해양사고 감소를 위한 선원의 행동유형 분석

  • 본 논문은 해양사고의 93%가 1~3명의 사람과 관련됨에 따라 해양사고 감소를 위하여 선원의 행동유형을 분석하고자 한다. 이에 현재 승선 중 혹은 승선을 예정하고 교육을 받고 있는 이들을 대상으로 설문을 실시하여 그들의 행동유형을 분석, 승선 이후 해양사고의 감소를 위한 방안을 도출했다. 이들은 연령과 총 승선경력에 따라 "가"유형과 "라"유형이 특징적으로 나타났으며, 30대 이하 및 5년 이하의 총 승선경력 집단에서는 환경에 대한 적응에 필요한 요소와 지시사항의 반복이 필요하며, 31세 이상 및 6년 이상의 총 승선경력 집단에서는 정확한 정보에 기인한 올바른 커뮤니케이션이 가능하도록 시스템 및 교육의 보완이 필요하다.

  • 본 연구는 해양원격의료서비스의 특성이 선원의 만족도 및 충성도에 미치는 영향을 규명하기 위해 서비스를 받은 선원 103명을 대상으로 설문조사를 실시하여 자료를 분석하였다. 본 연구의 주요 결과는 다음과 같다.ⅰ) 서비스 질이 높을수록 만족도는 높았다, ⅱ) 만족도가 높을수록 충성도는 높았다, ⅲ) 연령에서 30세미만 보다 40미만의 선원들이 만족도가 낮았다. ⅳ) 총 승선경력이 5-10년 미만인 선원이 5년 미만인 선원보다 만족도가 높았다, ⅴ) 승선경력이 10-15년 미만인 선원이 5년 미만인 선원보다 만족도가 높았다, ⅵ) 승선경력이 25년 이상인 선원이 5년 미만인 선원보다 만족도가 높았다.

The Effects of Service Characteristics of Maritime Telemedicine on Seafarer's Satisfaction and Loyalty (해양원격의료의 서비스 특성이 선원만족도 및 충성도에 미치는 영향)

  • The objective of this study was to analyze the effect of characteristics of maritime telemedicine (service quality, recognition or not of service, health counselling service experience or not) on seafarer's satisfaction, and also analyze the effect of seafarer's satisfaction on loyalty. This study's data was collected from the Research Report of Survey of telemedicine service subjects in 2017 conducted in the maritime telemedicine pilot project. However, only 103 seafarers who received maritime telemedicine (Tele-Monitering) services were analyzed statistically. The main results of this study were as follows. ⅰ) Better service quality led to higher levels of satisfaction, ii) High levels of seafarer's satisfaction led to high levels of loyalty, iii) Seafarers whose age is under 50 than 30 years old are less satisfied, ⅳ) In total boarding career, Seafarers with more than 5 years but less than 10 years were more satisfied than seafarers with less than 5 years, ⅴ) Seafarers with more than 10 years but less than 15 years were more satisfied than seafarers with less than 5 years, ⅵ) Seafarers with more than 15 years but less than 20 years were more satisfied than seafarers with less than 5 years, ⅶ) Also, Seafarers in excess of 20 years were more satisfied than seafarers with less than 5 years, In conclusion, ⅰ) Better service quality led to higher levels of satisfaction and loyalty. Accordingly, the improvement of service quality is not only an important factor in improving satisfaction and loyalty, but also plays an important role in forming a positive image of maritime telemedicine. ⅱ) Seafarers with younger age and lower overall total boarding career were more satisfied. It is believed that the seafarer who are willing to use telemedicine and who are willing to refer to others are young.

Analysis of Satisfaction and Effectiveness of On-board Medical Education - For Crew and Medical Managers before Boarding - (선상 의료교육의 만족도와 효과에 대한 분석 - 승선 전 선원 및 의료관리자를 대상으로 -)

  • The purpose of this study was to analyze the effectiveness of on-board medical education for crew and medical managers. The satisfaction of the crew and the medical managers after undergoing the medical education was selected as a measure of effectiveness. The data collection period extended from October 2015 to March 2018 for about 2 years and 6 months, and a total of 310 questionnaires were collected and sampled. However, in this study, regression analysis was performed with only 96 samples because of the addition and modification of questionnaire items in the regression analysis. This study investigated the effect of on-board medical educational assistance (trauma education, nursing care, CPR, and overall educational content) and control variables (total boarding career, age, final education, and education year) on satisfaction. The important findings were as follows: i) Higher the degree of trauma education, higher was the satisfaction, ii) higher the degree of overall educational content, higher was the satisfaction, iii) higher the degree of CPR education, higher was the satisfaction, iv) increased total boarding career reduced the satisfaction level, v) and higher the final education, higher was the satisfaction.

Successful Implementation Measures of Global On-Board Training Program for Capacity building of International Seafaring Workforce (국제 해기인력 역량강화를 위한 글로벌 승선실습 프로그램의 효율적인 시행방안에 관한 연구)

  • The pilot GOBT program was carried out from November 17th - December 17th 2021 at KIMFT; self-isolation for 10 days, Basic Safety Training(BST) for 5 days and 2 weeks of on-board training(OBT) were conducted during the period. Total 20 cadets from 5 different Countries were participated under the financial support of IMO ITCP and Korean ODA program. The program aims to provide capacity-building courses focusing on on-board training and assisting future maritime officers in meeting the minimum standard of seagoing experience in accordance with the STCW Convention. In the meantime, the program itself can serve as a platform to share best practices of how the training including the curriculum can be organized on specialized training vessels. The questionnaire survey was carried out to evaluate the GOBT program, and the overall average score was 96.4 points which seems that the cadets were very satisfied with the Global On-Board Training program provided by KIMFT in 2021.

A Study on the Collision Risk Perception Index to OOW's According to Vessel Encountering Situations (선박조우 상황별 항해당직자의 충돌위기체감지수에 관한 연구)

  • The purpose of this study is for Human error prevention to acquire Collision Risk Perception Index (CRPI) sensed by the Officer Of the Watch (OOW) when the approaching distances are reduced in six types of ship encountering situations (Head on, $045^{\circ}$, $090^{\circ}$, $135^{\circ}$, Overtaking, Overtaken) between own ship and a target ship and then to predict CRPI fitting coefficients with polynomials in the curve-fitting process. CRPI acquisition experiments are carried out on two coast-guard ships and with the total of 30 crew members. Analysing results shows that CRPI data have goodness of fit to the six types of encountering situation. Futhermore, the One-Way ANOVA results show that CRPI has a negative affect to the OOW's age, career and license grade as the approaching distances is reduced. The availability of CRPI curve fitting with 3 degrees of polynomial was testified through the RMSE as 1.19 to Head on, 0.87 to $045^{\circ}$, 0.81 to $090^{\circ}$, 0.71 to $135^{\circ}$, 1.29 to Overtaking and 0.87 to Overtaken.
