International Cooperation Development with Recipient Countries by Catalytic Aid (촉진적 원조를 통한 수원국과의 개발협력에 관한 연구)

  • ODA is an effort and action of international community to keep human rights by eradicating poverty. UN declared MDGs (Millennium Development Goals) during 2001 and 2015. As a follow-up action, UN sets up SDGs (Sustainable Development Goals) during 2016 and 2030. SDGs expands the concept of ODA. SDGs includes cooperation development over the scope of ODA by mobilizing various financial resources from public sectors and private sectors. It will overcome the limitation of traditional ODA and be 'AID and beyond'. Catalytic aid is appropriate for the concept of SDGs. Cooperation development by catalytic aid focuses on building economic infrastructure and production facilities rather than humanitarian aid, which will establish a sustainable development basis for recipient countries. This study suggests to make a PPP business by linking KSP(Knowledge Sharing Program), to objectify criteria of priority recipient selection and aid allocation, to adapt grant and concessional loan complexly according to the business, to support realization of CSV(Creating Shared Value) by establishing SPC(Special Purpose Company) and to construct a PCSD(Policy Coherence for Sustainable Development) system to fulfill the fore-mentioned strategies.

Human Rights-based Approach toward International Development Cooperation and Canada's ODA Accountability Act (국제개발협력의 인권적 접근과 캐나다 ODA책무법)

  • Canada became the first OECD/DAC member state that legislated the ODA Accountability Act in 2008, which prescribe Canada ODA policies to meet the guidelines and norms of international human rights while other OECD/DAC member states was just emphasizing the importance of abiding by the international human rights norms. Paying attention to the Canadian case, this article critically examines under what structural environments and process this Act was passed. This article argues that the legislation of the ODA Accountability Act is closely related with Canada's international position as middle power and diplomatic strategies. Bring up the human security issues as a niche market, Canada demonstrates the characteristics of middle power state by emphasizing human rights agenda as new foreign policy strategies. Reflecting on the negative outcomes from neoliberal aid policy of structural adjustment and promoting the new aid norms in post cold war era would also help foster the enabling environment for the value-oriented aid policies and enactment of the Accountability Act. Civil society organizations were also playing catalyst role in constructing Canada's state identity of human rights defender.

A Study on the Empowerment Experience of Parents in Poverty -An Example of Parents Participating in the We Start Program- (빈곤부모의 역량강화 경험 연구 -위스타트 사례관리 대상 부모를 중심으로-)

  • This study intends to investigate the empowerment experience of parents in poverty with a specific focus on those who participated in the We Start case management program. Focus group and individual interviews were conducted to collect the data. Study results are as follows. First, the empowerment stages were found to be 'being isolated and powerless at a dead-end', 'solving the problem together while receiving attention and respect', 'raising children with hope', and 'actively engaging with the world'. Second, the meaning of empowerment for parents in poverty was 'actively engaging with the world by raising children with hope'. Third, the results of empowerment were improved self-efficacy, improved relationships with children, improved cooperative relationship with the service provider, and participation in self-help groups and volunteer activities in the community. Fourth, empowerment process started through the 'development of trust relationship with service provider and getting help', and 'change in children.' Fifth, active formation of relationships with help professionals and provision of correct information facilitated parents' empowerment. Based on the study results, several suggestions were made for practitioners to empower parents in poverty.

공동이행 방안과 환경비교우위 방안의 실행 가능성 분석

  • 본 논문은 지구의 지속적인 발전을 위해서 지구환경문제인 지구온난화 방지에 대한 방법으로 이산화탄소 저감을 위한 방안에 관해서 검토하였다. 지속가능성을 위협하고 있는 빈부의 격차를 축소하고 동시에 지구온난화에 대한 환경개선을 국제적인 틀 안에서 환경비교우위에 기초한 산업구조의 조정과 공동이행활동이라고 하는 방안을 제안하고, 이러한 방안에 관해서 분석평가하고 비교한 것이다. 구체적으로는 이산화탄소 문제를 지구 전체 문제라고 가정하고 방안을 강구하였다. 국가간의 GNP와 고용에 미치는 영향은 최소한으로 하면서 이산화탄소 배출량을 줄이는 양국의 산업구조를 명확하게 한 것이다. 더욱이 남북문제도 동시에 해결한다는 것에 착안해서 이론전개를 하고 있다. 따라서, 여기서는 환경비교우위의 개념을 응용해서 부가가치단위당 이산화탄소 배출이 상대적으로 적은 부문(환경적 우위 부문)에 생산을 특화하고 이것과 반대의 환경적 열위부문에 대해서는 상대국으로부터 수입에 의존하는 것에서 국제적으로 이산화탄소 배출이 적은 산업의 재배치를 실현하는 것이 가능하다라고 하는 논리전개로부터 그 결과를 명확하게 하였다. 또한, 지구환경개선을 목표로 하는 또 하나의 전략인 공동이행활동에 관해서 분석하였다. 이것에 관해서는 경제적으로 온실효과가스를 줄인다는 것뿐만 아니라 선진국에서 개발도상국으로의 기술이전을 촉진하고 남북격차를 시정한다는 점에서 기대가 크다는 것에 착안하고 게임이론을 통해 일본과 중국의 실제 데이터를 사용하여 공동이행활동의 가능성을 평가하였다. 이러한 두 가지 방책의 특징을 검토하여 효율적인 방안을 제시하고 그 방안에 대하여 고안하고 시뮬레이션 분석을 하였다. 그 결과 융합방안에서는 상술한 환경비교우위의 정학적 분석결과와 공동이행의 게임분석결과를 고려하고 확장된 공동이행 게임의 균형점까지 자원의 원조를 한다는 전제조건하에서 2010년까지 이산화탄소 배출량 추이를 산정한 결과 융합방안이 보다 효율적이라는 것이 판명되었다. 이러한 내용을 바탕으로 본 논문에서는 현재 지구 온난화 문제의 해결에 있어서 걸림돌이 되고 있는 남북문제의 격차와 협력에 관한 곤란한 문제에 착안해서 환경적 우위와 융합방안이라고 하는 새로운 방안을 제안하였다. 그리고 각각의 방안에 대해서 상세히 분석하고 일본과 중국을 모델로 실제 정책으로의 실현가능성을 분석하였다.

The Market Performances and Business Cultural Environment of Korean Enterprises at Central and South America (한국 기업의 중남미 시장 진출 실태와 통상 문화 환경에 관한 연구)

  • This study is aimed to analyse the performances and market positions of Korean products at the Central and South America where recently come into the spotlight for the emerging markets with FTA. The main problems were not the communication or geographical distance but the faint Central and South American specific support of the government and indifferent market approaching concepts. New cultural merchandising approach, Korean enterprise can maintain the competitive advantage against with chinese low products which is main opponent in this market. In order to achieve the close cultural approach, Korean enterprise should use the 'elite groups' in the Central and South america whom are multi cultural leaders in there and also needs to use the Korean CQO merchandisers in the Central and South America. And the new FTA with rest of countries in the Central and South America more aggressively will be the inmost objet of maintaining competitive advantage and we could change the concept of the this market from 'big indifferent market' to 'strategic market' as a hopeful market for achieve the diversification of export.

  • Recently, various discussions on appropriate technology have been conducted. In particular, as appropriate technology is attracting attention as a part of ODA, various academic discussions are actively conducted. However, the existing appropriate technology is merely disseminating technology, and most of it disappears. Therefore, it is necessary to change from appropriate technology to appropriate social technology system. To this end, this note examines the background of the birth of appropriate technology and the BoP business, which has produced best practices that are successful in improving the quality of life of low-income people. We also look at the facilitator's role in playing a key role in connecting appropriate technology and BoP business. Based on this, we propose an Appropriate New Technology Protocol 2.0 that combines appropriate technology and BoP business.

The Impact of ODA·FDI·Trade on the South America's Economic Growth; Comparative analysis of 4 countries (무역·ODA·FDI가 남미 경제발전에 미치는 영향 분석: 4개국 비교를 중심으로)

  • This paper investigates how ODA FDI Trade affect economic growth in 4 South America countries over the last 50 years and ODA, FDI, Trade have a impact on the 4 South America countries economic growth using the Vector Error Correction Model. The results of empirical analysis based on data from 1960 to 2014 confirmed that FDI and trade than ODA has had a significant impact on Brazil and FDI, Trade had affected on Argentina economic growth. On the other hand, ODA had a more major impact on Venezuela, Peru economic growth than FDI and trade. Based on the results of these empirical analysis, when it comes to support for economic growth of underdeveloping countries, developed countries have to supply enough ODA for least developing countries to start economic growth, in case of economic take off stage, they should consider FDI, and international trade volume increase.
