A Study on the Historical Origin of Private Security Industry in Korea (우리나라 보안산업의 역사적 기원에 관한 연구)

  • Around the middle of the ninth century the strict bone-rank system of Silla frustrated many people who had political ambition but lacked nobility. They had to seek other ways, including maritime trade. Such an undertaking reflected and also increased their economic and military power. Trade prospered with T'ang China and with Japan as well. The threat of piracy to Silla's thriving maritime trade caused to create a succession of garrisons at important coastal points. Chonghae Jin (Chonghae garrison) was regarded as the most important of these. It was established in 828 by Chang Pogo. Chonghae Jin was on Wando, an island just east of the southwestern tip of Korea and a key place at this time in the trade between China, Korea, and Japan. From this vantage point Chang Pogo became a merchant-prince with extensive holdings and commercial interests in China and with trade contacts with Japan. Although piracy was rampant in East Asia at that time, either the Chinese or Silla government was not able to control it due to inner political strife and lack of policing resources. Infuriated by the piracy and the government's inability to control it, Chang Pogo came back to Silla to fight against the pirates and to protect maritime trade. He persuaded the king of Silla and was permitted to control the private armed forces to sweep away the pirates. In 829 he was appointed Commissioner of Chonghae-Jin with the mission of curbing piracy in that region. Chang's forces were created to protect people from pirates, but also developed into traders among Silla Korea, T'ang China, and Japan in the 9th century. This was geographically possible because the Chonghae Garrison was situated at the midpoint of Korea, China, and Japan, and also because Chang's naval forces actually dominated the East Asia Sea while patrolling sea-lanes. Based on these advantages, Chang Pogo made a great fortune, which might be collected from a charge for protecting people from pirates and the trades with China and Japan. Chang's forces could be termed the first private security company in the Korean history, at least in terms of historical documents. Based on historical documents, the numbers of private soldiers might be estimated to exceed tens of thousands at least, since Chang's forces alone were recorded to be more than ten thousand. Because local powers and aristocratic elites were said to have thousands of armed forces respectively, the extent of private forces was assumed to be vast, although they were available only to the privileged class. In short, the domination of Chang's forces was attributable to the decline of central government and its losing control over local powers. In addition it was not possible without advanced technologies in shipbuilding and navigation.

  • 우리나라에서는 1961년의 제정 하천법을 통하여 하천을 사용하고자 하는 경우에는 관리청의 허가를 득해야 함을 명시적으로 규정한 이래 현재까지 하천수의 사용을 허가제로 운영하고 있다. 하천수 사용을 위한 제도가 정비된 지 반세기 이상의 세월이 흘렀지만, 이를 둘러싼 분쟁이 끊이지 않고 있는 상황이 반복되고 있다. 이로 인하여 상호간의 불신과 갈등이 증폭되고, 사회적 갈등비용이 증가하며 제도 그 자체를 불신하는 움직임마저 나타나고 있다. 특히 우리나라와 같은 댐저수와 하천수 의존형 물 관리에서는 댐용수와 하천수의 합리적인 배분이 매우 중요하다고 할 수 있다. 물분쟁의 주된 유형은 지자체와 물공급을 담당하고 있는 한국수자원공사와의 갈등이 대부분이다. 분쟁의 유형도 단순한 취수시설 확장에 관한 사항에서부터 물수지분석의 방법에 관한 사항까지 복잡다양하게 얽혀있다. 이와 같은 물분쟁은 물론 긴 역사속에서도 존재하여 왔지만 제도적인 틀을 정비함으로써 갈등상황을 감소시키고 나아가 하천과 물의 효율적 관리 등 국가적 차원의 긍정적 요인을 도출하는 것이 주요한 목적이라고 할 수 있다. 또한 2009년 하천법 개정을 통하여 하천수 사용허가의 세부기준을 정하도록 규정되어 있으나 현재에 이르도록 별다른 진전을 보이지 못하고 있다. 본 연구에서는 하천법 제50조4항(아울러 시행령 제56조2항 및 시행규칙 제28조4항)에서 규정하고 있는 하천수 사용허가의 세부기준을 작성하기 위하여 시도되었다. 세부기준은 하천수를 사용하고자 하는 물 사용자와 하천수 관리청의 역할을 비롯하여 책임과 권한의 관계가 분명하게 정립될 필요가 있다. 따라서 기존 하천수 사용허가 행정을 면밀히 분석하였고, 실제 하천수 사용허가 행정업무를 수행하고 있는 4대강(한강, 금강, 영산강, 낙동강) 홍수통제소 실무자와의 수차례에 걸친 논의를 거쳐 완성되엇다. 세부기준(안)은 9개장 43개조항으로 이루어져 있으며, 하천수 사용허가 행정 전반을 범위로 하고 있다. 본 연구를 통하여 작성된 하천수 사용허가 세부기준이 입법화된다면 하천수 사용허가를 둘러싼 갈등상황의 감소가 예상되며, 보다 투명한 하천행정을 기대할 수 있을 것이다. 또한 앞으로 물수지분석 방법이나 용도별 하천수 사용요금 등에 대한 현실적인 대안이 마련된다면 보다 선진적인 하천행정을 수행할 수 있을 것으로 기대된다.

  • 청개천 복원 공사가 시작되고 청계고가가 사라지고 예전의 청계천 모습을 사람들은 기대하고 있다. 우리나라 뿐만아니라 세계의 여러 나라는 지금 자국의 빛난 옛 문화에 대한 복원사업을 계속해서 추진하고 있다. 이만큼 문화컨텐츠분야는 자국의 역사의 재확립이라는 면에서 중요시되고 있는 것이다. 문화컨텐츠 복원은 다양한 방법으로 이루어지고 있는데 이 논문에서는 몰입형 가상현실 시스템을 이용하여 고증을 거친 문화 컨텐츠의 복원 과정을 다루고자 한다. 가상현실 시스템에서의 복원과 실제의 복원과정의 차이점을 알아보고 이러한 문화 컨텐츠 복원이 VR측면에서 어떠한 가치를 가지고 있는가 또한 알아본다. 그리고 이러한 몰입형 가상현실 시스템을 가지고 문화컨텐츠의 복원뿐만 아니라 다른 문화컨텐츠 분야에의 활용방안을 이 논문을 통하여 제시한다.

우크라이나의 우주개발동향

  • 한 나라의 우주 능력은 국력을 상징적으로 나타내고, 다른 모든 산업을 선도할 뿐만 아니라 국민의 일상생활에도 커다란 영향을 미친다. 이러한 세계의 질서 속에서 구소련 우주능력의 핵심적 역할을 하다가, 특별히 1990년대 초 구소련연방의 해체와 아울러 변화의 소용돌이 속에서 독립국가의 형태를 갖추고 나름대로의 우주능력을 증명하고 마케팅을 실시하면서 실익을 취하는 국가들의 모습을 볼 수 있다. 이러한 독립된 국가 속에 우크라이나의 우주개발동향을 검토해 보는 것은 앞으로 전개될 세계 우주개발 시장에서의 판도를 읽는 데에도 도움이 될 것으로 의미가 있으리라 생각한다. 본 논문에서는 우크라이나의 주요 역사적 사건, 우크라이나 우주청의 구조 및 역할, 우주 프로그램 및 우주 발사체 개발 동향 및 국제 협력 등을 살펴보고자 한다.

  • In Korea, there are four institutions related to atmospheric science: the university's atmospheric science-related department, the Korea Meteorological Administration (KMA), the ROK Air Force Weather Group, and the Meteorological Industry Association. These four institutions have developed while maintaining a deep cooperative relationship with the Korea Meteorological Society (KMS) for the past 60 years. At the university, 6,986 bachelors, 1,595 masters, and 505 doctors, who are experts in meteorology and climate, have been accredited by 2022 at 7 universities related to atmospheric science. The KMA is carrying out national meteorological tasks to protect people's lives and property and foster the meteorological industry. The ROK Air Force Weather Group is in charge of military meteorological work, and is building an artificial intelligence and space weather support system through cooperation with universities, the KMA, and the KMS. Although the Meteorological Industry Association has a short history, its members, sales, and the number of employees are steadily increasing. The KMS greatly contributed to raising the national meteorological service to the level of advanced countries by supporting the development of universities, the KMA, the Air Force Meteorological Agency, and the Meteorological Industry Association.

Current situation of Hanwoo industry and future prospects for precision livestock farming (국내 한우산업 현황과 정밀축산을 활용한 한우고기 생산전망)

  • Hanwoo cattle have been genetically selected for enhancing meat quality and meat quantity since the last few decades. Beef consumption in South Korea has also increased to 11.6 kg per year in 2016 and is expected to continue to increase. For improving meat quality, Hanwoo cattle has been raised a high-energy corn-based diet for long fattening periods, which causes not increment of fat percentage in the loin muscle but increment of feeding costs. Consumer demands on the Korean beef industry are driving differing beef production systems and also changes to the beef grading system. For a sustainable Hanwoo industry, researcher in Korea have attempted to develop feeds for efficient fattening periods and precision feeding systems based on genetic information for Hanwoo cattle. Therefore, representatives of government, academics, and market association need to provide efficient collaboration for the future prospective or develop a precise management system for Hanwoo industry in Korea.

An Analysis of Cultural Hegemony and Placeness Changes in the Area of Songhyeon-dong, Seoul (서울 송현동 일대의 문화 헤게모니와 장소성 변화 분석)

  • The History and Culture Park and the Lee Kun-hee Donation Hall will be built in Songhyeon-dong, Seoul. Political games from the Joseon Dynasty to the present greatly influenced the historicity of Songhyeon-dong. However, place analysis was limited to changes in landowners and land uses rather than a historical context. Therefore, this study analyzed the context in which the placeness of Songhyeon-dong changed according to the emergence of cultural hegemony using the perspective of modern cultural geography and comparative history. As a result of the analysis, cultural hegemony in historical transitions, such as Sinocentrism, maritime expansion, civil revolutions, imperialism, nationalism, popular art, and neoliberalism, was found to have created new intellectuals in Bukchon, including Songhyeon-dong, and influenced social systems and spatial policies. In this social relations, the placeness of Songhyeon-dong changed as follows. First, the founding forces of Joseon created pine forests as Bibo Forests to invocate the permanence of the dynasty. In the late Joseon dynasty, it was an era of maritime expansion, and as Joseon's yeonhaeng increased, a garden for the Gyeonghwasejok, who enjoyed the culture of the Qing dynasty, was built. Although pine forests and gardens disappeared due to the development of housing complexes as the population soared during the Japanese colonial era, Cha Gyeong's landscape aesthetics, which harmonized artificial gardens and external nature, are worth reinterpreting in modern times. Second, the wave of modernization created a new school in Bukchon and a boarding house in Songhyeon-dong owned by a pro-Japanese faction. Angukdongcheon-gil, next to Songhyeon-dong, was where thinkers who promoted civil revolution and national self-determination exchanged ideas. Songhyeon-dong, the largest boarding house, served as a residence for students to participate in the March 1st Movement and was the cradle of the resulting culture of student movements. The appearance of the old road is preserved, so it is a significant part of the regeneration of walking in the historic city center, connecting Gwanghwamun-Bukchon-Insadong -Donhwamunro. Third, from the cultural rule of the Government General of Joseon to the Military Government, Songhyeon-dong acted as a passage to western culture with the Joseon Siksan Bank's cultural housing and staff accommodations at the U.S. Embassy. Ancient and contemporary art coexisted in the surrounding area, so the modern and contemporary art market was formed. The Lee Kun-hee Donation Hall is expected to form a cultural belt for citizens with the gallery, Bukchon Hanok Village, the Craft Museum, and the Modern Museum of Art. Discourses and challenges are needed to recreate the place in harmony with the forests, gardens, the street of citizens' birth, history and culture park, the art museum, and the surrounding walking network.

A study on the development of jewelry design inspired by the architecture of the Forbidden City (자금성 건축물을 모티브로 한 주얼리 디자인 개발에 관한 연구)

  • The Forbidden City in Beijing, China, served as the imperial palace and was a significant political and cultural center during the Ming and Qing dynasties. The complex architectural structure and artistic, symbolic elements of the Forbidden City continue to inspire modern artists and designers. However, there has been relatively little research on developing jewelry designs inspired by the Forbidden City, particularly in terms of color, form, and other elements. This study selected six major buildings from the Forbidden City and analyzed their exteriors and patterns, creating sketches based on this analysis. The colors were analyzed using the HSB color model. The research used the analyzed forms (double-eaved hipped roof, double-eaves gable and hip roof, and single-eaved hipped roof with four ridges), decorations (dragon patterns, three intersecting six-petal lattice), and color differences, the Hall of Supreme Harmony bracelet, Hall of Preserving Harmony earrings, and Hall of Central Harmony ring were completed. The study reinterprets the historical value and artistic beauty of the Forbidden City through contemporary jewelry design, presenting a new design paradigm that harmonizes tradition and modernity.

Classification of Characters out of their Original Cultural Forms to Create Digital Contents : Focusing on Avalokitesvara (觀音菩薩) and Buddhist child (童子) (디지털콘텐츠 제작을 위한 전통문화원형의 캐릭터 분류 : 관음보살(觀音菩薩) 및 동자(童子)를 중심으로)

  • In the midst of the fusion era in digital contents, securing a variety of traditional cultural sources is important. Out of its long history, Korea has extensive spectrum of cultural contents in combination with conventional religions. Buddhist art has been a pillar of the traditional culture for a long time in Korea, by which we could secure new sources for cultural contents and classify them. This is aimed that we could bring the future brands into reality based on the traditional culture through Buddhist cultural contents. This study hired the original cultural forms in the viewpoints of traditional culture. Study on the implication through the symbols of Avalokitesvara (觀音菩薩) and Buddhist child (童子) in Buddhist art might allow to secure a foothold to create own characters. Thus, focusing on Avalokitesvara (觀音菩薩) and Buddhist child (童子) in the Buddhist sacred images as registered in Cultural Heritage Administration for national treasures, those traditional characters were reviewed through their own system of symbol. During the course, Buddhist characters were available to be classified into DB by their roles and materials지물. This study could help to exploit the complicated Buddhist culture of its symbolic meanings and to shape them into original forms of the culture. Also, through the meanings of the Buddhist sacred images, it could provide the digital contents pool with Korean traditional characters.

  • In this paper, I tried to examine the aspects of overcoming the aftermath of war through literary works. As history is continuously being reinterpreted and reevaluated, historical figures are described differently and given new meanings especially in the field of literature. It is not only important to examine these interpretations from previous generations themselves; it is also important to analyze them from a modern day perspective and look closely at their meanings. This research, by focusing on the post Manchu's invasion period, I examined the contemporary discussion. Literary works which were written in the post Manchu's invasion had different meaning comparing to the other time. Scholars at that time wanted to use historical figures as an allegory of temporary national situation. And this social phenomena was deeply related to the temporary discourses such like wipe off a disgrace by taking revenge on Qing (boksu $s{\breve{o}}lch^{prime}I$, 復讐雪恥) or loyalty to the Ming dynasty ($taemy{\breve{o}}ng$ ${\breve{u}}iri$, 對明義理). So that this research takes genre, time period, and nationality as the main variables to interpret typical historical figures and study their aspects.
