  • When railway crossing is required to be improved to improve road traffic efficiency, cost-benefits analysis is conducted. In the analysis, such benefits as the reduction of the delay in road vehicle traffic and related costs and reduction of traffic accidents have been appropriately estimated, however, which has not been the case for the reduction of railway operation costs and accidents. This omission may result in a significant difference in the total estimation of the benefits achievable in a long railway line where many of the crossings are improved or reconstructed. This would deteriorate the rationality of the benefit analysis. As the result, although there are various, significant benefits recognizable in the improvement of railway crossings, but they have not been included in the list of the benefits due to the difficulty in calculation. To this end, this paper proposes a methodology of the calculation of the benefits of railway crossing improvement by estimating the unit costs used in the estimation of the benefits obtainable by the reduction of the railway operation costs and the reduction of the accidents at a crossing on the basis of past studies and data.

  • Environmental Impact is getting more attention in many feasibility studies for railroad-related projects and research items. For sustainable growth and green transportation, the benefits typically used for feasibility studies in railway-related projects, are composed mostly of economic criterions which is not considering growing attention on changing paradigm. Based on the analysis of current methodologies, improvements in estimating environmental impact especially on noise and pollution are suggested.

  • Investment in railroad, it is very important to find a way to increase a benefit to make the economic efficiency more positive, but is also considering that the cost will be higher. In this paper, we suggest a optimized model for increasing the benefit of railroad business considering of stopping patterns. According to existing analytical method, the operation hour is calculated based on that scenario regarding that it stops at all major stations but it does not fit the actual operation conditions. Considering various stopping patterns can be reasonably calculated the cost for required rail cars in the planning stages, and can also affect economic efficiency in a positive way.

Active steering bogie has been proposed to satisfy stabilizing and steering performance of railroad. This paper describes the feasibility study of the active steering bogie for a urban railway vehicle based on environment-related criteria.

  • In Korea, the concentration for the use of urban railroads is comparatively high during peak hours. In case of road traffic, overcrowdness leads the increase of total travel time and cost naturally but this does not happen in railroad systems because of fixed operational interval. Thus, passenger's disutility is generated physically and mentally from congestion increment. The increase of railroad capacity from new transit lines and expansion of existed lines contributes traveler's comfort benefits to rising. However, present evaluation guidelines for feasibility studies of road and railroad projects do not include any valuation methodology about passenger's comfort benefits. Therefore, in this research, various factors affecting comfort benefits are reviewed and stated preference survey is performed in order to estimate traveler's comfort benefits for congestion reduction. In addition, willingness to pay for congestion avoidance is calculated from that stated preference survey based on Tobit Model. As a result, detailed unit for willingness to pay according to congestion reduction is proposed in this study.

  • Unlike high-speed KTX trains and dual track railways, most single-track railways are not popular among passengers because of long travel hours. As a solution to the problem, tilting trains will be deployed along the conventional line. Tilting train has a mechanism that enables increased speed on regular and curved railway tracks. As a train rounds a curve at speed, objects inside the train experience centrifugal force. This can cause packages to slide about or seated passengers to feel squashed by the outboard armrest due to its centripetal force, and standing passengers to lose their balance. Tilting trains possess a top speed of up to 180 km per hour as opposed to the previous 140 km per hour, so allow the train to pass curve at higher speed without affecting passenger comfort. This paper describes the methodology study to estimate the benefits, especially on the extra benefits in case of tilting actuation.

Risk Management for Casuality Accident at Urban Railway Stations (도시철도 역사 내 철도안전사상사고 위험도 관리 방안)

  • The paper suggests risk management methodology for alleviating casuality accidents at urban railway stations. Risk management deals with countermeasures for reducing accident probability or consequences to reach at the certain level of risk. First of all, Economic evaluations using cost and benefit for all the alternatives are performed. The alternatives exceeding B/C ratio greater than 1, each alternative is applied in the order of higher B/C ratio. this process is repeated when the level of risk is reduced as low as reasonably practical (ALARP). In order to determine the level of ALARP, Level of Service (LOS) for casuality risk at urban railway stations is proposed. The ALARP level is set to the LOS "C". Finally, a case study is applied to the Jongno 3-ga station, which is a highest risky station among all the stations operated by Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT).

The Measurement of Development Benefits for the Restoration in Urban Railway Projects (도시철도건설에 따른 편익계측과 개발이익환수)

  • 본 연구에서는, 기존의 악세스빌리티지표가 다양한 효과를 고려하지 못한다는 점에 착안하여, 새로운 악세스빌리티지표를 개발하였다. 노드의 중심성을 나타내는 중심도함수에 근거해, 네트워크 악세스빌리티지표(Netword Accessibility Index)와 철도이용자의 효용최적화의 관점으로부터 유틸리티 악세스빌리지표(Utility Accessibility Index)를 제안하였다. 그리고, 본 연구에서 제안한 지표가 종래의 지표보다 철도건설에 따른 편익치를 보다 정확하게 나타내는지를, 서울시지하철5호선과 오사카JR동서선의 개업효과를 계측함으로써 검증하였다. JR동서선의 경우, 중심지까지의 기존노선이 기설되어 있어 소요시간 단축효과보다 수송력증강과 철도네트워크의 확충에 의한 효과가 보다 크게 반영되었다. 또한, 위에서 산출한 편익치를 환수하기위한 기초데이타로 활용해, 고정자산세와 토지양도 소득세를 적용해 환원액을 산출하였다. 그리고, 이렇게 구한 환원액을 특정재원화시켜, 지하철5호선과 JR동서선의 사업주체에 보조해, 사업자의 채산성에 어떠한 영향을 미치는지, 신선건설비를 부담하는 해당 지자체의 비용부담을 어느정도 경감시킬 수 있는지를 정량적으로 밝혔다.

Evaluation for the Introduction Impact of an Integrated Railway Wireless Network : A Case Study of the Wonju-Gangneung Rail Line (철도통합무선통신망 도입효과의 평가 -원주-강릉구간에 대한 사례를 중심으로-)

  • This study performs an evaluation, using the economic feasibility analysis method, of the LTE based railway wireless networks (LTE-R) service that is planned to be used for the future railway networks in Korea. Its objectives are using the evaluation results and working to reflect the factors that lead to a maximization of benefits in designing an integrated railway wireless network. This study analyzes the impact of implementing an LTE-R on the railway networks, in contrast to the existing wireless network methods, e.g. VHR and TRS to new rail lines on an economic view. This results found that the benefit cost ratio is greater than 1.0 with a 10% contribution to benefits of the wireless network service in the case study on the Wonju-Gangneung rail line that will start operations in 2018; as a result, an ICT design is desired. For the introduction of an LTE-R service for the Wonju-Gangneung rail line, design specifications need to increase to benefits for each service, which will verify actual contributions and therefore result in an overall economic effect.

Arrival Delay Estimation in Bottleneck Section of Gyeongbu Line (철도선로용량 부족에 따른 지체발생 연구 - 경부선 서울~금천구청 구간을 대상으로)

  • This research shows the relationship between the number of trains and the probability of trains with arrival delay and suggests way to estimate the benefits of improved punctuality in a bottleneck section of the Gyeongbu Line. The arrival delays of high-speed and conventional trains were estimated using the train operation data of KORAIL. Linear regression models for the probability of trains with arrival delay by train type are presented in this paper. The probabilities of trains with arrival delay were more affected by the number of conventional trains than by the number of high-speed rail trains. For the empirical analysis, a project for increasing the capacity in the Seoul~Geumcheongu office section was tested. The benefits of the improved punctuality were estimated to be 4.2~4.5 billion Korean won every year. This research has some limitations but it can help evaluate more precisely the feasibility of the project of increasing the capacity in bottleneck sections.
