Military officials in Korea are forced to change jobs early due to the retirement age after active service. Measures are needed in view of the 55% average employment rate of middle and long term soldiers during the last five years. The last government of Park Geun-hye push ahead creating of 50,000 jobs in discharged soldier with policy, but the results were not great. Therefore, it is time to drastically change the government's efforts to create large-scale jobs for discharged soldiers. It is necessary to break away from the traditional ways of expanding opportunities for employment at the academic level. So it became necessary for discharged soldiers to actively review ways to build their own organizations. For such reasons, this study presents a measure to create job through food service, Security personnel training and Manpower provision business, Special Soldier Control and Training Center Operation business, Han River Water Cleaning Project, Caring business, and delivery business by establishing their own social cooperation to create jobs for discharged soldiers.

The purpose of this study is to seek practical implementation of adult learner-targeted college. For this, it first of all pointed out expanding opportunities of adult learners to learn and limitation of current lifelong education system at higher education level as well as lifelong learning centered university project. Then it selected and examined 3 university cases abroad, such as Harvard university, the university of Chicago in US and Warwick university in UK in terms of their curriculum and operating method for adult learners. In addition to the literature and case studies, this study did interviews on 5 professors with major of lifelong education and 5 managerial experts of university to suggest practical operating approach of adult learner-targeted college, which is as following. University's philosophy should be geared to meet public responsibility, specialization and persistency of the system and proper measurement be followed such as various range of admission track, prior education courses, recognition of prior learning experience, major, teaching method, curriculum and extra adult learner tailored service including financial support. Based on the study result, practical implications were suggested.

The Army, which is dreaming of a military leap forward through the fourth industrial revolution, needs to also consider the side effects and adverse functions of the fourth industrial revolution. In particular, this study conducted an analysis of whether it was consistent with the global technological trend of normal 'military security'. This paper focuses on the countermeasures that could result from 4th industrial revolution by utilizing the text-mining technique and social network technique of big data. 1. In determining the feasibility of planning and launching railway transportation projects, various decision-making processes are essentially required. LCC(Life Cycle Cost) value including total construction cost and operation cost is estimated in approximation Model with rough guideline. In this study, modeling and simulation-based analysis method is proposed to support the decision making process of railroad transportation and derivation of LCC. Firstly, cost analysis model was constructed by collecting various existing rail transportation business data to enable analyze based on numerical data, and the result were analyzed by DOE(Design Of Experiments) and RSM (Response Surface Method) simulation. Professional commercial software tools were used for effective model construction and simulation. In order to verify the research results, the actual railroad transportation projects were selected, and the results of the analysis were compared.

This study, in relation to the decision to designate April 12 as the Library Day and the week from that day as the Library Week starting in 2023 in accordance with the amendment of the Libraries Act, suggests ways how the Library Week could be activation plan based on the analysis of the meaning and history of the Library Week which started in 1964 and cases of the use of library week at home and abroad. The uses of library week at home and abroad were analyzed and based on the implications drawn, suggestions for promoting the Library Week, were made in terms of three aspects - efficient methods for using the Library Week, changes in programs, diversification of promotional strategies. This paper suggests in order to promote the Library Week, various ways of running events, online and offline platforms, honorary ambassadors, unique commemorative events, national campaigns, archiving and all-year-round promotional channels and system are needed. This study could be used as a reference for promoting the Library Day and Library Week that will start in 2023.

In case of a dangerous situation, the roof, which serves as an emergency exit, must be open in case of fire according to the Fire Act. However, when the roof door is opened, it has become a place of various incidents and accidents such as illegal entry, crime, and suicide. As a result, it is a reality to close the roof door in terms of facility management to prevent crime, various incidents, and accidents. Accordingly, the government is pushing to legislate regulations on housing construction standards, etc. that mandate the installation of electronic automatic opening and closing devices on rooftop doors. Therefore, in this paper, an intelligent emergency door opening/closing device system is proposed. To this end, an intelligent emergency door opening and closing system was developed by linking wired and wireless access counting and AI image analysis. Finally, it is possible to build a wireless communication-based integrated management platform that provides remote control and history management in a centralized method of device status real-time monitoring and event alarm.

This study analyzed to strategy and structure of outward foreign direct investment(OFDI) by Chinese Enterprises in 'one belt, one load' countries along the line from the perspective of Dunning's OLI paradigm. Chinese enterprises' investment in 'one belt, one road' countries was largely promoted for two strategic purposes. One is an investment to secure energy resources due to the nature of resource holdings in 'one belt, one road' countries, and the other is a transfer investment to solve the problem of surplus facilities, a problem in China's domestic economy. Chinese enterprises' investments in these 'one belt, one road' countries is evaluated to have been made with Dunning's investment decision conditions in the OLI paradigm, namely, Ownership specific advantages, Location specific advantages, and Internalization specific advantages. only if there is a difference, investment country, investment method, and investment industry are different due to the structure of international relations, religious conflict and cultural heterogeneity, institutional investment environment of the region, and awareness of Chinese enterprises.

Today, due to the increase in global population growth, the international community is discussing solving the food problem. The aquaculture industry is emerging as an alternative to solving the food problem. For the innovative growth of the aquaculture industry, smart fish farms that combine the fourth industrial technology are recently being distributed, and full-cycle digitalization is being promoted. Water quality sensors, which are important in the aquaculture industry, are electrochemical portable sensors that check water quality individually and intermittently, making it impossible to analyze and manage water quality in real time. Recently, optically-based monitoring sensors have been developed and applied, but the reliability of monitoring data cannot be guaranteed because the state information of the water quality sensor is unknown. Therefore, this paper proposes an algorithm representing self-diagnosis status such as Failure, Out of Specification, Maintenance Required, and Check Function based on monitoring data collected by water quality sensors to ensure data reliability.

Time and space are the foundations of all the narrative. As the aim and content of narrative, spatial narrative plays an increasingly important role in the narrative movies. With the development and application of digital technique, the expressiveness of movie space is enhancing, and spatial narrative has become the focus of directors and critics. As a developing cinematic narrative form, spatial narrative is taking advantage in many aspects, including narrative structure, narrative effect, creative skills and audience acceptance, which can bring breakthrough and innovation to the creation of cinematic narrative. Based on the spatial theory in movies, the paper analyzes the space presentation approaches in the movie Hugo. Combined with the motivating factors, structure factors, symbolic significance and psychological factors of narrative space, the paper specifically analyzes the significance of spatial narrative in American movie Hugo. By researching the glamour of narrative space in the movie, the paper intends to provide certain reference value to the narrative expression of the movies today.

Currently, the Ministry of Strategy and Finance operates performance evaluation of the IT projects of the central government. Recently, with the advent of the Digital New Deal and the Digital Platform Government, the budget for IT projects has significantly increased, leading to a higher level of interest in their performance. In this study, performance-related characteristics were selected through previous research, and an empirical analysis was conducted to examine whether there are actual differences in the performance of IT projects given respective characteristics. As a result of the analysis, new projects and others performed by departments or offices had a statistically significant positive effect on each final evaluation score. In contrast, IT support as well as fund-based projects had a statistically significant negative effect on each final evaluation score. This study suggests that when evaluating the performance of IT projects in the future, it is important to consider the unique characteristics of each project, as these may contribute to respective differences in performance.
