Total Project Cost Management System(TPCMS) was introduced with the purpose of increasing the efficiency of cost control for public construction project in 1994. In this paper, general perception of participants of the public construction project on the TPCMS was examined, and the problems in implementing the TPCMS was figured out through expert interviews and survey. Then better ways to implement the system were drawn based on the problems. To effectively manage the cost of public construction project, basically project cost should be estimated accurately in planning stage and managed based on it to have a project complete within the budget. In addition, the cost need to be managed in more systematic ways in terms of data collection and analysis, and the autonomy in managing the project cost given to the project owner needs to be expanded. Most of all, proper budget should be provided to prevent a project from delay through setting the priority of projects and proper budget allocation based on the priority.

It is a time to change the investment system for performances of co-producing according to development of the environment of performing arts in Korea. If we keep producing performances through the conventional method of the investment, we soon fall behind because production costs will increase by extension of the performance period. Investment companies generally require to the production company the investment principal guarantee as a condition for a investment. Producing companies have been producing performance with only ticket revenue and money of investment companies without their own money. Those two unreasonable things have raised a risk. So first of all, it is necessary to account marginal cost instead of average cost to decide more exactly open-running of performance. Second, it is necessary to change total cost as an investment parameter to production cost to avoid the unreasonable demands, such as a principal guarantee to production company. Therefore, we have to accept the budget planning of the United States to account the marginal cost and the production cost.

한.미 FTA가 체결됨에 따라 축산분야의 피해가 가장 클 것으로 예상되면서 정부지원 규모에 축산인들의 관심이 집중되고 있는 가운데 내년도 축산분야 정부 예산안이 확정되어 발표됐다. 내년도 축산부문 총 사업규모는 9천8백8억원으로 올 예산 7천7백38억원 대비 26.7%, 2천70억원이 늘어난 규모이다. 내년 농림부 축산부문을 살펴보면, 오는 2012년 축산분뇨의 해양투기 금지에 따라 분뇨처리시설사업 부문의 예산은 2백54억원 증액되었으나, 강제폐기보상금 3백억원이 줄어들어 오히려 농특회계 사업규모는 금년 대비 1.5%, 25억원 감소했다. 반면 한.미 FTA 등 개방화에 대응하여 축산업의 경쟁력 강화 등을 위한 축발기금 및 FTA 기금 사업규모는 신규사업 발굴 등을 통해 금년 6천36억원보다 35% 증액된 2천1백9억원이 늘어났다.

기존의 연구비 관리업무는 예산계획, 예산편성 및 예산정산 부분으로 관리됨으로써 연구비의 안정적인 확보와 효율적인 운영 및 투명한 집행을 위하여 통합관리가 절실하게 요구되고 있는 실정이다. 에러한 추세를 반영하고자 기존의 연구비 관리 프로그램을 재사용하기 위해 모바일 협업 비즈니스 모듈을 개발하여 모바일 기기의 특성에 적용할 수 있도록 특화된 협업 프로세스를 지원하는 새로운 형태의 모바일 협업 컴포넌트를 개발하였다. 이러한 결과 사용자의 요구사항을 최대한 반영하여 연구비 관리정책의 수립에 필요한 다양한 형태의 의사결정 지원정보를 제공할 수 있도록 하였다. 또한, 서로 다른 목적으로 운영되던 시스템을 통합하여 시스템의 총 운영비용을 줄이고 실시간으로 의사결정에 참여할 수 있도록 하였다.

"재임기간동안 무엇을 남기기보다는 앞으로 10~20년을 내다보고 정책이 올바른 방향으로 나갈 수 있도록 기틀을 잡고 물꼬를 트는 역할을 하려고 합니다" 제18대 과기처 장관에 취임한 권숙일 장관은 본지와의 특별인터뷰에서 이렇게 말했다. 권장관은 또 "정부의 연구개발투자를 2002년까지는 총 예산의 5%로 확대하도록 노력하고 벤처기업 활성화를 위해 대덕에 기술창업지원센터를 설립하겠다"고 말한다.

In this paper the current statuses of world governments' funding for space program and space market were presented. Since 2001, governments' expenditures for space program have experienced strong growth, and are at a historical high, estimated $62.1 billion in 2008, as compared to $30-35 billion in 1990s. Following a peak growth of 9% in 2008, government budgets for space program are expected to continue their growing trend but at a slower pace during next five years, with 4.5%. Also world space market revenue reached a historical high $123 billion in 2007 with 11.5% annual growth rate during 2002-2007. In this paper the Korean government's budget and Korean space market revenue were presented too, and compared to those worldwide.

우리나라 연구개발(R&D) 투자는 2014년 기준 세계 6위, GDP 대비 총 연구개발비 비중은 4.29%로 세계 최고 수준으로 조사되었다. 또한 정부 R&D 예산은 지속적으로 증가하는 추세를 유지하고 있으며, 연구개발비 투자 규모 증대에 따라 국가과학기술역량의 양적 증대뿐만 아니라 질적 수준 또한 향상되고 있는 것으로 평가되고 있다. 뿐만 아니라 연구성과의 활용 측면에서 기술사업화로 연계가 큰 폭으로 증가한 것으로 조사되었다. 반면 R&D 예산 및 성과 활용의 양적 질적 증대가 이루어졌음에도 불구하고 다수의 연구성과가 사업화로 연계되지 못하고 휴면 상태로 있다는 조사결과도 있다. 이에 본 연구는 막대한 예산, 특히 정부 R&D 예산 투입에 의하여 창출되는 연구성과가 기술이전뿐만 아니라 사업화까지로 연계될 수 있도록 영향을 미치는 요인을 선행연구 분석을 통해 도출하고, 각 요인 간 영향 및 기술사업화에 영향을 미치는 핵심요인에 대해 정량적 데이터 분석을 수행할 것이다. 본 연구는 기술의 이전 및 사업화에 관한 연구를수행함에 있어 결정주체, 정책/제도 등의 관점에서 분석한 정태적 접근과, 사업화 전체 프로세스의 관점에서 분석한 동태적 접근을 포괄하는 통합적인 연구라는 점에서 의의가 있으며, 본 연구결과는 산 학 연 및 정부의 기술이전 사업화 관련자들이 보다 종합적인 관점에서 효과적인 사업화 전략 수립을 통해 성과 확산에 기여하는데 정책 자료로 활용될 수 있을 것으로 기대된다.
