A Desirable Corporate Culture under Smart Work Environment (스마트워크 환경 하에서의 바람직한 기업문화)

  • The purpose of this research is to create a preferable corporate culture under the SmartWork environment. There is growing interests in SmartWork, which can satisfy the compatible conditions of government's carbon emission restriction policy, corporate efficient expense reduction, productivity maximization, and each individual's work and a family. Due to the interests and the rapid development of IT technology, a realistic condition for SmartWork is established but the promotion without a sufficient preparation, such as legal examination and relevant systems, created much confusion and very few companies are introducing it. This paper discusses that a social agreement should be reached through adjustments among parties interested, such as government, companies, and employees, studies the WIN-WIN plan that individuals and organization can grow together, and proposes a new corporate culture under the SmartWork environment. SmartWork has more than the simple meaning of 'remote working'. SmartWork, a method of smart working, means a transition to a new paradigm that minimizes moving for work and work & human move together, and a change from a work-oriented culture to a human-oriented culture. This paper summarized the role of government and companies for the successful introduction of SmartWork, and proposed that a government level 'SmartWork Activation Executive Committee (tentative name)' with a strong promotional power would create a new culture of SmartWork and form a civilian consultative body to support SmartWork corporate culture creation & expansion in the private corporate area, in a tuning with Ministry of Public Administration & Security, Ministry of Labor, Ministry of Gender, and Communications Commission.

  • After announcing a special law for promotion of urban regeneration, urban regeneration project expand a scale. The urban regeneration project is purposing of increasing the public well-being and elavation quality of life citizen. But it is comprehention the making many conflict in phase of project promotion. A project is taken participation many stakeholds. So it is generated a multiplicity of conflict. It is survey placing an example of conflict to basis of paper news. So an example of conflict is studied total 44. Among of them, phase of project operation and management disposial was occupied to many ratios. The participation of the residents made only to specify the project district. What doesn't reflect the opinion of residents cause of after approved to specify It is classified those conflicts by procedure to study. It will make reduce the government role and between the residents and contractor will enable coordination comment in way to resolve conflicts between the subject's participation. That is to say, reflection the opinions of residents to actively of way is presenting variation of the process and change in the choice way of construction company.

  • In the face of climate changes and economic crisis, nations across the world spare no efforts to identify new growth engine industries and lift the domestic economy by promoting green technologies and tightening environmental regulations. The Korean government also tries to create and promote new growth engine industries. As part of these efforts, it launched the New Growth Engine Fund in 2009, a private and public initiative to support small- and medium-sized companies that own promising new green technologies. However, it has a limitation on making investment in the fund due to the global economic crisis, the significant size of necessary capital investment and the difficulty of finding investment companies. The lukewarm response of the private sector arose a need to change the fund management method. Against this backdrop, this paper aims to propose efficient strategies of managing various funds such as cooperation fund between the central and local governments, incubator fund financed by the government and financial institutions and win-win cooperation fund for the government, large companies and partners as a means of developing and supporting new growth engine industries in a sustainable way. The importance of this research lies with the proposition of various funds that can be used to implement the government's strategic goal of developing new growth engine industries.

Application of Web Query Information for Forecasting Korean Unemployment Rate (실업률 예측을 위한 인터넷 검색 정보의 활용)

  • Unemployment is related to social issues as well as personal economics activity so various policies have been made to reduce the unemployment rate in many countries. Because of delay inherent in the survey mechanism to collect unemployment data, it takes lots of time to acquire survey unemployment data. To develop proper policies for reducing unemployment rate at the right time, it is quite critical to obtain faster and more accurate information concerning about unemployment level. To remedy this problem, recently an advanced analytics utilizing internet queries is suggested. To examine the potential of Web query information, this research investigates the usefulness of internet activity data to predict Korean unemployment rate. One of selected web-query data(unemployment claim) has a quite strong correlation with unemployment rate. This research employes a time series approach of the ARIMA model that utilizes the information of keyword queries provided by the Naver(Korean representative portal site) trend together with unemployment rate data provisioned from Statistics Korea. With respect to model selection guidelines of mean squared error and prediction error, the model with utilizing the web query information shows better results than the model without such information. This suggests that there is a strong potential for the used method, which needs to be further explored.

Development of Business Process Model for Overseas Natural Gas Pipeline Project at the Project Planning Phase (해외 천연가스 파이프라인 사업 진출을 위한 사업계획단계 의사결정 프로세스 모델 구축)

  • Demand of Natural Gas (NG) consumption is continuously increasing by long service life and low environmental impact than other fossil fuels. Because of this reasons, Gas wells exploration and huge LNG plant construction project are being boosted world-widely. Especially, overseas NG pipe-line projects are emerging by considering safe and efficiency at the inter-country sections. At the same time, Korean contractors are being achieved to record-breaking performance at 2011's overseas construction market and 80% of new-record was attained from overseas plant construction projects. Nevertheless, Korean contractors are behind than overseas leading contractors by geographical distance from gas wells and concentrated demand for storage plant. In these reasons, this paper aims to develop the standardized business process model(BPM) for overseas NG pipe-line project at project planning phase to support the project entry. To this aim, first of all, extract the BPM through the broad literature and overseas construction market review and domestic/overseas pipe-line project analysis. Second, Test-bed was performed to confirm of practical applicability by 4 experts. And then 15 experts survey were performed to validate the usability and effectiveness of BPM for overseas NG pipe-line project. Consequently, if Korean contractors are using this BPM with their own know-how and experiences, it will be returned to more reasonable and rational references for decision making in overseas NG pipe-line project.

인터넷 기반 원스톱서비스 시스템 개발에 관한 연구 -수출컨테이너화물 원스톱서비스 시스템 개발-

  • 오늘날 우리 나라가 당면한 최우선 경제과제중 하나는 물류부문의 혁신을 통한 국가경쟁력 강화라고 할 수 있으며, 이를 위해 정부도 1993년 물류체계 개선을 위한 장기구상으로 ‘화물유통체계 개선 10개년 기본계획’을 수립하여 적극 추진 중에 있다. 그러나 이러한 노력에도 불구하고 PORT-MIS사용자를 상대로 한 설문조사에서는 선박입출항 업무 관련 서류의 40%, 항만시설 사용 업무와 관련된 서류의 31%, 하역업무 관련 서류의 10%만이 EDI를 활용하고 있었다. EDI 활용이 저조한 사유로는 전송시간이 많이 걸리며, EDI 소프트웨어가 작동되지 않으며, 수신확인이 되지 않기 때문이라 응답을 하였다. 이처럼 오늘날 항만물류산업이 겪고 있는 물류 데이타 흐름의 단절적 현상은 시간이 흐를수록 해결될 기미가 보이고 있지 않다. 따라서 본 논문에서는 우리 나라가 겪고 있는 물류관련 업무를 한번의 데이터 입력으로 해결할 수 있는 원스톱 서비스 시스템개발을 목표로 우선 PORT-MIS EDI 업무를 처리할 수 있는 시스템을 구축하였다. 이는 향후 화주, 운송사, 선사, 포워더, 창고업자, 하역회사, 철도청, 화물터미널, 컨테이너 터미널, 해양수산청, 관세청, 출입국관리사무소, 검역소 사이에 서로 교환되는 적하목록, Booking List, 컨테이너 Pick up정보, 위험물 정보, COPINO 정보를 비롯하여 대 관세청 신고 등 수출컨테이너 화물업무의 전반적인 영역으로까지 쉽게 확대할 수 있을 것이다. 본 연구결과 구축된 시스템은 원천정보를 중앙의 통합데이터베이스에 저장하여 이를 사용자의 요구에 의해 인터넷을 통해 전달하는 FTP와 웹 EDI 방식을 결합한 하이브리드 형태이다.인터넷으로 주문처리하고, 신속 안전한 배달을 기대한다. 더불어 고객은 현재 자신의 물건이 배달되는 경로를 알고싶어 한다. 웹을 통해 물건을 주문한 고객이 자신이 물건의 배달 상황을 웹에서 모니터링 한다면 기업은 고객으로 공간적인 제약으로 인한 불신을 불식시키는 신뢰감을 주게 된다. 이러한 고객서비스 향상과 물류비용 절감은 사이버 쇼핑몰이 전국 어디서나 우리의 안방에서 자연스럽게 점할 수 있는 상황을 만들 것이다.SP가 도입되어, 설계업무를 지원하기위한 기본적인 시스템 구조를 구상하게 된다. 이와 함께 IT Model을 구성하게 되는데, 객체지향적 접근 방법으로 Model을 생성하고 UML(Unified Modeling Language)을 Tool로 사용한다. 단계 4)는 Software Engineering 관점으로 접근한다. 이는 최종산물이라고 볼 수 있는 설계업무 지원 시스템을 Design하는 과정으로, 시스템에 사용될 데이터를 Design하는 과정과, 데이터를 기반으로 한 기능을 Design하는 과정으로 나눈다. 이를 통해 생성된 Model에 따라 최종적으로 Coding을 통하여 실제 시스템을 구축하게 된다.the making. program and policy decision making, The objectives of the study are to develop the methodology of modeling the socioeconomic evaluation, and build up the practical socioeconomic evaluation model of the HAN projects including scientific and technologica

  • The government is trying to secure reliability by raising the accuracy, objectivity, and transparency of the official price by promoting the reliability improvement plan of the official price and increasing the realization rate, but the Realization rate of Publicly Notified Individual Land Price is showing a big difference because the current market price is not fully reflected in the official price. Therefore, this study collected the actual transaction price reported to the RTMS in Wansan-gu, Jeonju, Jeollabuk-do and the individual official price of the KRAS and calculated the realization rate of publicly notified individual Land Price. SPSS 25.0 program was used for the empirical analysis of this study. The Dependent Variable was the realization rate of publicly notified individual Land Price, and Independent Variables, was six land characteristics items were selected, one-way ANOVA was conducted and post-test was conducted by Scheffe method. As a result of the analysis, average difference in realization rate of publicly notified individual Land Price was found in Residential areas, Commercial areas, and Farmland, Public land and Residential and commercia, Residential and Forest. Especially, it was found that the price of commercial area is higher than that of residential area and green area, and the price is less reflected in individual official land price.

  • China has been developing a new auto industry growth plan since 2004. In line with this initiative, China actively adopted its policy favoring foreign companies' investment which had a competitive edge over their technologies and manufacturing methodologies. To meet this demand in policy and market change, many foreign auto companies and their parts' manufacturers including Korean auto companies joined this stream. Policy change favoring higher technologies applicable in China requested auto companies' swift adaptation to meet the policy requirements by higher technologies with innovation and introduction of those foreign technologies to China. The spatial (excellence) strategy was followed by the increase in its efficiency and competiveness of each region, which were materialized by or in the form of; Firstly, strategic partnership with China auto companies and encouragement of Korea auto parts manufacturing companies to set up its own factories in China. Secondly, modularization and platform sharing strategy by applying enhanced technologies. Thirdly, strategic utilization of China local government's incentive policies. As production management methodology, JIS was adopted all across the board to meet the on-demand market requirements in the manufacturing processes. Auto part manufacturers had been integrated regionally based on forward linkages and modules. As a result, regional-specific auto industry complexes have been made in the places such as Beijing-Hyundai in the north, Dongfeng-Yueda-Kia in the south, common auto parts at central area like Qingdao, and other parts and raw materials in the vicinity of Shanghai.

  • LNG plant projects tend to be implemented in overseas owing to its characteristics, so their project management scheme is somewhat different from those of general projects. Value chain in a LNG plant project includes exploration/production of gases, physical liquefaction/chemical conversion processes, transportation and storage. Key factors in the chain include liquefaction process (including ultra-low temperature liquefaction) to convert natural gas into liquid materials or fuel, and Front End Engineering Design (FEED) package, as well as Engineering, Procurement and Construction (EPC) technology comprising control, operation and construction. Success of a complex LNG plant project implemented in overseas depends on decision-making process in project management. Accordingly, to develop a decision-making model in of plant construction, the study extracted none factors in project management by EPC stage and assessed importance of each factor. The result showed that items in both project management and project risk management are important. Especially, the study developed a decision-making model in the construction stage of a LNG plant project based on the project management factors and importance assessment. The developed decision-making model would lay groundwork in building a decision-making system in construction stage of project management.

국방예산(國防豫算)의 국민경제적(國民經濟的) 효과분석(效果分析)과 지출구조(支出構造) 개선방안(改善方案)

  • 본 논문에서는 우리나라 국방예산 운영의 국민경제적 파급효과에 대한 실증분석에 기초하여 국방예산 규모논쟁에 대한 검토, 지출구조의 개선방안, 그리고 지출구조 개성을 위한 국방부문의 효율화 방향을 제시하였다. 실증분석을 위해 Feder-Ram 2부문-외부효과모형에 기초하여 1970년대 이후 총국방비 운영유지비 방위력개선비 등 3가지의 국방부문 지표를 이용한 실증분석 결과, 방위력개선비가 국민총생산에 대해 유의한 정(正)의 효과를 갖는 것으로 나타났다. 총국방비의 경우 유의성이 없었으며, 운영유지비의 경우 유의한 부(負)의 효과를 갖는 것으로 나타났다. 국방예산 규모논쟁과 관련하여, 최근 GDP 대비 국방비 비중과 안보위협을 고려한 국가군별 비교 등을 통해볼 때, 지금까지의 우리나라 국방비규모의 상대적 비중이 하락하는 추세를 더 이상 기대하기는 어렵다고 보는 것이 현실적인 인식이라고 판단된다. 이제 국방예산 관련 논의의 초점은 상대적 규모를 포함하여 국방예산규모 자체보다는 국방예산의 지출구조와 내역에 맞추어져야 하고, 국방예산 운영의 낭비사례를 방지하고 효율성 투명성을 높여서 적절한 지출구조와 배분내역 방식을 이루는 것이 되어야 한다고 판단된다. 국방예산 지출구조의 개선을 위해서 투자비 성격의 방위력개선비 비중을 높이는 예산구조상의 개선이 매우 중요한 과제이다. 이를 위해 각종 경사경비에 대한 영점기준의 검토작업과 더불어 인력과 장비의 대체, 인력구조의 조정 등을 통해 기술집약형 전력구조를 지향하는 보다 근본적인 구조조정노력이 이루어져야 할 것이다. 미래전 양상에 대비한 군 첨단화의 핵심인 해상방위력 및 항공력 증강 등이 필수적이며, 지상군 위주에서 상대적으로 해 공군 중심의 군 구조로 개선되어야 할 것이다. 구조개선의 완급조절과 군별배분의 수평적 구조개선을 통해서 예산규모의 커다란 증대 압력 없이 추진 할 수 있는 구조개선은 시급히 실현되어야 할 것이며, 구조조정 재원의 상당부분은 군 내부의 낭비사례를 막고 생산성을 획기적으로 제고해서 확보할 수 있어야 할 것이다. 국방예산 운영의 효율성 투명성 제고를 위해서는 군 내부 자원관리기능이 강화되어야 하고, 군조직 운영에 있어서도 민간부문에 상응하는 경영효율성 개념의 과감한 도입이 요구된다. 지금까지의 '국방전력 극대화'를 위한 군인중심의 획일적 폐쇄적 군조직 운영에서 벗어나 조직 인사 예산 운영 전반에 걸친 경영혁신이 이루어져야 한다. 국방부문에 경영효율성 개념을 도입하여 경영혁신을 이루어나가는 주요 정책방향은 일부 기능 조직의 민영화 및 민간위탁의 확대, 민간전문인력의 활용도 제고, 자율적 책임경이 필요한 부문을 대상으로 한 "책임경영사업소(Agency)제도"의 도입 등이다. 또한 유사기능을 갖는 조직과 각군별로 별도로 설립되어 중복되는 기능을 수행하는 기관을 통폐합해야 할 것이다.
