\ulcorner$Integrated Land Information System$\lrcorner$, meanwhile, those by other reasons can be done by establishing and executing a plan that can deliver the unification of the cadastral and the land registration systems. Governmental intention and budgetary measures for securing the project expenses are essential to make this feasible. If the comprehensive improvement project is completed, the cadastral registers that define the parcel boundary, area and ownership will recover public confidence, which in turn secures land owners' rights by promoting land markets and stabilizing land prices.

  • The purpose of this study is to develop the model curriculum for Geomatics/Geoinformatics. Geomatics/Geoinformatics are emerging discipline for spatial data acquisition and processing. They have multidisciplinary characteristics which include surveying, computer sciences, spatial data processing-related disciplines. This study carried out with the in-depth study to the related department's the academic characteristics and curriculums. Generally, the curriculum consists of surveying and information technology. They basically require mathematics, physics as prerequisites. The related-departments belong to the engineering or science part. So, We can conclude that the academic characteristics have to belong In engineering sides. Modern disciplines usually require balanced knowledge, and Geomatics/Geoinformatics have to the multidisciplinary approaches. This study shows 1) the model curriculum of Geomatics/Geoinformatics for the 21st century by analyzing the related departments' curriculum, it consist of surveying, computer/information sciences, sustainable urban management and related laws, etc., 2) the needs of the good cooperation among the related disciplines and industry for the development of standardized texts and curriculums, 3) the needs of new certification for Geomatics/Geoinformatics, etc.

  • The performance test in a public survey is conducted by a sample survey and the sampling rate of the performance test is a very important factor in the test process. Since the current sampling rate was decided empirically at an earlier time, it has been criticized for two points: the first is that it has a lack of a theoretical background on the decision for the sampling rate and the second is that the sampling rate should be improved in accordance with current test situations. In this paper, we review the present state of performance tests in public surveys in Korea and study the relationship between the rate of the performance test and fitness probability, number of tests, and the success rate in order to create a theoretical background to improve the test rate. In addition, we discuss relationship between the test rate and cost in the performance test.

  • The development of electronic technology brings the advent of electronic tacheometer which measures, stores and records automatically angles and distances. Electronic tacheometer is the surveying equipment that enable the acquisition of the 3-D terrain information, construction of the database and automatic drafting of the cartographic map. This paper aims at studying the system which can produce automatically the digital cartographic map by us-ing the electronic tacheometer. For this study, cartographic maps of a region are produced by a plane table and an electronic tacheometer and these is analysed. The results of this study show that digital cartographic map by electronic tacheometer is much more accurate and efficient than cartographic map by plane table.

  • A hydraulic coefficient is a factor representing the hydraulic characteristics of the stream or river. For that reason, we survey stream characteristics such as cross section for performing the stream improvement plan and then we calculate hydraulic coefficient based on its surveyed results. This hydraulic coefficient can be used as an important parameter to calculate flood water level in stream, sediment discharge and water quality. However, we cannot calculate the hydraulic characteristics in an ungaged basin. To overcome this problem, we used the SWAT model for calculating the hydraulic coefficient in the ungaged basin.

  • The descendants have a responsibility to conserve their cultural treasure and hand it down to posterity. Most of existing wooden properties, affected by environmental factors for many years, have been rebuilt or repaired many times. Kwandeogjeong, Cultural Properties Materials 322, has gone through rebuilding or repairing 11 times. It was natural that Kwandeogjeong lost its originality and attempt to restore it was made by Cultural Heritage Administration of Korea. But the restoration depends on a piece of picture, which was taken before 1900. It had been impossible to draw any data from the picture for restoration. In this study, I was able to obtain data for its restoration through geometrical analysis, using the vanishing point of the picture. These data were also used as preliminary data for its restoration.

  • 본 연구의 목적은 GIS를 활용하여 환경홈닥터와 관련된 정보를 관리하고 활용할 수 있는 환경홈닥터 관리시스템을 구축하는데 있다. 환경홈닥터 관리시스템은 환경홈닥터 DB관리시스템, 사이버 환경컨설팅시스템, 환경홈닥터 WebGIS 시스템, 원격 현장조사시스템으로 구성하였다. 원격 환경홈닥터 DB 관리시스템은 사용자 DB, 환경홈닥터 DB, 환경컨설팅 DB를 구축하고 관리할 수 있도록 개발하였다. 원격 환경홈닥터 서비스시스템은 홈페이지를 이용하여 환경컨설팅 업무를 수행할 때 발생하는 홈페이지 관련일반정보와 환경홈닥터 관련 정보를 통합하여 관리할 수 있도록 개발하였다. 환경홈닥터 WebGIS 시스템은 지원업체에 대한 공간정보 및 속성정보, 도로 및 주요 건물들에 대하여 GIS DB화하고 ESRI사의 ArcIMS를 이용하여 사용자가 언제 어디서나 웹을 통하여 검색하고 이를 활용할 수 있도록 개발하였다. 사이버 환경컨설팅 시스템은 지원요청 업체와 환경홈닥터가 직접 만나지 않고도 환경컨설팅 업무를 수행할 수 있으므로, 환경홈닥터 서비스 지원도구로 활용할 수 있다. 또한 환경홈닥터 제도 운영시 발생하는 방대한 양의 데이터를 체계적으로 관리하고 진단이력 및 유사사례 검색 등의 기능을 신속하게 수행할 수 있으므로, 효율적인 환경컨설팅 업무 수행에 활용할 수 있을 것이다. 또한 WebGIS에 의해 환경홈닥터를 관리함으로써 공간정보와 속성정보를 쉽게 관리하고 활용할 수 있을 것이다.
