The use of technical proposal tendering has been expanding recently with the aim of effecting cost reduction, quality enhancement, technological development and value realization centered on multifunctional administrative cities, innovation cities, and the Yongsan relocation project. In line with the increasing interest towards life cycle cost improvement measures as an important evaluation category concerning technical proposal tendering, efforts in preparing measures that can execute the security of credibility and objective evaluation concerning architectural life cycle cost are being made. However, problems such as lack of applicable cases of design development and detail design, distortion of initial construction costs concerning the original plan, combination of constant price and current price, the ambiguity of the calculation standards between tendering corporations, inaccuracy of terms, and insufficient compositional formats concerning life cycle improvement measures are being cited. Accordingly, this study sought to propose a measure to improve the compositional guidelines, format, and standards so that a systematic life cycle cost evaluation can be executed for the reliable distinction of each participating corporation, enhanced credibility and objective evaluation of the life cycle cost improvement measure for technical proposals.

The Academic library services are based on specialized subject resources in academic fields in order to maximize the desirable direction of its services. Accordingly, there are some academic libraries introduced and applied subject specialist librarians. However, they can not objectively analyze the strengths and weaknesses as well as future directions to subject specialized service. The purpose of this study examined three library cases which the structure of organized subject specialist librarian. It tried to give a set of effective guidelines for academic libraries to introduce subject specialist librarian. Analysis showed that the initial problems of subject specialist librarians in its early stages are appeared: carrying out the role, appraisal-results in human resource decision making such as rewards and promotion. In order to successful introduction of subject specialist librarian in academic library, there are solutions that solving the problems which happen in early stage, active guidance and public relations strategy for faculty, approaching to activate integration within its library and cooperating among academic libraries should be back up for improving effectiveness in the long term.

Technical improvement and the growth of the Internet environment make the market segmental of the manufacturing industry. These social trends have had an effect on the housing market, and the housing market changed from the supplier-oriented to the consumer-oriented. In recent years the occupants' needs for the apartment is diversified and complicated. But the existing mass housing supply method has many problems. It couldn't satisfy the dwellers' various needs and couldn't reflect overall expected life span either. In order to realize the sustainable building & environment, the research for the open housing system is actively performed. Finally the custom-built apartment which imported the concept of the open housing is constructed. But after running the custom-built apartment, several problems are revealed. Therefore the purpose of this study is to analyze the problems and then suggest the improving methods for a custom-built apartment.

The disasters in Korea, such as the Sewol Ferry Ship sinking disaster has had problems related to the medical response system, with the problems of emergency medical support team in the site, the cooperation between medical staff and fire department officer at disaster site, field medical support and hospital acceptance of the wounded in trouble, the lack of specific systematic medical response manual. Therefore, from May 2014, when the disaster emergency information center in Central Emergency Medical Center starts, collection, modification and education of scattered preexisting disaster emergency medical manual had appeared as important issues. So, it was necessary to develop the early medical response system to disaster. The correction planning of disaster emergency medical response system by Central Emergency Medical Center included quick response system with the fast medical team operation, but the practical application was not enough. So the researcher and his team developed the first Korean disaster emergency medical response manual and the process of development was documented and arranged with the application by education and training.

In this study, prefabricated composite columns using high-strength angles (PSRC composite column) was studied. Concentric axial loading tests were performed for 2/3 scale PSRC specimens and an conventional SRC specimen with H-steel at the center of the cross-section. The test parameters were the steel ratio of angles and the spacing of lateral re-bars. The test results showed that by placing the angles at the corners of the cross-section for confinement with provided for the core concrete, the PSRC column specimens exhibited greater load-carrying capacity and deformation capacity than those of the conventional SRC column. The axial load-carrying capacity of the PSRC columns was greater than the prediction by KBC 2009. Using existing stress-strain relationship of confined concrete, the axial load-deformation relationship of the specimens were predicted. The numerical predictions correlated well with the test results in terms of initial stiffness, load-carrying capacity, and post-peak strength- and stiffness-degradations.

As the importance of Culture Technology (music, publication, mobile, film, video, cartoon, animation, character, game, broadcasting etc) is increased, the field of character industry recently has been recognized as an independent brand value beyond the existing view point of simple designing; it also has been given much attention as a main axis leading the cultural industry of the 21 st century. The character of a local government plays roles such as a symbolic part of a region, parts of tourism and public relations, and a profit-making function, which results into generation of regional image and activation of regional economy. However, the present application strategy of the character is only limited to an early stage of regional advertisements. In this context, this study is aimed to investigate and analyze the character development of local governments, especially 31 cities and goons of Gyeonggi Province, comparing with those of local governments of Japan. In the long run, this will provide some suggestions for strategy of character applications. Then, this research is expected to be used as basic reference materials for character development of other local governments and government agencies.

In theory, within ubiquitous learning environment, education is happening all around the student but the student may not even be conscious of the learning process. But, in this study, we consider the ubiquitous learning environment where PMP (Personal Multimedia Player) is being used for delivering the learning-contents. And the purpose of this study is to identify the problematic factors recognized by PMP users in u-learning environment. A need analysis was used to identify and evaluate needs of 74 PMP users as well non-users. Based on the interviews of participants, we give a brief summary results on motivation for using PMP, purchasing and operating costs, category of contents being used, dissatisfying and problematic factors with using PMP in u-learning environment. Therefore, we present six categories of factors preventing the u-learning with PMP from being diffused such as lacks of awareness, loss of confidence, side-effects, lacks of education and support, costs, and lacks of contents. In conclusion, we suggest a set of guidelines which might help remove these the resistance factors.

This paper presents the experimental results of axially loaded stub columns of slender steel hollow square section(SHS) strengthened with carbon fiber reinforced polymers(CFRP) sheets. 6 specimens were fabricated and the main parameters were: width-thickness ratio(b/t) and CFRP retrofitting. From the tests, it was observed that two sides would typically buckle outward and the other two sides would buckle inward. A maximum increase of 33% was achieved in axial-load capacity. Also, stiffness and ductility index(DI) were compared between unretrofitted specimens and retrofitted specimens. In the last section, a prediction formula of the ultimate strength developed using the experimental results is presented.

The purpose of the study is to understand the symbolic meaning of jewelry. Among various characteristics of symbols, the symbolic meaning represents the correlation between meanings. Wearing jewelry is an instinctive action that can be witnessed from ancient civilizations. Man used jewelry for various purposes, as an ornament, an amulet, a symbol of wealth or power or as a token of love. In this study, I have researched the symbolic meaning of jewelry in its historic background focusing on rings that show the strongest symbolic characteristic among jewelries. Whereas the symbolic meaning of jewelry was strongly accentuated in the ancient and medieval times, it was gradually weakened in the modern time. Also, while jewelry in the ancient and medieval times showed commonness and universality, jewelry in modern time expressed individuality. Although the meaning of jewelry changed progressively by interacting with the external environment, jewelry has always roused sense and symbolism from our hearts and has acted as a means to express ideas and emotions of human beings.

In this paper, an analysis results of towing force and towing points which are dominating factors to determine the behavior of towed ship are introduced. The towing force and towing points to achive the desired posture and its position of the towed vessel are derived based on simplified dynamics and linearization method. LQR algorithm for posture control is applied to linearized system and numerical simulation is also executed. Force based on COG(cneter of gravity) and gain of controller to achieve desired posture for target vessel are obtained by using Riccati matrix equation and pseudo inverse matrix is applied to analyze the relation between the derived force and its towing point. Based on this analysis method, towing force need to move the towed vessel from its initial position to target position can be calculated. The towing method including towing point and direction is also considered on this method. Finally, the relation between towing force and towing point is confirmed from the analysis and the results can be applied to arrangement of tug boats during salvage works.
