The main purpose of this study is to carry out the performance evaluation of Ultra-light Fixed Wing UAV(Unmanned Aerial Vehicle) photogrammetry which is being, currently, applied for various fields such as cultural assets, accident survey, military reconnaissance work, and disaster management at home and abroad. Firstly, RMSE estimation of Aerial Triangulation (AT) are within approximately 0.10 cm in position (X, Y). And through the comparison of parcel's boundary points coordinates by terrestrial surveying and by UAV photogrammetry, the analysis shows that RMSE are shifted approximately 0.174~0.205 m in X-direction, 0.294~0.298 m in Y-direction respectively. Lastly, parcel's area by orthophoto of UAV photogrammetry and by that of cadastre register has been shown the difference by 0.118 m2. The results presented in this study is just one case study of orthophoto accuracy assessment of Ultra-light fixed wing UAV photogrammetry, hereafter various researches such as AT, direct-georeferencing, flight planning, practical applications, etc. should be necessary continuously.
급증하고 있는 드론(무인항공기) 분야의 기술 개발과 보급이 활발해지는 효과의 반대급부로서 기존의 유인 항공기 운항의 안전이 위협받고 있다. 본 논문에서는 초경량/소형 드론이 비행하도록 지정된 저고도 공역에 대한 현 제도의 문제를 분석하고 드론의 비행 증가에 따른 항공안전을 확보하기 위한 저고도 공역 재설정을 포함한 공역 제도 개선 방안을 제안한다.
An amendment to Japanese Civil Aeronautics Act came into effect December 10, 2015. The Act prohibits flying drones over residential areas or areas surrounding an airport without permission from the Minister of Land, Infrastructure and Transportation. Flying drones during night time and during an event is also prohibited. The term "UAV" or "UA" means any aeroplane, rotorcraft, glider or airship which cannot accommodate any person on board and can be remotely or automatically piloted (Excluding those lighter than a certain weight (200 grams). Any person who intends to operate a UAV is required to follow the operational conditions listed below, unless approved by the Minister of Land, Infrastructure, Transport and Tourism; (i) Operation of UAVs in the daytime, (ii) Operation of UAVs within Visual Line of Sight (VLOS), (iii) Maintenance of a certain operating distance between UAVs and persons or properties on the ground/water surface, (iv) Do not operate UAVs over event sites where many people gather, (v) Do not transport hazardous materials such as explosives by UAV, (vi) Do not drop any objects from UAVs. Requirements stated in "Airspace in which Flights are Prohibited" and "Operational Limitations" are not applied to flights for search and rescue operations by public organizations in case of accidents and disasters. This paper analyzes some issues as to regulations of UAVs in Korean Aviation Safety Act by comparing the regulations of UAVs in Japanese Civil Aeronautics Act. This paper, also, offers some implications and suggestions for regulations of UAVs under Korean Aviation Safety Act.

무인항공기(UAV)는 군사적 목적으로 개발되었지만, 최근 다양한 분야에서 활용되고 있다. 수자원 관리를 위해서도 시대적 흐름에 따라 드론과 관련된 많은 연구가 진행되고 있다. 이수임 등(2015)은 UAV영상을 활용한 수변구조물의 DSM 생성 및 정확도 연구를 통해 지상 LIDAR와 같은 수준의 DSM 및 더욱 정확한 GCP 취득의 필요성을 제시했다. 이용창(2015)은 회전익 UAS 영상기반 고밀도 측점자료의 위치 정확도를 평가하였다. 이인수 등(2013)은 초경량 고정익무인항공기 사진측량기법의 정사영상 정확도 평가를 수행하였다. 또한 김민규 등(2010)은 풍수해 모니터링을 위한 UAV 적용성 분석을 실시하였고, 김홍래 등(2014)은 UAV를 활용한 감시정보정찰 임무분석 및 설계도구 개발을 위한 연구를 수행하였다. 상기와 같이 수자원 분야 활용을 위한 많은 연구가 보고 되고 있으나, 아직까지 드론 활용의 대부분은 항공영상 취득 및 분석기술 개발에 집중되어 있다. 본 연구에서는 무인항공기를 수재해 감시 및 관리 기술에 적용하기 위해 수행되었다. 수재해 감시 및 관리를 위한 방법으로 NIR(Near Infrared) 센서를 부착한 '재해관리용 드론'을 개발하고 현장실험을 수행하였다. 실험결과 NIR센서를 탑재한 드론은 수재해 관리에 매우 유용하게 활용될 수 있을 것으로 판단되었다.
By aircraft from Aviation regulations and institutional regulatory framework for ensuring the safety is secured. State-of-the-art aircraft, according to the type of development and diversification, modernization and new types of aircraft are operated. In particular, light aircraft and ultralight flying device such as the gyro-plane and unmanned flying devices is introduced a new device, and the device operates at these flight in accordance with the standards of the Aviation Act regulations may not occur often. Variety of light aircraft and ultra-light aircraft assembly, can be adapted for a person engaged in the business of aviation safety management and to perform the legal basis was established. Depending on the classification of newly introduced aircraft, the biggest change is the introduction of the concept of the LSA. In Korea, the various light aircraft are operating, but these aircraft range not clearly Aviation Regulations had difficulty in ensuring safety. This study examined the differences between international rules and regulations of Korea about the classification of aircraft. The LSA are included in aircraft categories internationally, but LSA will not be included in the aircraft categories, which is one of a range of powered flight device exists in Korea Aviation Act. Limit for maximum continuous power speed in a LSA, it is a limit on the right of the people who want using the high-performance plane. Also it is an international trend does not fit in, and is consistent with the intent of LSA manufacturer. Delete the content from a range of future aviation law revisions and light aircraft-related provisions to limit the maximum continuous power speed is considered to be suitable for the purpose of introducing the light aircraft industry. The laws and regulations set up in order to ensure the safety of ultralight aircraft categories existing in ultralight aircraft that exceeds the purpose of the introduction of LSA technology development at home and abroad, and is intended to reflect. These standards complement of aircraft operation is not appropriate for the situation unless the country is difficult to ensure the safety of operations. Also developed in other countries, the introduction of aircraft operating in the country, so many problems occur early revision is required.

The first phase of architecture design is the field survey of the site and its surroundings. To gather the information there are two methods :the traditional method of an onsite survey, and recently using 3D geometry data and high quality image mapping from online services such as Google Earth. However, the urban condition is fast changing, and information from online services may lack sufficient information. This paper presents the to fast and effective site survey method for urban site using an affordable and fully automated UAV for the architectural design field.
Just as safety is the most important thing in aviation, safety is the most important in the operation of unmanned aircraft (RPA), and safety operation is the most important in the legal responsibility of the operator of the unmanned aircraft. In this thesis, the legal responsibility of the operator of the unmanned aircraft, focusing on the responsibility of the operator of the unmanned aircraft, was discussed in depth with the issue of insurance, which compensates for damages in the event of an accident First of all, the legal responsibility of the operator of the unmanned aircraft was reviewed for the most basic : definition, scope and qualification of the operator of the unmanned aircraft, and the liability of the operator of the Convention On International Civil Aviation, the ICAO Annex, the RPAS Manual, the Rome Convention, other major international treaties and Domestic law such as the Aviation Safety Act. The ICAO requires that unmanned aircraft be operated in such a manner as to minimize hazards to persons, property or other aircraft as a major principle of the operation of unmanned aircraft, which is ultimately equivalent to manned aircraft Considering that most accidents involving unmanned aircrafts fall to the ground, causing damage to third parties' lives or property, this thesis focused on the responsibility of operators under the international treaty, and the responsibility of third parties for air transport by Domestic Commercial Act, as well as the liability for compensation. In relation to the Rome Convention, the Rome Convention 1952 detailed the responsibilities of the operator. Although it has yet to come into effect regarding liability, some EU countries are following the limit of responsibility under the Rome Convention 2009. Korea has yet to sign any Rome Convention, but Commercial Act Part VI Carriage by Air is modeled on the Rome Convention 1978 in terms of compensation. This thesis also looked at security-related responsibilities and the responsibility for privacy infringement. which are most problematic due to the legal responsibilities of operating unmanned aircraft. Concerning insurance, this thesis looked at the trends of mandatory aviation insurance coverage around the world and the corresponding regulatory status of major countries to see the applicability of unmanned aircraft. It also looked at the current clauses of the Domestic Aviation Business Act that make insurance mandatory, and the ultra-light flight equipment insurance policy and problems. In sum, the operator of an unmanned aircraft will be legally responsible for operating the unmanned aircraft safely so that it does not pose a risk to people, property or other aircraft, and there will be adequate compensation in the event of an accident, and legal systems such as insurance systems should be prepared to do so.

As seen in the case of the Boeing 737 Max accident, the proportion of aircraft software is rapidly increasing. However, it is vulnerable to safety issues. In case of domestic aircraft software, to operate a Light Unmanned Aerial Vehicle (LUAV) less than an empty weight of 150 kg, safety certification is required for an Ultra-Light Vehicle (ULV). However, software certification procedure is not included. Since the use of LUAVs has increased recently, software verification is required. This paper proposed a checklist of LUAV software that could be applied to LUAV referring DO-178C, an aviation software certification standard. A case study of applying the proposed checklist to the Model-based Development-based Helicopter Flight Control Computer (FCC) project currently used by domestic and foreign advanced companies and institutions was conducted.

In order to increase endurance flight efficiency of long endurance electric powered UAV with solar cell, the light weight airframe design techniques are important. In this paper, the design of the main wing of electric powered UAV manufactured using Mylar film and fiber reinforced composite was conducted in order to achieve weight reduction and structural integrity of the structure. The shape of spar and size were determined using beam theory analysis. The finite element analysis of the wing was performed under various load condition derived from flight environment of EAV-2H. Finally, the static strength test of the main wing was conducted to verify structural integrity. It was found that the developed main wing weigh less than 42% than the previous EAV-2 and the main wing passed static strength test under ultimate load.
