A Comparative Study on the Characteristics of the Core Technology and Future New Technology of the Ground Unmanned System (국방 지상무인체계의 핵심기술과 미래 신기술 특성 비교 연구)

  • The world's leading industrialized nations are improving their national science and technology capacity through the continuous expansion of national R&D investment and the improvement of performance in accordance with the trend of the fourth industrial revolution. As rapid technological development following technological convergence necessitates a preemptive response to a new paradigm, the importance of securing high technology that affects the national competitiveness is increasing day by day. Core technologies and future new technologies that affect national competitiveness can be seen as a measure to upgrade the nation's innovative capabilities. In particular, the core technologies and future new technologies to prepare for changes in a security environment and future battlefields are very important in the defense sector that develops weapons systems. In the defense sector, the core technologies based on the military weapons systems are identified, and future new technologies that use the best technologies of the private sector for national defense, not on the needs of develops weapons systems, are derived. This study examined the characteristics of core technology and future new technology of defense ground unmanned systems, conducted a comparative study through empirical analysis, and concluded that strategic technology planning and research and development are needed according to the core technology and future new technology characteristics.

  • Currently, our society has been changed from the industrial society to the information society. As the war progresses to Information Warfare, Network-Centric Warfare, Long-Range Precision Engagement and Robot Warfare, the military should advance to High-tech Scientific force. For this creation of the war potential, it is regarded as the warfighting experiment is a critical method. Surely it is rational that LVC(Live Virtual Constructive simulation) is desirable to make the warfighting experiment. But because it is limited by the cost, the time, the place and the resource, the constructive simulation(M&S : Modeling&Simulation) is a good tool to solve those problems. There are some studies about the evaluation process for developing the model, but it is unsatisfying in the process of the constructive simulations' operation. This study focuses on the way of constructive simulation operation, which is supplied with the evaluation process(VV&A : Verification Validation & Accreditation). We introduce the example of the rear area operation simulation for "appropriateness evaluation to the organization of logistic corps" by the AWAM(Army Weapon Analysis Model). This study presents the effective methods of the constructive simulations, which is based on the reliable evaluation process, so it will contribute to the warfighting experiments.

Research on functional area-specific technologies application of future C4I system for efficient battlefield visualization (미래 지휘통제체계의 효율적 전장 가시화를 위한 기능 영역별 첨단기술 적용방안)

  • C4I system is an integrated battlefield information system that automates the five elements of command, control, communications, computers, and information to efficiently manage the battlefield. C4I systems play an important role in collecting and analyzing enemy positions, situations, and operational results to ensure that all services have the same picture in real time and optimize command decisions and mission orders. However, the current C4I has limitations whenever a new weapon system is introduced, as it only provides battlefield visualization in a single area focusing on the battlefield situation for each military service. In a future battlefield that expands not only to land, sea, and air domains but also to cyber and space domains, improved command and control decisions will be possible if organic data from various weapon systems is gathered to quickly visualize the battlefield situation desired by the user. In this study, the visualization technology applicable to the future C4I system is divided into map area, situation map area, and display area. The technological implementation of this future C4I system is based on various data and communication means such as 5G networks, and is expected to enable hyper-connected battlefield visualization that utilizes a variety of high-quality information to enable realistic and efficient battlefield situation awareness.

  • Currently barbola has been considered in Korea. The artistry of it has been studied. Interior design barbola has developed from an art activity to a real life product. Interior design is meant to total design activity to satisfy all condition both function and emotion suited for the goal of interior space human dwells. We study the product technique of optic media barbola sculpture with affection and refinement to use traditional superior onion on optic media and permeability in order to apply the artistry of barbola to interior design. We make real sculpture using it. The mineral electric radiation sheet in this research includes 0.2mm thickness with low power, high brightness, and non-heat. The result of this study contains a new type and narrative beyond the limitation of the traditional barbola. We make power saving lighting sculpture through it.

  • Cyber attacks are an important factor that determines the victory and defeat of Network-centric wars in which advanced weapon systems are highly interlinked. In addition the increasing dependability on software as its develop as the latest fighter is demanding enhanced security measures for fighter software to Cyber attacks. In this paper, we apply the DO-326A, which is an airworthiness security certification standard, to design a risk-based security threat assessment process by reflecting characteristics and operational environment of fighter aircraft. To do this, we add the following steps in security threat assessment stage of DO-326A's airworthiness security certification process. First, we derive security threats of fighter. And then, we scored the security threat in terms of possibility and impact on the fighter. Finally, we determine the security risk severity.

  • North Korea's cyber warfare capability is becoming a serious security threat to Korea because most of the operational systems of social infrastructure and advanced weapons system are all networked. Therefore, the purpose of this article is to examine what the Korean government should do to strengthen cyber security capabilities toward North Korea. For this purpose, this article analyzed North Korea's cyber attack cases against Korea by categorizing according to threat type and purpose. The research findings are as follows. It is necessary first, to have aggressive cyber protection and attack capabilities; second, to establish an integrated cyber security control tower that can be overseen by the national government; third, to need to legislate domestic cyber- related laws; fourth, to build a multilateral & regional cyber cooperation system. The implication of these findings are that it needs to be strengthened the cyber security capability from the cyber threats of North Korea by minimizing the damage during the peacetime period and for the complete warfare in case of emergency.

  • In this study, based on the awareness of the problem of current scientific guard systems of ROKA, We suggested a develoment direction for scientific guard system applying 3 elements of Revolution in Military Affairs by 2035. To this end, we analyzed challenges of current scientific guard systems and reviewed similar cases in other countries. Based on this, We suggested a develoment direction for scientific guard system, comprised of the concept of gurad operation, the organization of guard troops, and MUM-T(manned and unmanned teaming) by applying the framework of 3 elements of military innovation (operation concept, organization, weapon system). In order to overcome challenges at hand, we need a innovative scientific guard systems that applies MUM-T based on high technology along with agile&smart guard troops.

  • In the midst of the development of science and technology based on the 4th industrial revolution, the ROK Army is moving forward with the ARMY TIGER 4.0 system, a ground combat system that combines future advanced science and technology. The system is developing around an AI-based hyper-connected ground combat system, and has mobility, intelligence, and networking as core concepts. Especially, the dronebot combat system is used as a compound word that refers to unmanned combat systems including drones and ground unmanned systems. In future battlefields, it is expected that the use of unmanned and artificial intelligence-based weapon systems will increase. During the transition to a complete unmanned system, it is a very important issue to ensure connectivity individual unmanned systems themselves or between manned and unmanned systems on the battlefield. This paper introduces the Multiplexer Allocation Problem (MAP) for effective command control and communication of UAV/UGV, and proposes a heuristic algorithm. In addition, the performance of the proposed algorithm is analyzed by comparing the solutions and computing time. Also, we discuss future research area for the MAP.

Military Manpower Challenges and Solutions in the Era of Low Fertility and Aging Population in South Korea (한국의 저출산 고령화에 따른 군 인력 확보 문제와 대응 방안)

  • This study aims to diagnose the military manpower shortage problem caused by the rapid decline in fertility and aging population in South Korea and explore countermeasures. To this end, it analyzes the trends of demographic changes and military manpower supply and demand forecasts in Korea, and evaluates major alternatives such as expanding female soldiers, introducing a voluntary recruitment system, and adopting advanced weapons. It also seeks to derive implications through case studies of military manpower policies in major countries such as the United States, Japan, and Germany. The results show that in order to secure sustainable manpower for the Korean military, it is necessary to increase the proportion of female soldiers, review the voluntary recruitment system from a long-term perspective, minimize the power gap due to troop reduction, strengthen incentives for skilled manpower, and draw social consensus on improving the military service system and defense reform. This study is expected to contribute to the establishment of future military manpower policies in Korea.

A Study on Problems with the ROK's Bioterrorism Response System and Ways to Improve it (생물테러 대응체제의 문제점과 개선방안 연구)

  • Bioterrorism is becoming more attractive to terrorist groups owing to the dramatic increase in the utility and lethality of biological weapons in line with today's cutting-edge biological science and technology. The Republic of Korea is facing both internal and external terrorist threats, as well as the possible biological warfare by North Korea. Therefore, it is essential to establish an effective bioterrorism response system in the ROK. In order to come up with the adequate response system for the ROK, an in-depth study has been conducted on the current bioterrorism response system of the U.S. whose preparedness is considered relatively adamant. As a result, the following facts have been found: (1)the legislation with regard to bioterrorism has been established or amended according to the current situation in the U.S., (2)the counter terrorism activities have been integrated with the Department of the Homeland Security as the central agency in order to maximize the national CT capacity, (3)Specific procedures and instructions to cope with bioterrorism have been made into manuals so as to enhance the working-level response capabilities. Next, the analysis on the ROK's bioterrorism response system has been performed in various categories, including the legislation system, task role distribution, cooperative relations, and resource application. It turned out that the ROK's legislation basis is relatively weak and it lacks the apparatus to integrate the bioterrorism response activities on the national level. The shortage of the adequate response facilities and resources, as well as the poor management of manpower have also emerged as problems that hinder the effective CT implementations. Through an analytical and comparative study of the U.S. and the ROK systems, this paper presents several ways to ameliorate improve the current system in the ROK as follows: (1)establish the anti-terrorism law, which would be the basic legal basis for the bioterrorism-related matters; and make revisions to the disaster-related legislation, relevant to bioterrorism response activities, (2)establish an integrated body that has a powerful authority to coordinate the relevant CT agencies; and converge the decentralized functions to maximize the overall response capacity, (3)install the laboratories with a high biosafety level and secure enough of the strategic medical stock-pile, (4)enhance the ability of the inexperienced response personnel by providing with a manual that has detailed instructions.
