The Impact of viewing motives of parenting reality TV program on satisfaction and reviewing (육아 리얼리티 프로그램 시청동기가 만족과 재시청에 미치는 영향에 관한 연구 : <아빠! 어디가?>(MBC), <슈퍼맨이 돌아왔다>(KBS2)를 중심으로)

  • 본 연구는 <아빠!, 어디가>(MBC), <슈퍼맨이 돌아왔다>(KBS2) 두 육아 리얼리티 프로그램의 시청동기를 '흥미로움', '출연아동들의 매력', '외로움 해소', '일상정서표현' 등 4가지로 밝혀내고, 이러한 시청동기와 시청시간간의 관계를 살펴보았다. 그 결과 '흥미로움', '출연아동들의 매력', '외로움 해소' 3가지 요인과 육아 프로그램 시청시간에 따라 차이는 유의미한 차이를 보였으며, 시청시간이 증가할수록 평균값은 높게 나타났다. 그리고 흥미로움과 일상정서표현 요인은 시청만족에 유의미한 결과를, 프로그램 시청시간과 흥미로움, 출연아동들의 매력, 일상정서표현의 요인은 재시청에 유의미한 영향을 미치는 것으로 나타났다. 본 연구 결과를 바탕으로 육아 리얼리티 프로그램의 만족감과 충성도를 높일 수 있도록 프로그램을 기획하고 프로그램 자원을 활용할 수 있을 것이라 기대한다.

  • 출연연구기관 대상의 종합적 연구개발 지식관리시스템은 매년 증가하는 연구개발 산출물 정보를 국가차원에서 효율적으로 관리, 평가하고 이를 정책에 반영, 대국민 공개자료로써 제공을 목적으로 한다. 뿐만 아니라, 각 연구기관에서 사용하는 조직운영시스템과 연계하여 과제 중심의 연구개발 성과정보를 집약적 검색, 제공하며 이를 통한 새로운 양질의 지식 창조를 지원한다. 본 연구는 현존하는 레거시 시스템을 파악하여 출연연구기관 대상의 통합적 연구개발 지식관리 시스템과의 연계성과 기능에 대해 연구과제관리시스템을 중점적으로 논의하였다.

  • The intranet systems used in government sponsored research institutes have been faced with the change of knowledge management under a large scale project. The intranet structure have to be changed to knowledge management system so that every year, the increasing research results information may be effectively administrated by government control system and the competitive power of R&D may be gotten in the society of technical competition. In this paper, we've researched about the change of the times, legacy systems in each organization, the expected efficiency, which have been demanded in government sponsored research institutes through a real implementation process.

  • 정부에서는 정보통신기술개발을 위해 1993년부터 정보화 촉진기금을 설치하고 "정보통신연구개발사업"을 통해 이를 집중 지원하여 왔는데 정보통신 산업발전 및 정보화촉진을 위해 $1993{\sim}2001$년간 총 5조 8,252억원을 투입하였고 출연사업으로는 3조 1,012억원을 투입하였다. 정보통신연구개발사업 중 출연사업은 정보통신분야의 기술진흥과 정보통신산업 발전을 선도하기 위한 선도기술개발사업과 IT 신시장 창출 및 IT 산업경쟁력 제고를 위하여 산업체를 대상으로 지원하는 산업기술개발사업, 정보통신분야기 우수한 신기술을 보유하고도 자금부족 등으로 사업화를 못하는 개인 또는 중소기업에게 시제품개발 또는 산업화에 소요되는 사업비를 지원하는 우수신기술지정지원사업, 그리고 표준화사업과 연구기반조성사업 등이 대표적인 정보통신연구개발사업으로 사업별 지원 내용을 살펴보았다. 또한 인력양성을 제외한 정보통신연구개발 출연사업에 $1993{\sim}2001$년간 총 2조 1,755억원을 투자하여 매출이 28조원 이상 발생하는 등의 각종 성과가 있었는데 사업별 성과를 살펴보고 개선방안을 제시하였다.

  • Typical areas of recent changes in IT field is the progress of the Green & Smart IT. The primary purpose of this study is to establish information strategic planning for Green & Smart IT of government-supported research institutes. To this purpose, we developed the information strategic planning for Green & Smart IT environment based on the comprehensive analysis about the status of the related policy trends and relevant organizations' business. In particular, the establishment of information strategic planning was to target K research institute, a representative institute in the field of information analysis and distribution in Korea. And we developed implementation projects and long-term road-map for its effective and efficient promotion. Through the evaluation of priority testing based on their importance and viability of business to targe derived implementation projects, 12 critical implementation projects were selected. Then the target system and concrete action plan for each critical implementation project were presented. Based on the results of this study, we provide government-supported research institutes with useful implications for establishing a correct orientation for the introduction and promotion of Green & Smart IT in the future.

The Analysis of The Factors Affecting The Research Outcomes of Government-funded Research Institutes in Science and Technology (과학기술분야 정부출연연구기관의 연구실적 영향요인 분석)

  • The Korean government's R&D budget has risen steadily annually, reaching 24.2 trillion won in 2020, and the ratio of R&D expenditure to GDP ranked high among OECD countries. However, national science and technology innovation ranked low among OECD countries. This study focused on Korean government-funded research institutes in the field of science and technology by analyzing the effects of budget and workforce input on research performance in order to provide directions for management. Multiple regression analysis was conducted with budget and workforce input as independent variables, which influence major research outcomes (SCI paper, patent, royalty). In the research budget, only government contribution had a positive effect on SCI thesis performance, and the increase in the government project and private project funding had a negative effect on the number of patents and technology royalties. For the workforce, the positive effect of regular workers on all research achievements was 3-6 times more than that of non-regular workers. Through this study, policy implications such as establishment of institutional performance indicators according to research types were derived for the outcome driven management of government-funded research institutes in the field of science and technology.

Research for Vitalizing the Exportation of Korean Entertainment Program Format (한국 예능 프로그램 포맷 수출 활성화 방안 연구: 글로벌 예능 프로그램 포맷 특성과의 비교분석을 중심으로)

  • This paper analyzed features of Korean entertainment program formats exported to Asia mostly with that of top 100 Global entertainment program formats exported globally in order to explore Korean entertainment program formats to export globally. Two groups of entertainment program were analyzed in three ways, program category, cast, and material. Regarding program category, quiz game programs showed highest exportation in Global top 100 formats while only 14.3% of Korean entertainment formats exported. As for the cast members, Korean formats prefer well-known celebrities. On the other hand, Global formats produce programs featuring non-famous, ordinary people. Moving on to material of each formats, Global formats focus on puzzle/riddle whereas, Korean formats mainly focus on music/dance and family/parenting. These results indicate that Korean entertainment programs contain strong cultural aspects which generate disadvantages on exportation of these programs, compared to Global entertainment programs. In conclusion, to export Korean entertainment program formats globally, quiz game format with ordinary people and using materials that delivers less cultural aspects are need to be developed.

Creative Human Capital Development Strategy of Korean Government-sponsored Research Institutes: From the Perspectives of the Life Cycle Management of Human Capital (정부출연연구기관의 창의적 인적자원 양성전략 : 전주기적 인력관리의 관점에서)

  • Korea needs to create, diffuse, and exploit scientific and technological knowledge effectively through transforming its national innovation system from imitative system to creative one. For this purpose, it is necessary for Korea to nurture creative human capital (CHC), which are the main actor of generating S&T and innovation. This paper aims at discussing the strategies of nurturing creative human capital of government-sponsored research institutes (GRIs). In this paper, we argue that the management of creative human capital is particularly important for Korean GRIs because they deals directly with scientific and technological activities. For effective management of GRIs' creative human capital, we suggest a Model for Life Cycle Management of Creative Human Capital. This model is composed of four stages: inviting well-qualified researchers, strengthening mobility of researchers, providing special certificates to excellent researchers, and effectively exploiting retired researchers. We emphasize that each stage should form and reinforce a virtuous cycle. This paper argues that GRIs' creative human capital should be nurtured as 'Inverse T-Type Manpower', who have not only deep knowledge on their own special S&T areas but also broad knowledge on related areas, based on this Life Cycle Management Model.

The Factors Affecting Technology Commercialization of Government Research Institutes: The Case of Research Institute Spin-offs (출연(연)의 기술사업화에 미치는 요인 분석 -연구소기업을 중심으로-)

  • The term research institute spin-offs refers to new firms created by public research institutes. These spin-offs are different from other start-ups in two respects: on the one hand, they should be located in the Special Research and Development Zones and, on the other hand, these firms are supposed to commercialize the results of public R&D activities. These spin-off firms show higher rates of survival and job creation than general new firms, which means that their contribution to economic growth is not negligible. The present study analyzes the factors affecting research institute spin-offs using a random effect panel logit model and negative binomial model. From previous studies, four elements are identified as playing an important role in the commercialization of public R&D through spin-offs, namely their organizational character, research capability, technological character, and geographical location. The empirical results demonstrate that government research institutes with more researchers and patents are more likely to create new firms. In addition, the location of the institutes significantly affects the probability of their creating spin-offs and their number. When the technological stage and TLO size are considered, however, it turns out that the number of researchers and technological stage play important roles in the spin-offs.

A Study on the Concentration of Research Investment in National R&D Projects Using the Theil Index (타일(Theil) 지수를 이용한 국가연구개발사업의 연구비 집중도 분석)

  • In the past, when research and development(R&D) resources were absolutely scarce, the so-called 'choice and concentration' strategy of national R&D projects has been persuasive. Under the current situation where various actors such as GRIs(Government-funded Research Institutes) and universities supported by more abundant R&D resources conduct national R&D projects, this strategy cannot be applied without distinction. In order to see how the strategy has worked, this paper analyzes the concentration of research funds allocated to actors performing national R&D projects. Concentration is measured based on the amount of research funds supported by government from 2002 to 2016 using the Theil index to break down the concentration of individual actors in the overall national R&D project. The results from the Theil index were compared with concentrations using the Gini coefficient, a widely known indicator. As a result, the Theil index could be used to analyze the concentration and sub-components' contribution such as universities and GRIs that make up the entire national R&D system. The results also showed GRIs had the highest concentration, followed by universities, but their concentration has been somewhat reduced compared to 10 years ago. On the other hand, small-sized companies have maintained a certain level, although they are not highly concentrated. In other words, universities and GRIs tend to reduce the gap in the allocation of research funds among institutions, while small-sized companies tend to distribute them evenly.
